Abstract

This study analyzes the role of the National and Political Unity Agency (Kesbangpol) in the supervision of Islamic Community Organizations (CSOs) in Langkat Regency and identifies supporting and inhibiting factors in its implementation. Using a qualitative descriptive approach, this research was conducted through observation, in-depth interviews, and document analysis with the main informants from Kesbangpol, representatives of Islamic organizations, and related agencies. The results of the study show that Kesbangpol carries out supervision through coordination, coaching, monitoring activities, and political counseling. Supporting factors for supervision include clear regulations, conducive social conditions, and cooperation with Islamic organizations. However, several obstacles are still faced, such as limited human resources and budgets, lack of awareness of CSOs in administrative compliance, and overlapping authority with other agencies. To overcome these obstacles, Kesbangpol needs to increase human resource capacity, strengthen coordination across agencies, and educate CSOs to be more transparent and accountable. With a more effective strategy, supervision of Islamic organizations can run more optimally in maintaining social stability and strengthening national values..

Abstract

Leadership plays a crucial role in enhancing employee performance, particularly in government environments such as the Mandailing Natal Regency Inspectorate. This study aims to analyze the role of leaders in enhancing employee performance, describe the level of employee performance, and identify factors that act as obstacles to this process. This study employs a descriptive qualitative approach, utilizing data collection techniques that include observation, interviews, and documentation. The informants in this study include the Regional Inspector, the Assistant Inspector, the Head of the General and Personnel Subdivision, and several employees of the Mandailing Natal Regency Inspectorate. The results of the study show that leaders have three leading roles in improving employee performance, namely personal roles, decision-maker roles, and roles as sources of information. Inspectors play an active role in motivating, making strategic and participatory decisions, and filtering and conveying relevant information to employees. In addition, employee performance has generally improved, but there are still obstacles, including low work discipline, a lack of firmness in enforcing rules, and limited human resources and employee training.

Abstract

Controlling street vendors (PKL) in Stabat District, Langkat Regency, is a crucial responsibility of the Civil Service Police Unit (Satpol PP) to ensure public order and maintain urban aesthetics. However, implementing this regulation is not without challenges, as it involves resistance from street vendors, limited relocation spaces, and socio-economic concerns that affect their livelihoods. This study aims to analyze the performance of Satpol PP in controlling street vendors and identify the factors influencing the success or failure of these efforts. A descriptive research approach was adopted, utilizing interviews, observations, and document analysis as data collection methods. Data were gathered through interviews with government officials, community leaders, and street vendors in Stabat District. The findings indicate that while Satpol PP has carried out its duties effectively, certain obstacles persist. Beyond enforcing regulations, Satpol PP also plays a role in providing guidance and counseling to street vendors, ensuring they understand legal provisions. Additionally, the unit collaborates with relevant agencies and local communities to implement orderly street vendor management. Nevertheless, enforcement efforts continue to face resistance from vendors, insufficient relocation facilities, and a lack of legal awareness among traders. Many street vendors struggle to adapt to new locations due to accessibility concerns, impacting their ability to sustain their businesses. These findings highlight the need for a more integrated approach in street vendor regulation, balancing law enforcement with economic and social considerations.

Abstract

This study examines community resistance to the implementation of the PPKM policy, with a focus on the tourism sector in the Baron Beach Area of Gunungkidul Regency. Using a descriptive qualitative approach, data collection involves in-depth interviews and documentation techniques. Data analysis follows a systematic process of reduction, presentation, and conclusion. The findings reveal that the complex interplay of economic, social, and political factors drives community resistance. Resistance is expressed through subtle actions, including covert discussions on social media platforms, informal community gatherings, and strategic adaptations to policy requirements. These actions exemplify 'everyday resistance,' where individuals navigate power dynamics through nuanced forms of communication and collective action. Furthermore, the study highlights the role of both formal and informal communication channels in mediating resistance, such as online forums, community newsletters, and word-of-mouth exchanges. By examining these dynamics, this research offers insight into how communities negotiate and respond to policy implementation.

Abstract

Peatlands in Central Kalimantan Province have been used in community life as a place to live and a place to farm so that they can trigger the tragedy of the common. Its use is not monitored and evaluated, and the government has issued several policies to prevent this from happening—the tragedy of the commons peatlands. Monitoring and evaluating policies are the process of monitoring, observing, and assessing the government's implementation. This study uses a qualitative descriptive method. The results of this study show that the government's policies have been very effective in suppressing the tragedy of the common peatlands of Central Kalimantan Province. However, the evaluation results show the need for socialization and policy matching between the centre and regions so that implementation is right on target and follows local wisdom in Central Kalimantan.

Abstract

This study aims to analyze the workload of daily workers in waste management/cleaning and landscaping services at the Environmental Office of Langkat Regency. Daily workers play a crucial role in maintaining environmental cleanliness and aesthetics, yet face challenges such as heavy workloads, limited human resources, and inadequate equipment. Using a qualitative approach, data were collected through in-depth interviews and direct field observations. The results indicate that the heavy workload is due to the large volume of tasks, uneven work distribution, and lack of attention to workers' welfare, leading to physical exhaustion and mental stress. The study recommends increasing workforce capacity, improving facilities, and reviewing workload management policies to enhance efficiency, improve the welfare of daily workers, and optimize service delivery.

Abstract

This research evaluates the implementation of Regional Head Elections (Pilkada) in Indonesia during the COVID-19 pandemic. The pandemic's entry impacted the originally scheduled general elections, which were initially planned for September 23, 2020, but were postponed to December 9, 2020. In response to the pandemic, the General Election Commission (KPU) issued Regulation 13 of 2020 as an adaptation measure. The study employed a qualitative approach with direct observation as the data source. This research aims to evaluate the implementation of the Pilkada by KPU Regulation No. 13 of 2020 and identify potential risks of virus transmission. The study also examines the challenges in KPU's socialization process to the public and candidates during the Pilkada 2020. Activities such as voter education, public participation, and socialization were carried out through various methods, primarily using online media due to limitations in face-to-face socialization to comply with health protocols. The research findings indicate that Pilkada campaigns faced violations of health protocols, which require serious attention to prevent the further spread of the COVID-19 virus. Therefore, innovations are needed in the Pilkada process during the pandemic to ensure the safety and well-being of the community.

Abstract

This study aims to analyze the quality of public services in creating e-KTP at the Population and Civil Registration Office (Disdukcapil) of Lalat Regency. The analysis was carried out based on Zeithaml's theory, which includes five service quality dimensions: tangible, reliability, responsiveness, empathy, and assurance. This study uses a qualitative descriptive method with data collection techniques through interviews, observations, and documentation of Disdukcapil officers and the community as service recipients. The study results show that the e-KTP-making service in Langkat Regency still faces obstacles, such as limited facilities and technological infrastructure, system disruptions that affect service reliability, long waiting times, and suboptimal responsiveness. In addition, attention to vulnerable groups is still inadequate. However, data security guarantees and transparent procedures have increased public trust. To improve the quality of service, it is recommended that infrastructure be improved, the number and training of officers increased, information technology systems optimized, and wider procedures socialized. This effort is expected to increase the efficiency and transparency of population administration in Lalat Regency.

Abstract

This study focuses on the challenges in socializing the 2024 General Election in Mandailing Natal Regency, influenced by the diverse geography, ranging from coastal to mountainous regions. This creates accessibility issues, especially in remote areas, requiring extra time and cost and having limited infrastructure. The research aims to analyze the strategies the General Election Commission (KPU) implemented in socializing the 2024 General Election and the barriers faced. Based on Chandler's theory (2015), the results show that the KPU's strategies have been effective, with volunteer programs involving religious communities, such as Islamic boarding schools. The appropriate actions also contribute to increasing public understanding of the election process. However, resource allocation presents a challenge, as evidenced by Adhoc Committee members' lack of emotional attachment, not having strong ties to the organization, limited funding, and insufficient understanding among Adhoc members. More intensive training is needed to address these challenges.

Abstract

  This qualitative evaluative study examines the effectiveness of institutional and inter-village cooperation training organized by the Village Government Training Center in Yogyakarta, Indonesia. The training was designed to strengthen village governance by Law No. 6/2014 on Villages. Data were collected through observations, in-depth interviews, and document analysis, involving organizers, facilitators, and participants selected via purposive sampling. The study employed the CIPPO model—Context, Input, Process, Product, Outcome—as the analytical framework, and data were analyzed using Miles, Huberman, and Saldaña’s interactive model. Findings show that the training addressed contextual needs and was delivered through participatory methods, enhancing participants’ understanding of institutional structures and encouraging initial follow-up actions such as cooperation drafts and business initiatives. Inputs such as curriculum content and facilitator quality were adequate, although limitations in digital infrastructure and training duration were identified. Participants demonstrated short-term behavioral changes and initiated inter-village collaborations, yet sustaining long-term outcomes remained a challenge. The study concludes that adaptive, needs-based training must be supported by systematic mentoring and monitoring to foster sustainable governance improvements. Practical implications include the need for integrated post-training support systems and digital learning innovations to align training with the broader goals of decentralization.
