Abstract

Flood disasters have become more frequent and severe due to climate variability, posing significant threats to human lives, agriculture, and infrastructure. Effective disaster management and mitigation require accurate identification of flood-prone areas. This study develops an intelligent flood prediction system by integrating machine learning algorithms with geographic information systems (GIS) data to enhance flood risk assessment. The proposed system utilizes two machine learning models, including random forest (RF) and support vector machine (SVM), to predict flood-susceptible areas. The models are trained on historical flood data and GIS-derived features, including elevation, slope, topographic wetness index (TWI), aspect, and curvature. The dataset undergoes preprocessing, including normalization and feature selection, before being divided into training, validation, and test sets. The models are then trained and evaluated based on their predictive performance. Evaluation metrics, particularly the area under the curve (AUC), demonstrate that RF outperforms SVM in predicting flood-prone areas. RF achieves an accuracy of 82%, while SVM records a lower accuracy of 68%. The superior performance of RF is attributed to its ability to handle complex, nonlinear relationships in flood prediction. These results highlight the effectiveness of machine learning algorithms in flood susceptibility modeling and support the integration of data-driven techniques into flood and disaster risk reduction management strategies.

Abstract

Healthcare chatbots are increasingly used to assist hospital staff, yet most existing systems rely on rule-based or generic machine learning (ML) approaches that lack the ability to comprehend natural language queries, while proprietary deep learning systems often incur high licensing costs. This work addresses this gap by proposing a cost-effective and scalable semantic vector retrieval solution for user intent recognition in a hospital information management system (HIMS) helpdesk chatbot. The MPNet based transformer model is employed to convert user inquiries and predefined intents into feature vectors, enabling highly accurate natural language understanding through cosine similarity retrieval within a dedicated vector database. The proposed vector search method was validated via an ablation study, achieving an accuracy of 0.70 for intent recognition, which demonstrates a significant performance gain of 28.0 percentage points over a traditional keyword-based search baseline. Usability testing across developer and doctor groups yielded an average score of 7.78 on a 10-point Likert scale. This study concludes that integrating semantic vector retrieval with a vector database is highly effective for recognizing specialized clinical intents, offering a more accurate solution that significantly reduces the manual helpdesk workload and enhances 24-hour assistance in healthcare.

Abstract

In competitive markets, organizations that do not innovate risk becoming outdated. At it is core, innovation depends on creativity, with creative outcomes typically characterized by novelty, usefulness, and surprisingness. In software development, creative solutions are often generated through brainstorming sessions. However, brainstorming is constrained by the knowledge of the participant and facilitator. In this paper, we present an artificial intelligence (AI)-based method to generate creative solutions in software by leveraging service information. The presented method includes two phases, where the first phase involves constructing creativity resources through text clustering (TF-IDF, K-medoid) and capability extraction (dependency parsing), and the second phase employs semantic similarity along with structured creativity techniques (exploration, transformation, and combination) to generate creative solutions in software. Besides, experimental results showed that the AI-based method achieved comparable creativity scores to traditional brainstorming with more limited time, demonstrating fast and strong performance in generating novel and useful solutions, although participants perceived some results as less surprising due to overlap with brainstorming outcomes.

Abstract

Transforming public services in archipelagic regions is an urgent need to realize a government that is inclusive, adaptive, and responsive to community needs. Archipelagic regions in Indonesia face unique challenges in providing public services, such as limited infrastructure, geographic barriers, and isolation between regions. These conditions often lead to low service quality and minimal public participation in government processes. This study aims to critically examine how ICT can improve public participation in public services in archipelagic regions, considering geographical challenges and the decentralized conditions of regional government. Using a qualitative approach and case study methods in several archipelagic regions in Indonesia, the findings indicate that digital access and digital literacy are crucial variables influencing the effectiveness of e-government. Infrastructure gaps and low technological capabilities of the community are often the main obstacles. However, when access and literacy are achieved, ICT can open a broad dialogue between citizens and the government, enabling the public to actively participate in the planning, monitoring, and evaluation of public services. Within a decentralized framework, the use of digital social also strengthens the position of local governments as key actors in managing locally-based services. Thus, digital transformation in island regions is not only about system modernization, but also about building a participatory ecosystem based on trust, openness, and connectivity.

Abstract

Rapid technological advancements necessitate that educators constantly adjust to new advances, such as the application of artificial intelligence (AI) and information technology in the classroom. The fact remains that many educators are still not accustomed to incorporating technology into their lessons. By promoting the use of AI as a learning aid and adopting IT-based learning, this community service project seeks to improve the knowledge and abilities of SMPN 11 Pekanbaru instructors. The Participatory Rural Appraisal (PRA) method was used in the activity, which was conducted as a workshop with materials, discussions, and practical application. A variety of applications that can aid in the learning process were presented to the teachers. The activity's outcomes demonstrated a rise in teachers' technological knowledge and proficiency as well as the appearance of motivation to innovate in the classroom. Teachers can better prepare for the difficulties of teaching in the digital age by starting with this activity.

Abstract

Keamanan laut merupakan faktor utama dalam menjaga stabilitas dan kelangsungan aktivitas maritim di wilayah Indonesia. Penelitian ini menganalisis data dan laporan keamanan laut dari Information Fusion Centre (IFC) selama lima tahun terakhir (2019–2024) untuk mengidentifikasi tren ancaman maritim seperti perompakan, terorisme laut, penyelundupan, dan aktivitas ilegal lainnya di Laut Indonesia khusunya wilayah Barat. Metode yang digunakan adalah analisis kualitatif berdasarkan model Miles dan Huberman (1994), dengan fokus pada reduksi data, penyajian data naratif dan tabel, serta validasi kesimpulan menggunakan data dan literatur terkait. Selama periode tersebut, jumlah insiden keamanan laut di wilayah ini mencapai rata-rata ribuan kasus per tahun, namun pada kejadian pencurian, prampokan dan pembajakan mengalami peningkatan hingga 19% pada 2024. peristiwa serius seperti pembajakan kapal masih menjadi tantangan signifikan. Faktor politik regional, aktivitas perdagangan, serta dinamika lingkungan turut memengaruhi fluktuasi ancaman. Penelitian ini menegaskan urgensi penguatan tata kelola keamanan laut, peningkatan kapasitas pengawasan, adopsi teknologi modern, dan optimalisasi kerjasama multilateral di Laut Indonesia untuk mendukung pembangunan maritim berkelanjutan.

Abstract

Background: The rapid development of information technology presents significant challenges for libraries in maintaining relevant and accurate collections. Information literacy has become an essential competency for librarians to effectively evaluate, manage, and provide information resources. Purpose: This study examines the relationship between librarians’ information literacy and the quality of library collections in five state universities in South Kalimantan using a quantitative regression approach. Method: All 51 librarians were included through saturated sampling, with data collected via observations, questionnaires, and documentation, and validated for reliability. The findings show that librarians’ information literacy is in the good category (mean 3.20), as is the quality of library collections (mean 3.54). The correlation test produced r = 0.236 (sig. 0.061), indicating a positive yet moderate relationship. Result: These results highlight that stronger information literacy skills contribute to better-managed collections. Conclusion: More broadly, the study suggests that strengthening information literacy competencies can enhance collection development practices not only in South Kalimantan but also in other higher education institutions with similar contexts.

Abstract

This study aims to determine the effect of service quality and academic information system quality, both partially and simultaneously, on student satisfaction at the Faculty of Economics and Business, University of Dehasen Bengkulu. This research uses a quantitative descriptive-associative approach with a survey method. The sample consisted of 97 student respondents selected through purposive sampling. Data were collected using a Likert-scale questionnaire and analyzed using SPSS version 25, through validity testing, reliability testing, multiple linear regression analysis, t-test, F-test, and the coefficient of determination (R2). The results show that service quality (X1) has a regression coefficient of 0.060, with a t-value of 1.302 and a significance value of 0.196 (> 0.05), indicating a positive but not significant effect on student satisfaction. Meanwhile, academic information system quality (X2) has a regression coefficient of 0.535, with a t-value of 12.256 and a significance value of 0.000 (< 0.05), indicating a positive and significant effect on student satisfaction. Simultaneously, the F-test result shows an F-value of 308.669 with a significance value of 0.000 (< 0.05), meaning that both variables together have a significant effect on student satisfaction. The coefficient of determination (R2) of 0.868 indicates that 86.8% of the variation in student satisfaction is explained by service quality and academic information system quality, while 13.2% is influenced by other factors outside this study.

Abstract

Digital transformation is key in business processes, including for Small and Medium Enterprises (SMEs). With digital transformation, a company can change the way it serves its customers, but this implementation carries high risks due to limited resources and management changes. SMEs often face obstacles in adopting new technologies, such as financial constraints, lack of technical skills, and barriers in technology implementation and human resources. Good IT governance is necessary for SMEs to survive technological developments. In general, business processes that already run are still done conventionally, thus governance needs to be implemented. From these problems, a strategic plan is needed that can produce a blueprint framework which is needed by the company. The findings of this study consist of TOGAF ADM-based architectural artifact documents, which serve as a foundation for identifying technology mappings that can be developed in alignment with the existing business processes of small and medium-sized enterprises (SMEs). A blueprint framework can be used by SMEs to determine the priorities and stages of system development over the next few years to be carried out, of course, by considering internal and external factors. From the results of the framework, the development of information systems for marketing and selling SME products is carried out to overcome problems such as the lack of knowledge of partners in marketing so that it has an impact on partner income. With structured IT governance, SMEs can align IT strategies with business goals and develop information systems that support business continuity in the future.

Abstract

The advancement of information technology has encouraged local governments to adopt e-Government systems to improve the quality of public services. This study aims to analyze the implementation of e-Government at the Department of Communication and Informatics (Diskominfo) of Semarang City through the Sapa Mbak Ita application as a public complaint platform. The research was conducted using observation, interviews with the Head of the Department, literature review, and a system development approach based on the waterfall model. The results show that the citizens of Semarang actively use various digital complaint channels, with the highest number of reports submitted via WhatsApp and the Sapa Mbak Ita mobile application. Out of 6,129 reports received in 2023, the majority were followed up. However, several issues were identified, including delayed complaint resolution and user concerns regarding ease of use and the security of personal data. This study concludes that Sapa Mbak Ita has contributed positively to enhancing public service transparency, although improvements are still needed in terms of efficiency and user data protection.
