Abstract

Ecotourism globally has become an alternative to mass tourism to minimize environmental impacts, and at the same time, it is also useful to improve the living standards of local communities. The Central Kalimantan government also underpin ecotourism activities as a tourism focus and written it on its regional regulations. This study is a literature study to analyse RIPPARPROV (Rencana Induk Pengembangan Pariwisata Provinsi/Provincial Tourism Development Master Plan) of Central Kalimantan 2013-2028 with a conceptual approach from Hall and Jenkins by looking at how clearly the desired policy issues are set forth in regulations. The method of analysis uses qualitative-comparative methods, by exploring the main themes of the global concept of ecotourism (which are ecotourism definition, ecology, education, responsibility, awareness of conservation and economy of local communities) in the RIPPARPROV of Central Kalimantan 2013-2028. The results of the analysis show that the Central Kalimantan Provincial Government is still premature in an effort to develop ecotourism in its territory. This is indicated by the lack of explanation about ecotourism specifically the absence of a policy on tourist education, awareness and conservation participation by tourists. There is only a policy of improving the local economy which is very prominent in Central Kalimantan’s RIPPARPROV.

Abstract

Several studies have shown significant development in Indonesia tourism; however, works of literature that focus on the extent of successful stakeholders’ participation in Indonesia tourism are hard to be found. This study aims to determine the success of public-private partnership (PPP) in the development of tourism in Indonesia and uses a descriptive qualitative methodology by conducting a literature study on previous studies related to tourism development in Indonesia, which adopted the concept of PPP in 2012. The research result shows that the PPP concept can be effectively carried out in tourist destination development programs and tourist infrastructure improvement programs. In addition, several targets must be set to achieve the success of public private partnership in the development of tourism in Indonesia, namely: 1) creating competitive tourism globally or nationally, 2) creating cooperative tourism focusing on the service and tourist destination infrastructure, 3) creating tourism that has unique characteristics based on its natural conditions so it has its own identity.

Abstract

Food Security Policy is currently one of the government's focuses in anticipating future food crises. Food security, price stability, and supply chain channels are three things that cannot be separated in formulating a major policy on food security. This research aims to analyze supply chain connectivity through the existence of traditional markets in Central Kalimantan Province and analyze how traditional market development and management policies can encourage food security in Central Kalimantan Province. The research gap in this research is the phenomenon of relatively rapid fluctuations in food commodity prices when there is a national issue of increasing the price of one or several food commodities (sembako). This research is classified as qualitative research with an exploratory approach. Data was collected through several techniques, namely structured interviews, observation, and documentation, as well as the use of the Geographic Information System (GIS) application in mapping traditional markets in the Palangka Raya City Agglomeration area. The qualitative data analysis technique uses the Miles and Huberman interactive model. Findings in the field show that the coordinates of the locations of traditional markets in Palangka Raya City, Pulang Pisau Regency, Kapuas Regency, Katingan Regency, and East Kotawaringin Regency have been identified. However, there is no information on the commodities traded and the origin of the supply of these commodities. So it cannot be depicted through a map of the food supply chain in the Palangka Raya City agglomeration area. Regarding traditional market development and management policies in supporting food security, it turns out that this is the scope of duties of several agencies including the Development Planning and Research Development Agency (Bappedalitbang), the Agriculture and Food Crops Service, the Industry, Trade and Cooperatives Service (Disperindagkop). This research concludes that the Regional Government in the Palangka Raya City Agglomeration area has relatively the same policies regarding food security but has different strategies adapted to the potential of their respective regions.
