Abstract

This study aims to see the impact of the pandemic on MSMEs in Bantul Regency. Considering the Covid-19 pandemic has spread throughout the world and is a threat to all countries including Indonesia. DIY is one of the areas that has received the impact of the Covid-19 pandemic, especially in the economic sector, considering that DIY is a tourism object as well as a student city. The decline in the number of MSMEs was due to market demand for goods and services due to the Covid-19 pandemic. This will certainly affect the income and turnover of the business owner. The regional government that runs and regulates regional government plays an important role in handling and reducing the impact of the Covid-19 pandemic. The research was conducted using qualitative research methods, with data obtained from interviews and documentation. The results show that the Bantul Regency KUKMP Office is quite responsive in handling MSMEs affected by the Covid-19 pandemic, especially in terms of attitude and policy making that refers to the problems and complaints of MSMEs in Bantul Regency. However, there is one aspect that must be improved, namely the placement and participation of MSMEs in the service system, in this case the policies and activities or programs that are carried out.

Abstract

This study aims to look at the quality of service in the process of transforming administrative services from an offline system to an online system provided by the Department of Population and Civil Registration of Bekasi Regency during the Covid-19 pandemic. This study was analyzed based on the Theory of Application of E-Government as a result of studies and research from the Harvard JFK School of Government which has the dimensions of Support, Cappacity and Value. The method used in this research is descriptive-qualitative. This paper has succeeded in finding that the Department of Population and Civil Registration of Bekasi Regency has been able to improve the quality of services in the midst of the Covid-19 pandemic which limits the activities of the community, including the processing of administrative documents by providing online services. However, in the process of transforming the online service system, it still has some shortcomings in terms of the facilities provided.

Abstract

Currently, the world is experiencing an era of disruption. This encourages changes in public sector business processes that impact old business models that must be adapted to the times, so service ideology must also follow the technological era. This study aimed to analyze the effectiveness of using an online registration application at the Kantor Imigrasi Kelas I TPI Samarinda. The method used in this study uses a qualitative descriptive approach with observation, interviews, and documents techniques. It uses the Mary de Chesnay Qualitative Data analysis model with the stages of data collection, raw data description, data reduction, data categorization, and constructing categorical relationships. The results showed that the implementation of APAPO at the Kantor Imigrasi Kelas 1 TPI Samarinda has been running effectively. This is illustrated by the absence of queues, the quota of passport applicants at APAPO provided is always available, and there is no brokering practice. APAPO outreach has been held through social media such as Instagram, Facebook, Twitter, and on print media in the form of newspapers, brochures, pamphlets, banners, and display screens. The existence of APAPO at the Kantor Imigrasi Kelas 1 TPI Samarinda really helps the community be more effective in making passports and becomes more efficient because it saves time and costs compared to before using the offline queue. Another finding that is no less important is that there are inhibiting factors in applying APAPO. At the same time, the obstacles are network quality constraints, applications that sometimes error, websites that cannot be reached to register online, and APAPO, which can only be uploaded via mobile phones with the Android system and literacy. Digital society is still low.

Abstract

The aims of this research are to find out and analyze the influence of human resources, leadership style and work ethic of employees performance in Cooperatives and SME office in Kepulauan Riau Province. This research is an explanatory research which explains the relationship between the variables through testing hypotheses. The sampling technique uses representative sampling method. Sampling of the research amounted to 69 employees, samples taken from the entire population. The instrument for measuring the variation of questions is using the Likert Scale with a score of 1-5. Data analysis techniques using SPSS (Statistical package for social sciences). The results of the research shows that partially human resources and leadership style have a significant effect on work performance except work ethic has no significant effect and all dependent variables simultaneously influence towards work performance. Based on the results of this research, some recommended for practical implementation are organizational work ethic will be associated with higher work performance and strengthen the effectiveness of leadership style through the determination of leader.

Abstract

This study aims to determine how the strategy to strengthen the organization through functional tasks in the regional secretariat of the Riau Islands Province. Most of the administrator positions and all supervisory positions within the Regional Secretariat of the Riau Islands Province will be appointed to functional positions. The number of Supervisory and Position Administrator positions currently available is more than the available functional positions plus the job competency requirements. This research is a quantitative research that uses Leavitt's Diamond analysis. In Leavitt's Diamond, an organization is a connected piece, and changing one component can affect another. There are 4 components of the analysis carried out, namely the components of the task (task), people (people), technology (technology), tasks (task). The findings in this study are, 50% of respondents doubt that equalization can strengthen the organization, 68.4% of respondents consider that equalization policy is a new challenge, 64.8% of respondents will be able to fulfill functional position competencies. this is confirmed by 67.6% of respondents who really hope to have a competency development plan and hope to be included in these competency development activities. Based on the above reality, it encourages the Riau Islands provincial government to make efforts to develop human resources through increasing managerial competence, increasing competence, proportionally developing functional position competencies, compiling adaptive and dynamic work maps, compiling Competency Development Needs Analysis (AKPK) documents and conducting selections. internal equalization of functional positions and evaluation of the equalization of positions. In the future, it is hoped that there will be further research on evaluating the competency gap of positions after the implementation of the equalization of positions.

Abstract

The smallest administrative unit in West Sumatra is not known as the village government but the Nagari government. West Sumatra uses the name Nagari Government to respond to the implementation of regional autonomy, which gives local governments the freedom to manage their government according to their respective local wisdom. It has the same main tasks and functions. In terms of public policymaking (policy formulation), there is still an element of adat in the policy formulation process. West Sumatra involved several actors in making this Nagari regulation, including Walinagari and its apparatus, BPRN (Nagari People's Representative Body), and KAN (Nagari Customary Density). What often happens is that many Nagari governments issue Nagari regulations based on routine activities. In contrast, regulations that are derived from people's aspirations can be said to have not existed in the 2017-2019 period. As happened in 6 Nagari in the salimpaung sub-district, there is no Nagari regulation made based on the community's needs. So far, the Nagari regulations are made to meet the needs of routine activities such as the preparation of the Nagari budget and development plans. This phenomenon has attracted the attention of researchers because the Nagari government also has the responsibility to make rules according to the needs of the community. The researcher also wants to know how the community participates in the process of formulating Nagari regulations, can these Nagari regulations be by the people's choices

Abstract

The purpose of writing this article is to review the effectiveness of data collection and distribution of Village Fund Cash Direct Assistance in terms of timing, effectiveness in determining the choice of distribution of Village Fund Cash Direct Assistance, and effectiveness in targeting the selection of the Suak Puntong village community who are entitled to receive direct cash assistance. Village Fund. The focus of the problem is seen from the decisions of the village apparatus in determining the selection of Candidates for the Village Fund Direct Cash Assistance, the period of receipt of the Village Fund Cash Direct Assistance, as well as the evaluation of the local community towards the people who receive this program. The method used in this research is a qualitative research method with a descriptive approach. Data collection was taken by interviewing, observing and documenting the local community and several village government officials. Other data used was in the form of a document for distributing BLT-Village Funds sourced from the Suak Puntong village office. The results of this study indicate that the distribution of BLT-Village Funds in terms of timeliness has not been fully declared effective, in terms of accuracy in determining choices and accuracy of targets, although errors occur at the beginning, they can be handled properly.

Abstract

Performance at the Department of Population and Civil Registration of Kupang Regency did not reach the target. Employee performance control by organizational leadership and communication. This research aims to assess the effect of leadership and organizational communication on employee performance. This research uses explanatory research that explains the causal relationship between variables through hypothesis testing. The population at the Department of Population and Civil Registration of Kupang Regency is 33 employees. The sampling in this research used the saturated sample technique. The data collection method used is a questionnaire by distributing directly to the Department of Population and Civil Registration of Kupang Regency. The data acquired is then analyzed quantitatively using multiple linear regression analysis. The consequences of this research indicate that leadership and organizational communication have a simultaneous positive and significant effect on employee performance. Other results show that leadership and organizational communication have positive and significant effects on employee performance partially. Leadership and organizational communication in organization need to develop to improve employee performance.

Abstract

Participation in supporting national development does not only help the government but the existence of development stakeholders in every layer, greatly determines the success of national development, in this case the involvement of local governments must be able to synergize well with the central government in the implementation of national development, it must be supported by the economy from national income. . The research method that researchers use in this research is descriptive qualitative analysis method. The approach to substantive and formal theories as well as events that exist and are recognized as true. Writing using this method aims to describe the problems studied accurately regarding the facts and causes of the observed phenomena. poor management services to the community, of course this is very deviating from the values ​​and basic rules of a policy implementation process in optimizing public services, in which case the policies made must be successful with good implementation stages, therefore an understanding of pathological problems can be the main basis for SAMSAT in implementing tax administration services within its organizational environment effectively and efficiently.

Abstract

The Desmigratif Program is a breakthrough effort by the Ministry of Manpower to provide protection for Indonesian Migrant Workers (PMI) in villages that are PMI pockets. The Desmigratif Program has four pillars. First, the establishment of employment information centers and migration services. Second, develop productive businesses that involve PMI families. The third is to form a parenting community and child development (Community Parenting). Fourth is the formation and development of cooperatives/financial institutions. This study uses a soft system methodology (SSM). SSM is a suitable methodology to assist an organization in clarifying their goals and then designing a system of human activities to achieve those goals. The results showed that efforts to develop community parenting in the Productive Migrant Village of Jepara failed. The failure was caused by low stakeholder communication, resources that were not utilized properly, and low community participation. Some of the causes of these failures are solved through the construction of a conceptual model which is a step-by-step scenario to solve the problem. The initial step of SSM activities was carried out by resocializing the Desmigratif and restructuring the team as well as digging up PMI family data to identify strategies so that they were right on target. Furthermore, to build integration and formal access to external parties to participate as well as the compliance of all stakeholders.
