JWP (Jurnal Wacana Politik) diterbitkan dua kali dalam setahun, di mana setiap artikel yang diterbitkan telah melalui proses peer review. Beberapa isu empirik dalam sub kajian yang dibahas dalam jurnal ini antara lain politik regional dan kebijakan publik, relasi agama dan demokrasi, kampanye dan pemilu, ekonomi politik, pemilu dan partai politik, serta relasi kekuasaan dan komunikasi politik. JWP (Jurnal Wacana Politik) menggunakan sistem online (Open Journal System) mulai dari publikasi hingga proses penerbitan. Jurnal Wacana Politik mengundang para penulis dari kalangan akademisi, mahasiswa, birokrat, dan LSM untuk mengunggah artikel hasil penelitian atau kajian kepustakaannya. Setiap artikel dituntut memenuhi standar penulisan karya ilmiah yang beretika. Saat ini, Jurnal Wacana Politik terbit berkala dua kali dalam satu tahun yaitu pada bulan Maret dan Oktober.

The relations between democray and development has become wide discussion since world war two until now. The question rised whether democracy supports development or development supports democracy both in central and local level. Democracy has been choosed in manycountries. Democracy marked by participation needed in development. Furthermore, democracy needs better people’s capacity which only can be done in the development process. Comprehensive development concept stresses on the people. People become subject and object in the development. People’s participation makes the result of development suits with the need of the people. There is an opinion that comprehensive development process might support democratization process.

Liberal democracy has been chosen as a model and political mechanism after Soeharto era. One of its triumphs is local election that becomes a political instrument of democratisation at regional level. Many scholars believe that local democratisation in Indonesia enables local people to involve more actively in the political process. This political exercise in some cases, however, results in a paradoxical impact on Indonesian political realm today, as some practices of political dynasty frequently emerge. Using participatory point of view, this article aims to discuss why such political dynasty can possibly emerge within an electoral system, what factors cause it and how its consequences on the practice of local democracy in Indonesia in the future. Through the literature studies, we argue that although the liberal democratisation in Indonesia is successful in making local politics institutionally more democratic, it still suffers a lot of deficiencies and limitations especially in terms of accommodating people’s participation at local level.

ABSTRAK Dewan Kehormatan Penyelenggara Pemilu (DKPP), menjadi lembaga yang turut menciptakan pemilu yang demokratis, berkualitas dan berintegritas. Sebagai lembaga baru yang terlibat dalam penyelenggaraan pemilu, DKPP dibebankan dengan banyak kasus sengketa etika pemilu pada babak baru sejarah pemilu daerah serentak di Indonesia Tahun 2015. Penelitian ini mengambil lokus di Jawa Barat sebagai salah satu daerah yang menyelenggarakan pemilu serentak di Tahun 2015 yang memiliki 26 dugaan pelanggaran etik yang ditangani oleh DKPP. Evaluasi kinerja didasarkan pada penggunaan enam wewenang DKPP yang dinilai dengan prinsip-prinsip pemilu berintegritas. Penelitian ini menggunakan metode kualitatif dengan melakukan pengumpulan data melalui proses focus group discussion, survey, wawancara dan analisis dokumen dalam kurun waktu September-November 2016. Hasil yang diperoleh, secara kualitiatif DKPP sudah berupaya melaksanakan prinsip-prinsip penyelenggara pemilu berintegritas dalam penanganan setiap kasus etika yang ada di pemilukada serentak Jawa Barat Tahun 2015. Kata Kunci: integritas penyelenggara pemilu, integritas pemilu, kode etik ABSTRACT The Honorary Electoral Council (DKPP) becomes an institution that helps creating democratic, qualified and integrated elections. As a new institution involved in the elections process, DKPP is incharged with many cases of electoral ethical disputes in the new round of regional elections in Indonesia in 2015. This research takes locus in West Java as one of the regions that hold simultaneous elections in the year 2015 which has 26 alleged violation of ethics handled by DKPP. Performance evaluation is based on the implementation of DKPP’s tasks and authority which are assessed by integrated electoral management body’s principles. This research uses qualitative method by collecting data through focus group discussion, survey, interviews and document analysis during September-November 2016. The result shows that DKPP has tried to implement the principles of integrated electoral organizer in handling each case of code of ethics violation during the simultaneous election in West Java in 2015. In several literatures of Indonesian political thought, the ideas of socialism has been claimed as the doctrine came from and influenced by western political thought. On the other side, Islam political thought has been seemed as the doctrine came from Indonesia traditional heritages. These view was rejected by H.O.S. Tjokroaminoto who argues that socialism has been established and flourished inthe Islamic tradition before it was developed in the West. This article tries to describe H.O.S. Tjokroaminoto’s political thought about Islamic socialism which was constructed in the Islamic tradition rooted from Al-Quran and As-Sunnah.

Neo modernism emerged as a critical discourse face the phenomenon of modernist Islamic thought that emphasizes reason and ratio in view of the existence of religion in a struggle and debate ideas discourse on Islam and society. In the neo modernism discourse, the phenomenon of religious exclusivity becomes a very important study. Exclusive theology is used by some hard-line Islamic groups to judge other religions or other Islamic groups that are not inline with Islam that they believe to be the real truth. Neo modernism evolved to respons this religious exclusivity and the religious inclusivity comes to make a new discourse on Islam which has the main idea of an understanding of the universal message delivered by God not only to one particular religion but also to other religions in the scriptures each. The efforts to avoid subjectivity of religion and promote objectivity in the social sphere in Nurcholish Madjid’s thought will not reduce the religious existence, but will make it more effective and elegant can also be easily accepted by modern society without suspicion.

Pengadopsian sistem presidensial multipartai di Indonesia sejak tahun 2004 berpotensi menyebabkan gangguan terhadap stabilitas dan efektivitas penyelenggaraan pemerintahan, karena disharmoni relasi antara Dewan Perwakilan Rakyat dan Presiden. Terlebih, tidak terlihat adanya peran yang signifikan dari dua kamar lain di badan legislatif yaitu Majelis Permusyawaratan Rakyat dan Dewan Perwakilan Daerah dalam memoderasi konflik antara Dewan Perwakilan Rakyat dan Presiden. Tulisan ini menggunakan pendekatan relasi legislatif dan eksekutif dalam sistem presidensial multipartai serta teori sistem perwakilan untuk menggambarkan hubungan antara badan legislatif dan eksekutif di Indonesia serta memberikan alternatif solusi untuk mengembangkan relasi yang harmonis antara lembaga eksekutif dan legislatif dengan melakukan reposisi terhadap lembaga legislatif. Tulisan ini menawarkan dua alternatif reposisi: pertama, pengadopsian sistem bikameral kuat atau bikameral simetris, dan kedua, memformalisasikan peran Majelis Permusyawaratan Rakyat sebagai forum musyawarah tertinggi untuk merumuskan haluan negara.

After the UUD 1945 amendment, there is fundamental change in the Indonesian governmental system. This changes well-marked with the facts that after amandement there is an alteration to the patern of president or vice president election, and the regulation of the relation between president and DPR. This changes has influence the president political responsibility after amandement.

DPR-RI oversight in TNI (military) Business have very important role in forming of professional and reliable TNI, despitefully DPR-RI oversight also useful to link citizen priority and views in rule of policy and law in defence area. The purpose of this research is to analyze the oversight mechanism conducted by DPR-RI in the case of military business. Theory used by researcher in conducting this research is theory of parliamentary oversight, which is conducting through various mechanism which available in parliament, that is: passing debate mechanism; passing existence of commission; and through raised questions when in meeting. This research used qualitative method,and data research was obtained from primary and secondary data. Primary data was gained through observation and interview. Based on the research, the oversight mechanism have been run by first commission of DPR-RI was still weaken, on the other side the parliament (DPR) also lack in creating an effective oversight, where this matter because of some factors, such as: the lack of political willingness of parliamentary member, lack of positive supervision practices and the limited information had by DPR.

Gagasan terselenggaranya pemilihan umum serentak 2019 membawa konsekuensi politik secara nasional dan daerah. Putusan Mahkamah Konstitusi Nomor 14/PUU-XI/2013 perkara pengujian konstitusionalitas UU Nomor 42 Tahun 2008 Tentang Pemilihan Umum Presiden dan Wakil Presiden merupakan putusan final. Pelaksanaan putusan MK ini tentunya membawa implikasi dan tantangan besar bagi bangsa Indonesia dalam perbaikan sistem politik dan demokrasi yang lebih matang. Efektivitas pemilu serentak 2019 masih menjadi perdebatan publik, UU Pemilu yang baru disahkan sebagai payung hukum Pemilu 2019 masih dalam proses uji materi di Mahkamah Konstitusi. Secara teoritik pemilu serentak 2019 sangat memungkinkan untuk dilaksanakan apalagi jika melihat dinamika politik Indonesia yang semakin baik sejak era reformasi. Hal utama yang harus menjadi kesepakatan bersama adalah sistem pemilu hanyalah sebuah instrumen dalam sistem demokrasi, instrumen ini tentunya dapat disesuaikan dan diubah tergantung dengan kondisional dan tujuan suatu negara. Pemilu 2019 akan menjadi indikator dalam sistem demokrasi langsung dimana orang dapat berpartisipasi dalam pilihan politik mereka.

After election commission passed Nasdem Party to participate in the 2014 elections, the party is now headed by Surya Paloh reap discord. The split was marked by the release of Hary Tanoe Soedibjo, Chairman of the Board of Expert Nasdem Party. Hary Tanoe addition, Secretary-General Ahmad Rofik, Saiful Haq Deputy Secretary-General, and the Chairman of the Internal DPP Nasdem Tirtana Endang also resigned from the party Nasdem. The resignation was caused by disagreement with Surya Paloh who plans to overhaul the management of board center. The purpose of this study was to determine the internal conflict and branding of Nasdem Political Party In Legislative Election Year 2014. The result shows Nasdem internal conflict as a conflict of interest due to the race for Chairman Nasdem between Surya Paloh and Hary Tanoe Sudibjo. This conflict resulted the resignation Hary Tanoe and followed by Nasdem cadres in several regions in Indonesia. Nasdem administrators in several regions in Indonesia who resigned are the supporters of Hary Tanoe. Impact in the community is its lack of public confidence in Nasdem as new party that is expected to bring positive change so that this conflict can interfere with imaging Nasdem the 2014 Elections.
