Abstract

Polemik terkait status kepemilikan empat pulau di wilayah perbatasan antara Provinsi Aceh dan Sumatera Utara menimbulkan perdebatan tajam dari sudut pandang demokrasi, teori kedaulatan wilayah, serta dinamika politik lokal dan nasional. Konflik ini menunjukkan lemahnya transparansi pemerintah pusat, buruknya koordinasi antar-instansi, serta minimnya pelibatan masyarakat setempat dalam proses penentuan batas wilayah, sebagaimana ditekankan dalam prinsip-prinsip demokrasi partisipatif. Berdasarkan hasil survei terhadap mahasiswa Universitas Islam Negeri Sumatera Utara (UINSU), mayoritas responden setuju bahwa polemik ini mencerminkan adanya kepentingan elit yang lebih dominan dibandingkan aspirasi rakyat di daerah. Polemik ini juga dinilai berkaitan erat dengan potensi sumber daya alam di wilayah tersebut, yang secara implisit mengindikasikan adanya perebutan simbolik atas kekuasaan administratif antarprovinsi. Dengan menggunakan pendekatan deskriptif kualitatif berbasis literatur dan data primer, artikel ini mengupas relevansi teori demokrasi partisipatif, teori konflik elit, serta implikasinya terhadap keutuhan Negara Kesatuan Republik Indonesia (NKRI). Temuan penelitian ini menekankan pentingnya kejelasan dokumen historis, koordinasi pemerintah pusat-daerah, dan penguatan mekanisme demokrasi lokal dalam penyelesaian sengketa batas wilayah.

Abstract

Hospital performance is determined not only by clinical indicators, but also by non-clinical factors that reflect the well-being and mental health of medical staff. In recent years, the increase in cases of work stress and burnout among healthcare workers has become a serious issue that directly impacts service quality, patient safety, and organizational sustainability. Therefore, this study is important to examine and develop non-clinical performance indicators that focus on managing stress and burnout among medical staff. This study uses a literature review approach to various relevant national and international studies. The results of the review show that integrating psychological well-being aspects into the hospital performance appraisal system can improve organizational effectiveness and create a healthy and productive work environment. Thus, the development of non-clinical indicators based on staff well-being is a strategic step in strengthening the hospital performance management system in the modern era.

Abstract

The availability of health human resources (HR) is an important factor in determining the success of the implementation of service programs at health centers. This study aims to analyze the relationship between the availability of health human resources and the implementation of service programs in health centers through a literature study approach. The method used is literature review by reviewing various relevant national and international scientific articles. Data collection was carried out through searching databases such as Google Scholar, PubMed, and ScienceDirect using keywords related to health human resources and health center services. The selected articles were then analyzed in a qualitative descriptive manner. The results of the study show that the availability of health human resources, both in terms of quantity, distribution, quality, and management, has a significant relationship with the implementation of service programs at health centers. Limited number of health workers, uneven distribution, and high workload are the main obstacles in service optimization. In addition, the competence of health workers and facility support also affect the effectiveness of service programs which include promotive, preventive, and curative. In conclusion, the availability of adequate and evenly distributed health human resources is very necessary to improve the quality of services at health centers. Therefore, better planning and management of human resources is needed to support the improvement of public health status.
