Abstract

Apple farming in the Tutur region faces adaptation challenges due to climate change, environmental degradation, and limited access to information. This study highlights the importance of contextual understanding of farmers' information-seeking behaviour by integrating Social Learning (Bandura) and Community of Practice (Wenger) theories. This study examines how farmers seek, interpret, and disseminate information; the social context that shapes the learning process; and the supporting and inhibiting factors of the community information ecosystem. A qualitative approach with a case study design explored apple farmers' learning practices in depth. Data were obtained through interviews, observation, and documentation, and then analysed thematically with triangulation techniques for validity. Results show that farmers actively seek information through digital media, field experiments, and informal discussions. Learning occurs through observation, imitation, and social reinforcement, and is facilitated by a community of practice that encourages a culture of sharing. However, barriers such as closed-mindedness and institutional weaknesses are still found. This study emphasises the importance of participatory and community-based approaches in developing agricultural information systems. The findings are helpful for extension workers and policymakers to design interventions that are adaptive to farmers' social dynamics.

Abstract

Digital transformation in public services refers to changing the way governments serve citizens through the use of technology, making processes faster, easier, and more transparent. Integrating data and processes across various agencies not only enhances efficiency but also strengthens accountability and public trust in government services. The traditional bureaucratic model often faces obstacles such as lengthy procedures, excessive document collection, and manual interventions that lead to non-transparency and opportunities for corruption. Public service is considered a crucial element for society in accordance with Law No. 25 of 2009. Its purpose is to support the fulfillment of diverse public needs and to emphasize the necessity for government institutions to operate optimally. The quality of governance can be measured by its ability to safeguard democracy, protect human rights, improve the public’s economic welfare, and wisely protect and manage the nation’s resources. Efforts to improve the quality of public services are crucial to strengthening public trust in the government. There is a significant need to enhance public services, as reflected by the low level of public satisfaction. Many complaints concern complex procedures, slow processes, high costs, and the unprofessional attitudes of officers that fail to reflect excellent service. Over time, however, public services have become increasingly important in streamlining bureaucratic systems. This study aims to determine how the implementation of employee human resource transformation responds to the digital information system at the Class I Immigration Office TPI Malang. The research uses a qualitative method, with data and information collected through interviews, observations, and literature or document studies. Informants in this study were selected using the snowball sampling technique. The digital skills of employees at the Class I Immigration Office TPI Malang are already good. These digital skills significantly increase productivity and efficiency through process automation, allowing employees to focus on higher-value tasks. There remains a need to improve digital literacy skills. Employee training and development at the Class I Immigration Office TPI Malang are well-implemented. Applying digital training effectively ensures that human resources are better prepared to face the challenges of digital information system transformation, adapt quickly to changes, and contribute significantly to achieving strategic goals. The implementation of digital services at the Class I Immigration Office TPI Malang is also good. Digital infrastructure is already evenly distributed but still needs improvement, along with human resources who are technologically competent.

Abstract

Stunting remains a major public health issue in Indonesia, with a prevalence of 21.6% in 2022 (SSGI). Early detection at Posyandu is often constrained by manual recording, which is time-consuming, error-prone, and difficult to integrate with health systems. This study aimed to implement SI-MASTING (Stunting Early Detection Information System) to improve the effectiveness and accuracy of child growth monitoring. The study was conducted at Posyandu Sanggrahan, Sukoharjo, involving 95 cadres through Focus Group Discussions (FGDs) and User Acceptance Testing (UAT), along with trials on 11 toddlers. Results showed that SI-MASTING reduced the average recording time from 7.1 minutes to 2.4 minutes per child (66.2% efficiency) and decreased the error rate from 15.4% to 2.1% (86.3% accuracy improvement). Detection of children at risk of stunting increased from 48% to 92% (44% improvement). Cadre satisfaction was high, with an average score of 4.52 out of 5; ease of use received the highest rating of 4.67, followed by application speed at 4.58. In case testing, 45% of toddlers were identified as stunted, with the highest prevalence of 50% in the 12–18 month age group. In conclusion, SI-MASTING effectively accelerates early stunting detection, enhances data accuracy, and empowers cadres in nutritional interventions. The system has strong potential for integration with e-Puskesmas and replication in other regions as part of the national strategy to accelerate stunting reduction.

Abstract

Information security plays a vital role in maintaining the reliability and continuity of business processes, particularly in the retail sector where data integrity is crucial for claim validation and payment systems. PT XYZ developed a Claim Management System to enhance transparency and efficiency in managing incentive claims. However, recurring challenges such as frequent data loss and weak access control disrupted operations and posed risks to business continuity. This study aims to evaluate the maturity level of information security management at PT XYZ to address these issues. COBIT 2019 was selected as the primary framework because it offers a structured and measurable approach for assessing IT governance maturity, while ISO/IEC 27001:2022 was applied to identify relevant security controls for further improvement. A descriptive comparative method was employed, utilizing questionnaires, interviews, and domain mapping. The findings indicate that PT XYZ achieved its targeted maturity level across all assessed domains, with some processes exceeding expectations. Although no significant gaps were identified, several recommendations were proposed, including regular business continuity and disaster recovery testing, integration of security controls into the ISMS, enhanced real time monitoring, and regulatory compliance mapping. The study concludes that combining COBIT 2019 and ISO/IEC 27001:2022 provides a comprehensive framework for strengthening IT governance and information security, with practical implications for improving organizational resilience.
