Abstract

The management of incoming and outgoing official correspondence at the Regional Finance and Asset Agency (BPKAD) of East Lampung Regency is still carried out conventionally, in which letters are recorded manually in a logbook, physically distributed between divisions, and archived in paper-based filing cabinets. This practice has led to delays in letter disposition, frequent loss or misplacement of physical documents, difficulty in tracking letter status, and inefficiency in the archiving and retrieval process. This study aims to design and implement a web-based electronic correspondence information system to digitize the administration of incoming and outgoing letters at BPKAD East Lampung Regency. The system was developed using the Software Development Life Cycle (SDLC) with the Waterfall model, consisting of requirements analysis, system design using Unified Modeling Language (UML), implementation using the PHP programming language with the Laravel framework and a MySQL database, and testing using the Black Box Testing method. The results show that the developed system is able to digitize the letter disposition workflow, provide real-time tracking of letter status, generate an automatic letter numbering mechanism, and produce a centralized digital archive that can be accessed based on user authorization levels. Black Box Testing on 15 functional features showed a 100% valid result, while a System Usability Scale (SUS) evaluation involving 20 respondents yielded an average score of 81.4, which is categorized as "Excellent" in terms of usability. The system reduced the average letter disposition time from approximately 1–2 days under the manual process to less than 10 minutes. It is concluded that the web-based electronic correspondence system significantly improves the efficiency, accountability, and transparency of administrative correspondence management at BPKAD East Lampung Regency, with future development directions including integration with a digital signature mechanism and a mobile-based notification system.

Abstract

Continuous monitoring of early childhood development is essential to ensure that children's cognitive, motor, language, social, religious, emotional, and artistic development progresses according to established developmental milestones. However, the monitoring and reporting process at PAUD KB Kenanga, Raman Fajar Village, is still conducted manually using conventional notebooks, resulting in inefficient data management, difficulties in retrieving historical records, delayed information delivery, and limited parental access to children's developmental progress. Therefore, this study aims to design, develop, and evaluate a web-based Early Childhood Development Monitoring and Reporting Information System using the Web Development Life Cycle (WDLC) method. The study employed the WDLC approach consisting of planning, analysis, design and development, testing, implementation, and maintenance. Data were collected through observation, interviews, and documentation, while system functionality was evaluated using Black Box Testing involving Administrator, Teacher, and Parent access levels. The results demonstrate that the developed system effectively supports administrators in managing developmental data, enables teachers to record and report children's developmental progress digitally, and allows parents to monitor their children's development in real time through an online portal. All 32 Black Box Testing scenarios produced valid results (100%), indicating that the system functions as expected. The implementation of the proposed system improves the effectiveness, accuracy, continuity, and accessibility of developmental monitoring while strengthening communication between PAUD KB Kenanga and parents through an integrated web-based platform.

Abstract

Braja Yekti Village, East Lampung Regency, has diverse agricultural commodities, yet village development planning has not been supported by evidence identifying commodities with comparative advantages or by spatial information showing their distribution across hamlets. This study aimed to identify leading agricultural commodities using the Location Quotient (LQ) method and to visualize their spatial distribution through a Geographic Information System (GIS). A quantitative descriptive, cross-sectional spatial approach was employed using 2024 harvested-area data for nine agricultural commodities across five hamlets. Secondary data were obtained from the village agricultural extension office and the East Lampung Regency Central Bureau of Statistics, while primary data were collected through field observations and semi-structured interviews with five farmer group leaders. Harvested-area data were analyzed using the LQ method and visualized in QGIS. The findings indicate that seven commodities corn, cassava, peanut, chili, long bean, rambutan, and coconut obtained average LQ values above one, whereas paddy and banana were classified as non-base commodities. Cassava recorded the highest average LQ value (2.78), with strong spatial concentration in Dusun III and Dusun IV. However, several commodities showed LQ values close to the classification threshold and varied among hamlets, requiring careful interpretation. The integration of LQ and GIS provides a spatially explicit evidence base to support village governments in prioritizing commodity-specific agricultural development and location-based planning.

Abstract

PT Gajah Unggul Internasional is a company engaged in loading-unloading services and heavy equipment rental that still manages operational data using Microsoft Excel and WhatsApp communication, resulting in several problems such as inaccurate equipment status, delays in maintenance based on Hour Meter (HM), difficulties in contract monitoring, and unstructured recording of heavy equipment expenses and revenues. This study aims to design and develop a web-based Heavy Equipment Operational Management and Monitoring Information System to support more effective and integrated operational data management. The system development method used is Unified Process (UP) with the stages of inception, elaboration, construction, and transition. The system was developed using the Laravel framework and MySQL database with features including heavy equipment management, contract management, mobilization and demobilization, service monitoring, HM recording, expense and revenue management, equipment scheduling, and heavy equipment performance analysis. The results of this study indicate that the system is able to assist the company in monitoring heavy equipment operations more effectively, accelerate data management processes, and support decision making based on available operational information.

Abstract

The rapid expansion of social media has increased online defamation cases and intensified legal uncertainty due to divergent interpretations of Indonesia’s Electronic Information and Transactions (ITE) Law. This study examines the legal boundaries of online defamation under Law Number 1 of 2024 and evaluates its enforcement from the perspective of legal certainty. Using a normative legal research method, the study applies statutory, conceptual, and case-based approaches through the analysis of legislation, legal doctrines, and judicial decisions. The findings show that Article 27A enhances legal certainty by clarifying the constituent elements of the offense, reaffirming the lex specialis derogat legi generali principle, and balancing the protection of reputation with freedom of expression. Effective enforcement requires clear legal norms, consistent judicial interpretation, adequate digital competence among law enforcement authorities, and harmonized institutional practices. The reform represents a significant step toward strengthening legal certainty in addressing online defamation.

Abstract

Technological advances have facilitated the integration of information and communication technology (ICT) into higher music education over the past decade. However, existing literature remains fragmented and lacks an integrated understandingof this field. This study addresses four research questions concerning developmental trends, types of ICT use and their characteristics, advantages, and challenges of ICT integration in higher music education. Based on 40 articles retrieved from EBSCO, Scopus, and Web of Science (WoS), this review analyses ICT use in higher music education. The findings show that the reviewed articles are unevenly distributed geographically, with a substantial proportion originating from China. Quantitative research designs dominated the reviewed articles. Thematic analysis identified four primary categories of ICT use: network-based and distance learning technologies, digital platforms and tools, artificial intelligence (AI)-powered educational technologies, and immersive and sensor-based ICT applications. ICT can enhance teaching quality, student motivation, personalized learning, flexibility, instructional innovation, and interdisciplinary integration, while challenges include limited emotional interaction, technical barriers, unequal resource allocation, privacy concerns, and ethical risks. Drawing on the technology acceptance model (TAM) and technological pedagogical content knowledge (TPACK) framework, this study proposes an integrative framework to guide teachers and institutions in designing pedagogically meaningful, technically feasible, and context-sensitive ICT-enhanced music education practices.

Abstract

The protection of Critical Information Infrastructure (CII) is increasingly challenged by evolving cyber threats and the growing interdependence of digital services, which require coordination beyond traditional, sector-siloed security approaches. This study proposes a Decision Support System (DSS) for CII protection that operationalizes cross-sector collaboration to generate dynamic security recommendations using a connectivity-first selection and a resource/governance similarity fallback when connected references are unavailable. Following the Knowledge Management Systems Development Life Cycle (KMSDLC), the DSS was designed and implemented based on structured interviews with stakeholders responsible for national digital services. The prototype was evaluated using the System Usability Scale (SUS) and achieved a mean score of 78.75 (“Good”), indicating strong user acceptance. The primary contribution is a reproducible, collaboration-enabled DSS mechanism that addresses limitations of static DSS models by supporting adaptive recommendations from structured cross-sector inputs. The study also provides practical implications for multi-stakeholder CIIP governance by clarifying how interdependence and similarity can be used to support auditable security-control recommendations. Future work will focus on outcome-based effectiveness evaluations (e.g., expert agreement and task completion time) and may optionally explore predictive analytics as a separate module; however, the current system remains rule-based and does not implement AI/ML components.

Abstract

This study evaluates the efficacy and security robustness of a Remote Terminal Unit (RTU) data connection protected by a Virtual Private Network (VPN) deployed on the Zyxel USG 2200 router. The aim is to evaluate the effects of IPsec and SSL VPN implementations on network performance, particularly in terms of latency and packet loss, and to assess system resilience against cyberattacks through penetration testing. An experimental methodology was employed, involving the configuration of IPsec/SSL on the Zyxel router and VA modem, conducting packet transmission tests, and performing a security evaluation using Kali Linux tools (Hydra, NMAP, and Metasploit). The results indicate superior network performance, with latency values of 1.8 ms and 5.1 ms, and packet loss rates of 0.14% and 0.81%, signifying that the communication channel is exceptionally reliable and appropriate for real-time RTU applications. Port scanning revealed five open ports (21, 22, 53, 80, 443), but all penetration attempts were futile. Hydra faced failure due to a key-exchange mismatch; NMAP was unable to identify appropriate authentication keys despite numerous attempts, and Metasploit experienced connection issues during exploitation efforts. These findings validate that the established encryption and authentication systems offer sufficient defense against brute-force and fundamental exploitation threats. The research reveals that deploying IPsec and SSL VPN on the Zyxel USG 2200 enhances communication security while maintaining network performance. Future studies should incorporate long-term load testing and more sophisticated, multi-layered attack scenarios to achieve comprehensive security certification.

Abstract

Digital transformation in tax administration often faces structural challenges due to the fragmentation between information system success and user acceptance research. This study aims to synthesize the existing literature and develop an integrative conceptual framework for digital tax administration transformation. Using a Systematic Literature Review (SLR) approach, 26 Scopus-indexed articles published between 2021 and 2026 were analyzed following the PRISMA protocol and quality assessment procedures. The findings indicate that system quality, information quality, service quality, and trust are key factors shaping perceived usefulness, user satisfaction, and technology adoption. The literature further suggests that sustained system use is associated with improved tax compliance, organizational benefits, and broader digital transformation outcomes. In addition, digital literacy, organizational readiness, top management support, and change management were identified as important contextual factors. The study concludes that digital tax system success cannot be understood solely from either technical or behavioral perspectives. Its primary contribution is the development of an Integrated Framework of Digital Tax Transformation Success that conceptually links system success, user acceptance, tax compliance, and digital transformation outcomes within a unified framework.

Abstract

This study aims to design and develop a website-based information system to manage activities and donations at the Al-Hijrah Mosque. Previously, information was communicated through direct conversations or short messages, which proved ineffective for data retrieval, updates, and transparency. The system was developed using the Laravel framework, PHP, and MySQL database, applying the Model-View-Controller (MVC) pattern. System testing was conducted using the Black Box approach to evaluate overall functionality. The results indicate that the developed website successfully provides a public platform featuring announcements, activity schedules, donation progress, and verification statuses, while concurrently offering an administrative panel for comprehensive data management. This digital transformation effectively assists the mosque's administrators in managing activities and verifying donations more transparently and efficiently, thereby increasing congregational trust.
