Abstract

This study examines the role of Public Relations at the Ministry of Religious Affairs Office of Tebing Tinggi City in improving public satisfaction with public services. The study focuses on how public relations functions as a communication bridge, information provider, institutional image builder, and supporter of transparency in religious public services, particularly marriage administration, hajj services, and religious education. This research employed a descriptive qualitative approach with a case study design. Data were collected through in-depth interviews with public relations officers, institutional leaders, and service users, supported by field observations and institutional documentation. The data were analysed through data reduction, data display, and conclusion drawing. The findings show that public relations has contributed to improving service accessibility through digital information management, social media use, the Integrated One-Stop Service system, and the SILATU platform. These efforts help simplify procedures, strengthen public trust, and reduce information gaps between the institution and society. However, the effectiveness of public relations remains constrained by limited human resources, budget limitations, inadequate digital infrastructure, and low public digital literacy. The study concludes that strengthening public relations requires more adaptive communication strategies, continuous public education, improved staff capacity, and stronger institutional support. These elements are essential to creating public services that are transparent, responsive, inclusive, and oriented toward public satisfaction.

Abstract

Parental mistakes in child-rearing often trigger developmental crises in children, making Qur’anic parenting a solution-oriented paradigm that integrates dialogic interaction, discussion communication, and exemplary behavior (uswah). This qualitative study explores parenting principles through Diana Baumrind’s theories of authoritarian, authoritative, and permissive parenting in the exegesis Al-Taḥrīr wa al-Tanwīr by Muḥammad al-Ṭāhir Ibn ‘Āshūr, with a thematic analysis focusing on verses regarding parent-child interaction in Surah Hūd [11]:42–43, Yusuf [12]:4–5, Maryam [19]:42–43, As-Saffat [37]:102, and Luqman [31]:17–19. The methodology combines the approaches of Mustofa Muslim and maqāṣidi sharia to unravel adaptive parenting patterns of democratic dialogue (Nuh, Yusuf, Ibrahim with his father) that build independence, exemplary behavior (Luqman), and the internalization of moral values. This study fills a crucial gap in thematic exegesis by formulating the first authoritative-permissive and authoritarian-permissive frameworks of Qur’anic parenting based on Ibn ‘Āshūr’s previously unexplored novelty. Key contributions include: (1) a synthesis of maqāṣidi for contemporary parenting, (2) empirical validation of the democracy-exemplarity model through thematic analysis, and (3) practical guidelines for parents, enriching the discourse on Islamic psychology and family education. Thus, this study not only strengthens the theoretical foundation of the Qur’an as a source of transformative parenting but also motivates compassionate parenting practices to foster a generation resilient in spiritual and moral terms.

Abstract

This article aims to examine the concept of political communication from an Islamic perspective, emphasizing the scope, objectives, functions, theories, and ethics of political communication derived from the values of the Qur'an. This study is motivated by the importance of political communication as a strategic instrument in building relationships between political actors, institutions of power, the media, and society. From an Islamic perspective, political communication is not only understood as a process of conveying messages related to power and public interests, but also as a social practice that must be based on the principles of honesty, justice, trustworthiness, propriety, and the welfare of the people. This article uses a qualitative approach based on literature review by examining various relevant literature on political communication, Islamic communication, political communication theory, and the ethical principles of communication in the Qur'an. The results of the study indicate that Islamic political communication has a scope that includes political communicators, political messages, political media, audiences, and communication effects. The objectives of Islamic political communication are directed at building political awareness, socializing values, articulating interests, and creating a political order oriented towards the welfare of the people. Furthermore, the functions of Islamic political communication include conveying information, political education, advocacy, publication, social control, and shaping public opinion. The ethics of political communication in the Qur'an emphasize the principles of qaulan sadidan (consistency), tabayyun (intelligence), justice, and moral responsibility. Thus, Islamic political communication can serve as a normative framework for establishing civilized, transparent, participatory political practices that are oriented toward moral and spiritual values.

Abstract

The phenomenon of religious commodification in consumer products is increasingly evident through the use of religious symbols, narratives, and identities as marketing strategies. This study aims to analyze the process of religious commodification in Ainiqua mineral water products in Medan City and identify factors that hinder its implementation. This study uses a descriptive qualitative approach with data collection techniques through observation, in-depth interviews, and documentation. The research informants consisted of four people, consisting of Ainiqua managers, production heads/workers, religious leaders, and consumers in Medan City. The analysis was conducted by referring to Vincent Mosco's commodification theory and Theodor Adorno's cultural industry theory. The results show that religious commodification in Ainiqua products occurs through three main forms. First, content commodification is seen in the use of the "prayer water" narrative, murottal chanting, halal labels, and hijaiyah letter symbols as added value to the product. Second, audience commodification is carried out by targeting the Muslim middle class and the da'wah community as a market base. Third, labor commodification is seen in the involvement of workers who interpret production activities as part of spiritual devotion. This research also identified several obstacles, such as competition in the mineral water market, resistance from some communities to the commercialization of religious symbols, and the challenge of maintaining a balance between spiritual values and economic interests. This research contributes to enriching studies of religious communication, the political economy of communication, and the halal industry by demonstrating how religious symbols are constructed into economic value in the marketing practices of everyday consumer products.

Abstract

This article discusses the epistemology of Islamic Communication as an important foundation for the development of Islamic Communication Studies as an independent scientific discipline. This study begins with fundamental questions regarding the sources, processes, and validity of knowledge from an Islamic perspective. In the tradition of the philosophy of science, epistemology serves to explain how knowledge is acquired, tested, and constructed into a credible scientific system. Unlike Western epistemology, which tends to emphasize reason and empirical experience, Islamic epistemology combines revelation, reason, sensory experience, intuition, and social reality as complementary sources of knowledge. This article emphasizes that the Qur'an and Sunnah are the primary sources in forming the normative and ethical foundations of Islamic Communication. Furthermore, the universe, the human self, and human history are also understood as sources of knowledge that enrich the epistemological construction of communication. The integration of these various sources demonstrates that Islamic Communication is not only oriented towards conveying messages but also contains spiritual, moral, social, and scientific dimensions. Thus, Islamic Communication Studies can be developed through an interdisciplinary approach that connects revealed texts with empirical reality. This study concludes that Islamic Communication has objects of study, methods, systematics, utility values, and a basis for truth that enable it to stand as an independent discipline. Strengthening its epistemology is a strategic step in developing communication theory grounded in Islamic values and relevant to the needs of contemporary society.

Abstract

This study aims to analyze how the Aceh Tamiang flood is constructed as a social reality on TikTok through practices of sensationalism, emotional amplification, and algorithm-based digital mediation. The study departs from the understanding that social media no longer functions merely as a channel for information dissemination, but rather as a central arena for the formation of meaning, collective emotion, and public attention toward disaster events. Within this context, flooding is not only presented as a natural phenomenon, but as a visual and emotional narrative that is produced, selected, and highlighted in accordance with the logic of digital platforms.The research adopts a qualitative approach using interpretive content analysis of TikTok content related to news coverage of the Aceh Tamiang flood. Data were collected through digital observation, content documentation, and monitoring of public conversations using Brand24 to identify emotional patterns, keywords, and the dynamics of audience attention. Data analysis was conducted using the Miles, Huberman, and Saldaña model, encompassing data condensation, data display, and conclusion drawing, and was strengthened through data source triangulation. The findings indicate that TikTok coverage of the Aceh Tamiang flood is dominated by dramatic visual representations and emotional narratives emphasizing suffering, solidarity, and humanitarian action. Emotions of sadness, admiration, and joy emerge as the primary affective spectrum shaping audience resonance and driving high levels of engagement. Audience reception reveals diverse positions of meaning-making, ranging from dominant acceptance of humanitarian narratives, to negotiated readings through structural critique, and to oppositional interpretations that politicize the disaster. These findings underscore that within the logic of the Network Society, flooding is transformed into clickbait operating as a commodity of attention, in which emotion, algorithms, and audience participation are deeply intertwined in shaping the reality of disaster in the digital public sphere.

Abstract

This study aims to analyze the communication audit of the National Narcotics Agency (BNN) of Binjai City in implementing socialization of the dangers of drug abuse, with a focus on the message planning process, the use of communication media, audience response, and obstacles to program evaluation. This study used a descriptive qualitative approach with data collection techniques through in-depth interviews with three informants from the BNN Binjai City public relations department, observation of socialization activities, and documentation. The results showed that the socialization activities were carried out informatively and persuasively through direct counseling, interactive discussions, visual media, and the use of social media. The socialization messages were also tailored to the characteristics of the audience, thus encouraging participation and a positive response from the community. However, the communication audit showed that the evaluation aspect remains a major weakness. Program evaluation is still general, focusing on the number of participants and activity participation, and is not supported by measurable indicators, standardized evaluation instruments, or systematic management of community feedback. This finding confirms that the effectiveness of socialization of the dangers of drugs is determined not only by the success of message delivery, but also by the organization's ability to evaluate the impact of communication on an ongoing basis. This study recommends strengthening data-driven evaluation systems, developing measurable success indicators, and optimizing communication technology to increase the effectiveness of the Binjai City National Narcotics Agency (BNN) outreach program.
