The SOSIOHUMANIKA journal is published every May and November. Abstract

ABSTRACT: On June 6, 1976, Malaysians were shocked by a plane crash killing the top ranks leaders of the newly appointed state government of Sabah, Malaysia. The Australian-made aircraft types NOMAD plane crashed in the village of Sembulan Baru, which is located two miles away from the International Airport and the city of Kota Kinabalu. “Double Six” tragedy on June 6, 1976 in Sabah, Malaysia has resulted in widespread dissemination of conspiracy theory. This crash killed all the people on board, including Tun Mohd Fuad Stephens, who has been shortly appointed as the Chief Minister of Sabah. The sudden death of Tun Mohd Fuad Stephens created opportunity for Datuk Mohd Harris Salleh to be appointed as the Chief Minister of Sabah. This paper seeks and analyses the causes behind the crash which remain unknown. This paper applies also the historical method analysis, comprising an analysis of the most pertinent documents. In addition, this paper presents the views of high profile individual such as Datuk Mohd Harris Salleh and Toh Puan Hajjah Rahimah Stephens how events can occur. However, writer strongly agree with Datuk Harris Salleh and Toh Puan Hajjah Rahimah Stephens that “human error” was a major factor of “Double Six” tragedy.KEY WORD: Double six tragedy, crash, Chief Ministers of Sabah, human erros, technical erros, and conspiracy theory. RESUME: Kertas kerja ini bertajuk “Tragedi Double Six dan Implikasi terhadap Perkembangan Politik di Sabah, Malaysia”. Pada 6 Jun 1976, rakyat Malaysia telah dikejutkan oleh nahas sebuah pesawat udara yang mengorbankan seorang pemimpin kerajaan Sabah yang baru dilantik. Pesawat udara jenis NOMAD buatan Australia telah jatuh di Kampong Sembulan Baru, dua batu jauhnya dari Lapangan Terbang Antarabangsa dan Kota Kinabalu. Berlakunya peristiwa “Double Six” pada 6 Jun 1976 di Sabah, Malaysia telah mengundang pelbagai penafsiran terhadap punca-punca nahas. Peristiwa ini menyebabkan semua anak kapal terbunuh, termasuk Tun Mohd Fuad Stephens yang ketika itu menjawat jawatan Ketua Menteri Sabah. Kematian Tun Mohd Fuad Stephens telah memberi peluang kepada Datuk Mohd Harris Salleh apabila beliau dilantik sebagai Ketua Menteri Sabah. Kertas kerja ini berusaha mengenal pasti faktor-faktor berlakunya nahas dengan menggunakan pendekatan sejarah serta bergantung sepenuhnya kepada analisis dokumen. Selain itu, kertas kerja ini juga mengemukakan pandangan beberapa orang tokoh seperti Datuk Harris Salleh dan Toh Puan Hajjah Rahimah Stephens bagaimana galuran peristiwa boleh berlaku. Walau bagaimanapun, penulis bersetuju sangat dengan pandangan Datuk Mohd Harris Salleh and Toh Puan Hajjah Rahimah Stephens bahawa “kesilapan manusia” adalah punca utama nahas dalam tragedi “Double Six”. Abstract

ABSTRACT: The study of heroes is very important to learn, especially for young generation. It is not essentially intended to cult the individuals due to those heroes’ grandeur, but to implant national awareness and pride. The awareness to respect others’ service and sacrifice is an expression of national awareness and pride, as frequently stated by Bung Karno that the big nation is nation that appreciate the service of its heroes. This paper is aimed to describe five figures of heroes from Muhammadiyah. They are K.H. Ahmad Dahlan (1868-1923), Nyi Ahmad Dahlan (1872-1946), K.H. Fachruddin (1890-1929), K.H. Mas Mansur (1896-1946) and General Sudirman (1916-1950). The focus of this paper is a short biography of the five figures and their roles played in national context. Those five Muhammadiyah figures are very reasonable to be determined as national heroes through their roles they played and their contribution not only for Moslem but also for our people. K.H.A Dahlan (1868-1923) was a pioneer in advancing education, who integrated religion education and general science. Nyi Ahmad Dahlan (1872-1946) had given higher contribution, not only for developing Muhammadiyah but also for empowering and advancing Muslimah group, especially through Aisyiyah organization. K.H. Fachruddin (1890-1929) had important roles in external Muhammadiyah struggle. K.H. Mas Mansur (1896-1946) was the first figure of Muhammadiyah, who had higher social and political influence in Indonesian independence movement struggle. And General Sudirman (1916-1950) was a Muhammadiyah figure, who was active in military, and had been national figure, who was reasonable to be followed as uswatun hasanah (role model) because of his modesty, bravery and sincerity in fighting for his country.Key words: Muhammadiyah figures, national heroes, and its roles and contributions for Indonesian and character building.About the Author: Drs. Abstract

RESUME: Salah satu budaya pertanian yang masih dikekalkan dan dipelihara di Provinsi Sulawesi Selatan, Indonesia adalah “tudang sipulung/appalili”. Jenis budaya ini adalah perbincangan yang dilakukan oleh komuniti pesawah untuk menentukan perancangan awal sebelum turun ke sawah. Kajian ini telah dijalankan di Kabupaten Gowa, Takalar, Wajo, Sidrap, dan Pinrang. Pengumpulan data diperolehi melalui pemerhatian, temubual, dan Perbincangan Kumpulan Fokus (PKF). Temubual dilaksanakan dengan memilih masing-masing 2 narasumber pesawah pada daerah pusat pengeluar utama padi; dan 2 narasumber yang terpilih, yang bukan daerah pengeluar utama padi. Dapatan kajian mendapati bahawa budaya “tudang sipulung/appalili” mempunyai peranan dalam menentukan harga margin minimum keuntungan daripada yang diperolehi oleh pesawah. Selain itu, peranan budaya ini dapat lebih ditingkatkan lagi, jika ia diintegrasikan dengan berbagai institusi tani, seperti dengan Koperasi Unit Kampung. Dapatan kajian mendapati pula bahawa faktor daripada bergesernya budaya tempatan masyarakat, tidak terkecuali dengan budaya “tudang sipulung/appalili”, sehingga tidak diamalkan lagi adalah akibat perubahan sosial didalam masyarakat, termasuklah perubahan nilai akibat teknologi, pembangunan zaman, paradigma berpikir masyarakat yang sudah bertukar, inovasi baru, dan norma agama.KATA KUNCI: Budaya “tudang sipulung/appalili”, budaya pertanian, perbincangan, teknologi moden, inovasi baru, perubahan sosial, dan masyarakat Sulawesi Selatan. ABSTRACT: “The Role of Tudang Sipulung/Appalili’s Culture and its Affected Factors to Change the Cultural Value of Agriculture in South Sulawesi”. One of the agricultural cultures today that is still maintained and preserved in Province of South Sulawesi, Indonesia is “tudang sipulung/appalili”. This is a group of communities to unite in a way sit together to discuss and determine what will be planned ahead before going down field. The research was conducted in Gowa, Takalar, Wajo, Sidrap, and Pinrang districts. Data collection method of this study was observation, interviews, and Focus Group Discussion (FGD). By interviewing each selected 2 respondent farmers from the rice producing centers; and 2 selected respondents that comes from out of rice producing center. The findings found that the culture of “tudang sipulung/appalili” has had a role in determining the minimum price of profit margin earned by farmers. Additionally, the role of this culture can be improved further if it is integrated with a variety of farming institutions, such as the Village Units Cooperative. The findings also showed that the changing factors of neglecting other local community cultures, not exceptly the “tudang sipulung/appalili” culture, so that not be applied is caused by the social changing in society, including cultures values have changed as a result of technology development, time, thinking paradigm, new innovations, and religious norms.KEY WORD: Culture of “tudang sipulung/appalili”, culture of agriculture, discussion, modern technology, new innovations, and social change.    About the Authors: Alham R. Abstract

ABSTRACT: Human development and training program are one of the important aspects in developing an organization and to improvise and upgrade the performance of their personnel. However, a few research found that 55 billion have been allocated by an organization for the purpose of conducting formal training, but only 10% training transfer occurred at workplace. This was supported by the previous research that indicated multi millions Ringgit were spend every year in training and adult education, but the increase in performance at workplace was only 10%. This article reviews the literatures related to training transfer. It will also identify the factors that influence and hinder the process of training transfer to happen. Training transfer has also influenced by these factors such as: (1) individual factor; (2) working environment factor or organizational culture, (3) organizational support factor; and (4) training design factor. This article also explores adult education theories and motivation theories. It is hoped that related to literature review on training transfer could assist us in understanding the relationship among the effective training transfer related to factors that could allow the process of transferring training to be continuously implemented and improvement can be done from time to time. Abstract

ABSTRAK: Kawalan pembangunan adalah salah satu aspek penting di dalam sistem perancangan kerana fungsinya sebagai mengawal pembangunan dan mengimplementasikan polisi-polisi perancangan daripada peringkat nasional ke peringkat tempatan. Ianya juga melibatkan pertimbangan dan keputusan didalam kawalan pembangunan di peringkat tempatan yang melibatkan organisasi, prosedur dan perlaksanaan. Kertas kerja ini mahukan mendedah dan menganalisis sistem kawalan pembangunan yang diamalkan oleh Dewan Bandaraya Kota Kinabalu khususnya dan di Sabah amnya. Jabatan Perancangan Bandar DBKK, yang juga bertindak sebagai Pihak Berkuasa Perancangan Tempatan yang dibentuk dibawah Ordinan Kerajaan Tempatan 1961, adalah menyediakan kesemua skim-skim perancangan bagi kawasan dibawah pentadbiran masing-masing dan memproses setiap permohonan pembangunan. Untuk mengenalpasti asas permasalahan yang timbul memerlukan satu pendekatan yang menyeluruh kerana ianya melibatkan pelbagai aspek. Perundangan dan sistem sedia ada cuba dipatuhi namun terdapat beberapa tekanan yang mengganggu perlaksanaannya. Abstract

RESUME: Sastra Indonesia, baik yang tradisional maupun modern, dapat dijadikan sebagai media pendidikan multikultural, karena karya-karya tersebut banyak yang berakar dari tradisi dan mengandung warna lokal pengarangnya. Aktivitas pembelajaran sastra multikultural dapat dirancang melalui berbagai kegiatan/model pembelajaran, seperti: mengapresiasi nilai-nilai tradisional dalam folklor atau cerita rakyat melalui aktivitas kelompok yang dipandu dengan pertanyaan-pertanyaan guru; pembacaan cerita; mengekspresikan perasaan lewat puisi; apresiasi drama, humor, dan cerita konyol atau kocak; menemukan simbol-simbol kultural melalui cerita atau dongeng; membandingkan cerita rakyat dengan latar kultur yang berbeda, tetapi memiliki aspek tematik yang sama atau mirip; melakukan pengintegrasian sastra dengan geografi; mengenalkan sajak anak-anak dan pengembangan estetis; mengapresiasi dan menganalisis lagu-lagu daerah; serta memberikan respon dan berdebat tentang stereotipe. Adapun problematik yang muncul dalam pembelajaran sastra multikultural, yaitu masih minimnya standar kompetensi yang berhubungan dengan sastra multikultural dalam kurikulum; guru yang belum menyadari pentingnya multikulturalisme; sumber belajar yang terbatas; dan masyarakat yang sering memberikan pajangan yang tidak edukatif. KATA KUNCI: Pembelajaran sastra, sastra multikultural, pemahaman multikulturalisme, menumbuhkan empati, dan jatidiri bangsa Indonesia. ABSTRACT: “Multicultural Literature Learning: Growing Empathy and Finding National Character through Multicultural Understanding”. Indonesian literature, both traditional and modern, can be used as a medium of multicultural education, because many of these works are rooted in tradition and local wisdom brought about by authors. Multicultural literature learning activities can be designed through the following activities/learning model: appreciating traditional values in folklore through group activities guided by the teacher questions; storytelling; expressing feelings through poetry; appreciation of drama, humor, and silly/funny stories; finding cultural symbols through stories/fables; comparing folklore of different cultural backgrounds, but having the same or similar thematic aspects; integrating literature and geography; introducing nursery rhymes and aesthetic development; appreciating and analyzing folk songs; and providing responses and arguing about stereotypes. Problems that arise in teaching multicultural literature comprise: having a lack of competency standards relating to multicultural literature in the curriculum; teachers’ unawareness of the importance of multiculturalism; limited learning resources; and insufficient provision of educational exposure. Abstract

ABSTRAK: Konsep “1Malaysia” merupakan suatu konsep yang lahir dari cetusan pemikiran Perdana Menteri Malaysia yang keenam, iaitu Datuk Seri Mohd Najib Tun Razak. Motonya yang bertajuk “rakyat didahulukan, pencapaian diutamakan” merupakan usaha sebagai sebuah negara-bangsa untuk menyatukan hubungan antara kaum di Malaysia agar sebarang persengketaan kaum boleh dielakkan dan boleh hidup dalam keadaan aman damai serta rakyat bersama-sama kerajaan boleh berganding bahu untuk memajukan negara. Oleh itu, penulisan ini bertujuan untuk membincangkan nilai-nilai murni serta mengenalpasti cabaran-cabaran dalam pelaksanaannya dalam usaha untuk memperkasakan perdamaian di Malaysia. Antaranya cara untuk menyemai dan menerapkan nilai-nilai murni yang ada dalam konsep ini terhadap seluruh rakyat Malaysia serta strategi yang perlu ada dalam usaha untuk meningkatkan pemahaman dan pengetahuan rakyat Malaysia terhadap konsep “1Malaysia”. Abstract

RESUME: Pendidikan karakter bangsa mempunyai peran strategis dalam pembangunan nasional. Untuk memenuhi hal tersebut diperlukan suatu “grand desain” pendidikan karakter sebagai bagian dari upaya membangun karakter bangsa. Regulasi pendidikan karakter diatur dalam UU (Undang-Undang) Nomor 20 Tahun 2003 tentang SISDIKNAS (Sistem Pendidikan Nasional). Penelitian ini bertujuan untuk mengkaji konstruksi model pendidikan karakter bangsa dalam mendukung kemandirian pangan dan cinta produk Indonesia berbasis tri pilar pusat pendidikan (informal, formal, dan nonformal) yang berlaku di Indonesia, dari masa pemerintahan Orde Lama (1959-1966), Orde Baru (1966-1998), sampai dengan masa Reformasi (1998-sekarang). Hasil penelitian menunjukan bahwa konstruksi model pendidikan karakter bangsa untuk mendukung kemandirian pangan dan cinta produk Indonesia, yang pernah berlaku di Indonesia, sangat beragam; dan semuanya itu tergantung pada politik pendidikan dan kebijakan pemerintah serta nomenklatur masyarakat. Pada  masa pemerintahan Orde Lama, pendidikan karakter bangsa dilakukan dalam kerangka “nation and character building”; pada masa pemerintahan Orde Baru, pendidikan karakter dilakukan dalam kerangka stabilitas nasional dan pemantapan jati diri bangsa; serta pada masa Reformasi, pendidikan karakter dilakukan dalam kerangka totalitas proses psikologis, sosial, kultural, dan bersifat multidimensional.KATA KUNCI: Pendidikan Karakter; Pembangunan Bangsa; Revolusi Mental; Kemandirian Pangan; Cinta Produk Indonesia. ABSTRACT: “Mental Revolution through Model of National Character Education for Strengthening the Food Self-Sufficiency and Love Indonesian Products”. National character education has a strategic role in national development. To meet this is needed a grand design on character education as part of efforts to build the nations character. Character education regulation stipulated in Law Number 20 Year 2003 on National Education System. This study specifically aims to study the construction of the nations character education model to support food self-sufficiency and love Indonesian products based on three central pillar of education prevailing in Indonesia (informal, formal, and nonformal educations), since the governments era of Old Order (1959-1966), New Order (1966-1998) until the Reform era (1998 to date). The results showed that the construction of the nations character education model to support food self-sufficiency and love Indonesian products, that ever applied in Indonesia, is very diverse; and overall is depending on the political education and government policies as well as the nomenclature of the community. Abstract

IKHTISAR: Objektif penulisan ini adalah untuk meninjau semula isu perumahan dalam kalangan masyarakat bandar di Malaysia, khususnya dari segi kemampuan memiliki rumah sendiri. Di samping itu, isu-isu lain berkaitan perumahan bandar seperti masalah pemilikan rumah, faktor pemilikan rumah, persepsi terhadap rumah yang dimiliki, dan sebagainya turut dibincangkan. Satu kajian berasaskan kaedah tinjauan menggunakan borang soal selidik telah dijalankan bagi tujuan tersebut di beberapa bandar terpilih di negeri Selangor, Kuala Lumpur, Pulau Pinang, dan Johor. Seramai 400 orang responden dari golongan berpendapatan rendah dan sederhana terlibat dalam tinjauan ini. Penemuan kajian menunjukkan bahawa faktor utama dalam pemilikan rumah di kawasan bandar ialah mempunyai sumber pendapatan tetap serta ketersediaan kemudahan pembiayaan, khususnya dalam bentuk pinjaman sama ada oleh kerajaan mahupun institusi kewangan swasta. Harga rumah yang terus meningkat menyebabkan usaha memiliki rumah sendiri dalam kalangan masyarakat bandar berkenaan menjadi semakin sukar. Hal ini disebabkan harga rumah masih merupakan antara faktor utama yang diambilkira oleh responden semasa hendak membeli rumah.KATA KUNCI: Rumah, pemilikan rumah, kemampuan memiliki rumah, perumahan bandar, dan pembangunan di Malaysia. ABSTRACT: The objective of this paper is to review the issue of housing among urban dwellers in Malaysia with special reference towards affordability to home ownership. In addition, other issues with regards to urban housing such as problems related to home ownership, factors contributing to home ownership, owners’ perceptions on the houses that they own, and others are also touched in this paper. For these purposes, a survey using a standard questionnaire was conducted in selected towns in the states of Selangor, Kuala Lumpur, Pulau Pinang, and Johor. A total of 400 respondents from the middle and lower income bracket groups took part in the study. Findings show that two main factors contributed to home ownership in the urban areas and these are having a stable source of income and the availability of financing facility, especially in the form of loans whether from the government or private financial institutions. As the price of property keeps increasing, efforts made to own a house by these urban dwellers become more difficult. This is largely due to the fact that the price of a house is still one of the main factors that respondents take into consideration when making the decision to buy a house. Abstract

ABSTRACT: This article discusses the formation of the major governing institutions such as Wazir, Ceteria and Manteri of Brunei in 19th century. Such institutions, in fact, manifested the long established governing practices. The appointment of Wazir and Ceteria required strict criteria, including a close relationship to the core nobility or even the Sultan’s kin. However, a Manteri was normally appointed from among the non-nobility (meaning: not Pengiran), who achieved excellence in charisma, leadership and/or influence in society. The Wazir consisted of Pengiran Bendahara, Pengiran Pemanca, Pengiran Digadong, and Pengiran Temenggung. Each of these governing institutions was granted elite roles and power under the paramount leadership of the Sultan. Their power, however, was confined to the status granted to them respectively. Their roles were not limited to political affairs, but also to economy, social development, people’s welfare, religion and state customs. The formation of the elite institutions of Wazir, Ceteria and Manteri under the authority of the Sultan had the impact on the social stratification of the ruling class on the one hand, and the ruled on the other, comprising the ordinary members of the population in 19th century. This governing structure had been designed in such a way that succeeded in uplifting the aura of the Brunei Malay Sultanate as well as buttressing the Sultanate family which prevail in the Malay world.Key words: institution of Wazir, Ceteria and Menteri, its positions and roles in the Brunei Malay Suiltanate. About the Author: Dr. Haji Awg Asbol bin Haji Mail ialah Pensyarah di Jabatan Sejarah, Fakulti Sastera dan Sains Sosial UBD (Universiti Brunei Darussalam).
