Abstract

This study examines the implementation of the Police Professional Code of Ethics at Gorontalo City Police Resort (Polresta Gorontalo Kota) as a framework for strengthening integrity, accountability, and professionalism within the Indonesian National Police. Although the Code of Ethics has been formally institutionalized as a guiding principle for behavior, its implementation remains challenged by discrepancies between written norms and field practices. Several critical issues were identified, including the suboptimal internalization of ethical values, limited supervisory capacity of the Professional and Security Division (Propam) due to workload constraints, and inconsistencies in the imposition of sanctions for similar violations. On the other hand, leadership commitment to professionalism, an organizational culture oriented toward integrity, and the adoption of digital-based public service innovations were found to be supporting factors in advancing ethical enforcement. This research employed a qualitative descriptive approach through interviews, documentation, and observation, with analysis conducted using thematic categorization supported by relevant theories of professional ethics and organizational behavior. The findings confirm that the success of code of ethics implementation is largely determined by the clarity of regulations, the capacity of implementing personnel, the consistency of sanction enforcement, and community involvement in oversight processes. The results support the hypothesis that consistent and effective implementation of the professional code of ethics significantly enhances both the professionalism of police officers and public trust. This study contributes to the broader discourse on professional ethics in policing and highlights the importance of integrating regulatory, organizational, and social dimensions in sustaining ethical conduct within law enforcement institutions.

Abstract

Environmental issues are among the most pressing challenges in Indonesia, ranging from waste management and air and water pollution to deforestation. However, studies that specifically examine how young people articulate environmental concerns through social media and how this influences their political preferences remain limited. This study seeks to address this gap by analyzing the role of social media as a space for digital activism among youth. The research employed a descriptive qualitative approach with participants drawn from young voters aged 17–30 years who actively use Instagram and Twitter/X, and who have previously engaged in discussions about environmental issues on social media. Data was collected through in-depth interviews and analyzed using a thematic approach. The findings indicate that Instagram plays a greater role in fostering emotional awareness through visual content, while Twitter/X is more often utilized for critical discussions and political mobilization. Together, these platforms form a digital public sphere that enables young people not only to increase their environmental awareness but also to articulate it as part of their political considerations. These findings highlight that digital activism on environmental issues can serve as a strategic factor in shaping the political preferences of young people in Indonesia.

Abstract

This study discusses the implementation of collaborative governance in mangrove forest management in Hutan Panjang Village, Rupat District, Bengkalis Regency. The Akit Indigenous People are positioned as key actors alongside the Village Government and the Forest Management Unit (KPH). The Akit community possesses local wisdom in preserving mangrove forests through traditional practices such as replanting mangrove trees after harvesting. This wisdom reflects a balance between economic utilization and environmental conservation. However, the sustainability of mangrove forests faces several challenges, including environmental degradation, climate change, and government policies that often conflict with customary norms and indigenous land rights. The purpose of this research is to analyze conservation practices, patterns of collaboration among actors, and forms of community adaptation to policy changes and environmental conditions. The study employs a descriptive qualitative approach with data collected through in-depth interviews, focus group discussions (FGDs), and documentation. Informants were selected purposively, consisting of village officials, KPH representatives, and members of the Akit Indigenous People, totaling 15 participants. The findings reveal a trust gap between the community and the government due to formal regulations such as the 2018 Regional Regulation perceived as misaligned with customary practices and local livelihoods. Consequently, community participation in government programs remains low because of concerns about restricted access to natural resources. In the collaboration process, the Village Government acts as a facilitator, the KPH functions as a technical manager through rehabilitation and training programs, while the Akit community maintains ecosystem sustainability through local wisdom. This study concludes that the sustainability of mangrove management depends on the alignment of government policies with local wisdom, strengthened communication among actors, and the provision of alternative livelihoods based on community participation. The study contributes to the development of collaborative governance theory and natural resource management grounded in the local knowledge of coastal indigenous communities.

Abstract

The background to this research is the condition of Manggarai women in NTT who still face structural limitations due to patriarchal culture. The customary practice of belis or dowry often perpetuates subordination, treats women as objects of transaction, and confines their roles to the domestic sphere, thereby limiting their participation in the public sphere. On the other hand, the story of the Samaritan woman in John 4:1-42 offers a radically transformative narrative of liberation from multiple layers of discrimination. This study aims to bridge this gap by analysing how the story of the Samaritan woman's transformation can be adopted as an inspiring theological paradigm for the social transformation of Manggarai women. The method used is descriptive qualitative through literature study. The analysis was conducted in two stages; first, a biblical theological hermeneutical analysis of the text of John 4:1-42 to reveal the meaning of transformation and second, a socio-cultural analysis of the position of Manggarai women. The results of the study show that the transformation of the Samaritan woman was twofold. She underwent a personal transformation, or what is known as restoration of dignity, from social and moral alienation, which directly led to a communal transformation, or the courage to become a prophetic witness in the public sphere. This turning point is symbolised by her action of leaving her water jar, which marks a shift from a domestic focus to a public role. This transformation serves as a powerful counter-narrative to patriarchal structures and practices that diminish the value of women. This study concludes that this biblical narrative has significant contextual potential as a theology of gender liberation. The courage of the Samaritan woman who spoke up can ultimately inspire Manggarai women to move from being objects to empowered subjects, and to take on strategic roles in creating a more just and equitable social order.

Abstract

This study examines female Gen Z audiences' reception in Indonesia of women's domestic roles in Bridgerton, highlighting gender inequalities like marriage pressure and gender discrimination, relevant to patriarchal culture in Indonesia today. The aim is to explore Gen Z's perceptions of roles as wife, mother, and daughter, using Stuart Hall's reception theory, with a focus on the rarely discussed role of daughter. Using descriptive qualitative methods, semi-structured interviews were conducted with ten informants aged 21-27 in Jabodetabek, selected for demographic variations. Results show interpretations through preferred reading (full acceptance), negotiated reading (equality negotiation), and oppositional reading (stereotype rejection). Key findings include criticism of marital financial transparency, positive views of mothers as advisors, and negotiation of eldest daughters' role model duties. The novelty lies in demonstrating how active audiences reinterpret media messages influenced by personal experiences, expanding Gen Z studies on gender shifts in Indonesia’s patriarchy, and emphasizing the role of daughters. Practically, it urges the media to create inclusive content, challenging stereotypes, and promoting equality.

Abstract

Air pollution in the Special Capital Region of Jakarta (DKJ) has reached an alarming level, significantly affecting public health. One of the main sources of air pollutants comes from motor vehicle emissions. The Jakarta Provincial Government has implemented an emission test policy to control air pollution and guarantee the citizens’ right to a healthy life, as mandated by Article 28H (1) of the 1945 Constitution. This study aims to analyze the implementation of the motor vehicle emission test policy in DKJ using Merilee S. Grindle’s policy implementation theory and T.H. Marshall’s concept of citizenship rights. The research employs a qualitative descriptive approach using secondary data from regulations, government reports, and academic publications. The results show that the implementation of the emission test policy has not been fully effective due to structural constraints, low public awareness, weak law enforcement, and limited testing infrastructure. From a citizenship rights perspective, Jakarta residents have not yet fully enjoyed their right to a healthy environment due to weak policy governance. Policy optimization can be achieved through institutional capacity building, multi-stakeholder collaboration, green transportation integration, and continuous public education.

Abstract

The phenomenon of illegal levies (pungli) remains a persistent issue in Indonesia’s public service delivery, including in the vehicle roadworthiness testing process (Uji KIR). Despite more than two decades of bureaucratic reform, such practices continue to occur and are often perceived as “unofficial fees” to expedite services. This study aims to analyze the political will of the Bogor Regency Government in eradicating the culture of pungli within the Uji KIR process through three main dimensions: political commitment, policy choices, and institutional actions. This research employs a descriptive qualitative approach, utilizing primary data collected through in-depth interviews with the Regional Secretary of Bogor Regency, the Head of the Motor Vehicle Testing Division at the Department of Transportation, and a public policy analyst. Secondary data were obtained from regulations, official government reports, and academic literature. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña (2014), which includes data reduction, presentation, and conclusion drawing. The results indicate that the local government’s political will remains suboptimal. Political commitment is still normative, digitalization of services has not effectively closed bureaucratic loopholes, and internal supervision remains weak. The study concludes that eradicating pungli requires sustained political will through policy transparency, institutional reform, and enhanced public participation in oversight.

Abstract

Halal awareness is the level of awareness of a muslim to use products that are eaten, drunk, or used based on the principles taught by Islam. In Islam, halal refers to all products that are considered halal through various aspects, from production, until the product is delivered to the consumer. The demand for a product is inseparable from price, which is a factor that attracts consumer attention because it is a consideration for consumers in making purchases. Halal awareness also has a positive impact on product purchases. This study aims to analyze the influence of halal awareness and price on the demand for ramen in Medan City. This study is a quantitative descriptive study, involving 100 respondents from Medan City as the research sample. This study aims to map the problem model objectively and provide a systematic and accurate description. The goal is to analyze and reveal facts from a specific object by distributing questionnaires to research respondents, which are then analyzed using a Likert scale using software called SPSS. The results of the study indicate that there is a positive and significant influence of halal awareness on the demand for ramen. This has led to an increasing understanding of the Muslim community regarding the concept and principles of halal before making a purchase of the desired product. On the other hand, there is also a positive and significant effect between price and demand for ramen. This occurs because price factors, including affordability and the appropriateness of price and benefits, are important considerations for consumers when making a purchase. Overall, halal awareness and price have a positive and significant effect on ramen demand in Medan.

Abstract

Voter participation is a key element in the implementation of elections and is a benchmark for ideal democracy. However, fluctuating voter participation rates demand effective strategies from election organizers. This study aims to analyze and describe the strategies implemented by the South Jakarta City General Elections Commission (KPU) to increase voter participation in the 2024 Election. The research method used is descriptive qualitative, utilizing primary data sources from field research (interviews and observations) and secondary data in the form of a literature review. Data analysis uses Peter Schroder's theory of political strategy, which divides them into offensive and defensive strategies. The results of this study indicate that the offensive and defensive strategies implemented by the South Jakarta City KPU are effective in increasing voter participation, particularly through education-based communication strategies and digital media. The offensive strategy is realized through face-to-face socialization, the use of social media, and the dissemination of information through various media. Meanwhile, defensive strategies are implemented through cross-institutional coordination and collaboration, including educational and government institutions to maintain public trust. The synergy of these two strategies has succeeded in making South Jakarta the highest voter participation rate in DKI Jakarta Province. The South Jakarta City KPU has succeeded not only in increasing participation quantitatively but also creating a participatory and sustainable democratic system.

Abstract

This research examines the dialogical encounter between Manggarai local spirituality and Catholic theology within the lived faith practices of the Wae Rebo indigenous community in West Flores. Employing a contextual theological approach and cultural hermeneutics, this study highlights how compang rituals, Catholic liturgy, and everyday magi practices do not function as mutually exclusive systems but rather as a reflective synthesis continuously negotiated in social and spiritual life. A micro-ethnography was conducted in April 2025 through participant observation, in-depth interviews, and visual documentation. The findings reveal that Catholicism operates as a moral–liturgical infrastructure, the compang serves as the cosmological center of analogism, and magi functions as an epistemology of care that regulates the relational balance between humans, nature, and ancestors. Together, these dimensions constitute a reflective synthesis that adapts to the pressures of modernity and tourism while maintaining the ontological sovereignty of the indigenous community. This study enriches the understanding of faith inculturation and religious pluralism in Indonesia and demonstrates that local spirituality can serve as a participatory and dynamic theological space amid social transformation.
