Abstract

Village fund management is an important challenge for village officials that can create crucial potential in the use of these funds. Therefore, this study aims to examine the effect of transparency in the management of village fund direct cash assistance (BLT-DD) on the performance of the Sekban Village Government, Fakfak Regency, with the internal control system as a moderating variable. The study used a quantitative approach with a population of 50 BLT-DD recipients in Sekban Village in 2024, and the sample was taken by purposive sampling. Data were collected through a questionnaire with a Likert scale and analyzed using multiple linear regression techniques and moderation tests. The results of the study indicate that: (1) transparency has a positive and significant effect on village government performance, (2) the internal control system moderates the effect of transparency on village government performance. This study provides theoretical contributions to the development of accounting science and village government management, as well as practical implications for increasing the effectiveness of BLT-DD management through the application of transparency, and an optimal internal control system.

Abstract

This study aims to investigate the impact of commitment, organizational discipline, and management on productivity in the Muhammadiyah leadership of Southwest Papua. Organizations such as Muhammadiyah hold a crucial position in social, educational, and religious development, and thus their sustainability and productivity are strongly influenced by internal quality, including member commitment, discipline, and the management system in place. The method used in this study is a quantitative approach with a survey conducted through the distribution of questionnaires to Muhammadiyah administrators and active members in the Southwest Papua region. The total sample taken was 68 respondents, selected using a purposive sampling technique. Data analysis was conducted using multiple linear regression to assess the impact of the independent variables, namely commitment (X₁), organizational discipline (X₂), and organizational management (X₃), on the dependent variable, namely organizational productivity (Y). The results of the study indicate that the three independent variables simultaneously have a significant impact on the level of organizational productivity. When viewed separately, the variables of commitment and organizational management show a significant positive impact on productivity, while organizational discipline has a positive but statistically insignificant effect. These findings indicate that strengthening ideological commitment and professional organizational management play a crucial role in increasing Muhammadiyah productivity in the region. This research encourages the Muhammadiyah leadership in Southwest Papua to continue developing discipline that prioritizes collective commitment and implements effective governance to sustainably increase social contributions. This research also provides an empirical basis for developing policies and programs to increase the capacity of civil society organizations in Eastern Indonesia.

Abstract

This study seeks to examine human resource management (HRM) strategies for enhancing local own-source revenue (PAD) at the Investment and One-Stop Integrated Service Office (DPMPTSP) in Sorong Regency, West Papua Province. Using a descriptive qualitative method, data were gathered through in-depth interviews, direct observation, and documentation involving civil servants (ASN) within the DPMPTSP context. The results show that effective coaching, training, and optimal compensation from leadership are key factors in improving the competence, motivation, and performance of civil servants, which positively impacts PAD growth. However, constraints remain, such as lack of transparency in task allocation, suboptimal compensation, and leadership styles that are less participative and innovative. The main recommendations are to increase the frequency of training and benchmarking, refine the reward and compensation system, and strengthen leadership capacity to encourage concrete contributions from civil servants to PAD enhancement. The study also emphasizes the significance of innovation in human resource management and the application of information technology to enhance organizational effectiveness. The study's limitations encompass data subjectivity and a restricted respondent pool. The findings are expected to provide both theoretical and practical contributions for developing HRM strategies in the public sector, especially in the context of improving local government revenue.

Abstract

This study aims to examine the effect of the efficiency of personnel and administrative information systems on the performance of the Regional Civil Service and Human Resource Development Agency (BKPSDM) of Provinsi Papua Barat Daya, both directly and indirectly through employee management efficiency as a mediating variable. The study employed a quantitative approach with an explanatory research design. The population comprised all employees of BKPSDM Provinsi Papua Barat Daya, and the entire population was used as the sample, resulting in 32 respondents. Data were collected through a structured questionnaire developed from the indicators of each research variable and were analyzed using path analysis supported by SPSS version 26. The findings reveal that the efficiency of the personnel and administrative information system has a positive and significant effect on employee management efficiency. The same variable also exerts a positive and significant direct effect on BKPSDM performance. Furthermore, employee management efficiency significantly improves organizational performance. The mediation test confirms that employee management efficiency significantly mediates the relationship between the efficiency of the personnel and administrative information system and BKPSDM performance. These results indicate that improvements in personnel information systems alone are insufficient to produce optimal organizational performance unless they are accompanied by efficient, orderly, and adaptive employee management practices. The limitations of this study lie in its focus on a single public institution, and the relatively small number of respondents. Nevertheless, this research offers originality by integrating the perspectives of digital transformation, employee management efficiency, and public organizational performance in the context of a newly established province, thereby providing both academic insight and practical implications for strengthening information-based civil service governance.

Abstract

This study seeks to examine the impact of leadership style and work motivation on the job satisfaction of Civil Servants (ASN) at the Department of Manpower, Transmigration, Energy, and Mineral Resources of Southwest Papua Province. The main problem addressed is the low level of job satisfaction among civil servants, which is suspected of being influenced by leadership style and work motivation. This research uses a quantitative approach with a survey method involving 35 ASN as respondents. The research instrument was a questionnaire tested for validity and reliability, and data were analyzed using multiple linear regression with SPSS. The results indicate that, simultaneously, leadership style and work motivation significantly affect ASN job satisfaction (R² = 0.948; F = 292.512; sig. 0.000). However, only work motivation has a significant partial effect, while leadership style does not. The conclusion is that work motivation is the most dominant factor in improving ASN job satisfaction. It is recommended that the institution prioritize strengthening work motivation to sustainably enhance performance.
