Abstract

The 2025 Sumatra Flood disaster triggered a rapid mobilization of public solidarity in media X and demonstrated how public trust was built through digital communication practices. This study aims to analyze the construction of public trust and audience reception of the mobilization of public solidarity mobilized by Ferry Irwandi as a non-state actor. A qualitative approach with a case study design was used within a constructivist paradigm. Primary data were collected from public conversations in media X using Brand24, covering posts, comments, and netizen interactions from the initial phase of the disaster to the peak of mobilization. Data were analyzed through an integration of Krippendorff's qualitative content analysis with Robert N. Entman's framing theory to map problem definitions, diagnose causes, moral judgments, and treatment recommendations, and Stuart Hall's audience reception theory to read dominant hegemonic positions, negotiations, and opposition. The findings show that the framing in media X frames the disaster as a humanitarian crisis that demands a rapid response, highlights bureaucracy as an obstacle, and positions Ferry Irwandi as a responsive and credible figure, so that direct public participation through donations is understood as the most effective solution. Audience reception reveals a multi-layered spectrum of acceptance, where support and advocacy reproduce the symbolic legitimacy of non-state actors, neutrality reflects contextual evaluation, and criticism serves as a public testing mechanism that reinforces moral standards of solidarity. This study confirms that public trust in disaster situations is formed through the relationship between the visibility of actions, the structure of meaning frames, and audience negotiation in the digital public sphere.

Abstract

This study aims to analyze public perception on social media X regarding the narrative of the government's response to the 2025 Sumatra flood and landslide crisis through the perspective of Situational Crisis Communication Theory (SCCT). This study uses a qualitative approach with a content analysis method on 59 public posts consisting of tweets, tweet replies, and tweet quotes during the period of November–December 2025. Data were selected purposively based on relevance to the issue of the government's response, then analyzed through the stages of data reduction, open coding, theme grouping, and theoretical interpretation using SCCT. The results show that public perception is dominated by critical evaluations of the government, especially regarding responses that are considered slow and inadequate, crisis communication that lacks empathy, policy inaccuracy, and the public's tendency to associate disasters with structural issues such as environmental damage and government governance. The findings also show a perception of regional injustice between the central and regional governments, although there is a small amount of support and ambivalent evaluation. From the SCCT perspective, crises that can be objectively categorized as victim crises tend to be perceived by the public as close to preventable crises due to the high attribution of responsibility to the government. This study confirms that social media X plays a crucial role as a digital space in shaping public perceptions, collective emotions, attributions of responsibility, and legitimacy toward government communications in crisis situations.

Abstract

This study examines the concept of the eternity of the world (qidam al-‘ālam) in the perspective of Muslim philosophers and its critique in Tahafut al-Falasifah by Imam al-Ghazali. The research aims to analyze the differences between al-Farabi and Ibn Sina, who argue that the universe is temporally eternal through the theory of emanation (al-fayḍ), and the Islamic theological view which affirms that the world was created out of nothing (ḥudūṡ al-‘ālam). This study employs a qualitative method with a library research approach, using descriptive-analytical and comparative-critical analysis. The primary source is Tahafut al-Falasifah, supported by relevant secondary literature. The findings indicate that the philosophers conceive the relationship between God and the world as a necessary and eternal causal relation, implying that the universe has no temporal beginning, although it remains ontologically dependent upon God. In contrast, al-Ghazali rejects this necessity and asserts that God is a voluntary agent (fā‘il mukhtār) who creates the world through His free will. This debate has had a significant impact on the development of Islamic theology and philosophy, particularly in defining the respective roles of reason and revelation in addressing metaphysical questions.

Abstract

This study examines the dynamics of coalition and opposition within Indonesia’s multiparty presidential democracy, with particular attention to the implications of coalition dominance for democratic accountability, legislative oversight, and policy quality. The research is motivated by the tendency of political parties in Indonesia to form broad governing coalitions, often driven not only by programmatic alignment but also by short-term political interests, access to executive positions, and strategic bargaining. Using a literature review with an interpretive-phenomenological approach, this study analyzes scholarly works, electoral developments, and coalition configurations from the post-2004 direct presidential election era to the 2024 political transition. The findings indicate that coalitions are essential for maintaining governmental stability in a fragmented multiparty system; however, oversized coalitions may weaken the institutional role of opposition parties and reduce the effectiveness of checks and balances. A weak opposition can also increase the risk of power concentration, limit alternative policy debates, and diminish public control over government decisions. At the same time, political fragmentation may create legislative deadlock when coalition management is not supported by programmatic consistency and institutional discipline. This study argues that a healthy democracy requires a proportional balance between governing coalitions and constructive opposition. Strengthening opposition functions, improving coalition ethics, and encouraging issue-based political cooperation are necessary to enhance democratic consolidation, prevent abuse of power, and ensure that coalition politics remains oriented toward public welfare rather than merely elite interests.

Abstract

This study aims to analyze the political communication strategy of members of the Medan City Regional House of Representatives (DPRD) in conducting recess activities in the Constituency of Two Medan Labuhan Districts. Recess is an important constitutional mechanism for legislators to collect constituent aspirations and strengthen the relationship between the legislature and the community. This study employed a descriptive qualitative approach, with data collected through in-depth interviews, non-participant observation, and documentation. Informants comprised one DPRD member as the key informant and five constituent community members as supporting informants. Data analysis was conducted using the Miles and Huberman model. The findings reveal that the communication strategies employed include: (1) direct communication through face-to-face forums and constituent dialogue; (2) utilization of social media platforms such as Facebook, Instagram, Twitter, and official websites for disseminating information and documenting recess activities; and (3) synergy with the Musrenbang mechanism to follow up on public aspirations. Despite challenges such as the diversity of constituent characteristics and aspirations not yet fully realized, council members have developed their own approaches to maximize the effectiveness of recess activities. This study concludes that an integrative communication strategy combining direct and digital approaches is crucial to the successful absorption of aspirations during recess.

Abstract

This study analyzes digital tourism communication management at Sweembath Natural Bathing Tourism in Naga Sopa Village, with particular attention to how digital communication is planned, implemented, and evaluated in a locally managed natural tourism destination. Using a descriptive qualitative approach, data were collected through in-depth interviews, observation, and documentation involving tourism managers, local community members, tourists, and village officials. The findings reveal that digital communication management has utilized Instagram, Facebook, and TikTok as promotional channels; however, its implementation remains fragmented and unsystematic. The main weaknesses are reflected in the absence of structured content planning, inconsistent content production, limited audience segmentation, and the lack of formal evaluation based on digital engagement indicators. These limitations indicate that digital media are still used primarily as spontaneous promotional tools rather than as part of an integrated tourism communication strategy. The study contributes to digital tourism communication studies by highlighting the managerial challenges of community-based natural tourism destinations in rural contexts. Practically, the findings suggest the need to strengthen digital communication capacity, develop a content calendar, improve digital infrastructure, and establish periodic evaluation mechanisms to enhance destination visibility and visitor interest

Abstract

This study examines public responses to the #StopDeforestasi campaign on TikTok, focusing on the dynamics of communication style and the meanings produced by audiences in digital space. Using a qualitative content analysis approach, the data were collected through observation of content and user interactions on the account @zona.hening. The findings show that the campaign was able to generate strong emotional resonance through persuasive visuals and narratives, thereby encouraging public engagement in the form of comments, likes, and shares. However, such engagement did not fully represent in-depth understanding, as most responses remained affective and symbolic in nature. On the other hand, reflective, critical, and mobilizing responses were also identified, indicating the potential for a shift from slacktivism toward more substantive ecological awareness. This study confirms that the effectiveness of digital campaigns lies not only in their level of visibility, but also in the quality of the discourse they generate, although challenges remain in fostering critical and sustainable environmental literacy.

Abstract

The development of digital media has positioned YouTube as a strategic platform for shaping tourism perceptions through audiovisual content. This study aims to analyze the framing of tourism content on Traveloka’s YouTube channel using Robert N. Entman’s framing model. Employing a descriptive qualitative method, this research examines the video “Itinerary and Budget Trip Sumba 5D4N.” The findings indicate that Traveloka frames Sumba as an exotic and challenging destination that remains accessible through well-planned travel supported by integrated digital services. The use of a daily vlog format with personal storytelling receives positive responses from audiences, as it fosters emotional engagement and presents an authentic travel experience. However, this study also identifies limitations in the content, particularly the lack of explicit information regarding worship facilities and the halal or non-halal status of food, which are essential for Indonesian travelers. These findings suggest that while Traveloka’s framing is strong in visual and emotional aspects, there is room for improvement to create more comprehensive and audience-responsive tourism content.

Abstract

The Universal Health Coverage (UHC) program is a strategic policy to ensure equitable access to health services, but its effective implementation still faces communication challenges, particularly the low public understanding of the benefits, procedures, and mechanisms of the service. This study aims to analyze the persuasive communication strategy of the Public Relations of the North Sumatra Provincial Health Office in designing and delivering UHC socialization messages. The study used a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. Data were analyzed through the stages of data reduction, data presentation, and drawing conclusions. The results show that the public relations implemented a persuasive strategy through simplifying technical messages, using rational and emotional approaches, utilizing face-to-face communication and digital media, and adapting language to the socio-cultural characteristics of the community. These strategies contributed to increasing public understanding and trust in the UHC program, despite still being hampered by health literacy, access to information, and misinformation. The novelty of this study lies in its emphasis on the persuasive message design patterns of local government public relations in public health communications. These findings provide practical contributions for government agencies in designing UHC communications that are more adaptive, inclusive, and based on community needs.

Abstract

This study analyzes the public relations strategy of the Attorney General's Office of the Republic of Indonesia's Asset Recovery Agency in promoting the auction of state-confiscated assets through digital media. This study is important because promoting the auction of state-confiscated assets requires not only rapid information dissemination but also a transparent, educational communication strategy that encourages public participation. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews, non-participatory observation of official digital media, and documentation of the agency's publications. Research informants included the Asset Recovery Agency's digital media managers, internal parties, and the public as the audience for the auction information. The results show that the digital public relations strategy was implemented through the stages of planning, implementation, and evaluation of communications. The digital media used included Instagram, the website, and Facebook, with Instagram as the primary channel due to its visual character, broad audience reach, and segmentation features through insights and digital advertising. The messages conveyed were informative and educational, particularly regarding the type of goods, prices, locations, procedures, and auction conditions. The findings also indicate the practice of two-way communication through comments, direct messages, and WhatsApp contacts, although the reach of information and the quality of public interaction still need to be strengthened. This study confirms that digital public relations strategies play an important role in increasing transparency, public understanding, and public trust in the management of state confiscated assets.
