Abstract

Krueng Jambo Balee River, which is a tributary in Krueng Jambo Aye river basin, flows through the Pertagas pipeline installation (RoW, right of way), at segment of Sta. 8+500 to Sta. 8+600. Flooding that occurred at RoW Jambo Balee was caused by the draining capacity of the existing culverts which were unsufficient to flow discharge from the upstream river, thus inundating the surrounding area, and overtopping occurred on the RoW. This condition is a serious problem for the security of vital objects for the oil and gas industry, as well as disrupting the activities of the surrounding people who use the RoW as a village road. The analysis in this study aims to design alternative types and dimensions of flood control structures, i.e in this study is culverts. The alternatives were analyzed using HEC-RAS model. The modeling results show that the net width of the culvert needed to allow floods to pass through the 25-year return period is 8.5 meters, height of the culvert from the riverbed is 3,0 meters, and the width follows the width of the RoW, i.e. 6.0 meters. The water level profile for the magnitude of the 25-year flood gives a flood water level of 2.39 m from the river bed (elevation +36.39 m), where the inlet is not submerged. This study provides a technical plan for the design of culverts for river management, as well as flood management and control measures at the RoW Jambo Balee.

Abstract

Aside caused by an increase in the community's need for vehicle transportation facilities, road damage can also be caused by the condition of the soil base, unstable pavement and weathering of the soil surface. Immediate handling this situation is needed to prevent complexity due to road damage. The aimed of this study was to identify the relationship between the level of road damage and the cost of damage repair. This research was conducted on the 3.5 km at Keuniree-Simpang Sanggeu road which is divided into 7 segments. Primary data were selected by actual field surveys which are geometric data and the level of road damage. While the estimated repair costs were obtained from the area of road damage multiplied by the unit price of the work. A linear and non-linear regression analysis was used to analyze the relationship between independent (road demage) and dependen (cost of estimate demage repair) variables. The results showed that from the five models of linear and non-linear regression analysis (logarithmic, quadratic, cubic, and exponential), it was known that the level of road damage was significantly correlated to coat of damage repair (p=0.001). Based on the results of SEE and RMS can be known that the cubic regression model is the best mathematical equation in estimating repair costs (R=0,997) with the equation . This shows that the higher the road damage, the lower the repair costs and the lower the road damage, the higher cost is needed.

Abstract

Banda Aceh has nine sub-districts. These sub-districts have different levels of infrastructure growth. This will make it difficult for the government to make policies or decisions to determine a good strategy for developing sub-districts in Banda Aceh City. To make it easier to make a policy in terms of infrastructure development for the sub-district, it is necessary to cluster the area in Banda Aceh City. Regional clustering will group regions with the same level of development. This will make it easier for the government to make a decision. In this study, there were eight infrastructure indices, roads, electricity, water, solid waste, telecommunications, wastewater, drainage, and green open spaces (RTH). From the results of the study, it was found that the discussion of Banda Aceh City can be divided into 3 clusters. The first clustering is a cluster that does not have a prominent advantage over the eight variables but has the lowest variable level in the fields of roads, garbage, and wastewater. The sub-districts included in the first clustering are Kuta Alam District and Syiah Kuala District. The second clustering is clustering which has the highest variables in the field of drainage and roads but has the lowest variables in the fields of green open space and drinking water. The sub-districts included in the second clustering are Baiturrahman District, Banda Raya District, Jaya Baru District, Leung Bata District, and Ulee Kareng District. The third clustering is the cluster that has the highest variables in the field of solid waste, drinking water, wastewater, and green open space but has the lowest variable in the drainage sector. From the results of the Analytical Hierarchy Process (AHP), it is found that development priorities are road construction, green open space, electricity, drinking water, telecommunications, wastewater, drainage, and finally solid waste. The results of the SWOT analysis show that the graph is located in the strength and opportunity sections. So the policy taken for the future is the main focus on the construction of infrastructure for solid waste, wastewater, green open space, and telecommunications.

Abstract

Bireuen Terminal is a Type B Terminal located in Geulumpang Payong Village, Jeumpa District, Bireuen Regency. The existence of the Bireuen Terminal has not been functioned optimally, due to the lack of activity that occurs in the terminal environment. In addition, the presence of a shadow terminal is also one of the causes of the lack of activity in the terminal. This research aims to investigate factors that affect the malfunctioning of Bireun terminal. This research was carried out by making direct observations at the research site and also distributing questionnaires to research informants consisting of the Aceh Provincial Transportation Office as well as Organda and DPRK Bireuen. Selection of informants (key persons) using purposive sampling techniques. Data analysis uses the Process Hierarchy Analysis (AHP) method with criteria, namely: road service level, accessibility, terminal facilities and management, environmental comfort and environmental safety. The results of the analysis show that the Bireuen Terminal has not met the requirements as a Type B Terminal. The main factors affecting the malfunctioning of the Bireuen Terminal were obtained from the accessibility criterion with a weight value of 0.327, the facility and terminal management criteria with a weight value of 0.307, the road service level criterion with a weight value of 0.157, the environmental safety criterion with a weight value of 0.113 and the environmental comfort criterion with a weight value of 0.100. The first alternative that needs to be optimized so that Bireuen Terminal works again, is the alternative location of the terminal that is easy to reach which is contained in the accessibility criteria, which indicates that this alternative is the most important alternative compared to other alternatives. Followed by alternative facilities in the terminal are adequate which are contained in the criteria for facilities and terminal management.

Abstract

City branding has been widely applied in cities in Indonesia, including the city of Surabaya. However, the branding efforts implemented are still not running properly. In the case of Surabaya City, there is still a separation between Surabaya's physical identity and the identity associated with the citizens. Thus this research was conducted with the aim to identify the city's identity as associated by the citizens of Surabaya. The research method used is a quantitative method with analytical techniques namely descriptive statistics. The results of this study indicate that the current image of the city of Surabaya associated with its citizens is a smart city. The implementation of smart city innovations has an effect on increasing the positive image of Surabaya. This positive image then influences satisfaction and increase their long-term commitment to stay. Even so, government intervention is still needed to improve smart mobility services and increase citizen participation in utilizing smart city services. These findings indicate that currently the Surabaya's city image has changed in a positive direction towards its technological innovations. The results of this study contribute in enriching knowledge related to the influence of smart cities in the formation of Surabaya's city image.

Abstract

The December 2004 earthquake and tsunami in Aceh still have an impact on buildings. The Korem 012/TU Mess Building Ujong Karang Meulaboh, Aceh Province is one of the buildings affected. Structural strengthening is required by comparing the strength of the existing building with the strength of the planned building. The structural strengthening method used in this research is the concrete jacketing construction method. This study aims to evaluate and compare how much the column capacity, internal force and floor deviation before and after the column is reinforced with the concrete jacketing method. There were several loads assigned to the structure, i.e., dead, live, wind, and earthquake loads. As for the analysis, the load combinations were considered. The research method used is the graphical and tabular analysis method analyzed using SAP2000 Version 22 software by making 2 existing models and plans, the reinforcement system is carried out on the 1st floor columns totaling 14 columns. This research resulted in the maximum moment, maximum shear force, and maximum axial force before and after the columns were reinforced with a percentage increase of 31%, 23%, 35% respectively. The maximum deviation between floors in the "Y" direction that occurred in the columns before reinforcement was 9.686 mm. From the analysis, it can be seen that the column capacity after strengthening with jacketing method is 3257.30 kN compared to 1299.54 kN before strengthening, so there is a difference of 1957.76 kN increase in column capacity.

Abstract

Based on the number of work accidents in the construction industry sector that get a relatively high percentage, it is necessary to identify the application of SMKK through the research "Analysis of the Occupational Safety and Health Management System (SMKK) there is a Construction Project (Case Study on the Bts. Aceh Tengah / Nagan Raya Road Preservation Project - Lhok Seumot - Jeuram)" . Therefore, this study aims to find out the extent of the application of SMKK to road construction work and find out the perception of construction actors in the work towards the application of SMKK. This research was conducted by distributing SMKK questionnaires to correspondents consisting of owners, supervising consultants, project work implementers and sub-implementers of work. SMKK questionnaire sampling uses a simple random sampling technique or a simple random sample to be used as a sample. The preparation of the SMKK questionnaire was first carried out a validity test. The Princple Component Analysis (PCA) factor analysis method is used to explore the relationship between factors and smkk application indicators using SPSS Statistics software. The results of the rotation of factors and the variance of factors formed that affect or that are of concern to respondents to the application of SMKK at the job location are (1) K3 audit and evaluation factors of 30.52%; (2) K3 communication and training factor of 7.73%; (3) K3 discipline and communication factor of 6.99%; (4) K3 communication, inspection and investigation factors of 6.33%; (5) communication and K3 policy factors of 5.61%; (6) procedural and coordination factors of 5.10%; (7) responsibility and commitment factors of 4.67%; (8) the K3 responsibility and policy factor of 4.01%; and (9) the K3 evaluation factor of 3.68%. The results of the factor analysis show that respondents or construction workers tend to pay more attention to the audit and evaluation of K3 as the application of SMKK at the location of the Bts. Aceh Tengah / Nagan Raya Lhok Seumot-Jeuram road preservation project.

Abstract

Bili-Bili reservoir functions as flood control, raw water service, irrigation, river maintenance and hydropower. Every year Bili-Bili Reservoir has a reduction in storage capacity, effective storage and sediment storage, it affects the availability of water and condition of the reservoir. During the 20 years of operation, there has been a reduction in effective storage reservoir by 99,27 million m3. Likewise, sediment storage area experienced a very significant change in storage capacity in 2019 of 840 thousand m3 than design, which was 99,27 million m3. To reduced storage capacity, it is necessary to adjust reservoir operating by optimizing reservoir operating rules. Optimization model used is dynamic programming method with CSUDP software. Purpose of this study to optimize operating rule Bili-Bili Reservoir in accordance with storage capacity. Evaluation by analyzing the reservoir performance which includes reliability, resilience and vulnerability in existing conditions. Optimization using a dynamic program with an objective function to minimize the relative difference between target and release. Based on results of analysis, performance optimized operating rule is better than performance existing operating rule. In existing conditions, reliability of reservoir is obtained to supply water needs 71,66%, maximum deficit ratio is 80% with Tgagal 10,2 periods, vulnerability is 76% and water deficit value in water supply needs 2741,33 million m3. After optimization reservoir, reliability increased to 94,79%. This means that reservoirs can water supply up to 23,13% greater than reliability existing reservoirs. Value of resilience in optimization reservoir operation is 0,17 and maximum deficit ratio 42%.  Tgagal value is 5,83 periods and amount of water deficit in serves reservoir is 515,7 million m3.

Abstract

The implementation of construction projects in Aceh province since the beginning of 2020 until now has been impacted during the 2019 coronavirus disease (Covid-19) pandemic. One of the significant impacts is the disruption of the supply chain, which hinders the implementation of construction projects. Hence, it is necessary to conduct investigations to determine the dominant factors and factors affected by the Covid-19 pandemic in the implementation of construction projects in Aceh province. The construction projects audited are construction projects, roads, bridges, drainage, irrigation, reservoirs and weirs, to be completed by a construction company in Aceh Province using 2020 and 2021 sources of funding from the Aceh Revenue and Expenditure Budget of Aceh (APBA). were Research This method uses a mixed methods approach through a questionnaire. The respondents were addressed to the project manager/construction manager/supervisor of the executing company. The population of construction projects in Aceh province during the Covid-19 pandemic for 2020 and 2021 was 221 companies/packages, while the sample consisted of 165 companies/packages. A proportionally stratified random sample is used as the sampling method. The data analysis technique used descriptive statistics, validity testing, reliability testing, and PCA using Statistical Product and Service Solution (SPSS) software. The results showed that the factors influenced by the Covid-19 pandemic in the implementation of construction projects in Aceh province were 6 factors, namely area restrictions, implementation methods, project costs, physical distancing, insecurity and financial factors of the contractor with a Variance (percentage of use) of 59.104%. The dominant factor affected by the Covid-19 pandemic in the implementation of construction projects in Aceh province is the area constraint factor with a variance of 18.848%.

Abstract

The spillway as a complementary building for the dam functions to release a volume of water that is not accommodated in the dam during a flood (overtopping). To support the continuity of the function of the dam, a safety factor is needed to avoid the potential failure of the weir construction. One of the safety of dams is safety against hydraulic failure, namely cavitation. This problem is caused by an increase in the water level from the dam which can cause changes in flow characteristics and result in damage to the spillway overpass building. The characteristics of the flow passing through the spillway will depend on the shape and nature of the crest of the overflow itself. The phenomenon of cavitation can be observed from a physical model of the dam. The physical model was designed according to the construction plan for the Krueng Sabee Dam which was carried out at the River and Beach Laboratory of the Faculty of Engineering, Syiah Kuala University with a model scale of 1: 30. The outflow discharge from the crest of the spillway is discharged with return periods of 2, 5, 10, 25, 50, 100  and 1000 years. The Krueng Sabee Dam, which is located in Aceh Jaya Regency, Aceh Province, is a multi-purpose dam. This research aims to study the cavitation that occurs in the spillway crest according to the planning of the Krueng Sabee Dam using a physical model test. The research analysis method used to calculate the cavitation safety value is the calculation of the cavitation index. The cavitation index value is affected by pressure and flow velocity. The results of the analysis show that the cavitation index value at each measurement point is greater than 1. Based on the results of the analysis of the cavitation index, its show that cavitation does not occur in the spillway crest of the Krueng Sabee Dam at all return periods, so there is no need for surface protection of the spillway crest.
