Abstract

Based on data from Indonesia Corruption Watch (ICW) in 2018, health sector corruption cases caused state losses of Rp 3.7 billion. This study aims to measure corruption knowledge and the urgency of anti-corruption education in Faculty of Public Health University of Indonesia (FKM UI). A quick survey was conducted on 198 students, in addition to interviews with experts. The results of the study showed that knowledge about corruption was still low at 64.64 %. There is full support of students (100%) of the importance of anti-corruption education and also from all experts. The support of integration of anti-corruption education with curriculum is delivered by 92, 4% respondent. The discussion, case studies and role-play became the most proposed on learning methods. The low knowledge of anti-corruption reinforces the urgency of anti-corruption education integrated with curriculum. Campus has the opportunity with the availability of expertise and support of infrastructure, in addition to the challenges of adjusting the curriculum.

Abstract

At schools, campuses, or class-based courses, anti-corruption education seems to focus mainly on transferring theoretical knowledge that is included into various subjects. As such, anti-corruption contents and behaviors might not be substantially addressed across courses. Consequently, student acquisition of anti-corruption knowledge and behaviors are not properly assessed. Drawing on literature review method, this article examines such reports that are based on critical pedagogy. It found that critical pedagogy is relevant to bring anti-corruption learning practices into real action against corruption. Therefore, by employing critical pedagogy perspective, the learning practice will build students’ critical consciousness about the disadvantages and losses caused by corruption and how they should take into action against it properly. Based on the principles of stand-point theory, democratic attitude, contextuality, and action-oriented outlook, critical pedagogy can work as a guide for the anti-corruption education program and it could be organized collaboratively by engaging many stakeholders (inside and outside the schools) and using a cross-curricular approach.

Abstract

Even though 2019 Indonesia’s research fund rising to 0.28% of GDP, its expenditure is dominated by operational cost rather than to actual research cost. The operational cost is also tended to skyrocket from 2016 and reach 47.22% of the total cost in 2019. Besides the allocation inappropriateness, research fund is allegedly misused in forms of fictitious research, overlapped activities, fund reduction to 10%-50%, unregulated allocation and use, and budget deposition. Therefore, Corruption Eradiacation Commission was conducting a study using policy research based on qualitative approach in order to identify problems and formulate research policy corrective recommendation. Based on the study, the main research problems experienced by Indonesia was caused by the absence of detailed standard regarding to definition, sources, use mechanism, budget monitoring of research fund as well as the unclear research expenditure component. These problems potentially escalate the researcher’s mens rea to manipulate their research activities. Therefore, the government and stakeholders are encouraged to regulate in detail including those problems which is applied to all research institution.

Abstract

The widespread of corruption in public services is not only triggered by its poor system but also by the moral vulnerability of the state officials. This study aims to give a comprehensive account of the prevention of corruption in public services, specifically in the criminal policy domain. The study presents normative legal research through statute and conceptual approaches. In line with the corruption issue, the government needs to take adequate and relevant strategies to eradicate corruption. They include adopting crime prevention theory such as situational crime prevention, enhancing ethical and professional employee culture through good corporate governance, imposing strict sanctions for unprofessional employees, maximizing incentives for professional employees, disseminating massive and systematic impact of corruption in natural resource sectors, implementing an integrated online-based licensing system, reforming the public service, and improving the license approval process.

Abstract

Celebrating its fifth-year of implementation, the National Health Insurance System (NHIS) have been facing several problems including the chronic deficit on Healthcare and Social Security Fund (HSSF) up to 11,69 Trillion Rupiah. Using a descriptive qualitative and quantitative method, The Corruption Eradication Commission conducted a research to examine the cause of deficit by looking at the governance and corruption prevention mechanism in this policy. The result of this study highlights and suggests significant improvement on strategic purchasing policies, operational side, and contribution collection, so that the NHIS program can run more effectively, efficiently, and also able to close the loopholes

Abstract

Infrastructure Availability such as government buildings, schools, hospitals are pivotal to underpin public services. The existence of infrastructure like irrigations, ports, roads, bridges, are also important to support social and economic activities of the people. However, the process of procurement in acquiring contractor may be tainted by corruption. This article examines various court decisions which have been final and binding. Three of the selected decisions are appealing to be discussed further, because it is doubted that the legal enforcers have been appropriately enforcing the law and understanding the context. On the first case, the legal enforcers have enforced the anti-corruption law to cases which are detrimental to the state finance. However, the substance of the cases is more suitably categorized as bribery or at least as gratification. On the last two cases, the legal enforcers have applied anti-corruption law for cases that cause the state financial loss. Nevertheless, from the perspective of civil engineering, whether the defendants were guilty are still debatable.

Abstract

The Covid-19 pandemic that occurred in almost all countries has caused an economic crisis for various countries, including Indonesia. To maintain the level of consumption and minimize the increase in poverty due to the pandemic, the government provides social assistance for people who are affected economically. However, social assistance which is supposed to be a means of stabilizing the people’s economy is misused. Various problems occurred in the distribution of social assistance, starting from the unqualified recipient chosen, the reduced value of the cash, corruption, and embezzlement. The author designed Si Pansos as an electronic-based information system website containing information management, distribution, and reports regarding to the social assistance. Si Pansos is an application employing the principles of accountability and transparency in public services. The method used in this paper is a normative juridical approach to legislation, a case approach, and a conceptual approach.

Abstract

Village funds, which are routinely provided by the central government to villages, is prone to be a corruption subject. This study aims to describe the urgency of community participation and the efforts made to increase it in order to prevent corruption act. Thus, optimum quality of public services in the village can be improved. This research employs descriptive qualitative method with literature study. The results of this study urge the improvement of community participation in preventing corruption considering that the village huge economic potential is also standing side by side with high poverty rate. Furthermore, it is revealed that the vulnerability of corruption in the village occurred due to the lack of accountability and community participation in its financial management. Several efforts can be performed to increase public participation in preventing corruption such as by; 1) providing adequate access to program information and village budgets, 2) developing public awareness to participate in the program, 3) providing easy communication access to village officials, 4) optimizing village community organizations, and 5) optimizing the role of BPD.

Abstract

Literacy service of Rumah Kreatif Wadas Kelir Community is carried out through communication and interaction between volunteer and society. The service includes borrowing and returning literacy book, educational and religious activity, skill assistance, and financial service. In this literacy service, the volunteers portray integrity character based on moral ethic and humanity. The integrity character plays a vital role in enhancing society trust which in turn significantly contribute to the development of Rumah Kreatif Wadas Kelir Community. The success of this integrity character implementation means that the internalization of integrity character in society has been successfully carried out. In addition, the integrity character has become a collective character that is upheld by society in enhancing their dignity and improving their environment. The Integrity character of society significantly contribute to the development of both society and Rumah Kreatif Wadas Kelir Literacy Community concerning education, economy, religion, and socio-culture.

Abstract

This study aims to determine the implementation of BLT-DD disbursement undertaken by Pasardesa.id. This study employs a qualitative approach with case study method. Legal indicators, transparency, participation, and accountability were used to investigate the data collection management as well as the disbursement of BLT-DD through Pasardesa.id as a tool to fight against corruption. The disbursement of BLT-DD through Pasardesa.id is a policy innovation of a public service. The diversion form of direct cash transfer into balance of basic needs (sembako) potentially reduces the corruption risk. Further, the establishment of clear and transparent nature of data and BLT-DD disbursement plays a vital role in sustaining good governance. In addition, transparency and community’s participation are the key for the success of monitoring BTL-DD policy. To combat corruption, the establishment of transparent nature of data and the implementation of BLT-DD disbursement through Pasardesa.id provide greater opportunity to achieve high and measurable accountability performed by Panggungharjo Village.
