Abstract

This study examines how interpersonal communication sustains the Mangambat Boru tradition among the Mandailing ethnic community in Siborangan, Labuhanbatu, amid intergenerational and socio-cultural change. The study is novel in positioning interpersonal communication not merely as a medium of cultural transmission, but as a social mechanism through which kinship values, symbolic meaning, and customary legitimacy are continuously negotiated across generations. Using a descriptive qualitative approach, data were collected through observation, in-depth interviews, and documentation involving traditional leaders, parents, and young people. The findings show that the preservation of Mangambat Boru relies on three interconnected communication forms: verbal communication through advice and dialogue, nonverbal communication through symbolic gestures and customary etiquette, and participatory communication in family and customary forums. However, this process is constrained by generational differences, limited comprehension of traditional language, and the declining intensity of face-to-face interaction in the digital era. The study contributes theoretically by reinforcing the view that interpersonal communication in cultural contexts functions not only to convey messages, but also to mediate meaning, authority, and adaptation within living traditions. Practically, the findings suggest that the preservation of local tradition requires adaptive communication strategies that are dialogical, culturally grounded, and responsive to the communicative preferences of younger generations.

Abstract

This study explores the communication strategies used by a first-grade teacher in facilitating students’ learning transition at an elementary school in Purbaganda Village. Employing a descriptive qualitative approach, the study collected data through classroom observation, in-depth interviews with the first-grade teacher as the main informant, supporting information from first-grade students, and documentation of learning activities. The findings show that the teacher applies adaptive communication strategies based on students’ emotional and academic readiness during the early transition period. These strategies include the use of simple and repetitive language, warm interpersonal interaction, play-based activities, and nonverbal communication such as facial expressions, voice intonation, and body movements. These practices help students gradually adjust to classroom routines, feel more comfortable in the new environment, and participate more confidently in learning. This study contributes by showing that, in the context of a rural elementary school, teacher communication functions not only as a medium for delivering instruction but also as an adaptive support mechanism in easing first-grade students’ transition into formal schooling

Abstract

This study examines the digital transformation of Islamic Guidance and Counseling (Bimbingan Penyuluhan Islam/BPI) services in preventive and curative mental health efforts among Generation Z students at the Faculty of Da’wah and Communication, UIN Sumatera Utara. Using a qualitative case study approach, data were collected through observation, in-depth interviews, and documentation. The findings show that BPI services have shifted from conventional face-to-face counseling to cyber-counseling through platforms such as WhatsApp, Instagram, and Zoom, which are more flexible, accessible, and perceived as more private by students. Preventive efforts are implemented through digital da’wah literacy, including educational content on stress management, gratitude, patience, and Islamic self-strengthening, while curative efforts are carried out through spiritually based online counseling, such as Qur’anic motivation, prayer guidance, and digital religious reflection. The novelty of this study lies in demonstrating that the digital transformation of BPI is not merely a technical shift of communication media, but an integrative service model that combines preventive mental resilience and curative spiritual intervention within a digital environment. This study contributes to the development of an adaptive and value-based Islamic counseling framework for higher education, while also highlighting key challenges, including limited nonverbal communication, response time constraints, absence of standard operating procedures, and concerns over data confidentiality.

Abstract

This study aims to analyze the decision of the Medan Administrative Court Number 147/G/2023/PTUN-MDN concerning the waqf land dispute of the Grand Mosque of Rantau Prapat from the perspective of fiqh siyasah. This research employs a normative juridical approach with qualitative methods through literature review of court decisions, waqf regulations, and Islamic legal literature. The findings reveal that waqf land disputes are mainly caused by weak administrative legality, particularly the absence of land certification, as well as suboptimal management by nazir. The court decision reflects the application of siyasah qadha’iyyah principles in balancing legal certainty, justice, and public benefit. However, the integration with maqāṣid al-sharī‘ah remains limited, especially in protecting waqf assets. This study highlights the importance of strengthening legal legitimacy through land certification, improving nazir professionalism, and adopting a progressive legal approach to achieve substantive justice.

Abstract

This study aims to analyze the use of Instagram as a tool for regional tourism branding through the @visit.langkat account using the Stimulus-Organism-Response (SOR) theory approach. The research employs a descriptive qualitative method with data collection techniques including observation, in-depth interviews, and documentation. The results show that visual content such as photos and videos of natural attractions, adventure activities, and tourist experiences serve as effective stimuli in attracting audience attention. These stimuli are processed by the audience, leading to the formation of positive perceptions of Langkat Regency tourism, such as being natural, attractive, and diverse. The responses generated include increased interest in visiting, curiosity, and actions to seek further information about the destinations. However, the study also finds limitations in the lack of detailed information regarding access, ticket prices, and facilities. Overall, Instagram is proven to be an effective medium for tourism branding, but it needs to be supported by more complete and consistent information delivery.

Abstract

This study aims to analyze how the TikTok account @detikcom framed the Labuan Bajo tourism tragedy on December 26, 2025, and how netizens responded to the news through the comments section. The novelty of this study lies in its focus on TikTok as a digital public space in the context of the tourism crisis, which is still relatively rarely studied compared to other social media platforms. The study used a qualitative approach with content analysis methods. Data came from approximately 3,500 comments on three TikTok videos, then 300 comments were purposively selected based on three criteria: relevance to the issue, having a clear meaning, and containing substantive responses to the news content. The results showed that the @detikcom news primarily emphasized issues of ship crossing procedures and safety facilities and infrastructure. Of the 300 selected comments, 248 comments could be categorized, while 52 comments were eliminated due to being irrelevant, spam, or ambiguous. Netizen responses were dominated by criticism (98 comments), evaluative (94 comments), emotional (42 comments), and tourism image (14 comments). These findings demonstrate that public responses on TikTok extend beyond emotional expression to include rational assessments of tourism safety governance. Thus, TikTok serves as a discursive arena that shapes public opinion while demonstrating digital social control over tourism safety issues.

Abstract

The development of TikTok as a digital promotional space has shifted consumer public opinion formation from one-way message exposure to two-way interactions in the comments section. This study aims to analyze how consumer public opinion is formed through influencer content on the TikTok account @dunianadia discussing StudioSaja services. The study used a descriptive qualitative approach by analyzing 294 comments on a single relevant uploaded video, supported by literature on influencer marketing, digital communication, and agenda setting. The results show that audience responses are concentrated in three main tendencies: seeking further information about prices, locations, and photo results; expressions of interest in the service; and testimonials from users who have used StudioSaja services. In addition, the practice of tagging friends shows that the comments section is not only a space for responses but also a vehicle for interpersonal information dissemination. The novelty of this study lies in its positioning of the TikTok comments section as an arena for digital public opinion formation, not simply as a complement to promotional content. Theoretically, these findings expand the application of agenda setting in social media by showing that influencers not only direct audience attention through videos but also trigger the reproduction of issues in comment interactions. Practically, this study emphasizes the importance of information transparency in promotional content to build trust and encourage consumer engagement.

Abstract

The purpose of this study was to examine the discourse surrounding the government's handling of flood victims on TikTok. This research was descriptive qualitative, employing Robert N. Entman's framing analysis model. Data collection techniques included observation, documentation, and literature review. Data analysis techniques included examining the text, visuals, and narratives in TikTok content on the accounts @Kementrian Sosial RI, @Bobby Nasution, @Ferry Irwandi, and @CallMeHyung. Robert N. Entman's model analysis was used to identify how the media constructs an event through four main elements: defining problems, diagnosing causes, making moral judgments, and emphasizing solutions. The results of this study are as follows: 1) The discourse of flooding as an inevitable natural disaster. This study shows that flooding in TikTok reporting is constructed as a natural disaster caused by extreme weather factors, such as heavy rainfall and river overflows. This discourse positions flooding as a natural event beyond human control, so the focus of news coverage is directed at the impact and post-disaster management, rather than the structural causes. 2) The discourse of the government as the primary actor and helper. The dominant discourse in TikTok news coverage positions the government as the primary actor, present and acting swiftly in flood management. Video content consistently depicts the activities of government officials, officials, and volunteers involved in evacuating residents, distributing aid, and visiting affected locations. 3) The discourse of social concern and solidarity. The research also indicates the existence of a discourse of social concern and solidarity.

Abstract

This study aims to analyze the digital communication of the South Tapanuli Regional Government in distributing information about the 2025 flood disaster via Instagram. The method used was a qualitative approach with content analysis techniques on published posts. The results show that the government's digital communication is structured with early warning content, disaster information, assistance, and recovery to increase public awareness and trust. Educational content is most effective, but communication is still one-way. Overall, it is effective, but interactivity and two-way communication are needed to improve public preparedness.

Abstract

Tuberculosis (TBC) remains a significant public health challenge in Indonesia, which consistently ranks among the top three countries with the highest TBC burden globally. The government has set a TBC elimination target for 2030 through community empowerment as a subject of prevention. This study aims to analyze the implementation of TBC control policies with a focus on communication barriers and resource allocation in Batang Toru District, South Tapanuli Regency. Utilizing a descriptive qualitative approach with a case study design, this research applies George C. Edwards III’s implementation theory. Data were collected through technical triangulation, including in-depth interviews, field observations, and documentation studies. The results indicate significant communication barriers in the form of message distortion due to the use of overly technical medical terms, which are difficult for health cadres to translate into the local language (Batak Angkola). Furthermore, constraints were found in resource allocation, including the phenomenon of "volunteer fatigue" due to multiple roles, minimal financial incentives, and limited supporting facilities such as personal protective equipment and local educational media. Weak budgetary support from Village Funds and a lack of cross-sector synchronization with the private sector in industrial areas further hinder program optimization. This study recommends a redesign of communication materials based on local wisdom, stricter integration of Village Fund allocations, and strengthening strategic partnerships with the private sector through CSR programs to support the sustainability of TBC control programs at the local level
