Abstract

The imbalance between the number of job seekers and the availability of jobs is a challenge in the labor market in West Java Province. This study aims to group districts/cities based on the influence of labor market information on labor absorption using the Mean-Shift algorithm. Data were obtained from BPS for the 2019–2023 period, covering the number of job seekers, vacancies, and job placements. Data were processed through cleaning, transformation, normalization, and aggregation of a five-year average. Clustering was carried out using the Mean-Shift algorithm with an optimal bandwidth of 0.474611, resulting in two clusters with a Silhouette Score of 0.4943. The first cluster consists of areas with low labor absorption rates, characterized by the number of job seekers that are not comparable to vacancies and job placements. The second cluster includes areas with higher and more balanced labor absorption. The results of the study show that the Mean-Shift algorithm is able to group regions based on labor market characteristics. These findings suggest that labor market information can be used to map regions based on labor absorption rates in a more targeted manner, as well as support the formulation of data-based employment policies.

Abstract

Purpose — This study examines the effect of accounting information quality and performance-based budgeting on local government governance (good governance) in Papua Province, Indonesia, with management commitment as a moderating variable. Design/methodology/approach — A quantitative approach and survey methodology were used, employing questionnaires distributed to 90 leaders across key Regional Apparatus Organizations (BAPPEDA, BPKAD, Communication and Information Service) in 30 regencies/cities. The study analyzed data from 2019 to 2023 and applied Partial Least Squares (PLS) for hypothesis testing. Findings — The results indicate that both accounting information quality and performance-based budgeting positively affect good governance practices at the regional government level. Furthermore, management commitment strengthens the impact of accounting information quality on governance. However, management commitment is found to weaken the effect of performance-based budgeting on good governance. Practical implications — The findings suggest that provincial governments should emphasize improving accounting information quality and consistently nurture management commitment to foster transparency. Leaders should also recognize the importance of monitoring performance budgeting initiatives to maximize their governance benefits. Originality/value — This paper presents empirical evidence from Papua Province, offering unique insights into the moderating effects of management commitment in public sector governance. The results provide valuable guidance for regional governments aiming to enhance good governance through improved accounting practice and managerial engagement.

Abstract

Patient safety incident reporting is a critical component of hospital quality systems. This study evaluated the implementation of a Quality Management Information System (QMIS) for incident reporting at Hospital X using the Structure–Process–Outcome (SPO) framework integrated with the HOT-Fit model. A mixed-methods case study was conducted, combining analysis of 774 incident reports submitted between March 2023 and December 2024 with in-depth interviews involving clinical staff, unit heads, and the Quality and Risk (QR) Manager. Findings revealed that while structural elements such as computing infrastructure and leadership support were in place, gaps remained in staff training, procedural awareness, and system usability. QMIS was actively used for reporting, but advanced features like root cause analysis (RCA) and dashboards were underutilized. Reporting performance was moderate, with 62.8% of reports submitted within 24 hours and a reporting rate of 22.03 per 1,000 patient days, below international benchmarks. Although some process improvements were implemented, feedback loops to frontline staff were limited. To enhance system effectiveness, technical improvements are recommended, including interface simplification, mobile access, data validation, and integration with hospital systems. Strengthening local support and fostering a learning-oriented safety culture is also essential to sustain engagement and improve patient safety outcomes.

Abstract

Differentiated learning aims to improve classroom learning by accommodating students' diverse personalities and backgrounds, enabling effective and efficient participation. This community service provides training for teachers at SMA Negeri 5 Padangsidimpuan on differentiated learning methods using information technology through a blended learning approach. The training included pre- and post-tests to evaluate teachers' knowledge and skills. Results showed a significant improvement in teachers' ability to use interactive applications such as Padlet, Nearpod, Classcraft, and Kahoot, with post-test scores indicating an average increase of 20% compared to pre-test scores. Statistical analysis using the T-test confirmed the enhancement, with p-values below 0.05 for differentiated learning concepts and application usage. Teachers reported Kahoot as the most preferred application, followed by Padlet, Classcraft, and Nearpod. The study concludes that designing and implementing diverse instructional strategies using interactive media tailored to students' needs fosters meaningful learning experiences and improves teaching outcomes. Future efforts will include sustained support for teachers and the development of technology-focused learning modules.

Abstract

The shift toward a knowledge-based economy underscores the importance of intellectual property (IP) management. Unfortunately, conventional keyword-based search methods often fail to capture the semantic relationships between concepts in documents—particularly complex ones like patents and copyrights. This study proposes a topic modeling approach using the Latent Dirichlet Allocation (LDA) method to improve the relevance and accuracy of information retrieval in IP data. The research developed 76 models based on four scenarios: with and without language translation, and with and without n-gram tokenization, using topic numbers ranging from 1 to 19. The best four models from each scenario yielded coherence scores between 0.4411 and 0.4581. Evaluation using Mean Average Precision (MAP) on the top 10 documents showed that the model without translation and with unigram tokenization (10 topics) achieved the best results with an average MAP of 78%. The findings indicate that language translation and n-gram tokenization do not significantly impact the coherence score. However, models without n-gram tokenization (bigram and trigram combinations) yielded relatively more semantically relevant search results based on MAP values. Automatic translation in this study resulted in lower MAP scores compared to models without translation.

Abstract

The Baitul Maal Unisba (BMU) organization faces obstacles in the form of suboptimal service so that researchers have initiated improvements to the website-based information system and make the information system a knowledge management strategy at the BMU institution. This study aims to provide an overview of the design of a better information system and utilize the information system that has been designed as a knowledge management strategy. Qualitative methods with a case study approach have been used in this study. The results of the study indicate that the design of a better service information system with reference to the evaluation results is carried out using the WordPress service at the address www.baitulmaalunisba.wordpress.com. The design can then be utilized in the knowledge management (KM) implementation plan in the BMU organization, namely as a form of codification strategy and as a technology component at the combination stage. To realize this, the website manager uploads knowledge content, adds special KM features to the website content section, encourages organizational human resources to read and respond to the knowledge content that has been uploaded and improves the search feature on the website to make it easier for website visitors to access information and knowledge.

Abstract

This study analyzes the influence of service quality, employee job satisfaction, and information technology adoption on the effectiveness of administrative management at XYZ Hospital in West Java. As a medium-sized public hospital, XYZ faces notable challenges in its digital transformation journey, particularly due to limited staff training and low adoption of IT-based systems. The study adopts a quantitative causal research design, involving a survey of administrative personnel selected purposively based on their roles and responsibilities. Data collection was conducted through a structured questionnaire designed to assess perceptions related to service quality, job satisfaction, and IT usage. The analysis employed the Partial Least Squares Structural Equation Modeling (PLS-SEM) method to evaluate the relationships among the variables. The results demonstrate that both service quality and employee job satisfaction significantly contribute to improving the effectiveness of administrative management. In contrast, the influence of information technology adoption appears relatively limited, primarily due to the lack of sufficient technical capacity and readiness among the workforce. These findings emphasize the importance of enhancing non-technical factors first, such as service culture and employee engagement, before fully integrating digital systems. The practical implications suggest that hospital administrators should focus on continuous quality improvement, invest in human resource development, and provide structured IT training tailored to staff needs. This study is especially relevant in the context of healthcare system reform in Indonesia, where efficient and responsive administrative management is essential to support high-quality patient care and ensure institutional resilience in the face of evolving health sector demands.

Abstract

In the increasingly advanced digital era, the Internet of Things (IoT) has become a key element in industrial transformation, especially in supply chain management information systems. This study aims to explore the implementation of IoT in improving the efficiency and effectiveness of the supply chain in the manufacturing sector. Using a literature review approach, this study identifies various IoT applications, such as sensor networks, Radio Frequency Identification (RFID) technology, and cloud computing that have made significant contributions to real-time data collection, asset tracking, and inventory management. The results of the study indicate that IoT implementation not only improves operational efficiency but also strengthens the competitiveness of companies through automation and artificial intelligence-based data analysis. IoT has been proven to optimize production processes, improve supply chain visibility, and reduce operational costs. However, challenges such as device interoperability, cybersecurity, and resistance to technological change are still major barriers to IoT adoption. This study also highlights the importance of collaboration between IoT solution providers, technology experts, and policy makers to create an ecosystem that supports innovation. The right implementation strategy, accompanied by comprehensive workforce training and a collaborative approach, are needed to maximize the potential of IoT.

Abstract

PT. Global Bangunan Jaya Riau is a company focused on providing essential building materials in Riau Province. This is driven by the rapid development in the region, including office infrastructure and road networks. The company was established to support the significant growth of construction in Riau, and due to its high competitiveness, it must maintain strong performance both in terms of product quality and customer service. To ensure that the quality and services provided by PT. Global Bangunan Jaya Riau align with the company's vision and mission, it is essential to evaluate the extent to which the organization’s IT goals support its overall business objectives. This evaluation is carried out using the COBIT 5 framework, focusing on the EDM (Evaluate, Direct, Monitor) domain. The research process involves three stages of analysis: assessing the current IT capability level, identifying the desired capability level, and analyzing the gap between the two. Data for this study were collected through questionnaires. The results indicate that the IT processes at PT. Global Bangunan Jaya Riau have been effectively implemented, achieved, and well-managed.

Abstract

In today's digital age, information systems are the backbone of various organizations' operations, yet they are vulnerable to increasingly complex cybersecurity threats. Information system auditing plays a crucial role in ensuring system security and reliability, but conventional audit methods are beginning to face various limitations, particularly in handling large volumes of data and detecting threats quickly. This study aims to analyze the role, benefits, and challenges of integrating artificial intelligence (AI) technology into the information system audit process. Using a literature review method, this research found that AI can enhance audit effectiveness through data analysis automation, real-time fraud detection, and optimizing auditors' roles in strategic analysis. However, the implementation of AI still faces issues such as data quality, algorithm transparency, potential bias, auditor readiness, and the need for strong regulation and governance. This study recommends the need for synergy between technology, policy, infrastructure, and human resource competencies to ensure the effective and responsible implementation of AI in information system auditing in modern business environments.
