Abstract

Muhammad Farhan AlKatiri's victory in the Batu City legislative election is a form of regeneration of young leaders. Starting from his identity as a member of Generation Z, the individual's ability to disprove the stereotype of young people not being able to enter politics is shown. This research aims to dissect the strategy used by Farhan Alkatiri with the NasdemParty as the supporting party. This research uses a descriptive method with a qualitative approach that focuses on the strategy carried out by Farhan in the legislative election event. Data in this study were collected through interviews and social media documentation. Primary data sources are interviews with Farhan, Nasdem Party members, and Nasdem youth garda. At the same time, secondary data sources are recapitulation results and some relevant social media documentation. The results showed that Farhan's role as Generation Z in local politics is very innovative, that the strategy in absorbing electoral combined with the times without leaving conventional values. Among the strategies implemented are personal branding mass media with the composition of sharing content through the use of TikTok and Instagram platforms, the second strategy raises polemical issues related to waste management by assisting with waste processing equipment, the third strategy embracing young voters by maximizing the role of social media and conducting events with residents on the occasion of breaking the fast together in the fasting month. The four strategies were carried out massively by Farhan and the Nasdem Party so that the first victory by Generation Z in the political contestation of the Batu City regional legislature could be achieved.

Abstract

Banjarmasin City was named one of Indonesia's top 20 Smart Cities in 2023. However, this achievement contrasts with the poor functionality and limited usability of the super apps developed by the city government. This study analyzes how the Banjarmasin City Government communicates the success of its Smart City program and explores why many citizens remain dissatisfied with the digital services provided. Drawing on Ulber Silalahi's theory of government communication, the research reveals a significant gap between public expectations and the actual implementation of Smart City initiatives. While the government has tried to improve its services, it lacks a thorough mechanism for collecting citizen feedback. Moreover, the absence of collaboration with the private sector in developing and managing the super apps further hinders progress. The findings suggest that more inclusive communication strategies and stakeholder engagement are needed to align the city's Smart City vision with the experiences of its residents.

Abstract

This study aims to analyze policy implementation, identify problems in SDI implementation, and recommend what strategies can be used in the successful implementation of SDI. This study uses a qualitative descriptive method to describe the implementation of SDI in Langkat Regency based on existing facts. Data was collected through observation, interviews, and documentation. The research informants consisted of the SDI Organizing Team, including Bappeda, BPS, Diskominfostand, and representatives of regional apparatus. The results of the study show that the implementation of SDI in Langkat Regency is still in the early stages and is not optimal. Efforts to catch up have been carried out with regulations, institutional formation, and the SDI Langkat Portal. However, various obstacles are still faced, such as suboptimal coordination between PDs, limitations of competent human resources in the field of statistics and data management, inadequate technological infrastructure, and low understanding and commitment to SDI principles. Awareness of the benefits of SDI is also minimal, so strategic steps are needed to increase the effectiveness of data governance in Langkat Regency

Abstract

The trade conflict between Indonesia and the European Union over CPO arose due to the RED II and EUDR policies, which were deemed discriminatory and potentially harmful to various parties, particularly domestic parties. This study aims to analyze Indonesia's strategy in responding to the conflict by applying Robert D. Putnam's Two-Level Games theory. The research method used is descriptive qualitative with data collection techniques through literature review by examining various written sources that will be validated. The study results show that Indonesia has implemented strategies simultaneously at Level I through international diplomacy and at Level II through the unification of domestic actors and interests. The results indicate that among all the strategies implemented, filing a complaint with the WTO proved to be the most effective step, resulting in a victory for Indonesia. The conclusion of the research indicates that Indonesia's success is not only determined by strategies in the international arena but also by domestic pressure and support. Theoretically, this finding reinforces the understanding of how domestic factors influence foreign policy, while practically, the research suggests that the government should strengthen domestic partnerships and promote joint diplomacy with other countries in facing global trade challenges.

Abstract

This study aims to analyze the role of the village government in empowering purun artisan businesses in Mekar Jaya Village, Wampu District, Lalat Regency. The method used is qualitative descriptive with data collection techniques through in-depth interviews, participatory observation, and documentation. The research informants include village heads, community empowerment officers, and purun artisans. The study results show that the village government's role in empowering purun artisans in Mekar Jaya Village is very strategic, including the role of regulator, dynamizer, facilitator, and catalyst. The village government runs various programs such as skills training, marketing facilitation, network development, and supervision and evaluation of empowerment programs, which positively impact the capacity, productivity, and welfare of artisans. However, empowerment efforts still face challenges such as limited access to capital, low quality of human resources, limited marketing, inadequate infrastructure, fierce market competition, and lack of private sector support. Therefore, an integrated and collaborative sustainable strategy is needed to increase program effectiveness, expand access to technology and markets, and strengthen partnerships with various parties to support village economic growth and community welfare.

Abstract

This study will analyze the sub-district head's role in improving the State Civil Apparatus (ASN) performance in Hinai District, Lalat Regency, and identify the inhibiting factors. Using a descriptive qualitative approach through observation, interviews, and documentation. The respondents interviewed included the Sub-district Head, the Sub-district Secretary, the head of the section, and the local community to get a comprehensive picture of the role of the Sub-district Head in improving the performance of ASN. This research shows that sub-districts have a strategic role as policymakers, leaders, motivators, supervisors, and ASN coaches. The sub-district head also encourages the improvement of ASN competencies through training, optimization of the use of technology, and strengthening accountability and transparency of public services. However, the effectiveness of the role of the sub-district head faces internal obstacles, such as low technological competence of ASN, resistance to change, and limited human resources. External barriers include limited technological infrastructure, minimal budgets, and increasing societal demands. To overcome this challenge, the sub-district needs to develop strategies such as continuous training, socialization of the importance of innovation, optimization of task division, and cooperation with local governments and external parties to improve the performance of civil servants and the quality of public services.

Abstract

This study aims to identify the impact of supervision and employee competence on the level of discipline in completing performance reports at the Education Office of South Sumatra Province. Adequate supervision improves employee discipline by 39.9%, while employee competence contributes 65.6% to reporting discipline. The research method used in this study is a quantitative approach with a survey technique. Data was collected through questionnaires distributed to the Education Office of South Sumatra Province employees. Multiple regression analysis was used to test the relationship between supervision, employee competence, and discipline in completing performance reporting. The study's findings indicate that good supervision has a significant positive effect on reporting discipline, and the same applies to employee competence, which plays a key role in improving discipline. Based on the results of this study, it is recommended that the Education Office of South Sumatra Province strengthen its supervision system and optimize training programs for employees to improve discipline in performance reporting.

Abstract

China's economic engagement with Africa has evolved to include extensive investments in ICT as part of its Digital Silk Road initiative. In Kenya, Chinese ICT investments began in 1998 to establish a national telecommunications ecosystem. Drawing on Network Power and Communication Power, this study examines the role of DSR and communication strategy in shaping Kenya's digital and communication landscape. This paper argues that China's investments in Kenya have introduced digital standards, media communication platforms, and infrastructure, creating asymmetrical relations and controlling public narratives. By leveraging its investments, China built Kenya's telecommunications backbone, embedding its technological standards and limiting Kenya's ability to switch to alternative ICT providers and products. Consequently, Chinese ICT products dominate Kenya's market. Furthermore, the presence of Chinese state media in Kenya has shaped information flows and media content, blurring the line between economic development and strategic communication. This study contributes to understanding the strategic use of Chinese ICT investments to extend influence in Kenya, a regional leader in East Africa, through technological integration and communication networks.

Abstract

This study investigates the influence of social media on political involvement and public involvement activities throughout Delta State alongside its capacity to expedite immediate information distribution public discussions and community organization. According to the Uses and Gratifications Theory, individuals select their social media engagement through personal objectives and political beliefs. Ethiope East and Ethiope West are the main focus while Isiokolo and Oghara town were specifically selected as the population for the study. A sample size of 400 participants revealed that participants follow political news on social media platforms. A structured questionnaire was distributed electronically and in hardcopies to collect data on social media usage patterns, political participation, and civic engagement levels. The data analysis was done using descriptive and inferential statistics as Spearman Rank was used to test the hypothesis. The analysis showed that political accessibility depends on cultural collectives together with political capacity, social constraints, education, and economic background. It is recommended therefore that governments, academic institutions, and civil society organisations should create programs to teach citizens how to differentiate between reliable political information and false information, guaranteeing responsible and informed civic engagement by improving their critical thinking and digital.

Abstract

Digital transformation in public service delivery has become a key strategy in promoting government efficiency, effectiveness, and transparency. This study aims to analyze the effectiveness of implementing the TAHU SUMEDANG digital public service portal in the Sumedang Regency and identify the challenges encountered in its application. The research adopts a qualitative approach using a case study method, involving in-depth interviews with 10 key informants, participatory observations, and document analysis of regional public service policies and reports from 2023. The findings reveal that the TAHU SUMEDANG portal has increased service speed by up to 40% compared to the pre-digitalization period and expanded public access to administrative services, with a 65% increase in active users over the past year. Furthermore, service transparency has improved through an online service tracking system accessed by more than 12,000 users. These findings align with previous studies by Nugroho (2021) and Pratama and Wahyudi (2022), demonstrating that adopting digital technologies in local public services can accelerate bureaucratic responsiveness and enhance citizen satisfaction. However, the implementation still faces significant challenges, including limited digital infrastructure in 23% of peripheral villages, low digital literacy, especially among older people, and resistance from 30% of government staff who are not yet accustomed to the digital system. Compared to similar programs such as "SIPANDA" in Banyuwangi Regency and "Jakarta Smart City," Sumedang still has room for improvement regarding data integration and service simplification. In conclusion, digitalization through the TAHU SUMEDANG portal has positively impacted the quality of public services, yet it requires further strengthening in infrastructure, digital literacy, and staff capacity. The results of this study are expected to serve as strategic input for local governments in formulating inclusive, adaptive, and sustainable digital public service policies.
