Abstract

RESUME: Salah satu masalah yang dihadapi dalam proses pembelajaran bahasa asing di PT (Perguruan Tinggi) adalah masih belum terpenuhinya kualitas pembelajaran yang diharapkan. Penelitian ini bertujuan untuk menghasilkan dan mengembangkan program pembelajaran berbasis kompetensi untuk meningkatkan keterampilan berbahasa asing di PT, yang terdiri atas bentuk desain program perencanaan pembelajaran, implementasi pembelajaran, dan desain evaluasi pembelajaran. Pendekatan dalam penelitian ini menggunakan LITBANG (Penelitian dan Pengembangan) melalui studi pendahuluan, dengan melakukan kegiatan pra-survey pada Jurusan Pendidikan Bahasa Jerman UPI (Universitas Pendidikan Indonesia) di Bandung.  Hasil studi menghasilkan bentuk desain perencanaan yang terdiri atas lima komponen pokok, yakni: komponen tujuan, materi, kegiatan, media dan sumber, serta evaluasi pembelajaran. Desain program implementasi berbasis kompetensi terdiri atas lima tahapan, yakni: tahap pendahuluan, penjajagan, pembahasan materi, klarifikasi, dan penutup. Sementara itu, desain program evaluasi meliputi evaluasi hasil dan evaluasi proses pembelajaran. Berdasarkan hasil analisis, ternyata program pembelajaran berbasis konpetensi memiliki pengaruh positif dan signifikan terhadap peninggkatan kemampuan dan keterampilan berbahasa, baik dilihat dari aspek kelancaran berbahasa maupun aspek pemahaman materi. KATA KUNCI: Tujuan pembelajaran, program pembelajaran berbasis kompetensi, kemampuan dan keterampilan berbahasa, bahasa asing, dan pemahaman materi.   ABSTRACT: “Development of Competency-Based Learning Program to Improve Foreign Language Skills in College”. One of the problems that emerge in a foreign language learning process in university is the low achievement of educational goals. The research aimed at producing and developing competence-based learning program in order to enhance the foreign language skills in university level that consist of planning of learning process, learning process implementation, and design of learning process evaluation. The approach used in this research is R&D (Research & Development) through the step in the study of the introduction by carrying out the activity of pre-survey at the Department of Germany Language UPI (Indonesia University of Education) in Bandung. The results of study produce the form of the design of the planning program that consisted of five main components, namely: the goals, the materials, the activities, the media and sources, and the evaluation. The design of implementation program of competence-based learning process consists of the five stages, namely: the introductory stage, exploration, material discussions, clarification, and the closing stage. Meanwhile, the design of the evaluation program covered the evaluation of result and the evaluation of learning process. Abstract

ABSTRACT: The research is aimed to create model of political communication between DPRD (Dewan Perwakilan Rakyat Daerah or House of Representatives at Regional Level) and PEMDA (Pemerintah Daerah or Local Government) for local government board’s performance improvement in order to the effectivity of the regional autonomy implementation at Sumedang Regency, West Java Province, Indonesia. The influence of political communication between DPRD and PEMDA for local government board’s performance improvement in order to the effectivity of the regional autonomy implementation at Sumedang Regency is small, but it is significant. This is resulted by barrier of political communication between DPRD and PEMDA, especially difference of interest, ideology and paradigm from stakeholders, and shareholders of Sumedang Regency. Meanwhile, the influence of local government board’s performance to the effectivity of the regional autonomy implementation at Sumedang Regency is large enough and significant. Abstract

RESUME: Penelitian ini mengembangkan model pembelajaran PCK (Pedagogical Content Knowledge) berdasarkan Kurikulum 2013, dengan menggunakan pendekatan pembelajaran tematik-integratif, sainstifik, dan PBL (Problem Based Learning). Metode penelitian yang digunakan adalah penelitian pengembangan, dengan subjek penelitian mahasiswa Program Studi Pendidikan Dasar Semester III yang telah memperoleh mata kuliah Pedagogi Pendidikan Dasar pada Semester I di Program Studi Pendidikan Dasar, Sekolah Pascasarjana UPI (Universitas Pendidikan Indonesia) di Bandung. Hasil penelitian berupa program PCK untuk perkuliahan Pedagogi dan mata kuliah Konsentrasi Bahasa, perangkat pembelajaran berdasarkan PCK dan Kurikulum 2013 di Sekolah Dasar. Kesulitan yang dialami guru ketika implementasi PCK dan Kurikulum 2013, antara lain: sulit memadukan KD (Kompetensi Dasar), serta materi ajar sulit dirinci karena KD terlalu luas dan bias. Para guru memerlukan panduan silabus dan RPP (Rencana Pelaksanaan Pembelajaran) yang standar dan panduan pelaksanaan peer-teaching. Di samping itu, guru belum dapat melaksanakan PBL, pendekatan sainstifik, dan PAKEM (Pembelajaran yang Aktif, Kreatif, Efektif, dan Menyenangkan) secara baik, karena pemahaman pendekatan mengajar masih terbatas. Karena itu, perlu sosialisasi, pelatihan, pendampingan, serta monitoring dan evaluasi Kurikulum 2013 berikut perangkatnya, seperti Buku Guru dan Buku Siswa secara menyeluruh bagi Sekolah Dasar.KATA KUNCI: Pedagogical Content Knowledge; Pendidikan Dasar; Kurikulum 2013; Guru Sekolah Dasar; Implementasi Kurikulum. ABSTRACT: “PCK (Pedagogical Content Knowledge) for Graduate Master Students of Elementary Education in the Context of 2013 Curriculum Implementation”. This research develops a model of PCK learning based on 2013 Curriculum by applying thematic-integrative, scientific, and PBL (Problem Based Learning). The method of the research is Research and Development method, with the third semester magister students of Basic Education Program who has complete Basic Pedagogy course at the first semester as the subject of the research at the Post Graduate School, Magister of Basic Education Program UPI (Indonesia University of Education) in Bandung. The result of the study is a PCK learning program of Pedagogy and Language concentration courses, learning instruments based on PCK, and 2013 Curriculum. The obstacles in implementing PCK and 2013 Curriculum are difficulties in combining Basic Competencies, and specified learning materials as the Basic Competencies were too broad and bias. Teachers need a standard sylabus, learning preparation, and peer-teaching guide books. Teachers also still unable to apply Problem Based Learning, Scientific approach, and PAKEM (Learning by Active, Creative, Effective, and Enjoyable) effectively as the lack of teaching approach comprehension. Abstract

ABSTRACT: Problem-solving is a cognitive process. Many studies show that curriculum has a profound effect on student achievement and plays a crucial role in enhancing students’ problem-solving efficacy. The primary purpose of the present study investigated students’ problem-solving efficacy at Science and Social Sciences and Humanities Universities and conducted to explore how students’ problem-solving efficacy at the two universities was affected by their curriculum learning experiences. The study used a questionnaire survey with 312 students from two member universities at Vietnam National University of Ho Chi Minh City. Results of this study described that students’ problem-solving efficacy at the both universities was within the range of “average” to “high” response. Curriculum emphasis and learning engagement within two types of institutions indicated positive effect on their problem-solving efficacy.KEY WORD: Curriculum learning experiences, problem-solving efficacy, Vietnamese university students. IKHTISAR: Pemecahan masalah merupakan proses kognitif. Banyak kajian menunjukan bahwa kurikulum memiliki pengaruh yang sangat besar pada pencapaian prestasi mahasiswa dan memainkan peran sangat penting dalam meningkatkan kemanjuran pemecahan masalah. Tujuan utama kajian ini menyelidiki kemanjuran pemecahan masalah di bidang IPA (Ilmu Pengetahuan Alam) dan Ilmu-ilmu Sosial dan Kemanusiaan serta dilaksanakan untuk menyelidiki bagaimana kemanjuran pemecahan masalah mahasiswa di kedua bidang dipengaruhi oleh pengalaman belajar kurikulum mereka. Kajian ini menggunakan survey kuesioner dengan 312 mahasiswa dari dua bidang di Universitas Nasional Ho Chi Minh City di Vietnam. Hasil kajian menggambarkan bahwa kemanjuran pemecahan masalah mahasiswa di kedua bidang tersebut berada dalam tingkat respon “rata-rata” hingga “tinggi”. Abstract

RESUME: Pendidikan di madrasah adalah pendidikan yang setara dengan pendidikan pada umumnya. Penelitian ini bertujuan untuk mengetahui kontribusi kemampuan manajerial kepala madrasah dan kinerja mengajar guru terhadap mutu Madrasah Aliyah Swasta. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kuantitatif dengan metode survey. Populasi adalah seluruh Madrasah Aliyah Swasta di Kabupaten Bandung Barat, Jawa Barat, Indonesia. Jumlah sampel sebanyak 38 madrasah yang diambil berdasarkan “purposive stratified random sampling” dari seluruh Madrasah Aliyah Swasta yang dijadikan sampel di Kabupaten Bandung Barat. Penjaringan data menggunakan kuesioner dan dianalisis melalui korelasi dan regresi. Berdasarkan hasil pengolahan dan analisis data ditemukan bahwa kemampuan manajerial kepala madrasah, kinerja mengajar guru, dan mutu Madrasah Aliyah Swasta di Kabupaten Bandung Barat berada pada kategori “tinggi”. Kemampuan manajerial kepala madrasah berkontribusi secara signifikan terhadap mutu madrasah dan berada pada kategori “kuat”. Kinerja mengajar guru berkontribusi secara signfikan terhadap mutu madrasah dan berada pada kategori “cukup kuat”. Akhirnya, secara bersama-sama kemampuan manajerial kepala madrasah dan kinerja mengajar guru berkontribusi secara signifikan terhadap mutu madrasah dan berada pada kategori “kuat”.KATA KUNCI: Kemampuan Manajerial; Kepala Madrasah; Kinerja Mengajar Guru; Mutu Madrasah; Madrasah Aliyah Swasta. ABSTRACT: “Contribution of Principal’s Managerial Skill and Teaching Performance of Teachers to the Quality of Private Islamic Senior High School”. The education in Islamic Senior High School is an education equivalent to education in general. This research aimed to determine the contribution of principal’s managerial skill and teaching performance of teachers to the quality of Private Islamic Senior High School. This research used quantitative approach with survey method. Population in this research is all Private Islamic Senior High School in West Bandung District, West Java, Indonesia. The sample was using stratified random sampling with the sample of 38 Private Islamic Senior High Schools in West Bandung District. Crawl data using questionnaires and analyzed through correlation and regression. Based on data processing and analysis, it was found that the principal managerial skill, teaching performance of teachers, and quality of Private Islamic Senior High School in West Bandung District are “high” category. The principal managerial skillcontribute significantly to quality of Islamic Senior High School and the category are “strong”. Teaching performance of teachers contribute significantly to the quality of Islamic Senior High School and the category are “fairly strong”. Finally, the principal managerial skill and the teaching performance of teachers contribute significantly to the quality of Islamic Senior High School and  the category are “strong”. Abstract

RESUME: Kertas kerja ini membincangkan secara ringkas takrifan MIB (Melayu Islam Beraja) serta memperlihatkan senerio perkembangan dan cabaran yang dilalui sejak 600 tahun yang lalu. Dalam era globalisasi masa kini, amalan MIB masih terus dipertahankan, terutamanya di kalangan golongan generasi muda masa kini yang perlu mengamal dan mengekalkan warisan tradisi lama ini sebagai satu sumber kesejahteraan dan kemakmuran kehidupan bermasyarakat dan bernegara. Dalam hal itu, Wawasan Negara 2035 telah menggariskan matlamat dan visi yang hendak dicapai oleh negara yang bersandarkan kepada nilai-nilai hidup MIB dengan penekanan kepada pendidikan Agama Islam. Hal ini selaras dengan titah Baginda Sultan bahawa kita perlu mengukuhkan pendidikan agama Islam bagi melahirkan orang Melayu yang mempunyai jatidiri yang tulin, supaya perjalanan yang kita tujui lebih terarah dan selamat. Pembentukan dan pengasuhan golongan muda dengan nilai ke-Brunei-an yang beracuan “calak ke-Brunei-an”, khususnya melalui Sistem Pendidikan Negara Abad ke-21, adalah merupakan salah satu cara untuk mengekalkan warisan bangsa Melayu Brunei. Masyarakat Brunei Darussalam yakin bahawa dalam kehidupan dunia masa kini, yang tanpa mempunyai batasan akibat dari ledakan teknologi maklumat, maka kita tidak punya pilihan melainkan bersedia menghadapi semua cabaran, akibat dari penyebaran maklumat yang senantiasa terbuka luas, dengan nilai-nilai MIB.KATA KUNCI: Melayu Islam Beraja, falsafah negara, warisan tradisi, nilai-nilai murni, negara Brunei Darussalam, dan cabaran semasa. ABSTRACT: “Malay Islamic Monarchy: Basic Unity of the Social and State Life in Brunei Darussalam”. The paper briefly discusses the definition of MIB or “Melayu Islam Beraja” (Malay Islamic Monarchy) and saw the senerio of developments and challenges faced 600 years ago. In the era of globalization, the practice MIB still defended, especially among the younger generation to adopt and maintain a long tradition of this heritage as a source of peace and prosperity in the social and state life. In that case, the National Vision of 2035 outlines the goals and the vision to be achieved by the country based on the values of MIB with an emphasis on Islamic education. This is in line with the statement of His Majesty Sultan that we need to strengthen the Islamic education to produce Malays who have a real identity, so that the journey that we move more targeted and safe. Educating and training the young people with the Bruneis values based on the “calak ke-Brunei-an” (Bruneian smart and noble character), particularly through the National Education System of the 21st Century, is one way to preserve the heritage of the Brunei Malays. ABSTRACT: Although the aims and roles played by the Crown Colony administration and the Chinese, Japanese and Hong Kong capitalists were different, the combination between the government and the capitalists was successful in redeveloping the North Borneo fishing industry after World War II (1939-1945). As for the capitalists, the Crown Colony administration’s policies – which avoided direct intervention in the fishing industry, specifically in the fishing and selling activities – had given them ample opportunity to gain a huge amount of profit. Therefore, it can be said that the roles and contributions of the British government, as well as the local and foreign capitalists, were only successful in redeveloping the North Borneo fishing industry after World War II, but did not succeed in improving the lives of the local fishermen. The conflict of interest, which rose from the question of economical and social obligations, resulted in the British administration acting as merely a “purveyor” of technology and fishing equipment for the fishermen and not contributing much towards helping the fishermen to find the means of getting these items. This allowed the local and foreign capitalists to fill the gap and to control the fishing industry by bringing in better fishing technology, exploiting the local fishermen by providing a credit system for the procurement of the fishing equipment and eventually transforming the local fishermen as merely a source of manpower.Key words: Crown Colony administration, the capitalists, North Borneo fishing industry, and transforming the local fishermen.About the Author: Assoc. Abstract

RESUME: Kajian ini merupakan penelitian dan apresiasi terhadap nilai-nilai murni yang terdapat dalam “Antologi Puisi Tanah Airku”, satu program penghayatan sastera dan budaya bagi PLKN (Program Latihan Khidmat Negara) di Malaysia. Puisi yang dihasilkan oleh penyair-penyair Tanah Air akan dianalisis sebagai salah satu kurikulum kepada proses pembentukan nilai dalam diri dan jiwa para pelatih PLKN, yang terdiri daripada pelbagai bangsa, budaya, dan agama. Kajian ini hanya merujuk kepada penghasilan karya puisi moden (sajak) yang terkandung dalam “Antologi Puisi Tanah Airku”. Kajian ini menganalisis beberapa sajak yang lebih dominan, dengan nilai-nilai sejagat yang dipilih menjadi fokus analisis dalam kajian. Kajian ini juga merupakan suatu penyelidikan yang menggunakan kaedah kualitatif, dengan menganalisis karya-karya sajak yang diterapkan berdasarkan kepada penggunaan konsep nilai yang diteliti dengan Teknik Bacaan Rapi. Setiap sajak yang dibaca akan dianalisis isi kandungannya, dengan berlandaskan konsep nilai yang dilihat daripada perspektif Islam, Melayu, dan Barat, dengan mengambil lima elemen nilai sejagat, iaitu: patriotisme, perpaduan, kekeluargaan, kerjasama, dan nilai luhur. Dapatan analisis kajian menunjukkan bahawa terdapat unsur-unsur penerapan nilai murni sejagat di dalam sajak-sajak pilihan. KATA KUNCI: Apresiasi puisi, nilai-nilai murni, Antologi Puisi Tanah Airku, teknik bacaan rapi, Islam, Melayu, dan Barat, serta elemen nilai sejagat. ABSTRACT: “Application of Values through ‘Poetry Anthology on My Motherland’ for the Participants of National Service Training Program in Malaysia”. This study is carried out to analyse the values enclosed in “Antologi Puisi Tanah Airku” (Poetry Anthology on My Motherland), a literature and culture appreciation for the National Service Training Programme in Malaysia. The poems in “Poetry Anthology on My Motherland” which are composed by the local poets will be examined as an avenue to infuse excellent intrinsic worth into National Service Trainers, who come from various race, culture, and religion. This study refers only to the production of modern poetry contained in the “Poetry Anthology on My Motherland”. This study analyzes some of the more dominant poems, with universal values selected to be the focus of analysis in the study. This study is a qualitative research method to analyze the works of poetry that are applied based on the concept of the assessed value of Close Reading Technique. Each poem is read and then analyzed the content based on the concept of perceived value from the perspective of Islam, Malays, and the West, by taking the five universal elements, namely: patriotism, unity, family, co-operation, and the sublime. Abstract

ABSTRACT: Information and Communication Technology (ICT) in language teaching and learning is among considered suitable with the current education needs. However, the issue is regarding how far do teachers master the concept of computer-aided language learning, their skills in performing teaching by using ICT, mastery level as well as the constructions faced by the teachers. Therefore, this research is intended to examine the issues stated above. The research sample consisted of 87 Malay language teachers who were randomly selected around the Hulu Langat District in Selangor Darul Ehsan, Malaysia. In this survey research, questionnaires were used to collect the relevant data. The research findings show that the computer-aided language teaching concept is being understood in various dimensions. In terms of training, most of the respondents have already attended basic computer courses. However, the courses related to teaching material preparation using multimedia, the usage of internet and website design are given less attention. The use of computer in Malay language teaching is able to increase students’ ability to master Malay language better. Abstract

RESUME: Penelitian ini ingin merekonstruksi ajaran tarekat Tijaniyah dan perkembangannya di daerah Garut, Jawa Barat, Indonesia, pada tahun 1935-1945. Masalah ini didasarkan pada realitas bahwa masuk dan berkembangnya tarekat Tijaniyah di Indonesia, khususnya di Jawa Barat, yang diwarnai oleh pertentangan di antara para ahli tarekat di Indonesia, telah dilakukan dengan berbagai cara. Pertentangan ini timbul karena adanya anggapan dari para penganut tarekat non-Tijaniyah bahwa dalam tarekat Tijaniyah terdapat kejanggalan-kejanggalan. Meskipun sejarah perjalanan tarekat Tijaniyah diwarnai oleh kontroversi dan pertentangan dari para tokoh tarekat lain (non-Tijnaiyah), namun jumlah pengikut tarekat Tijaniyah terus bertambah dari waktu ke waktu. Penelitian menunjukan bahwa perkembangan tarekat Tijaniyah di daerah Garut, Jawa Barat, sejak pertama kali disebarkan oleh K.H. (Kyai Haji) Badruzaman pada tahun 1935, mengalami perkembangan yang sangat pesat dan berjalan dengan mulus tanpa pertentangan dari golongan non-Tijaniyah. Bahkan, berdasarkan sumber-sumber lisan yang didapatkan dari para tokoh tarekat Tijaniyah di Garut, sejak kedatangannya, gerakan tarekat Tijaniyah ini mulai bersentuhan dengan pergerakan nasional untuk menentang pemerintahan kolonial Belanda. Pada zaman pendudukan Jepang (1942-1945), kaum Tijaniyah di Garut ikut juga melakukan penentangan terhadap pemerintahan Jepang di Garut. Sedangkan pada masa awal revolusi Indonesia (1945), kaum Tijaniyah di Garut ikut bergabung dengan organisasi “Hizbullah” (Barisan Allah) dan “Sabilillah” (Jalan Allah) untuk mempertahankan kemerdekaan melalui gerakan “khalwat” (mengasingkan diri) dan “hijrah” (berpindah ke tempat lain).KATA KUNCI: Tarekat Tijaniyah; Ajaran dan Perkembangan Tarekat; Kabupaten Garut; Tokoh Tarekat; Peran Tarekat. ABSTRACT: “Movement of Tijaniyyah Sufi Order in Garut, West Java, Indonesia, 1935-1945”. This study wants to reconstruct the teachings of Tijaniyyah and its developments in the area of Garut, West Java, Indonesia, in the year 1935-1945. This issue is based on the reality that the entry and development of Tijaniyyah in Indonesia, especially in West Java, which is characterized by contradiction among the members of Islamic mysticism order in Indonesia, has been done in various ways. This contradiction arises because of the assumption of the non-members of Tijaniyyah that there are irregularities in Tijaniyah order. Despite the long history of Tijaniyyah marred by controversy and opposition from other religious leaders who non-Tijnaiyah, but the number of Tijaniyyah followers continue to grow over time. Research shows that the development Tijaniyyah in Garut, West Java, since it was first propagated by K.H. Badruzaman in 1935, has developed very fast and run smoothly without any opposition from the non-Tijaniyah members. In fact, based on oral sources obtained from figures of Tijaniyyah in Garut, since its arrival, Tijaniyyah movement began contact with the national movement against Dutch colonial rule. At the time of Japanese occupation (1942-1945), the Tijaniyah in Garut come too did opposition to Japanese rule in Garut.
