Jurnal ini diterbitkan oleh Pusat Penelitian dan Pengembangan Sosial, Ekonomi, Kebijakan dan Perubahan Iklim, Badan Penelitian, Pengembangan dan Inovasi, Kementerian Lingkungan Hidup dan Kehutanan. Nama penerbit telah berubah karena penggabungan dari Kementerian Kehutanan dengan Kementerian Lingkungan Hidup, menjadi Kementerian Lingkungan Hidup dan Kehutanan, Republik Indonesia (Perpres No. 16/2015). Logo penerbit juga mengalami perubahan menyesuaikan Logo Kementerian Lingkungan Hidup dan Kehutanan.

Abstract

Regional development in Papua especially in Jayawijaya district often face land conflictt. The same understanding correspond to its area could minimize land conflict and maximize positive impact to support the next area development. This research aims to describe cultural aspects in land utilization of Dani tribe, Jayawijaya district. These aspects are important to be taken in to consideration when developing its area and community. Data collection was done through descriptive survey method with 20 key respondents. Analysis was done through social planning analysis based on perfect condition approach (Soekamto, 1990). Results showed there were two indigenous territorial division known as okama (forest area) and Uma-selekma (residential areas and management). There are 4 (four) rules in the use of natural resources resources including 1) the rules of customary rights, 2) the rules of land use, 3) the rules of forest use and 4) therules of water use. Customary territorial division along ethnic / clans have managed the universal land use that impact on the creation of essential for peace the life and harmonious relationship between humans and the natural environment. The indirect relationship of social structure and economic structure of Dani tribe has established a system of norms thatallow members of the community to cooperate in managing natural resources. Norm system in the existing agricultural activities remained at traditional level that seem to slow down the community development. These changes can be done through the ancient cultures with elements, such as : 1) technology tools, especially agricultural equipment and a modern house health concerned, 2) the economy improvement through the intensification of agricultural land (Agroforestry) and patterns of effective livestock, 3)implementing of healthy lifestyle and a house for one family only to reduce the dependance of living in one house. 4) Increasing the role of clean for good understanding of the Dani people in achieving bettrer life, especially in improving the welfare of the family. The strong belief to the clean chief would provide the real change in community through strong and agent of change leaderships.

Abstract

Public participation is needed to answer the limitation of fund in realizing the micro-climate amelioration program. This research aims to analyze the public perception on climate change in Bogor City, the air amenity index on micro-climate, and the value of willingness to pay (WTP) of community. Data was collected through questionnaires using One Score One Criteria method (Avenzora, 2008) and result was analyzed using statistics. The research showed that each village facing different problems related to the causes of the air amenity degradation. This result was also supported by the value of Temperature Humidity Index which was uncomfortable and according to the public perception that there was an increasing of the air temperature and humidity. The value of willingness to contribute of the community was Rp12,413/family/month which is accumulatively community participation potency of Bogor City estimated to reach Rp3,220,453,546 per month.

Abstract

Nowadays, development of agroforestry has been focused on the people living near forest. Positive views from community may have a good impact on agroforestry development program. This research aims to study the views of the forest outskrit community on the agroforestry development program in Dulamayo Barat village, Telaga Sub District, Gorontalo Regency, Gorontalo Province. The study used survey approach and focus group discussion (FGD) method. Respondents were all the members of agroforestry farmer group. The entire population were taken for interview (10 respondents) while FGD was attended by 26 participants. Data were analyzed descriptively. The result showed that 100% of the respondents want the program to be sustainable, although from the socio economic point of view the impact has not contributed significantly. From the respondents views of its benefit, 50% believe that the program is for critical land rehabilitation, 30% have a view for the improvement of environmental service, 10% view to increase community economy, and 10% view that the program is to eliminate erosion. These indicate that the community is concerned with agroforestry development, therefore, continuous facilitation is needed. Furthermore, the community expects to be actively involved in the agroforestry development program.

Abstract

Nira aren adalah cairan yang keluar dari tandan bungajantan pohon aren setelah tandan bunga tersebut dipotong dan disadap. Nira aren yang telah disadap oleh petani aren memiliki peluang untuk dikembangkan menjadi produk nata pinnata karena secara fisik nira aren tidak jauh berbeda dengan air kelapa. Produk nata pinnata adalah salah satu jenis makanan penyegar atau pencuci mulut (food dessert) yang terbuat dari nira aren yang telah mengalami proses fermentasi. Untuk mengembangkan pengolahan nira aren menjadi produk nata pinnata sebagai suatu usaha industri skala rumah tangga, perlu dilakukan analisis finansial untuk mengetahui layak atau tidaknya usaha pengolahan nata pinnata tersebut. Penelitian ini bertujuan untuk mengetahui kelayakan finansial pengolahan nira aren menjadi produk nata pinnata sebagai salah satu upaya peningkatan pendapatan masyarakat sekitar hutan. Metode yang digunakan untuk menilai kelayakan usaha ini yaitu, Benefit­Cost Ratio (BCR), Payback Period (PP) dan Break Even Point (BEP). Hasil penelitian menunjukkan bahwa usaha pengolahan nira aren menjadi produk nata pinnata sebagai suatu usaha skala rumah tangga layak dikembangkan dimana nilai BCR selama satu tahun produksi sebesar l, 112 (BCR > 1 ), payback period yang dihasilkan 6 bulan dan break event point sebesar 193 kg nata/bulan atau setara dengan Rp. 579.000,-/bulan.

Abstract

Political power gained by political elite through "highfaluting" promises which are then converted into personal and class wealth as the cost of maintaining, affirming and abusing authority seems to be a common phenomenon in democratic country. This paper aims to reveal the practice of power in regional autonomy political system that has driven environmental crisis. Using phenomenology and discourse analysis approach, this study showed that in Banten Province, dynastic-patterned political system tends to cause natural resource crisis that trigger off some problems: 1) Excessive exploitation of nature resources with the "backing" of political elite; 2) Unintegrated inter-district development plans; 3) Environmental pollution by large industries; and 4) Inhibition of "scaling up" of environmental education projects by non governmental organizations (NGO'S). Problems that come up in Lebak regency: 1) Difficulty in reducing unauthorized gold mining activities; 2) Timber regulation that still benefits the entrepreneur; 3) Obstacles in reducing critical land; 4) Expansion process of Halimun Salak National Park is not completed yet; and 5) There is no compensation for Lebak Regency as upstream area. With the complexity of democratic political systems in the veil of capitalism and liberalism at various levels of government, this paper showed that people continue to find how difficult it is to have a good living space and justice.

Abstract

Penelitian ini bertujuan untuk mengetahui aspek-aspek tentang kelembagaan rehabilitasi mangrove berbasiskan masyarakat dan bahan formulasi kebijakan rehabilitasi mangrove dengan pendekatan sosial-budaya setempat. Metode penelitian yang dipakai mengikuti petunjuk teknis penelitian sosial ekonomi SSEKI, dengan pendekatan non survei, yaitu RRA. Pengumpulan data dilakukan melalui observasi lapangan dan wawancara. Data. yang diperoleh dianalisis dengan metode: 1) Analisis deskriptif kualitatif dan kuantitatif dan 2). Analisis SWOT. Hasil penelitian menunjukkan bahwa kelembagaan yang ada di lokasi penelitian bersifat keswadayaan (inisiatif masyarakat). Kelembagaan yang ada merupakan format organisasi yang modem, dengan struktur kepengurusan dan elemen organisasi yang sangat komplek, lengkap dan tertata rapi, serta didukung pranata hukum formal, baik legalisasinya maupun legitimasinya.Rekomendasi untuk pembuatan bahan kebijakan rehabilitasi hutan mangrove di masa mendatang, yaitu ; Perubahan cara pandang melalui kegiatan penyuluhan, sosialisasi, pendampingan kelompok tani yang intensif, berkelanjutan dan membangun kemitraan dengan pihak luar melalui mediasi lembaga terkait seperti PT maupun LSM serta pembuatankesepakatan dengan masyarakat tentang tata guna lahan, baik dengan penggunaan sistem hukum formal maupun penegakan aturan yang ada dalam masyarakat.

Abstract

Penelitian ini dilaksanakan pada bulan November sampai dengan Desember 2002 dengan lokasi di lingkungan masyarakat sekitar danau tempe, terdiri dari 7 kelurahan/desa, yang tersebar dalam 3 kabupaten secara purposive. Tujuan penelitian ini adalah untuk mengetahui karakteristik dan faktor sosial ekonomi dan budaya masyarakat di sekitar Danau Tempe. Pengambilan sampel dilakukan secara acak sederhana dengan jumlah responden 158 orang. Pengumpulan data dilakukan dengan cara orientasi lapangan, wawancara maupun duplikasi data skunder. Analisis data dilakukan dengan metode deskriptif kualitatif dan analisis Chi-kuadrat. Hasil penelitian menunjukkan bahwa masyarakat sekitar danau tempe memiliki karakteristik ; mayoritas bermata ,pencaharian sebagai nelayan dan petani palawija, tingkat pendidikan penduduk rendah, pendapatan tergantung musim. Hasil analisis Chi-kuadrat menunjukkan bahwa persepsi masyarakat terhadap kelestarian Danau Tempe tidak dipengaruhi oleh umur, tingkat pendidikan maupun pendapatan masyarakat.

Abstract

In the context of climate change, program for reducing emissions from deforestation and degradation (REDD+) are in line with forest conservation efforts. However, efforts in forest conservation, including those in conservation area of Meru Betiri National Park (MBNP) encountered various disturbances that can threaten sustainability. The existence of community in surrounding areas of MBNP can be a threat, mainly due to illegal logging and forest  encroachment caused by lack of awareness and economic problems. One important effort to protect forest areas is empowerment of communities to participate in forest conservation as well as to provide benefits, especially economic benefits. In the implementation of demonstration activities of DA REDD+, one of the activities facilitated by the program was development of oyster mushroom cultivation by communities around MBNP. Research by collecting field information related to the implementation of DA REDD+ in MBNP provided information on the implementation of DA REDD+ activities, social and economic aspects of communities and the results of SWOT analysis of the activities of oyster mushroom cultivation around the MBNP. This activity was to support the implementation of REDD+ program and to support forest conservation efforts through improvement of community income that also can be applied in other protected areas.

Abstract

Timber Legality Verification System (TLVS) policy requires all forest management business units in either state forests or private forests, including customary forests to obtain timber legality certificate. The purpose of this study to determine the fulfillment of timber legality according to customary rules and TLVS. The method used was a case study conducted in Negeri Honitetu, West Seram, Maluku. The results showed that TLVS policy is not implementable if it is applied to the utilization  of timber from customary forests in Negeri Honitetu, since local customary people do not have the documents as required in the TLVS. Timber utilization from customary forests in Negeri Honitetu has been carried out by referring  to the prevailing customary rules, namely (1)  felled trees are in the cultivation area and obtain permission from the Head of Dati, (2) outside of the sacred area, (3) profit sharing for  all members of  dati, and (4) free of charge if it is used to meet the needs of the community itself and the public interest. The study recommend to facilitate local customary people into social forestry schemes by providing protection for the preservation of natural resources as well as protection of the rights of local customary people.

Abstract

This study aims to determine replanting potential and marketing channels of rubber wood and the influence of rubber prices on the revenues of rubber wood supplier. As a case study, the study was conducted in Sembawa Village, Banyuasin District, South Sumatra. Data was collected through interview technique with respondent by using structured questionnaire. The respondents consisted of rubber smallholders and large estate that undertake rubber replanting, as well as  rubber wood suppliers who take rubber wood from rubber replanting. Respondents were selected purposively. Data were analyzed qualitatively and quantitatively. The results indicated that the minimum rubber replanting area per annum was 917 hectare with the rubber wood potential resulted from such replanting was 73,360 m  per year. The observed marketing channels of rubber wood was planters-suppliers-wood processing factories / brick industries. The incomes of rubber wood supplier were influenced by rubber resin prices changes. The rubber prices declined by 40%, the supplier’s incomes of rubber wood from large estates was also decreased by 59%, and the suppliers' incomes of rubber wood from smallholder decreased by 54%.
