Abstract

The purpose of this study is to analyze and describe the role of the Election Organizer Honorary Council in the process of taking action against organizers who are considered to have violated the code of ethics in carrying out their duties. The method used in this study is Qualitative with content analysis of secondary data including verdict reports, current news on violations of the code of ethics, and relevant academic literature. The results of this study indicate that the firm action of the Election Organizer Honorary Council in handling violations of the code of ethics such as the imposition of administrative sanctions to dismissal still has a significant impact on increasing public trust in the organizers of the General Election. On the other hand, the results of this study also show that there are still limited resources, political pressure and low public understanding of the importance of the code of ethics are factors that cause high ethical violations committed by organizers. Therefore, this study emphasizes the importance of training for election organizers, strengthening election regulations, and socialization of the code of ethics to the community as a strategic step in resolving the problem of violations of the code of ethics of election organizers. Because if this can be realized, it is indirectly part of an effort to increase public trust in the organizers of the General Election.

Abstract

The Nile River is a vital lifeline for countries in East and North Africa, particularly Egypt, Sudan, and Ethiopia. Ethiopia's construction of the Great Renaissance Dam (GERD) since 2011 has raised serious concerns, particularly in Egypt, over concerns it will reduce the flow of water vital to the country's livelihoods and economic stability. This article aims to analyze the geopolitical impact of water on the construction of the Great Renaissance Dam in Ethiopia and its relation to the stability of the Nile in Egypt. The geopolitical impact of water is related to the potential reduction of Nile water flow, which can affect the availability of water for agriculture and water consumption downstream. The method used is qualitative descriptive analysis by collecting data from primary and secondary sources. The results of the analysis show that the geopolitical impact of water can affect regional stability in the Middle East and North Africa region, as well as impact the availability of water downstream and the stability of the Nile River in Egypt. A diplomatic solution is needed to overcome differences of views and reach an agreement that can meet the water needs of the affected region.

Abstract

Indonesia and the United Arab Emirates (UAE) have established close ties, including cooperation in the defense sector. The development of global trends has made national security issues the axis of interest in every country. National security is not only related to military threats, but includes various aspects such as economic, political, social and cultural. Indonesia and the United Arab Emirates (UAE) are two countries that have close relations by collaborating in various fields, one of which is in the defense sector. Based on Buzan's securitization theory, identity conflict, regional hegemony, and the threat of terrorism are included as threats to the components of national security, namely the idea of the state, the physical basis of the state, and the institutional expression of the state. Researchers use systematic reviews as a method in research which is also used to determine research gaps. This study uses search engines such as Taylor & Francis Online, JSTOR, Tandfonline, ProQuest, and Google Scholar to search for various credible sources in the form of journals, articles, and empirical studies. The author finds that identity conflict, regional hegemony, and the threat of terrorism are threat factors that influence national security. So, the change in the status of defense industry cooperation from Business-to-Business (B2B) to Government-to-Government (G2G) appears as an interesting issue to analyze the factors and impacts.

Abstract

Special Economic Zone (SEZ) Tanjung Lesung, designated under Government Regulation Number 26 of 2012, holds significant potential as a premier tourist destination in Banten Province. However, after more than five years of operation, the development of this area has not been optimal. It has yet to deliver a significant impact on the national, regional, and local economies. This study aims to identify the key tourist destination potentials within SEZ Tanjung Lesung. A qualitative approach was employed, utilizing both primary and secondary data collection methods, including field observations, documentation, interviews with relevant stakeholders, and literature review. The findings indicate that SEZ Tanjung Lesung possesses substantial potential in the tourism sector, particularly due to its attractive beach tourism, strong support from central and regional governments, and readiness of human resources. However, the main challenges faced include limited investment capital, inadequate supporting facilities and infrastructure, and difficult accessibility from urban centers. The alignment between the master plan and the existing conditions remains low, indicating discrepancies between planning and actual implementation on the ground. This study recommends improvements in the planning and policy implementation for the development of SEZ Tanjung Lesung, including enhancing infrastructure, facilitating investment, and strengthening human resource capacities to achieve sustainable development goals and positively impact the regional economy.

Abstract

Digital transformation in public service has encouraged governments to adopt artificial intelligence (AI) technologies to enhance service effectiveness and responsiveness, including in the context of protecting citizens abroad. This study compares Indonesia’s digital innovation through the Portal Peduli WNI and Singapore’s Digital Consular Services (DCS), focusing on technological integration, system design, and protection effectiveness. The research adopts a qualitative-descriptive approach using document analysis and in-depth interviews with officials from the Ministries of Foreign Affairs of Indonesia and Singapore. The analysis covers ten key aspects: system architecture, functions, technological infrastructure, inter-agency integration, proactive services, scalability and connectivity, key features, system orientation, emergency coordination, national system integration, and data utilization. The findings reveal that Singapore's DCS is structurally and functionally more advanced. It is designed with a modular, cloud-based architecture, integrated with national platforms such as SingPass and MyInfo, and equipped with predictive analytics, automated notifications, and digital case management. In contrast, Indonesia's Portal Peduli WNI remains reactive, lacks comprehensive integration, and has yet to support real-time, data-driven service automation. The study concludes by emphasizing the importance of adopting a whole-of-government approach, improving system interoperability, and applying AI to detect risks and accelerate emergency response for Indonesian citizens abroad. These findings are expected to serve as a foundation for more inclusive, responsive, and sustainable digital public service reform in Indonesia.

Abstract

This study aims to analyze the implementation of inclusive education policies for people with intellectual disabilities in Surakarta City. Although inclusive policies have been regulated nationally and regionally, their implementation at the school level still faces challenges in terms of communication, resource readiness, implementer disposition, and bureaucratic structure. This study employed a qualitative descriptive approach, utilizing data collection techniques that included in-depth interviews, observation, and documentation. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña. The results indicate that the dissemination of policy information is uneven, with the disability community playing a crucial role as an effective link for communication. Human resources and infrastructure still need to be strengthened, especially in teacher training and administrative access to budget support. Implementer attitudes show diversity, but direct experience accompanying students with disabilities has been shown to foster more substantial commitment. The bureaucratic structure still faces complex coordination and administrative barriers. This study contributes to the field by identifying the strategic role of the community in policy dissemination, non-technical administrative barriers to resource access, and the importance of micro-experiences in strengthening the commitment of inclusive policy implementers.

Abstract

This article is based by the domination of the role of men over women in Middle Eastern society, whereas  when viewed from the religious perspective of the majority of Middle Eastern society, namely Islam, women  is highly respected and have a special position in society. This is due to the pre-Islamic culture and  perceptions that undermine women in their social status, so that women are only objects of entertainment,  household and sexuality without being permitted to massive public activities. This situation lasted for some  time, until finally a modern religious and social-based movement that fought for women's rights emerged.  According to the theory of liberal feminism, women should get the same rights as men, while maintaining the  natural differences that exist between the two. A woman cannot be confined at home and taking care of her  family, but she has the right to socialize and appear in public. Although discrimination against women  continues, in fact there are women who have recorded their role of preaching to society. If all this time the  preachers were generally male, then history records that there were female preachers who were influential in  the religious life of Middle Eastern society. The research method I use is descriptive-analysis based on  literature review. Based on the study that I convey in this article, the contribution of women in religious  preaching in the Middle East is a reality that should be appreciated amidst globalization and modernization,  even though the culture of patriarchy and women's subordination has not completely disappeared and has  become a hereditary culture of Middle Eastern society.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a vital role in economic growth, job creation, and innovation, both in Indonesia and in other countries such as India. Although MSMEs make a significant contribution to industrial output and employment, this sector still faces challenges such as limited financing, technology adoption, and market access. The government is trying to overcome these obstacles through funding, incentives, and regulatory simplification. Indonesia is recorded as the country with the largest number of MSMEs in ASEAN, with significant contributions to GDP and national workforce absorption. This study highlights efforts to strengthen MSMEs in Banyuwangi Regency through the "MSME Naik Kelas" program. With an economic structure that is still dominated by micro businesses, Banyuwangi focuses on strengthening access to capital, training, digitalization, and market expansion. This study uses a qualitative approach with literature study and case study methods. The policy implementation approach refers to the Edward III model which includes transmission, clarity, and consistency. The Banyuwangi government implements programs such as "Warung Naik Kelas (WeNak)" and "Jagoan Banyuwangi" to accelerate the development of MSMEs. The findings show that the effectiveness of communication, clarity of instructions, and consistency of implementation greatly determine the success of MSME transformation. In addition, support from regional regulations and a continuous monitoring system strengthen the effectiveness of the program. In conclusion, the success of MSME development in Banyuwangi does not only depend on the right policies, but also on adaptive communication strategies and the active involvement of business actors. This comprehensive support allows MSMEs to increase their competitiveness and contribute more to the regional economy

Abstract

This study evaluates the fulfillment of Minimum Service Standards (SPM) in basic education in Lumajang Regency. Using the Human Capital Theory approach, it analyzes how government budget allocation impacts education quality. The findings indicate that despite significant budget allocations, challenges persist in meeting minimum service targets, particularly in equality education. In-depth interviews with Education Office officials reveal several obstacles, including limited resources, inadequate facilities, and low public awareness of equality education. The study highlights that although the Lumajang Regency government has allocated substantial funds for education, disparities remain in service achievements. The budget distribution prioritizes primary and secondary education, while non-formal education, particularly equality education, receives less attention. As a result, the achievement rate for equality education remains significantly lower compared to other educational sectors. To address these issues, this study recommends a more holistic and integrated strategy. Key suggestions include enhancing public awareness campaigns, optimizing non-APBD funding sources such as Corporate Social Responsibility (CSR) initiatives and village funds, and leveraging technology to improve educational accessibility and quality. Additionally, teacher training programs and better infrastructure investments are essential to enhance educational outcomes. A systematic evaluation and monitoring framework, supported by technology and independent institutions, is necessary to track progress and ensure policy effectiveness. By implementing these strategies, the Lumajang Regency government can improve education service standards, reduce disparities, and foster sustainable human resource development.

Abstract

Industrialization has long been regarded as a key driver of economic transformation in developing countries, including Indonesia, where agriculture remains the backbone of many regional economies. In West Nusa Tenggara (NTB) Province, the challenge of enhancing community welfare requires innovative policy strategies, one of which is agricultural-based industrialization. This study aims to analyze the influence of the implementation of agricultural-based industrialization policy on community welfare in NTB Province. The research focuses on communication, resources, disposition, and bureaucratic structure as key determinants of policy implementation success. A quantitative approach was employed using a survey method involving 69 respondents. Data analysis included validity and reliability tests, classical assumption tests, multiple linear regression, as well as t-tests and F-tests. The results indicate that all four variables have a positive and significant effect on policy implementation. The coefficient of determination (R²) of 0.740 suggests that 74% of the variance in policy implementation can be explained by the independent variables. These findings imply that effective policy planning and execution, supported by clear communication, adequate resources, competent implementers, and a well-structured bureaucracy, significantly contribute to improving community welfare in the NTB region
