Abstract

The governance of information and communication technology (ICT) has become a strategic necessity for higher education institutions to ensure effective academic services and sustainable digital transformation. This study aims to analyze the ICT governance system at the Academic Service Unit for ICT (UPA TIK) of Gorontalo State University. A qualitative case study design was employed. Data were collected through in-depth interviews, document analysis, and direct observation, and analyzed using the Miles and Huberman interactive model. Triangulation was applied to ensure data credibility and validity. The results reveal five governance dimensions: (1) strategic alignment, (2) organizational structure, (3) managerial competence, (4) resource allocation, and (5) institutional culture. While ICT development has been integrated into the university’s strategic plan and supported by adequate infrastructure, weaknesses remain in managerial competence, fragmented decision-making, and limited funding. Institutional culture shows positive digital acceptance but is still constrained by resistance to change. This study concludes that effective ICT governance requires clear organizational structures, competent leadership, and stakeholder participation. The novelty of this research lies in proposing a contextualized governance model for Indonesian higher education, balancing global ICT frameworks with local organizational and cultural dynamics. These findings contribute theoretically to the discourse on digital governance and provide practical recommendations for policymakers in strengthening digital transformation in higher education.

Abstract

This study aims to find out how the juridical review of marriage registration services using simkah at the Office of Religious Affairs of Manggala District, Makassar City, The type of research used is qualitative, which is a form of research that aims to provide an overview of various types of data collected from the field objectively with a descriptive research type. The data collection techniques used were observation, interviews with a number of informants and documentation. The results of this research are in the background of the presence of an innovation in marriage registration services using the Marriage Management Information System or Simkah at the Manggala District Religious Affairs Office, this Simkah is a policy program issued by the government in an effort to facilitate the process of presenting marriage data in all KUA Districts in Indonesia, this Simkah has been integrated with Dukcapil, so that recording errors can be minimized, the implementation of the policy has been implemented and can be accepted by the community. However, there are several obstacles, especially the readiness of KUA human resources in Manggala District, Makassar City. In some cases, it was found that there were difficulties when using this application, the only difficulty in importing marriage data.

Abstract

The credibility of anonymous influencer accounts is a critical, yet unexplored factor in building audience trust in health information on social media, especially on platforms like TikTok. This study examines the influence of the credibility of the anonymous account @dokterdetektif (2.1 million followers) on the trust of its followers. Quantitative research was conducted through an online survey of 400 active followers (purposive sampling, Slovin formula, 5% margin of error). The 4-point Likert scale questionnaire measured three dimensions of credibility (attractiveness, expertise, trustworthiness) and two dimensions of trust (trusting belief, trusting intentions). Validity was tested using Pearson correlation, reliability using Cronbach's Alpha (α>0.7), and hypothesis testing using Spearman correlation and t-test. There was a significant correlation between account credibility and audience trust (r=0.576; p<0.05), with credibility explaining 43.4% of the variance in trust (R²=0.434). All three dimensions of credibility were rated "very high": attractiveness (mean 3.62), expertise (3.58), and trustworthiness (3.54). These findings are in line with the audience trust dimension, proving that perceived credibility is the main foundation of information trust. Influencers need to build multidimensional credibility to increase trust, while audiences must critically evaluate information. Future research is suggested to explore non-credibility factors (e.g. algorithm bias) and use qualitative approaches to understand audience motivations in depth.

Abstract

This research is based on the needs of Madrasah Ibtidaiyah Negeri Kudus to improve communication and academic management in the digital age. The main issues raised are suboptimal grade recording systems, absenteeism, and the rapid and structured dissemination of important information. The objective of this research is to create and develop a web-based academic information system that can be monitored via WhatsApp. This system will enable teachers, parents, and school administrators to easily access information. The Waterfall software development model, which consists of the stages of needs analysis, design, implementation, testing, and maintenance, is the methodology used in this research. Data was collected through interviews and direct observation of academic activities on the school campus. This system enables the recording of student grades and attendance data on a daily basis. It also allows parents to receive automatic notifications about learning activities, class schedules, and other important information. This research resulted in a web-based application that has the ability to improve academic recording and reporting, enhance communication between schools and parents, and support real-time transparency of academic information. By using this system, the State Elementary School in Kudus is expected to be better prepared to face the digital transformation occurring in the world of education.

Abstract

Majlis Ta'lim Petuah Bandung, established in 2021, faces challenges in expanding its da'wah reach and improving the efficiency of information management. Currently, they rely on conventional methods such as face-to-face lectures and printed materials, which are limited in reach and accessibility. In the contemporary era of globalization, digitalization plays a pivotal role in the distribution and accessibility of information. Study conducted by other researchers shows that digital platforms have positive results in the propagation of religious education. By leveraging a website as a dedicated da’wah platform, Islamic teachings can be systematically organized, efficiently disseminated, and easily retrieved, overcoming the limitations associated with traditional da’wah methods. In this study, we propose to developing a website as an information platform and a medium for sharing Islamic study materials. This website allows access to study materials anytime and provides discussion features to enhance interaction. Utilizing the Rapid Application Development (RAD) method and technologies such as HTML, CSS, JavaScript, PHP, and MySQL, the website is designed to be user-friendly and tailored to the needs of the community. The results of our study indicate that the website we developed has successfully addressed the challenges of da'wah in the era of globalization by utilizing a website as a da'wah platform.

Abstract

This study developed an adaptive curriculum based on Outcome-Based Education (OBE) for the Information Technology Study Program at UIN Syekh Ali Hasan Ahmad Addary Padangsidimpuan. The curriculum redesign aimed to directly align Course Learning Outcomes (CPMK) with Graduate Learning Outcomes (CPL), structured progressively across semesters to support competency formation through conceptual understanding, laboratory practice, and project-based assignments. Internal document analysis and academic discussions revealed gaps in vertical and horizontal alignment among learning outcomes, particularly in core areas such as programming, systems analysis, and digital business. The revised curriculum integrates project-based learning into at least 60% of core courses and embeds Islamic ethical values and local contexts into the learning design. Validation conducted by internal faculty teams confirmed that the curriculum is feasible and that the course mapping is relevant. The results indicate that a transparent and reflective internal process supported by institutional documentation can produce a curriculum that is responsive to the digital transformation era, even without involving external experts or alumni surveys. These findings provide practical implications for curriculum policy in Islamic higher education institutions and open opportunities for further research to assess the long-term impact of OBE implementation on graduate outcomes

Abstract

This study aims to analyze the strategies implemented by the Gowa Regency BKPSDM in the implementation of the Personnel Management Information System (SIMPEG). The approach used is qualitative with a case study design, referring to Fred R. David's strategic management theory which includes annual goals, policies, resource allocation, and conflict management. Data was collected through interviews with key informants, direct observation, and supporting documentation. The results of the study show that the implementation of SIMPEG in Gowa Regency is effective with the achievement of annual goals through the E-Performance system. Internal policies are the guidelines for administrative control, while resource allocation is supported by competent human resources, adequate infrastructure, and a sustainable budget. Conflict management is carried out through open communication and cross-OPD coordination. However, there are still challenges to the digital literacy of senior employees and network stability. The recommendations of this research include increasing digital literacy and integrating data between agencies to strengthen the sustainability of technology-based personnel systems.

Abstract

The project objective is to design a web-based information system that is aimed at recording the training programs and body composition of clients and improve the performance of personal trainers in Medan City. Manual recording systems, because they are more error prone and difficult to analyze or give real-time feedback, become the key problem for personal trainers. It adopted Research and Development (R&D) approach to research using 4D development model (Define, Design, Develop and Disseminate). The user-generated product Trainer Track has features such as digital exercise log, body composition tracking, and visualization of the user’s progress. The feasibility of the system was supported by two expert validation and field operation using 25 personal trainers from the fitness centres of Medan. Results It showed that the system reached a feasibility level of 94.75%, rated as highly feasible. These findings indicate that the use of a web-based information system can lead to a much more efficient work, higher accuracy data collection and the empowerment of the personal trainers to run a personalized data based training service.

Abstract

Background: Posyandu is a form of Community-Resourced health effort that is managed, by and for the community to empower it and make it easier for the community to obtain health services, especially in the reporting system carried out by village midwives and cadres. Purpose: Analyzing the satisfaction of officers and cadres with the Family Posyandu Reporting System using (Si Lina Gesit) Google Spreadsheet online information system at the Klampis Community Health Center. Methods: Type of experimental research: pre-post test One Group Design, sampling technique with purposive sampling, sample size of 44 officers and cadres analyzed statistically using the Wilcoxon test. Results: There are differences in the Tangible, Reliability, Responsiveness, Assurance and Empathy indicators between before and after the intervention was given, apart from that, based on the Wilcoxon Test analysis on satisfaction, the P value was (0.000) < α (0.05). Conclusion: There is a difference in satisfaction between before and after the intervention was given to cadres at the Klampis Community Health Center.

Abstract

Based on the research conducted, the topic studied was the influence of the use of Accounting Information Systems (AIS) and the quality of Human Resources (HR) on the performance of Micro and Small Enterprises (MSEs) in Tana Duen Village. The purpose of this study is to analyse whether these two factors have a significant effect on improving MSE performance. The method employed is a quantitative approach using multiple linear regression analysis, where data were collected through questionnaires distributed to MSE actors in the village. The research results indicate that although the use of Accounting Information Systems (AIS) does not have a significant effect on the performance of Micro, Small, and Medium Enterprises (MSMEs), the quality of human resources has a considerable impact, with entrepreneurs who possess good skills and take responsibility demonstrating better performance. Furthermore, this study also found that the combined use of AIS and human resource quality has a significant impact on the performance of MSMEs. The contribution of this research provides valuable insights for the development of MSMEs in Indonesia, particularly regarding the importance of enhancing human resource capacity and optimising the use of accounting technology to improve performance.
