Abstract

The decision of the South Sulawesi Provincial Government to suspend the Regional House of Representatives grant, known as the Constituent Development Fund, adversely affected the programs and activities of the South Sulawesi Provincial Library and Archives Office. Budget allocation is a critical support of the achievement of the Community Literacy Development Index and Reading Interest Index. The purpose of this study is to analyze the impact of the management of the Constituent Development Fund on the Library and Archives Office of South Sulawesi Province and provide solutions to address the problems related to the fund allocation. A mixture of descriptive and literature study methods was used, while a qualitative approach was used for data analysis. Analysis of the 2023 data shows that the South Sulawesi Provincial Library and Archives Office depends heavily on the Constituent Development Fund to finance its programs and activities. The library office had difficulty in reaching the targets of the Community Literacy Development Index and Reading Interest Level when the Constituent Development Fund was suspended and reallocated to pay the provincial government's debt. The budget uptake was inhibited, impacting on the execution of strategic programs that correlate to an increase in the human development index.

Abstract

Democracy in Indonesia should be a place to channel the aspirations of the people according to their preferences. The identity politics is a strategy carried out by interested groups in a contestation, the goal is to gain sympathy and votes in the election. However, the impact of  the the identity politics tends to be negative where people tend to be selfish for one and group’s sake and this is contrary to Pancasila and the 1945 Constitution. Bolaang Mongondow Regency is the locus of this research, where this area is still thick with the phenomenon of identity politics. This research examines the phenomenon of the the identity politics for election participants and also its impact on society as well as data found in the field and also previous studies that have examined matters related to the title of this research and then conducted a focus of group discussions. From the results of the study, it was found that the Identity Political Behavior in the Bolaang Mongondow Regency, especially in the Election of The Regional Heads in 2017 is still within the level of reasonableness and is one of the political strategies of the candidate pairs but is still within reasonable limits and it can be seen that there is no longer a majority force that has a sectoral ego in the interests of power but also the community has matured in choosing their leaders in the elections.

Abstract

This study analyzes the relationship dynamics between local government bureaucratic elites and political elites in Nabire Regency, Papua Province, using a quantitative approach with observation and questionnaires. The research reveals that the Regional Development Planning Agency (Bappeda) contributes significantly (83.1%) to the development planning process, indicating a strong technocratic influence. However, Bappeda faces challenges including unprofessional human resource management, limited budget and infrastructure, poor administrative organization, and inadequate planning and implementation of community-focused development programs. Local elites also exert a significant positive influence (78.7%) on the development planning process. Their role is characterized by the politicization of special autonomy, representation politics concerning poverty and resource management, Papuanization politics focusing on local empowerment, and the coastal-highlands dichotomy affecting development distribution. The study highlights the complex interplay between bureaucratic efficiency and local political dynamics in shaping regional development. It underscores the need for improved resource management, better administrative practices, and more inclusive planning processes. The findings also emphasize the importance of addressing political issues such as special autonomy, representation, and regional divisions to ensure equitable and effective development in Nabire Regency.

Abstract

This research explored the empowerment of local communities in governing the border areas between Indonesia and Papua New Guinea. The research aims at strategies to improve community livelihoods through the development of agricultural infrastructure, increased productivity, food security, and community participation in decision-making. The research methodology used was a qualitative case study conducted in Kampung Mosso, on the Indonesia-Papua New Guinea borderline. Data was collected through interviews with local leaders and local residents, complemented by a review of government reports and policies, NGO documents, and other academic sources. Analysis will utilize NVivo software for systematic coding and evaluation. Research findings showed that agricultural infrastructure development receives the highest allocation in community empowerment efforts, followed by education and training, and community participation. The research emphasizes the importance of a holistic approach that does not simply address direct outcomes such as increased productivity, but also focuses on sustainable human and institutional capacity building. The research highlights that effectively empowering local communities in border governance involves strategic investments in complementary infrastructure, education and participatory processes. Adopting a comprehensive approach, policymakers are able to empower border communities to sustainably process their resources, improve their livelihoods, and contribute positively to sustainable development goals in the border area.

Abstract

This study addresses the potential of halal tourism as a promising revenue sector in Bukittinggi City, which has a majority Muslim population with the philosophy of life “Adat Basandi Syarak, Syarak Basandi Kitabullah.” Bukittinggi was chosen as a tourism destination based on its strong local culture, customs, and religion, which are aligned with the vision of halal tourism. Bukittinggi City has potential, but also has to face problems including limited infrastructure, halal tourism awareness, and contention over the socio-cultural impact of the arrival of foreign travelers. This research uses a qualitative method with an explanatory approach and data collection through participant observation, in-depth interviews, and documentation studies. The results of this study indicate that the community, tourism businesses, and the government contribute to integrating halal tourism development in Bukittinggi City by providing services, regulations, supervision, training, socialization, assistance, capacity building, and promotion of halal tourism. An active collaboration is also required to ensure inclusive, authentic, and sustainable growth of the tourism industry, which makes Bukittinggi a desirable halal tourism destination for Muslim visitors from all over the world. Moreover, the effective implementation of collaboration strategies between the local government, business actors, and local communities is expected to increase local economic growth and tourism image.

Abstract

This research explored the challenges and solutions to governing Indonesian border areas, with a particular focused on Temajuk Village in Sambas Regency, West Kalimantan Province. The research highlighted two critical issues: increased smuggling of illegal goods and socio-environmental vulnerabilities, particularly regarding the conservation of endangered sea turtles. The research identified systemic weaknesses, including inadequate state capacity, limited law enforcement and socio-economic disparity factors that exacerbate transnational challenges. The findings exposed potential national threats caused by geographic isolation, and porous borders that facilitate illicit activities, such as drug and alcoholic drinks smuggling, with serious social consequences, including youth delinquency, early marriage, declining education levels, and increased health risks, such as the spread of HIV/AIDS. Furthermore, unsustainable exploitation of sea turtles for cultural and economic purposes also threatens biodiversity. This article proposes a multifaceted strategy to address these interrelated issues, prioritizing effective border management, sustainable economic development, and strong community engagement. Strengthening institutional and individual capacities at the village level, improving law enforcement and encouraging cross-sectoral cooperation between village, district, provincial and national governments are essential. Highlighting the threats to Temajuk Village, this research promotes evidence-based local strategies that align national security with ecological and social well-being and offers insights into sustainable governance in border areas.

Abstract

This research is based on the empirical fact that there is an increase in the status of villages from the majority of Underdeveloped and Very Underdeveloped Villages in 2022 to Developed Villages in 2023. This research focuses on discussing the development of very underdeveloped villages in Kampar Regency in the perspective of the quintuple helix, with the characteristics of wetland areas and conservation areas that have their own challenges in village development. This research is included in the qualitative approach with the type of phenomenology. The results of this study are based on the quintuple helix model which shows the cooperation of 5 (five) important actors, namely the state (government), private sector, academics, media, and the community as well as support from the natural environment in the village. Quintuple Helix, in this study, visualizes collective interaction and knowledge exchange through five subsystems (helix): (1) the education system, (2) the economic system, (3) the natural environment, (4) the media and culture-based society (as well as civil society), (5) and the political system. It can be concluded that the quintuple helix framework in this study has involved many of the previously mentioned actors but has not provided a significant impact on village development, especially villages that were previously very underdeveloped in Kampar Kiri Hulu District, Kampar Regency.

Abstract

This study explores global governance dynamics affecting climate change governance in Indonesia, focusing on legal pluralism as a framework for integrating state law, customary law and Islamic law. Considering the context of legal diversity, this study investigates the emergence of models of climate change governance approaches in Indonesia after the 2015 Paris Agreement, specifically examining the consequences of climate change governance on legal mechanisms related to the climate crisis in Indonesia. The study then specifically analyzes ocean-based solutions, highlighting the importance of a focused concentration on climate change governance and legal frameworks in Indonesia. The process of formulating regulations in Indonesia is mainly top-down and neglects to consider the socio-economic rules of the society. As a result, the role of communities at the grassroots level or other social groups is not represented. Therefore, the formulation of Indonesia's NDC policy documents, especially those related to the forest and land use (FOLU) sector, is recommended to increase the inclusiveness of local communities, local governments, and non-governmental organizations. The current paradigm of legal pluralism has the opportunity to improve climate change governance in Indonesia. Climate change policies through international law can be integrated into state law, customary law, and Islamic law in Indonesia in a harmonious way.

Abstract

The lack of political education for the people of Ciamis Regency in local head elections has an impact on the lack of voter information on local head candidates, so that political behavior is based on assumptions and non-rational factors. Voters are vulnerable to negative influences in the local head election process and are rooted in political fraud at the grassroots. This study aims to determine Voters response to public information disclosure policies in the local head election of Ciamis Regency 2024. The research method uses qualitative research with an explanatory approach. The results showed that the level of community response in Ciamis Regency in the pre-election process of local head elections was quite high, as evidenced by the many positive comments and the enthusiasm of the community to express their opinions on social media platforms regarding candidates for Regent and Deputy Regent in the 2024 local head elections. Furthermore, to increase voter participation in future local head elections, the General Election Commission of Ciamis Regency must increase the intensity of socialization, political education, and conduct extensive social media monitoring.

Abstract

We promise to our God the victory of the presidential candidate we support, that is the essence of #nazarpemilu. Promoting of populist political communication that occurred on the social media platform X during the 2024 Indonesian presidential election campaign. The hashtag is a fascinating trend as it combines elements of religion and the election, and it did not originate from the elites but rather from the supporters.Using a content analysis approach this study aims to explore the role of #Nazarpemilu in shaping faith-based populist political communication during the 2024 Indonesian presidential election campaign on the social media platform X.. We found first, #Nazarpemilu contains various hopes and promises from supporters to their God for the victory of the presidential candidate they support. Second, the involvement of some political actors in the hashtag affiliated with parties with Islamic ideologies. Third, some identified messages contain strategies to persuade other users to vote for the supported presidential candidate and strategies to push the movement into the offline realm. Fourth, this hashtag has an exposure effect on other users. Fifth, this hashtag is also tainted by the activities of pro-Prabowo-Gibran candidate pair buzzer activities countering the hashtag with a reversed narrative. Base on this findings that populist content shared by users that appeals to faith-based in the form of hashtags can play an effective role in spreading populist political communication on the social media platform X and have implications for voters mobilization.
