Abstract

Social media has a vital role in general elections in Indonesia because social media is one of the platforms used by presidential candidates for campaigns to gain public support. General elections in Indonesia occur every five years. Many tweets talk about presidential candidates approaching the national election period. Not least, some buzzers deliberately use Twitter to carry out propaganda against a candidate or to bring down other presidential candidates with their opinions because information can spread widely and quickly on Twitter. Based on this, it is necessary to identify influential users in disseminating information related to the 2024 National Election, especially on Twitter. Various centrality methods were used in this study to identify influence users in sharing information about the 2024 National Election such us Degree Centrality, Closeness Centrality, Harmonic Centrality, Eigenvector Centrality, and Load Centrality. For the evaluation in this study, the results of each method were compared to one another to measure the similarity and correlation between the ranking lists of users who were influential in disseminating information about the 2024 National Election.

Abstract

The Department of Environment and Forestry of the Special Region of Yogyakarta (DLHK-DIY) encounters a significant challenge related to the insufficient integration of information services for the admission of internship and research programs. This has resulted in difficulties for applicants who seek up-to-date information from the offices or departments within DLHK-DIY, as well as challenges in the inefficient management of data by the institution. This research aims to resolve these challenges through the development of a web-based platform designed to optimize the processes of information and data management. As a result, the deployment of this platform will allow applicants to access information with greater ease and efficiency, while simultaneously improving the institution's ability to manage applicant data. The development methodology for this platform employs the Waterfall approach, encompassing phases such as Needs Analysis, System Design, Implementation, and Testing. The results of this study are projected to enhance the efficiency and effectiveness of the internship and research program implementation at DLHK-DIY. The progress of information technology in the realm of public services, as exemplified by this initiative, is expected to significantly influence service enhancement and data management within the institution.

Abstract

This study examines information technology (IT) governance in Indonesia's education sector using the COBIT 2019 framework through a systematic literature review (SLR) approach. COBIT 2019 is a globally recognized framework designed to help organizations manage IT effectively by integrating quality management principles to achieve strategic objectives. In the education sector, implementing robust IT governance is crucial to supporting ongoing digital transformation efforts. The SLR process involved identifying, selecting, and analyzing relevant literature to assess the implementation of COBIT 2019 in the Indonesian education sector. The findings indicate that this framework can enhance IT governance quality, particularly in risk management, resource efficiency, and operational sustainability. However, challenges persist, including limited managerial understanding, shortages of skilled human resources, and inadequate infrastructure support. To address these challenges, collaboration among the government, educational institutions, and the private sector is essential. Additionally, continuous training programs are necessary to enhance the competencies of management and IT personnel in effectively implementing COBIT 2019. The study underscores the importance of integrating technological and educational aspects to improve service quality in the education sector. Furthermore, the COBIT 2019 framework is recognized as a valuable tool for fostering collaboration among stakeholders to achieve sustainable education development in Indonesia.

Abstract

Website accessibility and digital content for people with disabilities in Indonesia remain inadequate. Based on the Internet Inclusive Index, Indonesia ranks 66th out of 120 countries with a score of 69.75 and fails to meet the Web Content Accessibility Guidelines (WCAG). Despite the enactment of Law Number 8 of 2016 concerning Persons with Disabilities and the ratification of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) in 2011, accessibility rights to information and communication technology have not been fully realised. Existing studies have yet to comprehensively examine how digital law can be effectively applied to close the gap between legal norms and the digital inclusion of persons with disabilities. This research fills that gap by analysing the intersection of disability rights and digital law, identifying key legal and sociocultural barriers that contribute to the digital divide. Employing normative juridical methods and a statutory approach, the study is analysed using qualitative descriptive techniques. The digital divide is found to stem from three main factors: legal substance, institutional structures, and societal culture. The novelty of this research lies in its use of digital law as a conceptual and regulatory framework to formulate inclusive digital policy recommendations. These include the strategic implementation of Articles 5 and 127 of Law No. 8 of 2016, as well as the proposal for a government-regulated digital portal based on universal design principles. Additionally, a cultural shift from a compassion-based to a rights-based approach is essential to ensure that persons with disabilities are recognised as equal participants in the digital society.

Abstract

The effectiveness of Instagram accounts and the information conveyed to the internet community have a close relationship. Effectiveness is the expected impact, and then it can be assessed from the results of success or achievement of previously planned goals. The @cerita_asahan Instagram account acts as a news aggregator because it collects news from primary sources and delivers important information to the internet community quickly so that its effectiveness can be measured in terms of meeting the information needs of their followers. So the purpose of this study is to measure the effectiveness of the @cerita_asahan account in meeting the information needs of its followers. The study population was the followers of the account, with 100 people sampled. Using quantitative methods, the results showed the effectiveness of the @cerita_asahan account as a news aggregator in fulfilling followers' information needs with a simple linear regression coefficient and partial t-test, which resulted in a partial correlation of 0.846, in accordance with the high category according to Cohen's d interpretation criteria. The t-count value of 11.475 is greater than the t-table of 1.987, indicating that the null hypothesis is rejected and the alternative hypothesis is accepted, which means that there is a significant and positive effectiveness between the @cerita_asahan account and the fulfillment of the information needs of its followers. Therefore, it is concluded that the @cerita_asahan Instagram account is very effective in meeting the information needs of its followers, so this research is expected to be a good suggestion for the development of the @cerita_asahan Instagram account.

Abstract

Information Technology (IT) is one of the innovations that has been widely applied in various fields. In Indonesia, the field of education is currently implementing a lot of IT. However, IT owned by universities in Indonesia is still not used optimally. This happens because there is no strategic planning for the use of IT owned by the university. By optimizing the application of IT, universities can improve the quality of their business processes. This study will propose IS/IT strategic planning that can be applied to universities in Indonesia. To design the strategy, literature studies and observations were carried out to obtain the appropriate data. The data needed are in the form of the latest internal and external conditions from one of the universities in Indonesia. From the data that has been obtained, the processing is carried out with the framework that has been adopted. The output generated from all IS/IT strategic planning activities at the university is an IS/IT strategic planning document that contains several analysis results, such as the direction of the company's business development and the direction of development of Information Systems (IS) used to support the path of business development. In addition, IS recommendations based on business analysis results and IS trends have also been generated. The strategy for implementing IT has been designed based on the current situation so that the resulting strategy can be used as a reference for the implementation of IT at the university.

Abstract

Kembiritan Village, located in the Genteng District of Banyuwangi Regency, is one of the villages that has implemented the SmartKampung application for handling correspondence. However, the implementation of this application has not been optimal due to issues with the application not functioning properly. Another challenge is the lengthy process of submitting letters, often requiring residents to visit the village office in person to expedite the process. The development of the sigapDesa information system aims to design and build a web application that addresses these issues. This includes designing a user-friendly interface, developing a receipt feature for real-time tracking of the correspondence process, and enabling the downloading of letters in PDF format. The system will incorporate real-time receipt features, notifications via WhatsApp, and a PDF download function for the correspondence management system, using software testing mechanisms. The sigapDesa website is created using the RAD (Rapid Application Development) method, which involves stages of requirements planning, prototyping, testing, refining, development, and implementation. Through this website, residents can submit letters according to their needs, receive a tracking number to check the status of their letter submission, receive WhatsApp notifications once the letter is prepared by the admin or if the letter cannot be processed, and download the letter directly from the website in PDF format. In designing and building the real-time receipt feature, the author developed the generateToken() function, which aims to generate a CSRF token to be used in the security system.

Abstract

Innovative alternative assessment currently attracts an adequate attention since it alternates conventional assessment. The fast growth of technology provides chances to integrate this type of assessment into it. Through an examination of technology integration into the usage of innovative alternative assessment, this study seeks to advance our understanding of how to measure student learning outcomes accurately, which will improve teaching and learning. A questionnaire, observation, and interview were used to gather data from 65 teachers and 152 junior and senior high school students. The data was then combined with quantitative and qualitative methodologies using descriptive statistics and qualitative analysis. The finding indicated that the integration of information technology with its various platforms on innovative alternative assessment methods was perceived positively both by teachers and students. The data presented illustrates the perceived efficacy and acceptance of innovative alternative assessment methods facilitated by information technology, as well as the challenges and barriers encountered in integrating these assessments into existing learning environments. Some of the challenges and barriers that arose were mostly related to the exploitation of technology resources, access to them, and the absence of a suitable technological infrastructure for the purpose of discovering innovative alternative methods of assessment.

Abstract

The management of inactive dynamic archives at the Padang District Court Class 1A already has procedures that include recording, controlling, distributing, storing, maintaining, supervising, transferring, and destroying archives. However, there are challenges in the form of limited storage capacity and less than optimal maintenance of archives. In addition, the absence of implementation of archive reduction and destruction has resulted in the accumulation of unused archives. Effective and systematic archive management is needed so that information and physical archives are maintained, supporting archive information services. Currently, the Padang District Court Class 1A only provides file boxes to store inactive archives that are lying in piles.

Abstract

 Penelitian ini dilatarbelakangi adanya Undang-undang Nomor 32 Tahun 2004 tentang Pemerintah Daerah menyatakan bahwa pemerintah daerah diberi kewenangan mengatur urusan keuangannya dan Undang-undang Nomor 1 Tahun 2004 tentang Perbendaharaan Negara, pemerintah diwajibkan menerapkan basis akuntansi akrual secara penuh atas pengakuan dan pengukuran pendapatan mendorong pemerintah daerah untuk meningkatkan pengelolaan keuangannya. Aplikasi Financial Management Information System (FMIS) yang dirancang oleh Badan Pengawas Keuangan dan Pembangunan (BPKP). Yang dimana aplikasi FMIS ini merupakan suatu sistem informasi yang dibangun, dikembangkan dan digunakan untuk melakukan proses pengelolaan keuangan daerah mulai dari perencanaan sampai dengan pelaporan dan akuntabilitas kinerja. Penerapan aplikasi FMIS ini didasarkan pada Peraturan Kementerian Dalam Negeri (Permendagri) Nomor 90 tahun 2019 tentang klasifikasi, kodefikasi, dan Nomenklatur Perencanaan dan Pembangunan Keuangan Daerah dan Permendagri. Penelitian ini bertujuan untuk mengetahui efektivitas penggunaan aplikasi FMIS pada Dinas Pekerjaan Umum dan Tata Ruang (PUTR) dan untuk mengetahui sejauh mana FMIS berperan dalam peningkatan kualitas laporan keuangan pada Dinas PUTR. Metode penelitian yang digunakan peneliti adalah metode penelitian kualitatif deskriptif dengan pendekatan fenomenologi. Teknik pengumpulan data adalah berupa penelitian sumber dan observasi yang terdiri atas wawancara dan dokumentasi. Hasil penelitian menyimpulkan bahwa, sistem aplikasi FMIS penggunaan aplikasi FMIS ini kurang efektif tetapi masih banyak kendala yang sedang dihadapi salah satunya yaitu sistem eror, ketidak kelancaran dalam penginputan pajak. Walaupun pelaksanaannya sudah sesuai dengan SOP. Proses penggunaan aplikasi FMIS di Dinas PUTR bahwa peningkatan kualitas laporan keuangan harus menyesuaikan dengan kebutuhannya menyatakan bukti laporan SP2D bahwa bukti SP2D yang sudah dilaksanakan  dengan sah. This research is Law Number 32 of 2004 concerning Regional Government states that regional governments are given the authority to regulate their financial affairs and Law Number 1 of 2004 concerning State Treasury, the government is required to implement a full accrual basis of accounting for the recognition and measurement of income encouraging regional governments to improve management. his finances. The FMIS application was designed by the Financial and Development Supervisory Agency (BPKP). The FMIS application is an information system that is built, developed and used to carry out regional financial management processes starting from planning to reporting and performance accountability. The implementation of the FMIS application is based on the Ministry of Home Affairs Regulation (Permendagri) Number 90 of 2019 concerning classification, codification and nomenclature of Regional Financial Planning and Development and the Minister of Home Affairs Regulation. This research aims to determine the effectiveness of using the FMIS application at the PUTR Service and to determine the extent to which FMIS plays a role in improving the quality of financial reports at the PUTR Service. The research method used by researchers is a descriptive qualitative research method with a phenomenological approach. Data collection techniques are in the form of source research and observation consisting of interviews and documentation.  The results of the research concluded that, using the FMIS application system, the use of the FMIS application is less effective but there are still many obstacles being faced, one of which is system errors, irregularities in tax input. Even though the implementation is in accordance with the SOP. The process of using the FMIS application in the PUTR Service means that improving the quality of financial reports must be adjusted to their needs, stating that the SP2D report shows proof that the SP2D has been implemented legally.
