Abstract

This study examines the implementation of the merit system in the promotion and transfer of civil servants within the Regional Secretariat of South Buru Regency, Indonesia. Despite formal regulations mandating merit-based human resource management, personnel decisions in local governments often remain vulnerable to political influence. Employing a descriptive qualitative approach, this study applies the policy implementation framework of Van Meter and Van Horn to analyze policy standards, resources, inter-organizational communication, and implementer disposition. Data were collected through in-depth interviews, observation, and document analysis involving key administrative actors. The findings reveal that although merit system standards are clearly regulated and widely acknowledged, their implementation remains largely symbolic. Limited human resource capacity, fragmented personnel data systems, weak coordination, and inconsistent commitment among implementing actors undermine substantive compliance. Political considerations continue to shape promotion and transfer decisions, negatively affecting professionalism, employee morale, and organizational effectiveness. This study contributes to public administration literature by demonstrating how political dynamics and institutional constraints hinder merit system implementation at the local level and highlights the need for stronger operational guidelines, capacity building, transparency, and accountability mechanisms.

Abstract

This study aims to determine and analyze the level of maturity of SPBE and recommendations for improving aspects for SPBE implementation based on the evaluation results in the West Seram Regency Government. This study focuses on the SPBE of the SBB Regency Government, where the focus of this research is carried out at the SBB Regency Communication and Information Service. Data observation is carried out on the achievement of SPBE implementation in the SBB Regency Government.The data analysis technique used is the calculation to determine the assessment of the level of maturity and weight and determine the aggregate index value of the maturity level value for each SPBE implementation indicator. Measurement of each level of maturity is given a value of level 1 to 5. Weights are given to domains and aspects according to different levels of importance. The weight of each domain and aspect can be seen in the SPBE maturity level criteria, namely; Process Capability Maturity Level and Service Capability Maturity Level. The results of the study concluded that the results of the SPBE maturity level evaluation through the monitoring and evaluation guidelines of PermenPANRB Number 59 in 2020, the West Seram Regency Government obtained an index value of 1.86 with the predicate "Sufficient". The West Seram Regency Government has weaknesses in all aspects of SPBE implementation, both in terms of internal policies, governance, Management and SPBE services. It has used several applications developed by the central government or developed within its own scope, but the service features of the applications built need to be developed in optimizing public services in West Seram Regency.

Abstract

Kegiatan pengabdian kepada masyarakat yang dilaksanakan di Ohoi Wearlilir, Kecamatan Kei Kecil, Kabupaten Maluku Tenggara, bertujuan untuk meningkatkan efektivitas pelayanan administrasi di tingkat desa. Permasalahan yang dihadapi oleh masyarakat terkait dengan lambatnya proses administrasi dan kurangnya pengetahuan aparatur desa dalam penggunaan teknologi modern menjadi latar belakang kegiatan ini. Melalui metode sosialisasi, pelatihan, penerapan teknologi, pendampingan, dan evaluasi, program ini berfokus pada pengenalan sistem manajemen informasi dan aplikasi mobile untuk mempermudah akses layanan administrasi bagi masyarakat. Hasil dari kegiatan ini menunjukkan peningkatan signifikan dalam kualitas pelayanan, dengan adanya pengurangan waktu pengurusan dokumen dan peningkatan partisipasi masyarakat dalam proses administrasi. Para aparatur desa yang dilatih menunjukkan peningkatan keterampilan dalam menggunakan teknologi, yang berdampak positif pada interaksi dengan warga. Selain itu, evaluasi berkala yang dilakukan juga memberikan umpan balik konstruktif untuk perbaikan berkelanjutan. Di akhir program, diharapkan bahwa inovasi dan teknologi yang diterapkan tidak hanya meningkatkan pelayanan administrasi, tetapi juga menciptakan budaya pelayanan yang lebih baik dan lebih responsif terhadap kebutuhan masyarakat. Kegiatan ini diharapkan dapat menjadi model bagi desa lain dalam upaya meningkatkan kualitas pelayanan publik melalui penerapan teknologi dan inovasi

Abstract

This article examines policy innovation in the implementation of Reduce-Reuse-Recycle (3R) principles for household waste management in Sirimau District, Ambon City. The study uses a qualitative descriptive-analytical approach based on in-depth interviews, participatory observation, and document analysis conducted from October 2024 to January 2025. Twenty-five informants were selected purposively from local government, community leaders, waste-bank managers, collectors, civil-society actors, and household representatives. The findings show that household waste management in Sirimau remains dominated by a conventional collect-transport-dispose model, while source separation and household-level waste reduction are still limited. Nevertheless, several innovations have emerged, including community-based digital waste banks, source-sorting pilots, multi-sector organic waste composting, household incentives, and environmental education grounded in local Maluku values. These innovations indicate that 3R policy cannot be treated merely as a technical waste-management instrument; it requires institutional coordination, community empowerment, economic incentives, and contextual adaptation to the geographic realities of an archipelagic city. The article argues that a locally embedded 3R model can strengthen circular-economy practices, reduce pressure on final disposal sites, and improve community participation when supported by consistent regulation, infrastructure, and cross-sector governance.

Abstract

This study examines the impact of psychological capital and knowledge sharing on organizational citizenship behavior, with organizational commitment as a mediating factor, among employees of the Regional Civil Service and Human Resource Development Agency (BKPSDM) of West Seram Regency. The research adopts a quantitative approach with a correlational design. The population consists of all 20 employees, selected using a full sampling technique. Data were collected via a Likert-scale questionnaire. The findings reveal that psychological capital exerts a positive and significant influence on both organizational commitment and organizational citizenship behavior. Similarly, knowledge sharing positively and significantly affects organizational commitment and organizational citizenship behavior. Moreover, organizational commitment is found to partially mediate the relationship between psychological capital and knowledge sharing on organizational citizenship behavior. These results suggest that employees who possess strong psychological resources and actively participate in knowledge-sharing practices are more likely to develop stronger organizational commitment and demonstrate positive discretionary behaviors. Therefore, strengthening psychological capital and cultivating a knowledge-sharing culture are vital strategies for enhancing overall organizational effectiveness.

Abstract

This research is conducted to examine how leadership and work-life balance influence employee performance through the mediating role of employee engagement at the Regional Personnel Agency of Maluku Province. The study employs a descriptive-quantitative method with a causal correlation design, indicating that the independent variables are hypothesized to have causal effects on the dependent variable. The research population includes all 144 employees of the Regional Personnel Agency of Maluku Province. Sampling was determined using the Isaac and Michael table, resulting in 100 respondents at a 95% confidence level, selected through simple random sampling using a lottery technique. Data were analyzed using path analysis. The findings reveal that (1) leadership positively and significantly affects employee engagement, (2) work-life balance positively and significantly affects employee engagement, (3) employee engagement positively and significantly affects performance, (4) leadership does not directly affect employee performance significantly, (5) work-life balance does not directly affect performance significantly, (6) leadership positively and significantly influences performance through employee engagement, and (7) work-life balance positively and significantly influences performance through employee engagement.

Abstract

Penelitian ini bertujuan menganalisis strategi pelayanan pendidikan di SMP Negeri 35 Kecamatan Lolong Guba, Kabupaten Buru, dalam meningkatkan kualitas pembelajaran. Pendekatan deskriptif kualitatif digunakan untuk menggali secara mendalam manajemen pelayanan, penguatan kompetensi guru, pemanfaatan teknologi, dan keterlibatan masyarakat. Data diperoleh melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis menggunakan model interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa manajemen sekolah berjalan cukup baik dengan perencanaan partisipatif, meskipun keterbatasan dana masih menjadi kendala utama. Penguatan kompetensi guru melalui pelatihan internal dan inisiatif belajar mandiri meningkatkan kreativitas pembelajaran, sementara pemanfaatan teknologi meski terbatas jaringan, tetap mendukung inovasi pembelajaran. Dukungan masyarakat juga berperan signifikan melalui kontribusi moral, material, dan gotong royong. Temuan ini menegaskan pentingnya kolaborasi antar-stakeholder dan optimalisasi sumber daya untuk mewujudkan pelayanan pendidikan yang efektif, inovatif, dan berkelanjutan di daerah terpencil.

Abstract

This study examines the influence of organizational design and bureaucratic structure on employee performance in the Development Administration Division of the Regional Secretariat of South Buru Regency. The research employs a quantitative approach using multiple linear regression analysis to test the relationship between variables. Data were analyzed through t-tests, F-tests, and the coefficient of determination to measure both partial and simultaneous effects. The findings reveal that organizational design has a positive and significant effect on employee performance, particularly through clear task distribution, appropriate functional alignment, and effective coordination mechanisms. Bureaucratic structure also demonstrates a positive and significant influence, with stronger impact reflected in clear authority lines, consistent implementation of standard operating procedures (SOPs), and effective supervision systems. Simultaneously, both variables significantly affect employee performance, with a coefficient of determination indicating that a substantial proportion of performance variation can be explained by these structural factors. The study concludes that improving employee performance requires integrated reforms in organizational design and bureaucratic strengthening. Strengthening structural governance mechanisms is essential to creating a more effective, professional, and results-oriented development administration capable of supporting sustainable regional development.

Abstract

This study examines the influence of human resource capacity and workload on employee performance in South Buru Regency’s empowerment and protection agencies. The research gap lies in the limited empirical studies that connect internal organizational factors with local public service challenges, particularly in community empowerment, village governance, women’s empowerment, and child protection services. Using a quantitative associative-causal design, data were collected from all 74 employees through total sampling and analyzed using multiple linear regression with SPSS. The results show that human resource capacity has a positive and significant effect on employee performance, indicating that knowledge, skills, experience, and competence improve task effectiveness. Workload also has a positive and significant effect, showing that proportionate task distribution can encourage productivity when aligned with employee capacity. Simultaneously, human resource capacity and workload significantly affect employee performance, with an R Square value of 0.774, meaning that 77.4% of performance variation is explained by both variables. The novelty of this study lies in its contextual analysis of employee performance in multi-functional local agencies facing social service pressures and child protection challenges. The findings imply that continuous training, certification, technical assistance, and balanced workload distribution are essential for improving public service quality.
