Jurnal ini diterbitkan oleh Pusat Penelitian dan Pengembangan Sosial, Ekonomi, Kebijakan dan Perubahan Iklim, Badan Penelitian, Pengembangan dan Inovasi, Kementerian Lingkungan Hidup dan Kehutanan. Nama penerbit telah berubah karena penggabungan dari Kementerian Kehutanan dengan Kementerian Lingkungan Hidup, menjadi Kementerian Lingkungan Hidup dan Kehutanan, Republik Indonesia (Perpres No. 16/2015). Logo penerbit juga mengalami perubahan menyesuaikan Logo Kementerian Lingkungan Hidup dan Kehutanan.

Abstract

Trade liberalization in ASEAN has an impact on the reduction of tariff and non-tariff trade barriers so that it encouraging economic integration. This integration is expected to improve the performance of timber trade (HS44) among ASEAN countries. The aim of this study was to determine the effect of trade liberalization in ASEAN market toward the trade performance of Indonesian timber products. The approach used consists of analysis ofmarket share and balance of trade. The results showed that in general, trade liberalization in ASEAN market has an effect on the performance of trade in Indonesian wood products, especially when the ASEAN Trade in Goods Agreement (ATIGA) scheme was implemented in 2010. At that time, wood and wooden furniture tariff were set at 0%.  Non-tariff barrier of HS44 consist of certificates of origin of timber as a pre-requirement of duty-free import, and timber legality certification. Within the scope of ASEAN, wood market share is dominated by Malaysia (as a market leader) and Thailand. While in the world wood product market, Indonesia has become the competitors of Malaysia. The enhancement of Indonesian’s wood competitiveness needs to be done by overcoming non-tariff barriers and trade policies that more take sides on the timber industries.

Abstract

Increasing waste generation has a negative impact on environmental health and socio-economic aspects. Driving factors of increasing waste generation are population growth, economic activities and  lack of publicawareness.  This study aims to (1) determine waste management policies, (2) evaluate the performance of waste management in Bandung City; (3) examine the chain of waste management, added value and  economic potential of waste in Bandung City. Data analysis used descriptive and value added methods. The results study showed that waste management refers to central and regional regulations. The issuance of Government Regulation Number 18 of 2016 and Regional Regulation of Bandung City Number 8 of 2016, change the authority of municipal sanitation from Sanitary Regional Company to Environmental and Sanitary Office (DLHK). DLHK assign the regional company due to limited resources in the period of transfer of authority. The company performance in 2015 had reached 83.8% (1,257 tons per day). Based on waste value chain, the distribution of added value equal relatively among economic actors. Economic potential of waste utilization can be used as an alternative funding source in waste handling, considering that so far the source of handling cost has come from levies, other revenue, and state budget subsidy.

Abstract

Agroforestry farmers are generally less empowered and relatively poor. This is because of their dependance  on government programs. Informal leaders are one of the driving factors to improve farmers' empowerment. The power of informal leaders' influence is in line with the level of leadership in affecting the empowerment of farmers. Informal leadership will have more impacts on agroforestry farmers when it is supported by optimal forestry extension. This study aims to analyze the influence of forestry extension on the role of informal leadership to the community surrounding the national park. The research was conducted in Kuningan and Majalengka Districts, West Java Province,  which was held from July to October 2017. The method used was cluster random sampling technique with cluster location of agroforestry forest farmer group in the buffer zone of Gunung Ciremai National Park area. Data were collected by households survey on 310 agroforestry farmers. The results showed that informal leadership roles were low. This is due to the low support of forestry extension are indicated by forestry extension competency, activities, methods, materials and intensity of forestry extension. Factors of forestry extension agent's competencies and extension intensity have a major influence on the role of informal leadership.

Abstract

Currently, incentive payment of carbon mechanism has not yet provided significant economic benefit for community who live in the surrounding forest area as the carbon price is relatively low. Consequently, potential carbon owners are likely to invest conserved carbon biomass into other products that give more profitable economic value.  This paper discusses the estimation of feasible carbon selling price of Sekaroh Protection Forest based on analysis of the forest economic value approach. This study was conducted  using descriptive quantitative method based on primary data sources of the Afforestation/Reforestation (A/R) Clean Development Mechanism (CDM) implementation in 2010–2013 at Sekaroh. Research results showed that based on the calculation of annual economic value (AEV), the economic value is estimated about Rp73,394,816.00 per hectare per year at the  interest rate of 5.75%. Hence, a reasonable carbon price based on the economic value is US$23 per ton carbon. This estimated value is significantly greater than the current prevailing carbon price that is US$4.6–10 per ton carbon. Higher reasonable carbon price will attract community around the forest to keep their biomass carbon stocks in the forest, so that future business of carbon trade mechanism can be more interesting and runs better.

Abstract

Good knowledge about the economic value of a particular tourist destination is the primary fundamental in effective management policy formulation. In 2015, the Aik Nyet Nature Tourism (Aik Nyet), which covers an area of approximately 9.4 ha, is one of the tourist destinations planned to receive donation from the Provincial Government of West Nusa Tenggara (NTB) for the improvement and development of the facilities and infrastructures as well as the capacity building for the people around the tourist location. Using the travel cost methods this study estimates the economic benefits of the recreational value in the Aik Nyet before the realization of the donation from the Provincial Government of West Nusa Tenggara. Consumers’ surplus per individual per visit is estimated using the data collected from the survey in the tourist location. Using poisson regression, the total travel costs (that includes such variables as transportation cost, consumption cost, and location entrance cost) are considered in the study to explain the frequency of individual’s visit to the tourist location. The results of the study suggest that the economic recreational value generated by the Aik Nyet before the realization of the government’s financial support is approximately Rp. 9.333.627, 7 per year.

Abstract

Farmers do not yet  have extensive  knowledge on the production economic. Therefore, the effectiveness of social forestry (SF) practices in providing economic benefits is still questionable. The study aimed to analyze the economic scale of SF as a lessons for the acceleration of land allocation of  SF program. The study was focused on two schemes (community forestry and partnership), and two models of commodity (agroforestry and ecotourism). Study were located in six villages in DI Yogyakarta and East Nusa Tenggara. Data were collected through observation, in-depth interview, and documentation study. Economic scale was analyzed by break even point with profit contribution. The results showed that the economic scale on  agroforestry was between 0.169.33 hectare, influenced by commodity preference especially multi purposes tree species. While economic scale for ecotourism was at least 542,897 visitors a year, and affected by number of ecotourism attraction. This study implies to provide policy recommendations: (1) ecotourism will be effective when it is conducted in the forest areas which have multi-attraction spots, and managed by community group with  strong network, (2) the permit of timber harvesting within SF area must be easier and more open, and (3) the minimum area adjusted to the commodity as an important consideration for proposing SF.

Abstract

This study aims to measure perceptions and participation of forest farmer group/Kelompok Tani Hutan (KTH)and analyze the influence of their perceptions and participation in agroforestry activities so as to rehabilitate critical land in the buffer zone of Sultan Syarif Hasyim Forest Park (Tahura SSH) Riau Province. Measurement of perceptions and participation of respondents is carried out by using an instrument in the form of a questionnaire that refers to Likert scale. The research instrument is tested for its validity and reliability. Data analysis is carried out descriptively to describe the level of perception and participation, while simple non parametric linear regression analysis is applied to determine the effect of the perceptions on participation. Results of the study reveal that KTH members involved in agroforestry activities for critical land rehabilitation in Sultan Syarif Hasyim Tahura buffer zone have a perception in the category of good 77.78%, moderate as much as 7.49% and bad as much as 14.29% for these activities. While the level of participation in the category of high is 41.27%, moderate category is 39.68%, and low is 19.05%. Their perceptions effect significantly to the participation of KTH members in agroforestry.

Abstract

The potentiality of water resources owned by Bantimurung Bulusaraung National Park (Babul NP) is abundant and has been utilized by the community around the area. The concept of payment for environmental services is very possible to be applied to Babul NP in an effort to preserve water resources. Therefore, stakeholders in the utilization of water environmental services in Babul National Park need to be identified. This study aims to map the stakeholders in the utilization of water environmental services in the Babul NP area, as well as the parties who need to be involved if the concept of payment for environmental services to be applied to the management of water environmental services in Babul NP. Data collection was carried out through direct observation, in-depth interviews, questionnaires filling by key informants, and focused group discussions. Data were analyzed by using stakeholders analysis. The results showed that stakeholders who could be directly involved in the utilization of water environmental services related to the payment for environmental services are among others the community around the area, industry, the Regional Water Company (PDAM), Babul NP, and the villages. The selection of the proper stakeholders will greatly affect the successful implementation of the payment for water environmental services concept in Babul NP

Abstract

Brantas watershed is determined as a national priority watershed to be managed. Brantas watershed is the most critical watershed with various complex problems compared to other 29 watersheds in Java. So that, it becomes a national problem which needs to be solved. This article aims to (a) evaluate Brantas watershed management system to find out its performance, which can be used as an input for watershed management policies and planning, (b) develop better and more efficient Brantas watershed management policy recommendations. The method used the Regulation of the Minister of Forestry of the Republic of Indonesia No. P.61/Menhut-II/2014. The data used are secondary data obtained from Central Agency of Statistics, Brantas Watershed Management Center, Forestry Service, and Social Service. The results showed that Brantas watershed is in good condition, however, some important issues should be addressed, namely population density and the classification of high water building values. Some actions that need to be carried out by the Government, among others (1) finding out other alternative outside the agricultural sector to overcome the high population pressure, (2) necessary maintenance of the functions of recharge areas and water sources to reduce sedimentation in water building

Abstract

Penggunaan lahan untuk hujan jati di kabupaten Blora cukup dominan. Untuk mengetahui potensi hutan jati sebagai sumber nafkah keluarga petani miskin dan keberlanjutannya, telah dilakukan pengajian dan pengambilan data primer secara cross-sectional yang diawali dengan pengamatan secara alami, diskusi kelompok terfokus, dan wawancara mendalam dengan pakar dan responden tertentu di tingkat kabupaten, dan kecamatan, desa pada selang waktu 2007 dan 2008 di Desa Bleboh dan Nglebur (Kec. Jiken), Bodeh dan Ngeliron (Kec. Randublatung), Sumberejo dan Ngiyono (Kec. Japah). Kajian menggunakan tiga analisis yang sangat terkait, meliputi: (1) potensi kayu jati di hutan jati, (2) nafkah keluarga petani miskin, dan (3) analisis persepsi pengelolaan hutan bersama masyarakat (PHBM). Penilaian dimensi, indikator, bobot dilakukan antara peneliti dan pakar, dan skor kesepakatan peneliti dengan responden. Hasil kajian menunjukkan bahwa hutan jati sangat ppotensial berdasarkan indikator peluang pasar, kualitas kayu jati yang baik, dan fungsi penyerapan tenaga kerja. Nafkah keluarga petani miskin yang sifatnya tidak merugikan di hutan jati belum optimal, akibat perbedaan rasion sumber nafkah dibanding pemanfaatannya. Petani miskin hanya menikmati keuntungan sangat kecil dari nafkah yang sifatnya merugikan Perhutani, sedangkan sebagian besar dinikmati oleh pedagang perantara. Analisis persepsi PHDM berdimensi keberlanjutan hutan jati dengan nilai akhir belum ideal, perlu mengejar ketinggalan melalui program yang holistik pada PHDM yang berpihak pada masyarakat miskin.
