Abstract

This research aims at examining the effects of quality of mission, process to determining outcome indicator, culture, commitment, and authority to quality of outcome indicator at local government's RENSTRA and LAKIP documents. This research conducted on 5 local governments of Daerah Istimewa Yogyakarta Province. The respondents are the officials of that local governments. The instrument for collecting data is questioner. The obtained from this research are analyzed with multiple regression analysis. This research finding shows that quality of mission, process to determining outcome indicator, culture, and authority have statistically significant effects to quality of outcome indicator, but commitment hasn't statistically significant effects to quality of outcome indicator.

Abstract

Fuel subsidies create a heavy burden for state budget, ineffective as poor social protection, and creating environmental problem. This study using Social Accounting Matrix to analyze the impact of fuel subsidies removal and cash transfer policies to Indonesian economy, household income distribution, and the level of CO2 emission. As the results, fuel subsidy removal with cash transfer compensation, in short term, it will give better effect than non-cash transfer compensation. Another finding was that subsidy removal with sector targeted policy gives better impact for the sector which had direct relation to the fuel subsidy sector than the sector indirect related. Furthermore, diesel subsidy removal gives better affects than gasoline and kerosene subsidy removal.

Abstract

Is  it  needed  to  assign  vocational  education  students  group  work  in  the  form  of  mini  project  to implement a project management course material? To answer these questions, the author conducted an analysis of the implementation of mini project undertaken by class 5E and 5G students of Diploma III Program of State Treasury in PKN STAN. Students were divided into 10 groups and were given a four-week-deadline  to  complete  the  project.  Through  this  activity,  students  are  faced  with  an  actual description of the process of planning, implementation, evaluation, and reporting of an activity. The authors conclude that this assignment provides positive advantages to students. They acquire a broad understanding of how the management of a real project works and any obstacles encountered on the completion of a project. Analysis of the implementation of these activities can also provide input to PKN STAN and other vocational education management in designing curricula more precisely.

Abstract

Handover of PBB P2 to local governments is based on Undang-undang Nomor 28 Tahun 2009 tentang Pajak Daerahdan Retribusi Daerah(PDRD).In its implementation,local governments need to be ready in all management aspects including the administration of the collection.This study aimed to compare the implementation of managing PBB P2 before and after becoming local taxes. The research method used is descriptive qualitative analysis. The results showed that there were no differences in the implementationof PBBP2 management, in the SOP PBB P2, in PBB P2 rate and the number of villages served.

Abstract

The aim of this study is to investigate the impact of regional regulation on economic performance in Indonesia. This study uses a panel data set of 31 Provinces in Indonesia during the period of 2002 to 2009 and applies fixed effect method for its estimation. In order to provide better explanation, this study also utilize three proxies of regional regulation variables, namely the number of regional regulations, the number of revoked regional regulations, and ratio of the revoked regional regulations to the existing regional regulations.The result of this study shows that regional regulation negatively affects economic performance. However, the coefficient of regional regulation is insignificant. In general, it can be concluded that there is not enough evidence to claim that regional regulation affect economic performance. Still, by classifying regions into two groups, rich and poor regions, the significant effect of regional regulation on economic development varies.
