Abstract

Purpose: To evaluate the governance of the LaporGub Central Java service portal information system using the COBIT 2019 framework to obtain a comprehensive overview of the implemented capability levels. Methods: This study employs a qualitative method using the COBIT 2019 framework to assess capability levels, which is further combined with CMMI to provide improvement recommendations. The method produces valid and accurate results as respondents are selected using the RACI model, and the assessment is conducted at the subdomain level. Consequently, each domain yields valid outcomes, enabling precise and well-targeted recommendations. Results: This study successfully determined the level of LaporGub service capability using COBIT 2019 and showed that most domains have achieved, and in some cases even exceeded, the set targets. However, several areas still require improvement, especially in services security and business process control, as well as problem management. These findings indicate that the Central Java Provincial Communication and Information Office has a strong foundation in operational management and service sustainability. With proper improvements in IT governance, LaporGub is expected to serve as a model for adaptive and accountable digital public services that can be replicated in other regions across Indonesia. Novelty: This study introduces innovation by integrating COBIT 2019 with CMMI, an uncommon combination in capability level assessments within government institutions. Innovative techniques such as text development, respondent questionnaires based on the RACI model, and interviews are used to avoid redundancy in the research findings. By utilizing questionnaires, interviews, and document reviews, this approach enhances the validity of the study results.

Abstract

Purpose: This study aims to identify the factors that influence users in the implementation of the GTK (Teachers and Educational Staff) Room System among elementary school teachers in Banyumas Regency, Central Java, Indonesia. Methods: This study employed the HOT-Fit (Human, Organization, and Technology Fit) Framework approach, with the addition of the 'Behavioral Intention to Use' variable on the Human dimension and the 'Organizational Culture' variable on the Organizational dimension. The sample consisted of 147 elementary school teachers from Banyumas Regency, Central Java, Indonesia. Data were analyzed using SmartPLS to identify the variables that influence user behavior. Result: The results of this study indicate that certain relationships between variables do not have a significant influence on others. Specifically, User Satisfaction and Behavioral Intention to Use do not significantly affect Net Benefit. Additionally, Information Quality does not have a significant effect on System Use. Furthermore, System Quality does not significantly influence User Satisfaction or Behavioral Intention to Use. Meanwhile, other variable relationships were found to significantly impact the successful implementation of the GTK (Teachers and Educational Staff) Room system. The model’s goodness-of-fit shows an NFI (Normed Fit Index) value of 0.632, indicating that the proposed model explains 63.2% of the variance in the data. Novelty: This research presents several significant novelties that contribute to the evaluation of the implementation of the GTK (Teachers and Education Personnel) Room System in primary education. The traditional HOT-Fit (Human, Organization, Technology-Fit) model was enhanced by adding two new variables, Behavioral Intention to Use and Organizational Culture, resulting in a more comprehensive and contextually relevant evaluation framework. The study was conducted within a specific local context, focusing on primary school teachers in Banyumas Regency, Central Java, Indonesia, thereby providing empirical insights into the implementation dynamics at the local level, which have been rarely explored in previous research. The findings reveal that system success is influenced not only by technical factors but also by behavioral dynamics and social contexts, such as organizational culture.

Abstract

Computer-based Hospital Information Systems (HIS) are increasingly crucial, yet realizing them requires more effort than merely developing the system. Government regulations mandate the implementation of HIS in every hospital. With HIS, data processing becomes easier, yielding rapid, precise, accurate, and up-to-date information tailored to user needs. This study aims to investigate the implementation of HIS to optimize healthcare service operations at the Dr. Sukirman Military Hospital in Pekanbaru. It employs a qualitative descriptive research design with a case study approach using interviews. The study took place at Dr. Sukirman Military Hospital from November to December 2023, focusing on HIS implementation. Data collection techniques included in-depth interviews, participatory observation, and document review supported by a checklist related to HIS implementation. Data were collected through in-depth interviews with six informants, direct involvement in informant activities through observation, and document review with a checklist. Data analysis employed fishbone analysis, and data validity was tested using the triangulation method. Findings revealed that human resources lacked skills, experience, motivation, responsiveness, needed socialization, supervision, and that socialization and supervision methods in HIS implementation were lacking. Moreover, the material, machine, and environment aspects were still ineffective in-service quality and operational aspects. Therefore, there is a need to enhance human resource competencies through training and supervision to improve the quality of HIS implementation, and there is a need to develop systems for HIS implementation to optimize hospital operations.

Abstract

The current study reports on ways in which Lilaphalapha page on Facebook used language to provide awareness on Corona virus pandemic. Corona Virus affected the whole universe in different ways. Like the rest of the world, to curb the spread of the virus, Lesotho declared a state of emergency and the government put different health protocols in place. To prevent the widespread of COVID-19, a wealth of knowledge was provided in Indo-European languages in many countries. Speakers of African languages such as Sesotho, a national language of Lesotho, had to be innovative and employ region specific methodologies to spread awareness about COVID-19 pandemic.  In this qualitative research, data was collected from eight purposely selected episodes posted on Lilaphalapha page on Facebook in April 2020. The videos were analysed through inductive thematic analysis approach. The paper analysed how the use of proverbs and figurative language has helped in preserving Sesotho as a language and filled the gap in preventing language dearth particularly in the advent of COVID-19 pandemic. The findings indicated figurative language, humour and proverbs were used in spreading COVID-19 awareness to Basotho.

Abstract

Information Technology Certification Center (ITCC) ITPLN is a certification unit that implements IT governance with Office 365 Applications. IT governance in Office 365 applications requires an audit to evaluate and assess capabilities and make recommendations on IT governance at ITCC. This is because the ITCC has never evaluated IT governance. Therefore, until now the ITCC does not know the extent of the benefits and impacts obtained from the application of IT on the progressivity of achieving goals related to information system management. ITCC also doesn't know what the weaknesses are and what the solutions are. The audit standard used is Control Objectives for Information and Related Technology (COBIT). The chosen COBIT 5 domain is the Deliver, Service, and Support (DSS) domain which focuses on the assessment of delivery and information technology services as well as its support for ongoing business processes including problem management so that the sustainability of business processes is maintained. In addition, it is also intended to control, evaluate, and plan long-term business processes. The result is the overall Capability Level on Office 365 in ITCC.

Abstract

This study tested the utility of the Risk Information Seeking and Processing (RISP) model in explaining disaster risk information-seeking intentions among rural youth in Indonesia. Participants (N = 98) completed a survey measuring RISP constructs, including information insufficiency, perceived hazard characteristics, affective response, informational subjective norms, perceived information gathering capacity, and behavioral beliefs. Regression analysis showed that perceived hazard characteristics (β = 0.114, p < .05) and informational subjective norms (β = 0.344, p < .001) were significant predictors of information-seeking intention, while affective response and behavioral beliefs were not significant (p > .05). The RISP model explained 23.6% of the variance in information-seeking intention (R² = 0.236, Adjusted R² = 0.203). Adding gender as a random effect slightly improved model fit (Conditional R² = 0.267), but gender accounted for minimal variance. These findings extend the RISP model to a high-risk, underrepresented population and provide important theoretical and practical insights for designing targeted risk communication strategies to enhance disaster preparedness among youth.
