Abstract

Digital transformation in government governance requires comprehensive preparedness from public officials at the lowest administrative level, including urban villages (kelurahan). This article examines the extent to which capacity building has been enhanced to support the implementation of digital service and information systems in Maleber Urban Village, Ciamis District, Ciamis Regency. The study employed a descriptive qualitative approach, with data collected through in-depth interviews, observations, and documentation involving six informants consisting of village officials and local community members. The analysis was conducted using Grindle’s capacity building framework, which encompasses three dimensions: human resource development, organizational strengthening, and institutional reform. The findings indicate that these three dimensions have not yet been implemented optimally. Training for officials remains entirely dependent on initiatives from the regency government, no specific Standard Operating Procedures (SOPs) for digital services have been established, coordination among units is still informal, and monitoring and evaluation mechanisms for digital programs have not been systematically implemented. These findings highlight the need for structured interventions, including independent training programs at the village level, the development of digital service SOPs, the strengthening of technological infrastructure, and the establishment of sustainable performance evaluation mechanisms. Abstract

This research is motivated by the lack of optimal effectiveness of the management of the Information and Documentation System (SID) in Imbanagara Village, Ciamis District, Ciamis Regency. The problems found include the limitation of human resources in the field of information technology, lack of data updates, and the lack of optimal socialization of the Millennial Village application to the community. This study aims to determine the effectiveness of the management of the Information and Documentation System by the Government of Imbanagara Village, Ciamis District, Ciamis Regency. The research method used is a descriptive method with a qualitative approach. Data were obtained through observation, interviews, documentation studies, and literature studies. The research informants consisted of 6 people consisting of the Village Head, Chairman of BPD, Head of Service, Website Admin, and 2 community representatives. Data analysis techniques include data reduction, data triangulation, and conclusion drawn. The results of the study show that the effectiveness of the management of the Information and Documentation System in Imbanagara Village has not been optimal. Although various information service media, SOPs, and special operators are available, the use of services by the public is still low. The obstacles faced include limited infrastructure, quality of internet networks, low digital literacy of the community, and budget limitations. Efforts made by the village government include human resource training, routine evaluations, increased coordination with application developers, the use of digital communication media, and planning the gradual procurement of supporting facilities. Abstract

This study examined the relationships between teachers’ information and communication technology (ICT) capability, work culture, and teacher performance in public senior high schools in Dharmasraya Regency. A quantitative survey design was employed involving 81 teachers selected purposively from a population of 466. Data were collected through questionnaires, supported by interviews and documentation, and analyzed using descriptive statistics, simple regression, and multiple regression. The results showed that ICT capability was significantly associated with teacher performance, explaining 44.0% of the variance. Work culture also showed a significant relationship with teacher performance, accounting for 42.3% of the variance. Together, ICT capability and work culture explained 57.7% of the variance in teacher performance. These findings indicate that strengthening teachers’ ICT capability and fostering a supportive work culture are important strategies for improving teacher performance and supporting school effectiveness.                                                                                                                                                                                                                                                                                                                                             Penelitian ini bertujuan untuk menentukan dan menguji data empiris tentang pengaruh keterampilan informasi dan teknologi teknologi komunikasi (TIK) pada kinerja guru, baik sebagian (secara terpisah) dan secara bersamaan (bersama -sama). Dalam penelitian ini, penulis menggunakan metode survei dengan pendekatan regresi untuk data kuantitatif yang diperoleh dari subjek penelitian. Sampel penelitian diambil dari seluruh populasi (sampel jenuh), yang terdiri dari 81 guru di sekolah menengah umum di Kabupaten Dharmasraya. Pengumpulan data dilakukan dengan menggunakan kuesioner, wawancara, dan dokumentasi. Jenis analisis yang digunakan adalah analisis regresi sederhana dan berganda, dijelaskan secara deskriptif. Hasil penelitian ini adalah: pertama, ada pengaruh positif dan signifikan dari keterampilan TIK guru terhadap kinerja guru, dengan koefisien penentuan (R2) sebesar 44%. Arah pengaruh ditunjukkan oleh persamaan regresi linier sederhana (koefisien tidak standar b) ŷ = 47.251 + 0,744x1, yang berarti bahwa setiap satu unit peningkatan skor kemampuan TIK guru (x1) akan memiliki efek pada peningkatan skor kinerja guru (y) dengan 47.995. Kedua, ada pengaruh positif dan signifikan dari budaya kerja terhadap kinerja guru, dengan besarnya pengaruh atau koefisien penentuan (R2) sebesar 42,3%. Arah pengaruh ditunjukkan oleh persamaan regresi linier sederhana (koefisien tidak standar b) ŷ = 38.559 + 0,756x2, yang berarti bahwa setiap satu unit peningkatan skor kultur kerja (x2) akan memiliki efek pada peningkatan skor kinerja guru (Y) sebesar 39,315. Ketiga, ada pengaruh positif dan signifikan dari kemampuan TIK guru dan budaya kerja secara bersamaan pada kinerja guru, dengan besarnya pengaruh atau koefisien penentuan (R2) sebesar 57,7%, yang berarti bahwa kemampuan TIK guru dan budaya kerja bersama berkontribusi 57,7% untuk kinerja guru. Arah pengaruh ditunjukkan oleh hasil uji simultan dengan nilai F yang dihitung 55,595 yang lebih besar dari tabel F 3,96 (55,595> 3,96) dan nilai signifikansi 0,000 yang kurang dari 0,05 (0,000 <0,05).

Abstract

Background: Assertive behavior plays a key role in a student's ability to interact with peers and instructors, express opinions, and stand up for themselves in various situations. Objective: Assertive behavior is a crucial social skill that students must develop to navigate interpersonal relationships and academic challenges effectively. However, fostering assertiveness among students can be difficult due to various personal and environmental factors. This study aims to measure the improvement in students' assertive behavior through the use of information service modules. Method: The research adopts a Research and Development (R&D) approach and was conducted throughout 2023 with a sample of 30 students. Data were collected through questionnaires designed to assess levels of assertive behavior before and after the intervention. The analysis involved conducting (1) normality tests to ensure data distribution assumptions were met, and (2) dependent sample t-tests to determine the significance of changes. Result: The findings indicate a significant improvement in students' assertive behavior, demonstrating the effectiveness of the developed module-based information service. Conclusion: The study confirms that the module-based information service effectively enhances students' assertive behavior and addresses the research problem. Originality/Value: This study provides a significant developmental and empirical contribution to the fields of school guidance and counseling, instructional media design, and educational psychology by uncovering the empirical effectiveness of systematically developed information service modules in significantly enhancing student assertive behavior regarding interpersonal communication competence and self expression within the context of module based school counseling services, an area that has previously received limited Research and Development (R&D) validation. These findings enrich existing empirical and developmental literature and serve as a strategic reference for school counselors, educators, and curriculum developers in designing, implementing, and standardizing structured information media interventions to cultivate healthy assertiveness and interpersonal adaptability among students.

Abstract

Oil palm is an important commodity in the industrial sector. Konawe Selatan Regency has begun to develop oil palm plantations in various regions, but land suitability analysis with a spatial approach has never been carried out. This study is important to support oil palm cultivation by taking into account environmental characteristics. This study utilizes Geographic Information Systems using parameters of temperature, rainfall, dry month, soil texture, soil depth, soil pH, slope, and erosion. Konawe Selatan Regency has oil palm suitability that is classified as very suitable (S1) 0.04%, quite suitable (S2) 40.41%, marginally suitable (S3) 31.19%, and not suitable (N) 28.36%. The limiting factors in this area are hotter and colder temperatures and steep slopes. Oil palm development must be carried out with primary consideration in conservation areas, considering that Konawe Selatan Regency has agronomic and ecological limitations.

Abstract

Digital transformation requires communities not only to be able to use technological devices, but also to search for and verify information, protect data, interact ethically, and use technology productively. This community service activity aimed to improve community digital literacy through training in the use of information technology in Deli Serdang Regency. The program was designed using a participatory approach and guided practice involving 40 participants. The activity stages consisted of needs identification, pretest, material delivery, demonstration, practice, mentoring, posttest, and evaluation. The materials were organized around four pillars of digital literacy: digital skills, digital safety, digital ethics, and digital culture. The evaluation instrument consisted of 20 items with a maximum score of 100. Simulated evaluation data showed a total pretest score of 2,290 with a mean of 57.25, while the total posttest score was 3,415 with a mean of 85.38. The mean increased by 28.13 points, with an N-gain of 0.67, which is in the moderate category. A paired-samples t-test showed a significant difference between scores before and after the training, t(39) = 20.51; p < 0.001. The largest improvements were observed in the ability to recognize phishing, use two-factor authentication, verify information sources, and protect account security. The program indicates that contextual, participatory, practice-based training has the potential to strengthen community digital competence. Program sustainability requires periodic mentoring and collaboration among higher education institutions
