Abstract

Islamic boarding schools increasingly function not only as religious educational institutions but also as drivers of local economic development. This study aims to analyze the implementation of Triple Helix Governance in strengthening Islamic boarding school–based agribusiness through the Trubus Sentra Agrobisnis (TSA) Producer Cooperative in Paser Regency. This research applies a qualitative case study method using interviews, observation, and document analysis to explore collaboration among government institutions, business actors, and research organizations. The results show that the development of TSA is supported by strong collaboration among key stakeholders. Government institutions provide policy support and facilitation, research institutions contribute technological innovation, while business actors and zakat-based organizations strengthen economic networks and production capacity. This collaborative governance model enhances institutional capacity and supports sustainable agribusiness development. The study demonstrates that Islamic boarding schools can transform into community-based economic institutions through cooperative mechanisms. The integration of religious values, innovation, and policy support makes TSA a replicable model for strengthening local agribusiness governance and sustainable regional development.

Abstract

This study examines the implementation of the Neighborhood Association (RT) fund policy in supporting community empowerment programs in RT 11, Belimbing Sub-district, BTN PKT Bontang Housing Complex. The government allocates Rp 50 million to each RT for empowerment activities; however, community participation in programs such as MSME training, urban farming, and supplementary feeding for toddlers remains relatively low. Participation typically ranges from 12–15 residents (60–75%) out of the 20-person quota, despite adequate funding. The objective of this study is to analyze factors influencing the implementation of the RT fund policy using George C. Edward III's policy implementation framework, which includes four variables: communication, resources, implementer disposition, and bureaucratic structure. This research employs a qualitative descriptive approach using purposive sampling. Twelve informants participated, including the Head of Belimbing Sub-district, the Head of RT 11, and eight community residents. Data were collected through in-depth interviews, participatory observation, and documentation. The findings show that communication functions effectively through formal meetings and WhatsApp groups. Resources are considered adequate, including financial support, facilities, and technical assistance, with funds distributed in the form of goods rather than cash. The disposition of implementers reflects a strong commitment, though some residents face limitations due to work schedules. The bureaucratic structure also operates regularly through community deliberation mechanisms. Overall, the implementation of the RT fund policy runs relatively well, supported by the four variables proposed by Edward III. Nevertheless, increasing community participation remains a challenge due to socioeconomic factors, particularly work commitments and time constraints. These findings suggest the importance of flexible program scheduling to accommodate working residents better and enhance participation in government-funded empowerment programs.

Abstract

The recurrence of single candidate regional head elections in North Bengkulu and Ngawi Regencies in the 2020 and 2024 elections raises questions about the effectiveness of institutional reform in expanding local electoral competition. Although Constitutional Court Decision Number 60/PUU-XXII/2024 lowered the nomination threshold and theoretically opened wider opportunities for political parties to nominate alternative candidates, this study shows that such institutional change did not automatically alter the configuration of electoral contests in the two regions. This study uses a qualitative method with a descriptive approach, utilizing secondary data from official election documents, Constitutional Court decisions, laws and regulations, academic publications, and media reports related to regional head elections in North Bengkulu and Ngawi Regencies. The analysis employs the perspective of political party pragmatism and the office-seeking orientation in coalition formation. The results of the study show that the recurrence of single-candidate elections was shaped by the consolidation of political party support into large coalitions behind dominant candidates who possessed strong political capital, incumbency advantages, wider political networks, and higher electability. Under these conditions, political parties, including smaller parties, tended to prioritize electoral victory and access to power rather than promote alternative candidates. As a result, coalition building became increasingly pragmatic and contributed to the weakening of electoral competition across two consecutive electoral periods. This study shows that the recurrence of single-candidate elections is better understood not merely as an institutional issue, but as a reflection of pragmatic political party behavior in local electoral politics.

Abstract

Bureaucratic reform positions the management of civil servant human resources (ASN) as a strategic instrument in achieving a professional, effective, and performance-oriented bureaucracy. This study aims to evaluate policies on ASN human resource management in supporting bureaucratic reform at the Regional Personnel and Human Resources Development Agency (BKPSDM) of Mahakam Ulu Regency. The study employs a qualitative approach with a descriptive-evaluative design. Research subjects were selected purposively, including leaders and personnel involved in staffing management. Data were collected through in-depth interviews and document analysis, such as regulations, personnel documents, Employee Performance Targets (SKP), and bureaucratic reform reports. Data analysis used William N. Dunn’s policy evaluation framework, which includes effectiveness, efficiency, adequacy, equity, responsiveness, and appropriateness. The results indicate that policies have been implemented in accordance with regulations and have maintained administrative functions. However, they have not been fully effective in improving individual and organizational performance. Implementation remains procedurally oriented, while competency development has not been fully based on organizational needs. These findings highlight that policy success should be measured by its impact on performance and the achievement of bureaucratic reform goals.

Abstract

The advancement of information technology within government agencies has driven the transformation of records management from conventional systems to electronic systems as part of the implementation of the Electronic-Based Government System (Sistem Pemerintahan Berbasis Elektronik—SPBE). A key implementation of this policy is the use of the SRIKANDI application for electronic records management at the Regional Inspectorate of East Kalimantan Province. This study aims to describe the implementation of the SRIKANDI application in managing electronic records and to identify the factors that facilitate and hinder its execution. This research employs a qualitative, descriptive research design. Data collection techniques included observation, interviews, and documentation, while data analysis was conducted using an interactive model comprising data reduction, data display, and conclusion drawing. Data validity was ensured through source triangulation. The results indicate that the implementation of the SRIKANDI application has been carried out effectively, supported by adequate infrastructure and internet connectivity. Nevertheless, challenges persist regarding human resource capacity, particularly varying levels of employee proficiency with the application and technical disruptions that affect system stability. Overall, the implementation of the SRIKANDI application has improved administrative order and enhanced the effectiveness of electronic records management within the agency.
