Abstract

This study aims to analyze the effectiveness of the leadership of the Head of Service in improving the work discipline of employees at the Bojonegoro Regency Library and Archives Service. The focus of this research is using theory of organizational effectiveness, which measures organizational effectiveness through three main dimensions: goal achievement, integration, and adaptation. The research method used is qualitative descriptive with data collection through interviews, observations, and documentation. The results of the study show that the leadership of the Head of Service has been effective in improving employee work discipline, as evidenced by the high level of employee attendance which is influenced by the fingerprint-based attendance system and reward and punishment mechanisms. Regular meetings between leaders and employees also play an important role in improving communication and cooperation. However, technical challenges, such as disruptions to facilities, as well as limited facilities and infrastructure, remain obstacles. In conclusion, good leadership, integration between teams, and adaptation to technological changes as well as strengthening facilities and infrastructure are the main factors in improving employee work discipline. Further research can explore further solutions to address infrastructure challenges and improve employee motivation..

Abstract

Repressive approaches alone have proven insufficient in curbing drug distribution and abuse. Therefore, a participatory and context-sensitive approach that positions communities as key actors is urgently needed. This study aims to analyze the implementation of community participation-based narcotics policy in Gorontalo Province and formulate a policy model that places the community as an active subject in the Prevention and Eradication of Drug Abuse and Illicit Trafficking (P4GN) program. A qualitative descriptive approach was chosen to explore the institutional and social dynamics within program implementation. Findings show that implementing P4GN in Gorontalo is suboptimal due to limited organizational capacity at BNNP and the lack of meaningful community engagement in programs such as Volunteers, Anti-Drug Activists, and Shining Villages. This research formulates a policy model integrating Asset-Based Community Development (ABCD) and Deliberative Democracy frameworks. The model emphasizes strengthening internal community assets (human, social, financial, physical, and natural) alongside external dimensions (influence, representation, and deliberation). This dual focus aims to enhance community resilience and ensure active involvement in drug policy formulation and implementation. This study's novelty lies in its structured, deliberative, and asset-oriented community participation model for narcotics policy. This approach remains underdeveloped in Indonesian research and has the potential to be replicated across other vulnerable regions.

Abstract

Sustainable development in 3T (Disadvantaged, Frontier, Outermost) areas faces multidimensional challenges in realising gender equality. Conceptually, women's empowerment in disadvantaged areas requires a holistic approach that considers geographical, cultural, and structural aspects. In the policy context, various empowerment programmes so far still face obstacles in terms of effectiveness and sustainability. This study aims to analyze women's empowerment strategies in achieving gender equality as an effort to support the success of the Sustainable Development Goals (SDGs) in the 3T region. The urgency of this research stems from the fact that women in the 3T region face more complex challenges than those in other regions, including limited access to education, health services, and economic opportunities, which hinder the achievement of gender equality and sustainable development. This study employs a qualitative research method, specifically a case study approach, in North Gorontalo Regency, one of Indonesia's 3T regions. Data collection in this study was carried out through in-depth interviews, observation and document analysis. The results of this study show that inclusive and tailored women's empowerment strategies to local challenges can increase women's access to education, health and economic opportunities and strengthen their participation in decision-making. In addition, the use of digital technology has great potential in accelerating the empowerment process, although there are still infrastructure constraints. A more targeted and sustainable empowerment strategy is needed to promote gender equality and accelerate the achievement of the SDGs in the 3T region.

Abstract

The normalization of relations between the United Arab Emirates and Israel from August to September 2020 marked a new chapter in Middle East geopolitical dynamics. Although this normalization began with hopes of Israeli-Palestinian peace through the Abraham Accords, the reality has been quite the opposite. Israeli violence against Palestinians and the construction of illegal settlements continue, sparking condemnation and rejection from various parties, including Muslims and Palestinian supporters.This research is motivated by the normalization agreement of four Arab countries with Israel in a short time span. The reason is the four Arab countries understand that this normalization agreement will receive bad perspective regarding their contribution to the struggle for Palestinian independence. Sources of data in this study came from national and international journals, as well as report data from national and international news media related to this topic. The research method used in this study is qualitative method with geopolitical approach. The theory used by the researcher is the paradigm of political realism proposed by Morgenthau and the existential theory proposed by Samuel P. Huntington. This article concludes that the motivation of Arab countries in carrying out normalization is the national interest of each country and the stability of the country and region.

Abstract

The purpose of the Minister of Home Affairs regulations Number 45 of 2016 is to create an orderly village government administration, provide clarity and legal certainty on village boundaries that meet technical and juridical aspects. Data shows that regional administration management, especially the affirmation of village boundaries in Indonesia, is still not optimal, where only 1,479 villages out of 74,962 villages have determined village boundaries. North Sulawesi Province, which consists of 1,507 villages, so far, only the Sangihe Regency Government has drafted 6 regional regulations related to the affirmation of village boundaries. The unclarity of village boundaries will automatically affect village development planning and the amount of village fund budget because the amount of village funds is adjusted and divided based on population, area, poverty rate, and geographical difficulty. With this condition, there are indications that the determination of the amount of village funds that are the government's flagship program is currently implemented not following valid village boundary rules and data. This research uses qualitative methods with a case study approach to explain the management of regional administration, especially boundary affirmation carried out in Sangihe Islands Regency, and factors that influence the implementation of village boundary affirmation

Abstract

Although the kafala system remains in place in most GCC countries, Qatar has undertaken significant reforms and ratified a number of conventions related to human rights, such as those on the prevention of human trafficking and the protection of children. The purpose of this study is to describe the labor system (Kafala) that has long been adopted by GCC countries, including Qatar. Qatar is the only country that is progressive enough to reform its migrant worker policy. This research is qualitative because the instrument used is a document study. The results of this study indicate that the number of high dependence on migrant workers is quite high and vulnerable to labor scandals. This is further exacerbated by the mobilization of migrant workers to welcome the grand event of the four years, the 2022 World Cup. The phenomenon is growing massively, including reports from the International Human Rights Institute, Amnesty International and the International Labor Organization (ILO) forcing the Qatari government to make adjustments

Abstract

This article discusses the political changes taking place in Saudi Arabia as part of the Vision 2030 reform program and their impact on international relations in the Middle East. Vision 2030 is an ambitious national transformation plan aimed at economic diversification, social modernization, and institutional renewal in Saudi Arabia. In this context, this article investigates the policy implications and steps taken by Saudi Arabia in strengthening their international relations. This research uses a qualitative analysis approach by collecting and analyzing data from various sources related to political changes in Saudi Arabia and their impact on international relations. Research findings show that political reforms undertaken by Saudi Arabia have affected the dynamics of their relations with countries in the Middle East. Vision 2030 provides a broader framework for forging closer economic and political partnerships with neighboring countries, as well as strengthening Saudi Arabia's position in regional and international affairs.

Abstract

This research aims to analyze application of good governance pronciples in supporting the inclusion of people with disabilities in the villages of Bojonegoro Regency to acvhieve the Sustainable Development Goals (SDGs). Even though various social assistance programs have been distributed, there are still gaps in accessibility for people with disabilities in vilages, which indicates a lack of inclusive governance. This research uses a qualitative Approach with a case study method in several villages in Bojonegoro, Which were selected based on the relevance and diversity of regional characteristic. Data wa collected through in depth interviews. Research informants included village heads, village offocials, and people with disabilities. The research results show that the application of good governance principles such as transparency, accountability, and participation in the distribution of social assistance is not optimal, so access for people with disabilities remains low. This research provides is not optimal, so acces for people with disabilities remains low. This research provides practical contributitions that support regional policies to strengthen inclusive governance that supports the achievement of SDGs at the local level.

Abstract

Surabaya City is one of the cities that often launches various innovations in the field of population administration services, namely the Lontong Balap program. The Lontong Balap program is the result of a collaboration between the Population and Civil Registry Office and the Surabaya City District Court which provides various services related to population administration that require a court decision since 2021. In practice, the socialization of the Lontong Balap program is still uneven so that the program's objectives have not been achieved and there is still a lack of Human Resources (HR) in the district court. This study aims to analyze and describe the effectiveness of the Lontong Balap program in population administration services in the city of Surabaya that require a court decision. This research method uses a qualitative descriptive method using the theory of effectiveness with the criteria of program understanding, right on target, on time, achievement of goals, and real change. The results of the study showed that the criteria for understanding the program were still less effective, the criteria for right on target showed that they were still less effective, the criteria for timeliness showed that they were quite effective, the criteria for achieving goals showed that they were still less effective, and the criteria for real change showed that they were still less effective. So the Lontong Balap program is still not effective in making it easier for people to take care of population administration that requires a court decision.

Abstract

This study aims to analyze what factors support the successful implementation of Smart Villages in rural Indonesia. The research method used was a systematic literature review (SLR), by analyzing 16 selected articles from the Scopus database using strict inclusion-exclusion criteria and the PRISMA procedure. The results of the study show that five main factors drive the success of Smart Villages, namely: the provision of digital technology and infrastructure, social participation and the improvement of people's digital literacy, village digital economy transformation, leadership and adaptive governance, as well as sustainability characteristics such as precision agriculture, renewable energy, sharing economy, and social innovation. The discussion emphasized that smart village development must be based on multi-actor collaboration with a technological approach tailored to the local context. The conclusion of this study is that the success of Smart Villages depends on a combination of technological, social, economic, and institutional factors. However, the limitations of this study lie in the non-use of primary field data and the limited sources of literature in Indonesian. For further research, it is recommended to conduct field studies in various village contexts, as well as the development of integrative models that combine social, cultural, and technological approaches to support the sustainability of Smart Villages.
