Abstract

Nationalism is the main issue before independence. Therefore, the nationalismactivators of Indonesia emerged from the various area in West Java, especially Tasikmalaya, one of them was Ajengan Ruhiat who an Ulama nationalism activator. That his name is not as popular as Kiai Haji Zaenal Mustafa, a national hero form the same area. The goal of this article is to how the idea and the nationalism praxis before independence and how the response of Ajengan Ruhiat to the socio-politics condition. As a result, Ajengan Ruhiat had a moderat nationalism view. Ajengan Ruhiat more concerned to the islamification of the public than the islamification of the country. According his actions in establishing Pesantren Cipasung (Cipasung Islamic Boarding School), in the time context, can be showed how the nationalism progressive of Ajengan Ruhiat, because Pesantren Cipasung is included as a pioneer of public school establishment in West Java.

Abstract

AbstractGovernment makes policy to solve problems affecting people in society. Making policy meansdeciding what is and is not a problem, choosing which problem to solve, and deciding how to solvethem to benefit society. P2KP(Urban Poverty Project) program, one of those programs to solve thepoverty problem in urban area. P2KP program implelemented poverty alleviation in urban area basedon three pillars of empowerment. Firstly, physical empowerment; secondly, economic empowerment;thirdly, social empowerment. The study found that P2KP program are successfully implemented inphysical and social empowerment. Abstract

Penelitian ini bertujuan menggali informasi mengenai politik etnis Flores Timur (Flotim) yang berdomisili di Kabupaten Timor Tengah Utara (TTU) pada Pilkada tahun 2015 dalam perspektif politik identitas. Penentuan informan yang terdiri dari tokoh dan komunitas etnis Flotim menggunakan teknik purposive sampling dengan metode penelitian bersifat deskriptif analitis dengan menggunakan data primer dan data sekunder yang relevan dengan politik etnis Flotim. Hasil penelitian menunjukkan dinamika politik etnis Flotim membentuk enam pola relasi bersifat resiprokal. Kesimpulan penelitian ini adalah dari aspek kultural kohesifitas etnis Flotim cenderung kuat, namun dari aspek politik kehesifitas cenderung cair yang disebabkan karena faktor akulturasi budaya melalui institusi perkawinan campur dengan etnis di TTU yang terbagi dalam tiga swapraja. Hibriditas sosial budaya tersebut pada akhirya menciptakan polarisasi politik dalam komunitas etnis Flotim. Reflesi teoritis studi ini sejalan dengan konsep Castell (1997), Beerger dan Luckmann (1990)  bahwa konstruksi identitas etnis Flotim di TTU ditandai oleh asal-usul bangunan identitas dan realitas politik sebagai proses kontruksi simbolik yang terus menerus berubah (situasional) terutama dalam setting Pilkada 2015.

Abstract

The vast shifting map of local agencies makes it impossible to treat local governmentas a single organisation. The externalization of many services, the centralization of others,make local government is only one actor among a network of agencies in a modern-networksociety. Partnership between local government and private entities is seen as positive, evenessential. In Surakarta Municipality this kind of partnership is the result of a focus onoutcomes. Partnership is seen as a vehicle to create mutual trust as well as learning.Although the partnership In Surakarta municipality is still in it’s early stage, there have beenmany progress in innovation of development program, corporate focus, investment intraining and leadership development as well as cultural change. Abstract

Recent observation regarding the reality of people’s living in the border region of the Republic of Indonesia-Timor Leste revealed the facts that they are still facing many problems directly related to all aspects of life that requires the government to take action through the implementation of the state border treaty policy in accordance with the community desire and expectation for sa conducive environment to the life of the nation and the state. The purpose of this study were: 1) to describe the implementation of border treaty between Indonesia and Timor Leste in the resolution of border problems in the District of Oecusse, TTU and 2) to describe and interpret the factors supporting and inhibiting the implementation of the border agreement in resolving the border issues. The method of this study was descriptive qualitative approach. The informants in this study were: Deputy Governor of NTT, TTU Regent, TTU Vice Regent, head of the BPP of TTU and Pamtas RI- Timor Leste Task Force, selected by purposive technique. The study found that: First; communication dimension: (a) lack of community involvement in determining national boundaries; (b) discussion/dialogue with the community had not been maximally conducted; (c) there is requirement to improve existing products of bilateral agreements. Second; Resources dimensions: (1) poor coordination between the senior government and the local government; (2) bolstering up to build further discussion/dialogue between the two countries involving indigenous people had not been done as proposed by the local government ; (3) lack of supporting infrastructures available for the people in the border region; (4) Minimum budget capacity. Third; Bureaucratic structures: (1) lack of supervision for the institutions/implementing agencies; (2) officials in the senior level of government did not involve the Government in the lower /regional level and local communities in setting the boundaries. Fourth; Implemention disposition: (1) The occurrence of interest claims resulting disharmony of interests; (2) the existence of public ignorance on the outcomes of the policy. The Supporting factors were: the availability of law products; commitment between government and society; and the lineage similarity of border communities. The inhibiting factors, however, were: minimum budget capacity, very limited availability of infrastructures and lack of coordination. Thus, the proposed suggestions and recommendations were: a necessity for socialization to the public about the purposes and benefits of the policy set; a nnecessity for budget support and other facilities in the border region as a state gateway; a necessity for a clearly distributed tasks and authority,  so that it may not cause sectoral egoism.

Abstract

Manganese mining conflicts in South Central Timor Regency in 2010-2011 is still echoing, especially from the perspective of developmentalism and neoliberalism paradigms. It also can be seen as a paradox of economic development. This study aims to describe and analyze the nature of this conflict in terms of actors, parties, interests, dynamics and its resolutions. By employing Wirawan’s theoretical model of conflict resolutions, this research showed findings as follows: (1) Manganese mining conflicts occurred within six phases, however,  the conflict remains unresolved (2) Actors involved are East Nusa Tenggara local government, South Central Timor local government, East Nusa Tenggara Parliament, South Central Timor Parliament, PT SMR, Obama, Landlord. Role in the conflict based on power, interests and goals of the actors (3) Conflict resolution is done by doing the more positive approach of law enforcement through the court process while the use of alternative problem solving only the latent phase and phase triggers.  Keywords:  Conflict, Conflict Resolutions, Role Players Analysis.

Abstract

ABSTRAKSI Corruption is a transnational crime that involves many parties together in the eradication and prevention efforts. The emergence of several names of women involved in cases of corruption in the public good of members of political parties and public officials in the spotlight for several years. Women who are entangled in corruption cases occurred basically due to not knowing the details of the risk positions and the pressure to be received from the position of being diembanya. Judging from the style factor of leadership, political, religious, psychological and oriental cultures all indirectly become patron of women from the bondage of corruption. Abstract

This research aims to explore the role of community mobilisation in Surakarta’s culture-led urban regeneration process by analysing the case of the Pasar Gede area.  This research argues that the generation and use of cultural resources in urban regeneration lie in community mobilisation and institutional support, rather than in a state-led cultural flagship approach. In this way, local government needs to move beyond the instrumentalism of urban cultural strategies and to rediscover the spaces where local cultural activities and mobilization capacities are attached. Only through understanding the relationship between place and community mobilization will a benefit for the revitalization of a unique and historical urban area be generated.

This study has deskriftif-kuantitatif, that is study to realize certain phenomenon and elaboratedby using number score or rank. Result from this study mentions, that study system at salafiy influentialtowards Islamic fanaticism so strong in self Santri. Santri’s opinion that Islam religion that must theyfight for and distribute to society variously. Perspective of santri about religious radicalism is onlyaround that aspect. Abstract

Abstract The research was motivated by the further degradation of the environment. Many of the pollution of water, air, landslides, floods, and so on. These conditions tend to increase in the era of regional autonomy. This is due to each province trying to get as much revenue from natural resources. Exploitation is carried out without offset to the maintenance and preservation. The result is environmental degradation that often lead to conflict. As it happens hill districts Mangunharjo Tembalang city of Semarang. C mining excavation at the site has a conflict of interest. Because of this formulation of the problem in this study was to determine why there is a conflict in the hill Mangunharjo; what causes it. The method used in this study was descriptive with qualitative data collection techniques through observation, interviews, and literature review. The results showed that the mineral mining activities in the hill Mangunharjo c positive and negative impacts. The positive impact of the perceived economic benefits a small portion of society. While the negative impact of environmental degradation is felt most of the people and Government of Semarang City. Caused by mining environment becomes damaged, but the area is a region Tembalang conservation. Frequent flooding, landslides, pollution, and so on. This is exactly what caused the conflict. The conflict has lasted several years and has not been resolved. Contributing factor is the vagueness and lack of regulation, weak law enforcement (government indecision), and lack of public awareness about the importance of theenvironment.
