Abstract

Sea turtle conservation represents a global environmental challenge that increasingly involves non-state actors, particularly transnational non-governmental organizations (NGOs). This study examines the role of transnational NGOs in sea turtle conservation efforts in Berau Regency, Indonesia, with a focus on cooperation patterns, funding mechanisms, and the transfer of global conservation norms to the local level. Employing a qualitative research design, the study utilizes a document-based approach by analyzing annual reports, cooperation documents, program descriptions, and official publications of the Indonesian Turtle Foundation (Yayasan Penyu Indonesia/YPI), which functions as the implementing partner of transnational NGOs. Data were analyzed through thematic procedures encompassing data reduction, data presentation, and conclusion drawing. The findings reveal that the role of transnational NGOs extends beyond financial assistance to include strengthening local institutional capacity, standardizing conservation practices in accordance with global norms, and fostering active participation among coastal communities. Notably, the study identifies a significant shift in community behavior, particularly among coastal residents who were previously involved in egg harvesting and have gradually transformed into active nest protectors and conservation volunteers as a result of NGO-led education, incentive schemes, and community-based conservation programs. The study further demonstrates that sea turtle conservation in Berau is implemented through a multi-actor governance framework involving NGOs, international donors, local governments, and community stakeholders, reflecting the dynamics of global environmental governance. Additionally, the research highlights the process of global norm diffusion, whereby international conservation values are translated into localized practices through education, advocacy, and community engagement. By situating sea turtle conservation within an international relations perspective, this study contributes to the literature by emphasizing the political and governance dimensions of environmental conservation and underscoring the strategic significance of transnational NGOs in shaping sustainable conservation outcomes at the local level.

Abstract

As part of climate change mitigation efforts and Indonesia's commitment to realizing low-emission land-based development, the Indonesian government through the Ministry of Environment and Forestry (KLHK) and the World Bank are following up on the REDD+ agenda through the Forest Carbon Partnership Facility (FCPF). The agreement aims to provide full support for increasing Indonesia's capacity in formulating a national strategy in realizing reduced emissions from deforestation and forest degradation. East Kalimantan Province is the selected region to follow the emission reduction target. The target set is to reduce emissions by 41% in 2030. In its development, the framework has entered the implementation phase and results-based payments. However, the distribution of incentives from selling carbon to Indigenous peoples as parties who have rights to carbon and are involved in forest management initiatives has not benefited directly. This research aims to analyze further how the realization of profit sharing and fulfillment of Indigenous peoples' rights over forest management in the FCPF project is a form of coherence in climate change governance towards Indigenous peoples' rights in a fair manner. Using a descriptive qualitative approach, data collection was triangulated through interviews and literature for further reduction and conclusions drawn. The results of this research state that the lack of inclusion of Indigenous communities in an inclusive and participatory manner in the carbon trading framework has the potential to reduce the rights of Indigenous communities to decentralized forest management and their welfare in carbon trading projects.

Abstract

Kawasan wisata Sigending Teluk Sulaiman menghadapi paradoks pembangunan. Pertumbuhan pariwisata mempercepat degradasi ekosistem laut dan belum memberi manfaat optimal bagi masyarakat lokal akibat lemahnya koordinasi antar pemangku kepentingan. Pengabdian ini bertujuan menganalisis peran advokasi Forlika sebagai mediator jaringan multi pemangku kepentingan dalam mendukung implementasi SDGs 8, 14, dan 17 di kawasan ekowisata Sigending Teluk Sulaiman. Penelitian menggunakan pendekatan kualitatif deskriptif dengan metode studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Hasil observasi menunjukkan bahwa kolaborasi antar pemangku kepentingan masih bersifat terbatas dan transaksional. Forlika berperan sebagai mediator melalui strategi advokasi enabling, networking, framing, dan representasi kepentingan komunitas. Enabling dilakukan melalui fasilitasi penerapan SK Bupati yang memberi legal standing pengelolaan kawasan lindung seluas 1.461,85 ha. Networking diwujudkan melalui kolaborasi vertikal dan horizontal dengan pemerintah serta lembaga donor. Framing dilakukan dengan menerjemahkan isu konservasi ke dalam pendekatan ekonomi berbasis realitas lokal. Representasi diwujudkan dengan memperjuangkan kepentingan komunitas pesisir. Intervensi konkret meliputi penanaman 250.000 pohon mangrove, pemberdayaan ekonomi produktif bagi 75 persen kelompok perempuan, pelatihan keterampilan pariwisata, dan pembentukan patroli kawasan berbasis masyarakat. Forlika berkontribusi pada penguatan ekonomi lokal melalui diversifikasi mata pencaharian, konservasi ekosistem pesisir melalui penetapan zona lindung dan rehabilitasi mangrove, serta penguatan kemitraan multi pemangku kepentingan. Namun, keberlanjutan model ini terhambat oleh ketiadaan forum koordinasi yang terlembaga, ketergantungan pada pendanaan eksternal, dan keterbatasan data kuantitatif. Menegaskan perlunya penguatan koordinasi, diversifikasi pendanaan, sistem pemantauan berbasis data, dan manajemen daya dukung kawasan.
