Abstract

Public demands to continue to improve the performance of civil servants in the general section of the South Nias Regency Regional Secretariat are increasing which has an impact on the Employee Work Ethic. This study aims to describe and analyze the work ethic in improving the performance of civil servants in the General Section of the Regional Secretariat of South Nias Regency. This research uses a descriptive qualitative research method. In this case all the elements in this study are directed to provide information on questions through interviews. Based on the results of the study, the analysis of work ethic in improving the performance of civil servants in the general section of the South Nias Regency Regional Secretariat which was studied from several dimensions such as tenacity, obedience, quality of work, and responsiveness was still not optimal or low, and was supported by the results of interviews with research informants. affect performance levels. The policy recommendation given is that the heads of the work units of the South Nias Regency Regional Secretariat should improve the performance of civil servants by giving awards or rewards, namely by giving employees the opportunity to attend training.

Abstract

The bureaucracy and polithics are very difficult to divide when civil personnel, the state has engaged itself in activism, the practical politics of politicians, both at the level, in dacrah and at the level, center, this research will want to revisit the involvement of state civil personnel in the 2019 district of Northern Tapanuli. This research is about to control how to reconcile the state's civil-personnel involvement in the box Legislative 2019 in the Northern Tapanuli district, as well as to know, what are the factors.The involvement of the civil personnel, the country in the practical political activities at Legislative Elections This research, using qualitative methods, with data collection technologies done through studies, libraries and interviews with the relevant parties. The data collected is then analyzed using bureaucratic politicization, bureaucratic political control theory, and bureaucratic neutrality theories to narrow out the involvement of state civil personnel in practical political acumen. Based on the research that's been done, In the process of holding the 2019 Legislative Elections in North Tapanuli district, ASN involvement in practical politics continues to be seen as providing support for the incumbent legislature to help with the campaign, help with the successful team, and to abuse the territory car. In addition, the cost of asn's involvement in North Tapanuli's politics in practical politics in the 2019 Legislative Elections is mutually beneficial between ASN and the Incumbent Legislature and newcomer, that motivation gains personal advantage and the lack of integrity to square as neutral.

Abstract

This study aims to determine the implementation of the Program Policy for the Empowerment and Family Welfare Program (PKK) in Asahan District and the inhibiting and supporting factors in implementing the policy. This study uses a qualitative descriptive approach using interviews, observation, documentation and data analysis and makes interpretations leading to conclusions. The results of the study indicate that the implementation of the PKK program policy in Asahan Regency in empowering the community and improving the welfare of the family as a whole has been carried out well and provides benefits for the community but is not yet maximized, this can be shown from the lack of Human Resources from PKK administrators, especially in villages and villages, the dasawisma group in the use of technology, the lack of socialization in providing information about the programs organized by the Family Welfare and Empowerment Team for the community, the change in village heads also has an impact on the activities of the Family Empowerment and Welfare Mobilizing Team in the village because there are generally temporary vacancies in management and the lack of skills so that people do not understand the things explained by PKK members, in order to maximize the activities of this program, it is hoped that there will be a policy from the Government so that programs can be implemented. the PKK program continues to run continuously at every change of village head so that the PKK management is not replaced, there is a policy in increasing PKK human resources, especially in inputting dasawisma data into the SIM-PKK application, as well as policies from the village government to professionally educate extension workers who specifically help administrative tasks carried out by the PKK in the villages

Abstract

This study analyzes the role of BITRA Indonesia's Non-Governmental Organization (NGO) in building farmers' resilience to climate change through the Climate Smart Model Village program. Using a qualitative method with a case study approach, this study explores mentoring strategies and obstacles in increasing farmers' capacity, with data collected through in-depth interviews, documentation, and focus group discussions. The results of the study show that BITRA Indonesia plays a role in building farmer resilience through training, agricultural diversification, and policy advocacy, which is reflected in the increasing application of sustainable agricultural techniques by assisted farmers. However, limited government support and low interest from farmers outside the assisted groups and the younger generation are still the main challenges. Therefore, stronger collaboration between NGOs, governments, and communities is needed so that this program continues and has a wider impact in increasing farmers' resilience to climate change. . Abstract

Stunting handling is the Sustainable Development Goals (SDGs) target to overcome malnutrition and achieve food security in 2030. Stunting is a failure to grow on toddlers due to chronic malnutrition, especially in 1,000 First Life Day (HPK), which has an impact on child's growth and cognitive appearance. In 2023, Hiliduho District has a quite high stunting rate, and Hiliduho District Health Center plays a role as the forefront of his handling. This study aims to analyze the Regent Regulation Number 24 of 2020 related to stunting in realizing SDGs, identifying obstacles, and steps to overcome them. Research methods are qualitative with the study approach through interviews and documentation. The results show that the Hiliduho Health Center carries stunting management based on six service dimensions: safety, effectiveness, patient focus, time accuracy, efficiency and equality. Abstract

This study examines the adaptation of sustainable development policies to mitigate the risk of tidal flooding in the coastal area of Belawan, specifically in Belawan Bahagia Village, Medan Belawan District. The researchaims to analyze the effectiveness of current policies in addressing tidal flood risks and identify the challenges faced in their implementation. Using a qualitative approach, data were collected through interviews, observations, and document analysis. The findings reveal that while the community is highly aware of the risks posed by tidal flooding, the existing policies, such as the construction of embankments and drainage systems, are not fully effective due to limited resources and insufficient community involvement. The study concludes that enhancing community participation, improving infrastructure, and fostering collaboration between the government, private sector, and local communities are crucial for developing more effective and sustainable adaptation strategies.

Abstract

This study examines gender mainstreaming strategies in the BNKP Church as a non governmental institution that plays a crucial role in the social and religious life of the community. The research aims to analyze the strategies implemented by BNKP to promote gender mainstreaming and identify the challenges that persist in the process. This study employs a qualitative method with a descriptive approach, in which data is collected through in-depth interviews with BNKP Synod office administrators and female pastors. The findings indicate that BNKP has implemented various gender mainstreaming strategies, such as providing access to theological education for women, creating opportunities for them to become pastors, and organizing women's empowerment programs. Despite progress in gender mainstreaming within BNKP, further efforts are required to ensure more substantive equality, as BNKP still faces challenges, including a deeply rooted patriarchal culture, gender stereotypes that limit women's roles in leadership, and the double burden that women continue to bear. Abstract

This study focuses on community-based waste management strategies in Deli Serdang Regency with a community self-help approach towards a healthy and waste-free area. The core problem raised in this study is the low level of community participation in waste management which has an impact on increasing the volume of unmanaged waste and has a negative impact on the environment and public health. The purpose of the study is to formulate an effective strategy to increase community awareness and participation in waste management, as well as build collaboration to realize a more efficient and sustainable waste management system. The method used in this study is a qualitative approach through participatory rural appraisal (PRA). Furthermore, data analysis was carried out by identifying key themes that emerged from the interaction, as well as developing a participatory strategy that involved the community in waste management. The results of the study indicate that the implementation of community-based waste management strategies through community self-help can increase community awareness and participation in waste management. It was found that effective counseling and training as well as the formation of community groups that focus on waste management have improved the community's ability to manage and recycle waste. In addition, the implications of this study also emphasize the importance of local government support in facilitating policies and providing the necessary infrastructure. The novelty of this study shows that community-based waste management strategies through independent governance have proven to be an effective alternative in creating healthy and waste-free areas in Deli Serdang Regency. This study is expected to be a reference for other regions in implementing similar programs to overcome waste problems at the community level

Abstract

Penelitian ini bertujuan untuk menganalisis tingkat kepuasan mahasiswa Universitas HKBP Nommensen Medan terhadap pelaksanaan Program Pertukaran Mahasiswa Merdeka (PMM) di Perguruan Tinggi Penerima, serta mengidentifikasi faktor-faktor yang memengaruhi minat mahasiswa dalam mengikuti program tersebut. Metode yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Data dikumpulkan melalui wawancara mendalam dengan informan kunci dan utama. Hasil penelitian menunjukkan bahwa sebagian besar mahasiswa merasa puas terhadap pengalaman akademik, sosial, dan budaya selama mengikuti PMM, terutama dalam hal pengenalan keberagaman budaya, peningkatan soft skills, serta manfaat terhadap pengembangan karir. Namun demikian, beberapa ketidakpuasan juga ditemukan, antara lain terkait keterlambatan pencairan bantuan biaya hidup (BBH), kesulitan konversi mata kuliah, dan belum optimalnya koordinasi antar kampus pada awal pelaksanaan program. Penelitian ini merekomendasikan peningkatan kualitas layanan, sinkronisasi kalender akademik antar kampus, serta evaluasi menyeluruh terhadap implementasi program secara berkelanjutan.

Abstract

This study aims to analyze the implementation of the Corporate Social Responsibility (CSR) Program for the Revitalization of Cadika City Forest Park carried out by PT Tor Ganda from the perspective of economic empowerment of Micro, Small, and Medium Enterprises (MSMEs) around the park area. This study uses a qualitative approach with in-depth interviews with four informants: community leaders around the park, the sub-district, MSMEs, and park maintainers. Data are analyzed narratively to understand community and government perceptions regarding the impact of park revitalization on business capacity, income, and MSME sustainability. The research results show that before the revitalization, Cadika City Forest Park was poorly maintained, with damaged facilities, minimal lighting, and low visitor numbers, which impacted on limited MSME income. After the revitalization, the park became more organized, clean, and safe, with a jogging track, children's play area, park benches, and adequate lighting. The increase in public visits directly increased the business capacity, income, and sustainability prospects of MSMEs. Traders were able to increase capital, expand the variety of merchandise, improve business facilities, and recruit additional staff. From the perspective of the sub-district government, this CSR program aligns with the regional development vision, creating a mutually supportive local economic ecosystem and strengthening social cohesion. This analysis shows that CSR not only serves to beautify public spaces but also serves as a strategic instrument for local economic empowerment, supporting the sustainable growth of small businesses. This study recommends regular park maintenance and mentoring MSMEs through management training, product innovation, and access to capital to ensure long-term sustainability of CSR benefits. These findings contribute to the development of CSR theory in the context of sustainable development and community economic empowerment.
