Abstract

This study examines the implementation of the SRIKANDI application in the Balikpapan City Government as part of digital archival governance and e-government reform in local public administration. The study aims to analyze how SRIKANDI is implemented, identify supporting and inhibiting factors, and assess its contribution to administrative efficiency and accountability. A qualitative descriptive approach was employed through interviews with key informants involved in archival management and application operation, observation of electronic correspondence practices, and analysis of relevant policy and administrative documents. The analysis was guided by policy implementation dimensions consisting of communication, resources, disposition, and bureaucratic structure. The findings show that implementation has been supported by policy socialization, technical guidance, leadership commitment, and positive user acceptance. SRIKANDI has improved document traceability, accelerated correspondence disposition, reduced reliance on paper-based procedures, and strengthened administrative control. However, uneven digital competence, infrastructure limitations, and the need for continuous technical assistance remain key challenges. The study contributes to public administration scholarship by providing empirical insight into digital archival policy implementation at the local government level. It also offers practical implications for strengthening electronic records management through capacity building, infrastructure optimization, and consistent monitoring.

Abstract

Persistent urban poverty and uneven food assistance delivery continue to challenge equitable public service provision in Indonesian cities. This study evaluates public service delivery in the Raskin Program in Damai Bahagia Subdistrict, South Balikpapan, with specific attention to service procedures, targeting accuracy, distribution transparency, and beneficiary satisfaction. A descriptive qualitative design was applied through in-depth interviews with local officials, program implementers, community representatives, and beneficiary households, supported by direct observation and document review. Data were analyzed using an interactive qualitative model involving data reduction, data display, and conclusion drawing, with source and method triangulation to strengthen credibility. The findings show that the program reached low-income beneficiaries and was supported by positive staff attitudes and responsive interpersonal service. However, its effectiveness was constrained by unclear procedures, limited information access, distribution delays, uneven transparency, and weak beneficiary-data updating, which increased the risk of inclusion and exclusion errors. The study concludes that food assistance effectiveness depends on local administrative capacity, procedural clarity, data governance, and accountability mechanisms. The novelty of this study lies in integrating service quality, targeting accuracy, transparency, and satisfaction in a localized urban Raskin evaluation. The findings contribute to public service and social assistance governance by offering empirical insights for improving equitable, transparent, and accountable food assistance delivery.

Abstract

The urgency of this research departs from the declining quality of democracy in Indonesia, marked by restrictions on civil liberties, restrictive regulations, and repressive practices in public spaces that remain insufficiently addressed. This study aims to analyze the utilization of public space as a form of civil society resistance through Aksi Kamisan East Kalimantan in responding to democratic restrictions. The method used is a qualitative case study by utilizing observation, in-depth interviews, and literature study, with data analyzed through a phenomenological approach. The results show that Aksi Kamisan East Kalimantan utilizes public space as a strategic arena to voice human rights, environmental, and social justice issues while resisting state domination, revealing patterns of restriction such as intervention, administrative pressure, and intimidation, alongside the emergence of counter-hegemonic discourse through peaceful and symbolic actions. These findings imply that public space functions not only as a site of resistance but also as a medium for democratic learning. The novelty lies in examining public space as a counter-hegemonic arena in a local context. This research contributes theoretically and practically by strengthening the understanding of participatory democracy and the importance of inclusive public spaces.

Abstract

Penelitian ini bertujuan untuk mengetahui strategi pemanfaatan teknologi informasi dan komunikasi (TIK) dalam proses pembelajaran dan pelaksanaan asesmen serta kebermaknaan pembelajaran pada Pendidikan Pancasila di Madrasah Tsanawiyah Negeri Kota Makassar. Penelitian ini menggunakan pendekatan kualitatif deskriptif  dengan teknik analisis data induktif dan interaktif dengan menggunakan tiga kompenen yakni reduksi data, penyajian data, dan verifikasi atau penarikan kesimpulan. Data diperoleh melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa (1). Guru Pendidikan Pancasila pada madrasah negeri di kota Makassar telah memanfaatkan teknologi informasi dan komunikasi dalam proses pembelajaran dan asesmen. Teridentifikasi ada delapan strategi pemanfaatan TIK yang telah diterapkan oleh guru Pendidikan Pancasila pada MTs Negeri Kota Makassar dalam pembelajaran yaitu; 1. Strategi blanded dengan pemanfaatan LMS, 2. Strategi literasi digital, 3. Strategi pembelajaran inquiri berbasis TIK, 4. Strategi pembelajaran kolaborasi berbasis TIK, 5. Strategi Project Basic Learning (PjBL), 6. Strategi pembelajaran berdifferensiasi, 7. Strategi Problem Basic Learning (PBL), 8. Strategi pembelajaran Discovery Learning. Semua strategi tersebut tetap berpanduan dari desain pembelajaran yang termuat dalam RPP/modul ajar yang dibuat oleh guru Pendidikan Pancasila MTs Negeri Kota Makassar. (2). Pelaksanaan asesmen mencakup aspek diagnostik dengan menggunakan angket digital (googleform), polling interaktif dan kuis daring. Pada aspek formatif menggunakan observasi berbantuan video, reflekasi digital, penilaian proses di Learning Management System (LMS). Pada aspek sumatif menggunakan penugasan proyek digital, presentasi multimedia, ujian akhir berbasis Computer Based Test (CBT). Sementara pada aspek sikap menggunakan angket digital, jurnal sikap, jurnal refleksi dan fortofolio digital. (3). Pemanfaatan TIK dalam proses pembelajaran mendukung terwujudnya pembelajaran bermakna bagi siswa yang tercermin dari kesesuaian strategi pemanfaatan TIK dan keterpaduan aspek kognitif, afektif dan psikomotorik siswa. Keberhasilan strategi pembelajaran dan asesmen dalam pemanfaatan TIK selaras antara desain pembelajaran dengan kemampuan pedagogik guru, penguasaan teknologi, dan kondisi sarana prasarana TIK madrasah.

Abstract

The growing demand for flexible, interactive, and cognitively engaging digital learning requires instructional models that align with the learning characteristics of Generation Z and Alpha students. This study aimed to examine the effect of microlearning supported by the Assemblr Edu application and structured through a Multi-Entry Multi-Exit (MEME) approach on students’ cognitive abilities in Mathematics Education. A quantitative quasi-experimental design was employed using a non-equivalent pretest–posttest control group design. The participants were 68 third-semester students from the Elementary School Teacher Education Program at STKIP Muhammadiyah Blora, consisting of 35 students in the experimental class and 33 students in the control class. The experimental class received microlearning activities using the MEME-based Assemblr Edu application, whereas the control class received conventional instruction. Data were collected through cognitive ability tests and analyzed using the Liliefors normality test, F-test for homogeneity, independent-samples t-test, and normalized gain analysis. The findings showed that the experimental class achieved a higher posttest mean score (78.22; SD = 9.03) than the control class (68.41; SD = 11.82). The t-test result indicated a significant difference between groups, with t-value = 3.43 exceeding t-table = 2.00. The normalized gain score of the experimental class was 0.51, compared with 0.31 in the control class, indicating stronger cognitive improvement. These results demonstrate that MEME-based Assemblr Edu microlearning positively affects students’ cognitive abilities. The novelty of this study lies in integrating microlearning, augmented reality-based digital media, and the MEME learning pathway in Mathematics Education. This study contributes an empirically tested instructional model for improving cognitive learning outcomes among preservice elementary school teachers.

Abstract

This study aims to determine the effect of the application of the inquiry learning model on students' critical thinking skills in the subject of Pancasila Education grade IV SD Negeri 20 Palu. This study uses a quantitative approach with a pre-experimental method through a one-group pretest-posttest design. The research sample amounted to 26 grade IV students who were selected using the saturated sample technique. The data collection technique was carried out through pretest and posttest description tests as well as documentation. The research instrument was first tested for validity and reliability using the help of the SPSS version 25 program. The results of the reliability test showed a Cronbach's Alpha value of 0.811 which was in the high category. Data analysis was carried out through the Shapiro-Wilk normality test and hypothesis test using the Wilcoxon Signed-Rank Test because the data were not normally distributed. The results of the study showed that the average student pretest score of 23.26 increased to 67.11 in the posttest. The results of the Wilcoxon test obtained a significance value of 0.000 < 0.05 so that H₀ was rejected and Hₐ was accepted. Thus, it can be concluded that the application of the inquiry learning model has a significant effect on students' critical thinking skills in the Pancasila Education subject grade IV SD Negeri 20 Palu. The inquiry learning model is able to create active, exploratory learning, and encourages students to think critically through independent investigation, discussion, analysis, and conclusion drawing activities

Abstract

The urgency of this study arises from the persistent difficulty experienced by visually impaired students in accessing Social Studies content that is commonly presented through visual representations, particularly maps, regional forms, directional orientation, and spatial relationships. This study aims to analyze teacher strategies in implementing Tactual Atlas-based Social Studies instruction and to examine visually impaired students’ responses to the learning process. A qualitative case study was conducted at SLB-A Budi Nurani involving one fourth-grade teacher, two visually impaired students, and the school principal as a supporting informant. Data were collected through classroom observation, semi-structured interviews, and documentation of learning activities, instructional media, and field notes. The data were analyzed using Miles and Huberman’s interactive model, consisting of data reduction, data display, conclusion drawing, and verification, while data credibility was strengthened through source triangulation, methodological triangulation, and member checking. The findings show that the teacher implemented adaptive, multisensory, and experiential learning strategies by integrating the Tactual Atlas with verbal explanations, audio media, guided tactile exploration, and concrete simulations. These strategies enabled students to understand geographical concepts more concretely, including landforms, regional boundaries, cardinal directions, geographical locations, and spatial relationships. Students responded positively to the use of the Tactual Atlas, although differences in comprehension and learning support needs were observed between students. This study concludes that Tactual Atlas-based instruction can enhance the accessibility and meaningfulness of Social Studies learning for visually impaired students. The novelty of this study lies in its analysis of teacher-mediated integration of the Tactual Atlas within actual classroom practice. The study contributes to inclusive education by offering practical insights for designing adaptive, multisensory, and accessible Social Studies instruction.
