Abstract

The Republic of Indonesia is a state of law (rechtstaats), so anyone who commits a crime must be held accountable for their actions through the legal process. Law enforcement implies that a crime is an act that is prohibited by a rule of law, where the prohibition is accompanied by a threat (sanction) in the form of a certain criminal penalty as its responsibility. The concept of a state of law is one that truly upholds human rights and guarantees citizens with their positions in law and government without exception, while to guarantee obedience and compliance with the law is in the hands of all citizens. Authentic deed in English (authentic deed), in Dutch (authentieke akte van), the philosophical basis that an authentic deed is found in: Legal considerations of Law No. 2 of 2014 concerning amendments to Law No. 30 of 2004 concerning the Position of Notary and regulated in Article 1868 of the Civil Code (Civil Code) which states that "A deed made in the form determined by law by or before a public official authorized for that purpose at the place where the deed was made", meaning that if we examine the definition more deeply, there are elements of an authentic deed, namely: 1) Made in a certain form. 2) Before an official authorized for that purpose. 3) The place where the deed was made.

Abstract

Information technology assets play an important role in the running of business processes at BPS Kota Mojokerto because information technology assets are one of the important sources of information at BPS Kota Mojokerto. The absence of a structured policy regarding special handling in terms of information technology asset management and the lack of understanding of BPS employees about security and related information technology asset components are one of the causes of potential risks at BPS Kota Mojokerto. The purpose of this study is to identify, assess and mitigate risks related to information technology managed by BPS Kota Mojokerto based on the ISO 31000 and FMEA methods. This research method uses qualitative analysis through in-depth interviews and evaluation of SOP documents and related IT assets. The results of the study identified 58 overall risks to IT assets. It is hoped that the results of the risk management document can be used as a tool for BPS Kota Mojokerto to minimize risks, as well as develop detailed and systematic risk mitigation analysis.

Abstract

This study aims to evaluate the implementation of public service delivery based on information and communication technology through the Online Single Submission (OSS) system at the Investment and One-Stop Integrated Services Office (DPMPTSP) in Surabaya. Using a descriptive quantitative approach and the SERVQUAL framework, the research involved 120 respondents representing users of licensing services. Data were collected through a structured questionnaire and analyzed using descriptive statistics. The findings indicate that the overall quality of OSS-based services is perceived as very good, with reliability emerging as the strongest dimension, particularly in the absence of illegal levies and unofficial intermediaries. Conversely, the assurance dimension received the lowest score, indicating the need for better alignment between service delivery and user expectations. The study concludes that while digital systems improve transparency and procedural integrity, service effectiveness must also be supported by responsive systems, clear communication, and improved technical support. The results provide practical insights for optimizing digital public services and enhancing citizen satisfaction in the context of e-government.

Abstract

This study is motivated by the non-optimal utilization of the Puskesmas Management Information System (SIMPUS) and work culture at Puskesmas Simolawang Surabaya which has an impact on employee performance. Several problems such as manual reports that are still carried out, network disruptions, low employee understanding of SIMPUS, and uneven application of the 3S work culture (Smile, Salam, Sapa) indicate the need for in-depth evaluation. This study aims to analyze the implementation of SIMPUS system quality and work culture in improving employee performance at Puskesmas Simolawang. The method used is descriptive quantitative approach with data collection techniques through questionnaires and observation of 45 respondents using total sampling technique. The results showed that SIMPUS system quality was in the good category, employee work culture was quite good, and employee performance was also in the good category. Based on validity and reliability tests, most questionnaire items were declared valid and reliable. The findings show that system quality and work culture contribute positively to improving employee performance. In conclusion, strengthening the implementation of information systems and internalizing a more effective work culture are needed to support optimal health services.

Abstract

Objective: This study aims to analyse the effect of information and communication overload on social media fatigue, and its impact on employee performance, by considering the moderating role of empowering leadership.Methodology: This study uses a quantitative approach with a survey method and data collection through questionnaires distributed to permanent employees at universities in Indonesia. The data analysis technique uses linear regression and moderation test to test the relationship between variables.Findings: The results show that information and communication overload has a significant influence on social media fatigue, which in turn negatively impacts employee performance. Moreover, empowering leadership can mitigate such negative impacts, by providing support and autonomy to employees.Conclusion: The findings provide insights for organisations in designing more efficient communication policies and supporting empowering leadership development to improve employee well-being and performance in the digital age.

Abstract

Hospital Information Systems (HIS), or Sistem Informasi Rumah Sakit (SIRS), play a critical role in enhancing administrative efficiency, decision support, and healthcare service quality. However, their implementation and effectiveness vary significantly across healthcare settings, particularly in low- and middle-income countries (LMICs). This study aims to systematically evaluate the existing literature on HIS effectiveness, implementation barriers, and administrative impact. Using a PRISMA-based Systematic Literature Review (SLR) approach, we examined 14 high-quality studies from multiple scholarly databases including PubMed, Scopus, ScienceDirect, and Garuda. The review applied a hybrid thematic synthesis grounded in HOT-FIT and DeLone & McLean models, combined with a normalized quality scoring system. The findings reveal that HIS implementations positively influence administrative workflow, billing accuracy, and patient throughput, though outcomes are context-dependent. Key challenges include lack of interoperability, resistance to change, and insufficient training. Notably, regulatory mandates and national digital health policies were found to significantly enhance HIS adoption and sustainability. This review contributes a multidimensional synthesis of HIS performance, highlighting the importance of human, organizational, and policy alignment. It offers an evidence-backed framework for HIS evaluation that bridges theory and practice. We conclude that integrated, context-sensitive HIS models are essential for advancing hospital management and public health systems, and recommend further empirical studies on long-term impact and cross-sector integration.

Abstract

Instagram is a social media that is widely used by the public, especially among Millennials and Gen Z. One of the user terms is called Food Curator which is a reviewer about culinary tourism that is starting to bloom in the city of Balikpapan, Dapurbalikpapan is one of the Food Curators in the city of Balikpapan which has a large number of followers, this research is to find out the application of Social Information Processing in maintaining the relationship between Dapurbalikpapan with followers. This study uses a qualitative descriptive research method, the types of data presented are observations and interviews using primary data through data sources from key informant and informants, secondary data through document sources, e-journals, books, and articles. The analysis technique used is qualitative data analysis with an interactive model developed by Miles & Huberman with a research focus on 3 stages of social information processing, namely interpersonal information, impression formation, relationship development. Based on the results of the research, the data analysis that the researchers have done found that, Dapurbalikpapan implements these three stages and Dapur balikpapan as a Food Curator is able to develop relationships with their followers, and create a relationship that is called hyperpersonal. Hyperpersonal is a relationship that occurs in computer-mediated interactions and is more interesting than facet-to-face interactions in the same position. Abstrak Instagram merupakan media sosial yang ramai digunakan oleh masyarakat, terutama pada golongan Milenial dan Gen Z. Salah satu istilah penggunanya disebut Food Curator yang merupakan pengulas tentang wisata kuliner mulai marak di kota Balikpapan, Dapurbalikpapan merupakan salah satu Food Curator yang ada di kota Balikpapan yang memiliki jumlah pengikut yang banyak, penelitian ini untuk mengetahui penerapan Social Information Processing dalam mempertahankan hubungan Dapurbalikpapan dengan pengikutnya. Penelitian ini menggunakan metode penelitian deskriptif kualitatif, jenis data yang disajikan yaitu observasi dan wawancara menggunakan data primer melalui sumber data key informan dan informan, data sekunder melalui sumber dokumen, e-journal, buku-buku, dan artikel. Teknik analisis yang digunakan adalah analisis data kualitatif model interaktif yang dikembangkan oleh Miles & Huberman dengan fokus penelitian 3 tahap social information processing yaitu interpersonal information, impression formation, relationship development. Berdasarkan hasil penelitian, analisis data yang telah dilakukan, menemukan bahwa, Dapurbalikpapan menerapkan ketiga tahapan tersebut dan Dapurbalikpapan sebagai Food Curator mampu mengembangkan hubungannya dengan para pengikutnya, dan menciptakan suatu hubungan yang disebut hyperpersonal. Hyperpersonal merupakan hubungan yang terjadi dalam interaksi bermediasi komputer dan lebih menarik dibandingkan dengan interaksi face-to-face dalam posisi yang sama.

Abstract

This study aims to examine the influence of the Asset Management Information System, HR Competence, and Inventory Management Policy on BMN Administration. This study was conducted at BKN. The data collection technique used a questionnaire distributed to 90 BKN employees with a total sample method with the criteria for selecting respondents, namely BMN management employees and inventory managers. The data analysis of this study used Partial Least Square (PLS) based on variants or components of the Structural Equation Modeling (SEM) approach and tested the influence of independent variables on the dependent variables. Data analysis used the SmartPLS application. The results of the study showed that the asset management information system had a positive and significant effect on the administration of state assets. HR competence and inventory management policies had a positive and moderate effect on the administration of state assets. The asset management information system, HR competence, and inventory management policies jointly influenced the administration of state assets at the State Civil Service Agency.

Abstract

To find out, identify and analyze the efficiency of operational data management of patrol vessels through an integrated information system at the Bitung Class II Coast Guard Base.In accordance with the problems that the researcher explains, the type of research used by the researcher is descriptive with a qualitative approach. The purpose of this research is to observe and find out what is to be researched..Based on the discussion above, it can be concluded that the efficiency of operational data management of patrol boats at PPLP Class II Bitung is not optimal, this is greatly influenced by the harmonious integration between procedures, resources, and information systems, namely: Procedures, although there are standard operational guidelines as reflected in the implementation of SIM KPLP, these procedures do not fully support real-time reporting and data processing. The technical reporting process of the ship is only carried out once a month, while other workflows such as logistics and administration still use a manual approach. This causes delays in decision making and lack of integration between units which has the potential to hinder the effectiveness and efficiency of patrol boat operations.

Abstract

Geeks for Geeks merupakan platform pembelajaran daring yang menyediakan berbagai materi pemrograman dan teknologi informasi secara terstruktur. Penelitian ini bertujuan untuk mendeskripsikan pengalaman penggunaan Geeks for Geeks dalam mendukung pembelajaran mata pelajaran Information and Communication Technology (ICT). Penelitian dilakukan dengan pendekatan kualitatif menggunakan metode studi kasus, berdasarkan observasi pribadi penulis selama beberapa bulan menggunakan platform ini. Hasil penelitian menunjukkan bahwa Geeks for Geeks sangat bermanfaat sebagai sumber belajar tambahan, khususnya dalam memahami konsep pemrograman, algoritma, dan struktur data. Platform ini juga dinilai fleksibel dan mampu meningkatkan kemandirian belajar siswa.
