Abstract

Kertajati International Airport is designed to serve as the main air gateway for West Java Province. However, there is currently no dedicated Standard Instrument Arrival (STAR) for flights arriving from the north. As a result, aircraft must follow indirect routes through several waypoints and different airspace sectors, leading to longer flight distances, increased workload for Air Traffic Controllers (ATCs), and reduced operational efficiency. This study aims to design an efficient and safe STAR North Inbound route for arrivals to Kertajati International Airport. The research adopts a Level 1 Research and Development (R&D) approach, consisting of literature review, data collection, flight procedure design based on ICAO Doc 8168 PANS-OPS, and design validation by certified Flight Procedure Designers. The results show that the proposed STAR North Inbound design reduces flight distance by 98.9 nautical miles compared to the current routing. Additionally, the new procedure minimizes airspace transitions and communication frequency changes, thereby reducing ATC workload and improving navigation service efficiency. From a safety perspective, the proposed design meets all obstacle clearance and protection area requirements in accordance with ICAO standards. In conclusion, the proposed STAR North Inbound route is deemed feasible for further review and development through inter-unit coordination, flight validation tests, and operational simulations prior to official implementation. The design supports safer, more effective, and more efficient air navigation services at Kertajati International Airport.

Abstract

Aviation safety is a fundamental element of the global aviation industry, regulated by the International Civil Aviation Organization (ICAO) standards, particularly Annex 13 on Aircraft Accident and Incident Investigation. This study aims to analyze the concepts, distinctions, and causal factors of accidents and incidents from the perspective of Annex 13, as well as to evaluate its contribution to enhancing aviation safety. The research adopts a qualitative descriptive approach through the analysis of official ICAO documents, including Annex 13, Doc 9859 Safety Management Manual (SMM), and Doc 9756 Manual of Aircraft Accident and Incident Investigation. Supporting data are derived from case studies such as AirAsia QZ8501 representing an accident and Batik Air 7703 TransNusa as a serious incident. The findings indicate that Annex 13 provides a clear framework for classifying occurrences based on severity level, aircraft damage, and investigation priority. The primary contributing factors include human factors, technical failures, environmental conditions, and organizational system weaknesses. Annex 13based investigations are objective, independent, and prevention oriented rather than fault finding. Overall, Annex 13 serves not only as an investigative guideline but also as a systemic foundation for building a global safety culture that is data-driven, collaborative, and preventive in nature

Abstract

Flight safety and operational efficiency are highly dependent on the performance of Air Traffic Controllers (ATC), particularly at the Jakarta Air Traffic Service Center (JATSC) under the Area Control Center (ACC) unit, which manages one of the busiest airspaces in Indonesia. This study aims to analyze the influence of competency and skills on the work performance of ATC personnel at JATSC. Competency encompasses technical, cognitive, behavioral, and emotional dimensions, while skills include operational techniques, decision-making, communication, and stress management abilities. The research employed a quantitative explanatory design, utilizing structured questionnaires distributed to 81 active ATCs, complemented by direct observation. Data were analyzed using Pearson correlation and multiple linear regression to examine the relationships and effects between variables. The results indicate that both competency and skills significantly affect ATC performance. Competent ATCs demonstrate higher situational awareness, faster decision-making, and improved coordination, while well-developed skills enhance response speed and operational precision. Moreover, the findings highlight that competency has a slightly stronger impact than skills, underscoring the importance of continuous professional development and competency-based training programs. Therefore, strengthening both competency and skills through systematic training and evaluation is crucial to improving ATC performance and maintaining flight safety within Indonesia’s increasingly complex air traffic environment.

Abstract

The profession of Air Traffic Controller (ATC) at the Jakarta Air Traffic Service Center (JATSC) carries a critical responsibility for maintaining aviation safety in one of Southeast Asia’s busiest airspaces. Given the high-pressure environment in which ATCs operate, work motivation plays a vital role in sustaining performance and minimizing human error. This study aims to analyze the influence of career patterns on ATC work motivation at JATSC. Using a quantitative descriptive-correlational method, data were collected from 89 ATC personnel selected through purposive sampling. Primary data were obtained using a Likert-scale questionnaire supported by observation and documentation. Data were analyzed using descriptive statistics, Pearson correlation, and simple linear regression to test the hypothesis. The results revealed a significant positive relationship between career patterns and work motivation, indicating that clearer and more transparent career structures enhance motivation and performance. Moreover, respondents perceived that limited promotion opportunities and unclear advancement pathways could potentially decrease long-term motivation. The findings underscore the importance of implementing a structured and competency-based career management system to sustain ATC motivation and operational safety. These results provide empirical evidence and managerial implications for AirNav Indonesia to improve career development policies that promote fairness, transparency, and professional growth

Abstract

Pelayanan Informasi Aeronautika (PIA) memiliki peran krusial dalam mendukung keselamatan dan efisiensi penerbangan. Namun, di PIA Wilayah Surabaya, penggunaan formulir monitoring dan Tabel AIRAC masih mengalami kendala dalam aksesibilitas dan efisiensi karena sistem kerja yang masih bersifat manual. Penelitian ini bertujuan untuk menganalisis permasalahan yang terjadi serta mengusulkan solusi berbasis digitalisasi dengan aplikasi berbasis website guna meningkatkan aksesibilitas dan efektivitas pengelolaan informasi aeronautika. Dengan pendekatan kualitatif berbasis studi kasus, data dikumpulkan melalui observasi, wawancara, dan analisis dokumen. Hasil penelitian menunjukkan bahwa implementasi digitalisasi dapat meningkatkan efisiensi operasional, mengurangi kesalahan manual, serta mempercepat proses pengelolaan data.

Abstract

Airport Operation Landside and Terminal (AOLT) is an important unit in facility maintenance in accordance with SOP. This study aims to evaluate the performance of AOLT officers in overseeing the facilities in the departure waiting area of the terminal. The research uses a qualitative method with primary data from interviews and direct observations at Juanda International Airport Surabaya, and secondary data from facility supervision reports. Data analysis is conducted descriptively through data reduction, presentation, and conclusion drawing. The results show that AOLT officers’ patrol and inspection of terminal facilities are well executed, but some issues remain, such as errors in the Flight Information Display System (FIDS), non-functioning digital clocks at departure gates, and roof leaks in one of the tenants' areas in the waiting room. These issues are promptly addressed through coordination with AOCC, ATNOS, the Mechanical Section, and other relevant parties.

Abstract

Perkembangan era digitalisasi telah membawa dampak besar terhadap berbagai sektor, termasuk sektor transportasi udara. Keselamatan, keamanan, serta pelayanan angkutan udara tidak hanya bergantung pada aspek operasional, tetapi juga pada pemanfaatan teknologi digital yang semakin maju. Namun, pemahaman mengenai standar keselamatan, keamanan, dan pelayanan penerbangan masih terbatas di lingkungan perguruan tinggi non-penerbangan, khususnya di Politeknik Siber dan Sandi Negara yang selama ini lebih berfokus pada bidang teknologi siber dan persandian. Melihat permasalahan tersebut, tim Pengabdian Kepada Masyarakat yang terdiri dari 1 ketua pengusul dan 5 orang dosen/pengajar anggota pengusul melaksanakan kegiatan Pelatihan Kepedulian Keselamatan dan Keamanan serta Pelayanan Angkutan Udara pada Era Digitalisasi Penerbangan di Politeknik Siber dan Sandi Negara pada tanggal 25 Juni 2025. Kegiatan ini diikuti oleh 481 orang peserta yang terdiri dari mahasiswa, dosen, dan tenaga pendidik. Metode pelaksanaan dilakukan melalui kuliah umum, diskusi interaktif, serta simulasi untuk memberikan pemahaman komprehensif mengenai pentingnya keselamatan dan keamanan penerbangan di era digital, sekaligus menjembatani kolaborasi lintas disiplin antara Politeknik Siber dan Sandi Negara dengan Politeknik Penerbangan Indonesia Curug. Berdasarkan hasil evaluasi, para peserta menunjukkan peningkatan pengetahuan dan kepedulian terhadap isu keselamatan, keamanan, dan pelayanan angkutan udara. Selain itu, kegiatan ini berhasil menumbuhkan kesadaran akan pentingnya integrasi antara bidang keamanan digital dan operasional penerbangan sebagai upaya menghadapi tantangan transportasi udara modern.
