Abstract

This study examines the problems of da'wah management at the Office of Religious Affairs (KUA) in Tanah Pinem District, Dairi Regency, an area with a minority Muslim community. This study is important because da'wah management in minority areas is not only faced with religious issues, but also with limitations in human resources, worship facilities, budget support, geographical conditions, and the socio-cultural dynamics of the local community. This study aims to analyze the implementation of da'wah management functions, including planning, organizing, implementing, monitoring, and evaluating the religious development of the minority Muslim community. The study used a qualitative approach with a case study method. Data were obtained through observation, interviews, and documentation of the KUA and da'wah actors involved in religious activities in Tanah Pinem District. The results show that da'wah management has not been running optimally due to the limited number and capacity of da'i, minimal supporting facilities, low community participation, weak institutional coordination, and the dominant influence of customs and the community's economic conditions. Nevertheless, the KUA strives to strengthen da'wah through collaboration with religious leaders, a cultural approach, the use of communication media, and the development of religious instructors. The novelty of this research lies in the analysis of da'wah management through the formal institution of KUA in the context of a minority Muslim community, thus contributing to the development of a more adaptive, participatory, and contextual da'wah model.

Abstract

This study aims to analyze the communication strategies of service officers in handling IndiHome customer complaints at the Telkom STO Sukaramai Office and its impact on customer satisfaction. The study used a descriptive qualitative approach with data collection techniques through interviews and observations. Data analysis was carried out through reduction, presentation, and drawing conclusions, with triangulation techniques for validity. The results showed that communication was carried out interpersonally through direct interaction and digital media such as telephone and WhatsApp. Although officers have demonstrated a professional attitude and provided education to customers, communication effectiveness is still not optimal, especially in terms of message clarity and empathetic approach. In addition, service quality has not been consistent in terms of responsiveness and reliability. This condition causes the level of customer satisfaction to be in the fairly satisfied category. Therefore, it is necessary to improve the integration between communication strategies and service quality to improve customer satisfaction.

Abstract

This study analyzes the Binjai City Government's policy on providing assistive devices for people with disabilities through the Binjai City Social Service and reviews it from a fiqh siyasah perspective. The study uses a normative-empirical legal approach with data collection techniques through literature studies, observation, documentation, and interviews with relevant parties at the Binjai City Social Service. The results show that the policy on providing assistive devices has been implemented in the form of social assistance such as wheelchairs, canes for the blind, hearing aids, and other supporting devices according to the needs of beneficiaries. Empirical findings indicate that this program contributes to increasing mobility, independence, and social access for people with disabilities. However, its implementation has not been fully optimal due to budget constraints, incomplete recipient data collection, and uneven distribution of assistance. From a fiqh siyasah perspective, this policy is in line with the principles of maslahah, justice, government mandate, and protection of vulnerable groups. The scientific contribution of this study lies in strengthening the study of inclusive social policies based on Islamic governance values, particularly in fulfilling the rights of people with disabilities at the local government level.

Abstract

Islamic marriage aims to manifest a sakinah family, yet high divorce rates and contemporary gamophobia phenomena necessitate a new understanding of relational resilience. This phenomenological study explores wives' subjective experiences in character adaptation and highlights its novelty in reinterpreting the concept of qiwamah (husband's leadership) and family harmony in contemporary marriage. Through in-depth interviews with six female informants, this study found that character adaptation is not passive submission, but an active and dialogical identity negotiation strategy. The novelty of this article lies in the finding that wives' subjective experiences directly deconstruct rigid textual understandings; qiwamah is no longer interpreted as absolute patriarchal dominance but reinterpreted as an egalitarian consultative mechanism to achieve harmony. In conclusion, Islamic Family Law texts are practically operating as a flexible living law. The main contribution of this research theoretically offers a new paradigm of egalitarian husband-wife power relations, and practically recommends the revitalization of pre-marital guidance at the Office of Religious Affairs (KUA) focusing on conflict resolution and role negotiation.

Abstract

This study examines the regulation of the minimum marriage age in Indonesia from the perspectives of child protection and Islamic law. The issue is grounded in the persistence of child marriage despite the enactment of Law Number 16 of 2019, which equalizes the minimum marriage age for men and women at 19 years as a follow-up to Constitutional Court Decision Number 22/PUU-XV/2017. This research employs a normative juridical method using statutory, conceptual, and Islamic law approaches. The findings show that the minimum marriage age regulation is normatively aligned with the principles of child protection, gender equality, and maqashid sharia, particularly through the concepts of baligh, rusyd, and maslahah. However, its implementation remains ineffective due to the frequent use of marriage dispensation, strong cultural and economic pressures, and low public legal awareness. The novelty of this study lies in its integrative analysis of state law and Islamic legal principles in assessing the effectiveness of minimum marriage age regulation as an instrument for preventing child marriage. This study emphasizes the need for stricter judicial supervision, stronger legal literacy, and community-based prevention strategies to ensure comprehensive child protection.

Abstract

Recent national data indicate a serious mental health crisis among youth in Singapore. The National Youth Mental Health Study conducted by the Institute of Mental Health reported that 30.6% of youths aged 15–35 experienced severe or extremely severe symptoms of depression, anxiety, and/or stress. In addition, suicide remains the leading cause of death among youths aged 10–29, with 314 suicide cases recorded in 2023 by Samaritans of Singapore. These statistics also include youths from Muslim families, indicating that religious identity alone does not prevent mental health disorders. This study examines parental responsibility for children’s mental health within Muslim families in Singapore through the framework of Hifz al-Nasl, one of the objectives of Islamic law (*maqasid al-shari‘ah*). Using an empirical juridical approach grounded in Islamic legal theory, this qualitative field research explores how parents understand and practice their responsibilities toward the psychological, emotional, and spiritual well-being of their children. The study finds that Hifz al-Nasl extends beyond the preservation of biological lineage to include mental and emotional protection necessary for establishing *sakinah* and *mawaddah wa rahmah* within Muslim families. The study recommends strengthening mental health literacy and faith-based parenting practices in Muslim households in Singapore.

Abstract

Money politics in the election of members of the House of Representatives (DPR) and Regional House of Representatives (DPRD) remains a serious challenge to electoral integrity in Indonesia because it weakens voters’ political autonomy, distorts representation, and undermines the principle of fair elections. In Islamic legal thought, this practice is closely related to risywah, namely the use of material incentives to influence public decisions or obtain political office. This study aims to analyze Imam al-Mawardi’s concept of risywah, examine its relation to Indonesian electoral law, and formulate its relevance for strengthening the ethical foundation of Indonesia’s electoral system. This research employs a normative juridical method using conceptual, statutory, and historical approaches through library research on classical Islamic legal texts, electoral legislation, and relevant scholarly literature. The findings show that al-Mawardi’s thought offers a normative-ethical framework for understanding money politics as a defect in political legitimacy. Risywah not only violates legal norms but also eliminates ‘adālah as a fundamental requirement of leadership, damages public trust, and contradicts the objectives of governance based on amānah and maṣlaḥah. The novelty of this study lies in positioning al-Mawardi’s political thought as an ethical corrective to the formalistic enforcement of electoral law in Indonesia. Therefore, strengthening electoral integrity requires not only legal sanctions but also the internalization of Islamic political ethics, public education, and consistent supervision against transactional politics

Abstract

This study examines child protection from the perspective of Islamic law by focusing on the position of children as a trust (amanah), the legal foundations of child protection, and the practice of child protection within Muslim families. The study is motivated by the continuing occurrence of child rights violations such as neglect, violence, custody disputes, and the failure to provide post-divorce child support, which indicate that child protection in Muslim family life has not been fully implemented. This research employs normative legal research using conceptual, library, and Islamic juridical approaches. Data were collected from the Qur’an, Hadith, classical Islamic legal texts, scholarly journals, and contemporary Islamic legal literature, which were analyzed using descriptive qualitative methods. The findings reveal that Islamic law positions children as a trust that must be protected through the fulfillment of their rights to life, education, care, financial support, and protection from violence and neglect. Child protection in Islam is fundamentally based on the principles of maqāṣid al-syarī‘ah, particularly hifẓ al-nafs and hifẓ al-nasl, which aim to preserve human life and lineage. The practice of child protection in Muslim families is implemented through hadhanah (custody), financial support, moral and educational development, and post-divorce child protection by prioritizing the best interests of the child. However, its implementation still faces various obstacles, including low legal awareness, family conflicts, weak enforcement of court decisions, and social changes in modern society. Therefore, strengthening the understanding of Islamic law and enhancing the responsibility of families and the social environment are necessary to achieve optimal child protection in Muslim families

Abstract

This study aims to identify marketing communication strategies in attracting consumer interest in BPRS Amanah Bangsa products in Sinaksak, Simalungun Regency using the AIDA model (Attention, Interest, Desire, Action). This study utilizes qualitative methods with a descriptive approach. Data collection techniques include observation, interviews, and documentation. Research informants consist of BPRS Amanah Bangsa marketing and consumers. The results show that at the attention stage, consumers can find out about products through the bank directly in the field, social media, pamphlets, and education provided. At the interest stage, consumers are interested because of the benefits and advantages. The desire stage is achieved through strengthening confidence in the security of deposits, clearly the transparency of information on the institution's performance, friendly service, and real testimonials from other users. At the action stage, consumers show their decisions because they have been convinced from the start. This encouragement is influenced by repeated persuasive approaches, easy account opening, and savings with prizes. Each stage illustrates that each consumer does not spontaneously show their interest, but develops gradually due to their beliefs and perceptions from what they see, receive, and feel directly.

Abstract

This article discusses the implementation of Islamic communication principles in social life as an effort to build polite, ethical, and harmonious patterns of social interaction. Islamic communication is not only understood as a process of conveying messages, but also as a social practice based on the values of faith, sharia, and morals. Communication problems in modern society, especially amidst the development of digital media and public interaction spaces, show a tendency to use impolite language, the dissemination of information without verification, and a weakening of moral responsibility in communication. Therefore, this article aims to analyze the concept of Islamic communication, social life, the principles of Islamic communication, and their relevance in building social harmony. This study uses a qualitative-descriptive approach based on library research by reviewing various literature related to Islamic communication, social interaction, social support, and da'wah. The results of the study indicate that the principles of qaulan sadidan, qaulan balighan, qaulan maysuran, qaulan layyinan, qaulan kariman, and qaulan ma'rufan have an important role in forming communication that is correct, effective, easy to understand, gentle, noble, and oriented towards goodness. Furthermore, the role of preachers as communicators, counselors, problem solvers, managers, and entrepreneurs expands the function of Islamic communication in addressing social challenges. Thus, Islamic communication can serve as an ethical and practical framework for building a civilized, tolerant society capable of maintaining the quality of social interactions in the global era.
