Abstract

Abstract

This study aims to evaluate the financial health of selected state-owned enterprises (SOEs) listed in the LQ45 index during the 2019–2023 period using the Altman Z-Score method. This approach combines five key financial ratios to assess the bankruptcy potential of firms. Secondary data were collected from annual financial reports and analyzed longitudinally and cross-sectorally. The results reveal that only PT Bukit Asam (PTBA) and PT Telkom Indonesia (TLKM) consistently remained in the safe zone (Z 2.99), while most other companies, particularly in the banking and infrastructure sectors, were classified in the grey or distress zones, indicating a significant bankruptcy risk. These findings highlight the financial resilience disparities across sectors within SOEs, despite structural support from the government. The study concludes that the Altman Z-Score model serves as an effective early warning tool for assessing financial risk, although sector-specific interpretation, especially for the financial services industry, is necessary. The implications suggest that corporate management should enhance operational efficiency, strengthen capital structure, and establish early warning systems based on financial ratios to improve long-term financial resilience.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are crucial drivers of economic growth, job creation, and equitable income distribution, particularly in developing regions such as Gorontalo, Indonesia. As engines of local innovation and contributors to poverty alleviation, the sustainability and competitiveness of MSMEs depend heavily on internal organizational factors, especially human resource management (HRM). This study explores the impact of employee development, recruitment, and job satisfaction on the performance of MSMEs in Gorontalo. A quantitative research approach was employed using Structural Equation Modeling with Partial Least Squares (SEM-PLS) to examine the relationships among these variables. Data were gathered from 94 MSME respondents from trade, manufacturing, and service sectors using purposive sampling. Results indicate that employee development (β = 0.306, p = 0.001), job satisfaction (β = 0.289, p = 0.039), and recruitment (β = 0.220, p = 0.034) significantly and positively impact performance, with employee development showing the strongest influence. Among these, employee development emerged as the most influential factor, emphasizing the importance of continuous skill enhancement and training initiatives. The results suggest that MSMEs must prioritize strategic HRM practices to strengthen organizational capabilities, even in semi-urban environments with limited resources. It also offers practical implications for policymakers and business owners by highlighting the need to invest in human capital as a pathway to achieving long-term performance and competitiveness. Future research is encouraged to explore additional HR dimensions and contextual variables influencing MSME success.

Abstract

This article examines the projection of Gorontalo Province's financial performance in the context of the decentralization of the Indonesian government that has been going on since 1999. Although decentralization provides greater autonomy in the management of resources and public services, Gorontalo Province still faces significant challenges in optimizing Regional Original Revenue (PAD) and a high dependence on fund transfers from the central government. Using a quantitative approach and descriptive methods, this study analyzes secondary data from the Gorontalo Governor's Accountability Report (LKPJ) for the 2019-2023 period. The analysis was carried out using three financial ratios – effectiveness, efficiency, and regional independence – which were then projected for the 2024-2033 period using linear trend analysis. The projection results show interesting dynamics: a decrease in the effectiveness ratio from 99.50% to 39.71%, an increase in efficiency from the status of "Less Efficient" (94.71%) to "Efficient" (78.11%), and the strengthening of regional independence from the category of "Low" (41.68%) to "Medium" (66.60%). These findings indicate serious challenges in achieving revenue targets, but also show the potential for improvement in expenditure management and regional independence. This research makes an important contribution to the long-term understanding of regional financial performance and suggests the need for further research that takes into account external factors such as national policy changes, global economic dynamics, and potential economic shocks.
