Abstract

The effects of traffic activities on increasing pollution and human health concentrations have become a concern. In many cities air quality problems are mostly caused by motor vehicle emissions (WHO, 2005) Based on data published by the Central Statistics Agency (BPS) in 2017, the number of motorized vehicles in Indonesia is ± 129 million in 2016. Surabaya as a city the second largest in East Java with Motor Vehicles as much as ± 2,126 million Motor Vehicles, making the Regulation of Surabaya City Mayor Number 17 of 2018, Car Free Day where this regulation is a reference in the implementation of Car Free Day in Eight points in Surabaya.In this study, the researcher used the Implementation Theory of Donald S. Van Meter and Carl E. Van Horn. According to Donald S. Van Meter and Carl E. Van Horn. In this study researchers used the six variables as a reference in the process of examining the Implementation Regulation of Surabaya City Mayor Number 17 of 2018, Car Free Day. The researcher used a type of qualitative descriptive research which then carried out Data Collection Techniques with Observation, in-depth interviews, and Documentation that could help to answer all the problems that the researcher made.The results of this study indicate the Implementation Regulation of Surabaya City Mayor Number 17 of 2018, Car Free Day in Bungkul Park Jl. Raya Darmo Surabaya, which is reviewed from 6 Implementation variables to solve the problem are: (1) Standards and Policy Objectives in the field have not been implemented according to the Function and Purpose, (2) Resource Policy is obtained from the City of Surabaya Regional Budget, (3) Inter-Organization Implementation and Communication Activities that have been established in implementing this policy are running well between the Implementation Team in accordance with their respective duties and responsibilities, (4) Characteristics of Implementing Organizations strengthened by the existence of a policy hierarchy formed based on the existing Implementation Team's Decree (5 ) Economic and social conditions that occur in the community are related to economic activities and changes in social activities in the community and (6) Disposition / Attitudes of implementers in the field have been running but not maximally because there is no reference to sanctions to take decisive actions or attitudes. Suggestions from this study are the firmness of the implementing party of the Car Free Day (CFD) program to more deeply disseminate information to the public, issue legal regulations so that anyone who violates can get strict sanctions, provide facilities to support Car Free Day (CFD) activities such as provide adequate Parking and Land for economic activities so as not to interfere with the implementation of this Policy in accordance with the Standards and Policy Objectives.

Abstract

The purpose of this study is to develop a strategy for the practice of permission to practice a doctor at the Office of Investment and Integrated Services One Door (DPMPTSP) Pekanbaru City. This type of research is using descriptive research type with a qualitative method using the SWOT analysis instrument to obtain answers whether it influences the doctor practice permit service strategy at the Office of Investment and One Stop Integrated Services (DPMPTSP) Pekanbaru City. The types of data used in this study are primary and secondary data relating to this research. Sources of data in the study were respondents who provided information related to this study, namely the Head of the Management Division of doctor and employee practice licenses as well as doctors who administered the doctor's practice permit. Data collection techniques carried out by observation, interviews and documentation. The sampling technique is census for employees and purposive sampling for doctor respondents. The strategy that must be carried out by Pekanbaru City DPMPTSP is maximizing employee utilization, innovating in the field of public services, showing commitment to work, improving service quality, providing education and training to employees, providing motivation, strengthening coordination and communication, utilizing technological developments and and so on, where the aim is maximum service to the community specifically to the doctor's practice permit service.

Abstract

Armed with a social movement approach, this paper discusses the framing strategy in the success of the Islamic populist movement in Indonesia. Islamic populism coloring political life and democracy in Indonesia in recent years. As with other forms of populist movements, Islamic populism in Indonesia manifests itself in mass movements or actions that show protest or resistance to certain regimes and government systems. The emergence of the Gerakan Nasional Pengawal Fatwa Majelis Ulama Indonesia (GNPF-MUI/Guard National Movement for Indonesian Religious Leader) includes the 411, 212 movement, and the grand reunion of 212 alumni is a manifestation of the rise of Islamic populism in Indonesia.

Abstract

This study aims to elaborate the history, characteristic, and dynamics of Radical Islam group in Indonesia. Post New Order era has opened political opportunity for radical Islam group to colour the Islamic and political dynamics in Indonesia. This study concluded that radicalism teaching was not something new in Islamic history. Radical Islam group could flourish due to the political openness milieu post New Order Era as well as the infiltration of radical Islam teaching rooted in Middle East into Indonesian Islam. To anticipate the strengthening of Radical Islam group influence in Indonesia, the collaboration between the state and the populace are highly needed.

Abstract

Housing and settlements are one of the basic human needs that are important factors in improving human dignity and the quality of a prosperous life in a just and prosperous society. . The problem of slums which is mostly inhabited by the poor is a complex and intertwined phenomenon, because it has long been a social problem in the community. One of the efforts of the Surabaya City Government to reduce uninhabitable housing is through the Slum Areas Social Rehabilitation Program (RSDK).               Research on the Evaluation of the Slum Region Social Rehabilitation Program for Improving the Quality of Life of Residents was carried out to describe the extent of the Evaluation and Impact of the Implementation of the RSDK Program, using descriptive qualitative research methods based on the criteria of Effectiveness, Efficiency, Adequacy, Equality, Responsiveness and Accuracy.               The results of this evaluation indicate that in general the Program Implementation was sufficient to meet the criteria targeted at the implementation program. In terms of efficiency, program implementation still has shortcomings due to the minimum timeframe specified and also the implementation process that is appropriate to the cost per stage. Adequacy is judged by the success of the development is still low due to complaints from some program beneficiaries. The similarity is seen based on the costs incurred for the Construction of Home Improvements have been carried out fairly. The level of community responsiveness related to program implementation is quite good because of the role of the local community in helping the program implementation process. The accuracy of the program implementation related to the results or program objectives are in accordance with what is desired. The physical impact that occurs with the construction of uninhabitable housing improvement programs can help the development of environmental conditions in the communities living in slums. Meanwhile, the social impact that occurs is to bring up value that is useful and useful for the needs of people's lives.

Abstract

This paper explains that the phenomenon of klitih in Yogyakarta is an action that is contrary to existing norms in society. The perpetrators of klitih who incidentally are students, enter into the trap of delinquency that causes victims. Actions that they do actually damage their own personality and unsettle for motorists at night. Besides that, it causes deep sadness that educational institutions have not succeeded in establishing good character for students and adolescents in this country, especially for perpetrators. This research connects the phenomenon of klitih in Yogyakarta with Max Weber's views through his two theories, namely social action and social change. This research is qualitative in nature with its descriptive analysis and through accurate sources. The results of this research are: First, the action of the perpetrators who do a kind of a game and as a form of recognition by their peers: Second, parents, educational institutions and the community are not optimal in providing supervision to adolescents and students, so that many teenagers in this epoch are involved on various delinquents; Third, the target of the clitih action is motorists who pass certain areas at night. Overall the phenomena that occur are consistent with Max Weber's theory that humans have an action done with a sense of emotion, prioritizing their own interests, so they no longer pay attention to existing norms and think irrationally.

Abstract

Indonesia merupakan salah satu negarapenduduknya memiliki ragam keyakinan agama, diantaranya Islam, Kriten, Katolik, Budha, Hindu, Konghucu dan ajaran kepercayaan lainnya. Mayoritas dari penduduk Indonesia menganut menganut agama Islam. Hal ini kemudian menjadikan mata pelajaran agama merupakan mata pelajaran wajib dasar yang diberikan di sekolah-sekolah pada  setiap tingkatan SD, SLTP, SLTA hingga Perguruan Tinggi. Kabupaten Bangka memiliki 6 agama sesuai dengan agama yang diakui oleh Indonesia yaitu agama Islam, Budha, Hindu, Katolik, Protestan, dan Khong Hu Cu. Kabupaten Bangka merupakan salah satu kabupaten yang dikenal akan keanekaragaman kepercayaan dan menjunjung tinggi hak dalam menghargai perbedaan. Penelitian ini dirancang untuk mengidentifikasi fenomena-fenomena yang terjadi terkait dengan ketersediaan guru agama berbasis agama siswa dalam konteks pemenuhan hak siswa atas pendidikan agama yang layak dan untuk mengidentifikasi faktor-faktor yang mempengaruhi kondisi penerapan pendidikan agama tersebut di Sekolah Dasar (SD) baik negeri maupun swasta di Kabupaten Bangka terkait dengan ketersediaan guru agama yang seagama dengan siswa. Metode yang digunakan adalah metode penelitian kualitatif dekriptif dengan menggunakan perspektif Sosiologi Pendidikan sebagai pisau analisanya. Hasil penelitian menunjukkan persoalan yang dihadapi terkait mata pelajaran agama yang dihadapi pada sekolah tingkat dasar di Kabupaten Bangka adalah acapkali mata pelajaran agama diajarkan oleh guru yang tidak memiliki kompetensi dengan mata pelajaran agama yang diajarkan. Hal ini kemudian menjadikan siswa dengan agama minoritas pada sekolah tersebut mengikuti pelajar agama siswa mayoritas atau mereka akan diajarkan pelajaran agama oleh guru yang tidak memiliki basis keagaman. Kata Kunci: Pendidikan, Sekolah, Agama, Hak

Abstract

This paper aims to provide an overview related to cultural transformation and social change. Socio-culturalchanges in a society is a necessity and cannotbe avoided due to changes in society in accordance with the times. This change can be said as an effort to survive (survive) or defend themselves. In a broad sense, social movements can be interpreted as a central part of modernity. Social movements determine the characteristics of modern politics and modern society. This social movement is closely related to the fundamental structural changes that have been known as modernization that is spreading to the world system and life system. Behind social movements in social change there are conditions that can determine whether the social movements will succeed in making a broad impact and provide changes in the level of life as expected or not. In this condition it will foster various other social movements.

Abstract

Humans as subjects and objects of law cannot live and carry out lawsuits. But instead humans are bound by a rule that applies in the midst of their lives as citizens in their environment. For this reason, awareness is needed in understanding and obeying the rules that apply. But social and cultural changes that occur continuously sometimes bring hope as well as concern. Hope, because change will bring better conditions, and fears will come if the future is worse than the present. The development of science and technology that should have raised hopes and reduced concerns is now also marked by the confrontation of scientists and scholars, namely the separation between the world and the hereafter, making it difficult to control human attitudes as the excesses of the emptiness of the soul.To help the general public, it requires the ability to wage jihad in the field of da'wah. The insistent pressure in the Prophet's preaching in Mecca, then inspired the Prophet to emigrate and temporarily exit from Mecca to Medina. The original name of the city was Yastrib. This Prophet's strategy turned out to be very telling and presents a golden journey in the history of da'wah and the formation of society.With all the intelligence and attitudes of the Prophet Muhammad, when in Medina not only can spread in the sense of tabli, but more than that the Prophet Together the community can build a model of a modern social system even too modern in its time. To help the general public, it requires the ability to wage jihad in the field of da'wah. Abstract

This study discuss about women circumcision. This study took a sample of women circumcision that occurred in Egypt because women circumcision tradition is done massively in their community. This study also discuss about women circumcision from socio-cultural perspective such as the beliefs in good things from the tradition. This study also discuss about the controversies of women circumcision tradition that World Health Organization (WHO) considers very dangerous for women. The purpose of this study is to explain that women circumcision tradition is an ancient tradition that existed thousands years ago even before Islam. Women circumcision potentially very dangerous and beliefs about good things of it that are believed by community actually are not always realized in social facts.
