Abstract

Abstract

The urgency of this research arises from the persistently low learning achievement in Pancasila and Citizenship Education (PPKn) in Indonesian senior high schools, which is partly attributable to the suboptimal integration of digital technology into classroom instruction. This study aims to examine the effect of QR-code-based learning media on students’ PPKn learning achievement at SMA Negeri 2 Gowa, Bajeng District, Gowa Regency. A quantitative approach with a quasi-experimental, nonequivalent control group design was employed. The population comprised all grade XI students in the 2024/2025 academic year, with two classes selected as samples: XI-A as the experimental group and XI-B as the control group (32 students in each class). Data were collected through learning achievement tests, questionnaires, and interviews, and were analyzed using an independent samples t-test and N-Gain score. The findings indicate that the use of QR-code-based learning media significantly improves students’ PPKn achievement, with learning gains falling in the medium to high categories based on N-Gain analysis. Questionnaire data further reveal that students respond positively to QR-code media, perceiving it as engaging, practical, and supportive of independent access to learning materials. These results lead to the conclusion that QR-code-based learning media is an effective and feasible alternative for enhancing PPKn achievement in the digital era. The novelty of this study lies in the systematic integration and evaluation of QR-code technology specifically within PPKn instruction at the senior high school level. This research contributes theoretically by enriching the literature on technology-enhanced civic education and practically by providing an evidence-based model of innovative digital media for classroom implementation.

Abstract

The urgency of this research arises from the growing concern that character education in Islamic boarding schools has not been systematically examined in terms of concrete strategies used by kiai to internalize honesty, discipline, and responsibility among female students. This study aims to describe and analytically interpret the kiai’s strategies for internalizing these core moral values at Pondok Pesantren Putri Sabilurrosyad Malang. A qualitative single-case study design was employed, involving the caregiver (kiai), boarding school management, and female students as research subjects. Data were collected through observation, in-depth interviews, and questionnaires, and were analyzed using a pattern-matching technique to compare empirical findings with theoretically expected patterns. The findings indicate that honesty is internalized through continuous advice, habituation in daily activities, motivational reinforcement, and the kiai’s personal role modelling. Discipline is fostered by clear rules and regulations, intensive guidance, sustained motivation, and the application of educational sanctions for rule violations. Responsibility is cultivated through direct guidance, moral exhortation, exemplary behaviour of the kiai, and structured obligations such as timely completion of tasks, memorization assignments, and participation in communal worship and environmental care. Overall, these strategies form an integrated moral education system that effectively supports value internalization. The novelty of this research lies in its focused, in-depth mapping of kiai’s strategic roles as director, model, educator, and mentor in a female-only pesantren context using a pattern-matching approach. This study contributes theoretically to Islamic education and character education discourse, and practically offers a contextualized strategic framework for strengthening value-based leadership in Islamic boarding schools.

Abstract

The urgency of this research arises from persistent concerns that formal participatory mechanisms in local development planning often prioritize procedural compliance over the substantive integration of public aspirations, thereby limiting policy legitimacy and equity. This study aims to examine how public aspirations are incorporated into regional development planning in Balikpapan City through hybrid participatory strategies. A mixed-methods approach was employed, combining quantitative simulation using the Slovin formula to estimate representative participation patterns with qualitative thematic analysis based on the Miles and Huberman framework to interpret institutional processes and outcomes. The findings reveal that participation effectiveness cannot be assessed merely by attendance rates or the volume of proposals submitted, but rather by the extent to which community aspirations are substantively integrated into official planning documents. The results demonstrate that institutional capacity plays a decisive role, with better-resourced districts achieving higher integration rates, while socioeconomic disparities systematically disadvantage marginalized groups. In addition, infrastructure-related proposals dominate the thematic distribution of integrated aspirations, indicating a policy bias that may underrepresent social, educational, health, and environmental concerns. The study concludes that inclusive and sustainable development planning requires continuous institutional capacity building, transparent prioritization mechanisms, and equity-sensitive participatory frameworks. The novelty of this research lies in its integrative hybrid-participation framework that simultaneously captures procedural participation and substantive policy integration. This study contributes to the literature and policy practice by providing an empirically grounded model for evaluating participatory effectiveness beyond symbolic inclusion, offering actionable insights for local governments seeking to enhance democratic governance and equitable development planning.

Abstract

Limited and uneven community participation remains a critical barrier to local economic development, particularly in resource-rich peripheral regions where externally driven interventions frequently fail to generate inclusive and sustainable outcomes. This study therefore aims to analyze the patterns, determinants, and implications of community participation in local economic development in Tanjung Laut Indah Village, Bontang City, East Kalimantan, with a particular focus on how regional potential can be strategically leveraged to strengthen participatory processes and outcomes. A qualitative research design was employed, combining in-depth interviews, participatory observation, and document analysis; the data were interpreted using the Sustainable Livelihood Framework to examine the interactions among natural, human, social, physical, and financial capital. The findings indicate heterogeneous participation typologies: approximately 45% of residents engage in active participation, 30% participate passively, 15% are not involved, and 10% display counterproductive or resistant behaviors. Active participation is concentrated among fishermen, housewives operating micro-enterprises, and youth engaged in technology-based initiatives, demonstrating the potential of locally driven actions to create economic value, strengthen social cohesion, and support sustainable livelihood strategies. In contrast, passive, non-involvement, and resistance are shaped by top-down program designs, limited skills, resource constraints, institutional barriers, and conflicting interests that vary across demographic groups and over time. The study concludes that effective local economic development requires multidimensional, context-sensitive strategies that integrate capacity building, inclusive decision-making, and equitable resource distribution. The novelty of this research lies in its empirical classification of participation typologies explicitly linked to livelihood assets, providing a more granular understanding of participation dynamics. These results contribute conceptually and practically by informing policymakers and development practitioners in designing resilient, equitable, and participatory local economic initiatives that promote sustainable growth and community empowerment.

Abstract

This study is motivated by the persistent gap between Indonesia’s increasingly robust legal framework on open government and the uneven realization of public information disclosure at the local level, where transparency practices remain fragmented and often exclusionary. The research aims to examine how public information disclosure is operationalized in Berbas Tengah Urban Village, with particular emphasis on the interplay between regulatory mandates, institutional capacity, information technology, and community participation under Regional Regulation Number 6 of 2020. A descriptive qualitative design was employed through a single-case study, combining in-depth interviews with village officials and community members, participatory observation of information service practices, and document analysis of regulatory instruments, planning documents, and activity reports; the data were analyzed thematically using a good governance framework that foregrounds transparency, accountability, and participation. The findings show that effective disclosure is driven by institutional commitment, the establishment of an information management structure, and the strategic use of digital platforms, while it is constrained by limited human resources, infrastructural gaps, and low digital as well as legal literacy. Community participation emerges as both a driver and a barometer of disclosure—functioning as social control and performance evaluation—yet remains skewed toward more educated and digitally literate groups, thereby reproducing digital and social inequalities. The study concludes that public information disclosure is not merely a procedural or administrative requirement but a governance practice that can enhance responsiveness, trust, and accountability at the village level when it is adequately supported. The novelty of this research lies in its integrated analysis of digital transparency and civic participation within a subnational urban context, revealing a non-linear relationship between technology access, participation levels, and governance quality. Empirically, the study advances the literature on local governance and transparency in the Global South and, in practical terms, offers insights for policymakers to design more inclusive, technology-enabled information regimes that reduce digital divides and strengthen grassroots democratic governance

Abstract

Gender-based violence remains pervasive in Indonesia, yet the practical effectiveness of protection policies at the local level is not well understood. This study aims to analyze women’s perceptions of the effectiveness of gender-based violence protection policies in Balikpapan by exploring how the regulatory framework is experienced in practice, what barriers hinder access to services, and how local government and community actors shape policy implementation. Employing a qualitative descriptive design, the research draws on in-depth interviews, non-participant observations, and document analysis to capture institutional dynamics and lived experiences across relevant service and governance settings. The findings show that, although policies such as the establishment of the UPTD PPA and related mechanisms provide a formal structure for protection, their perceived effectiveness is significantly constrained by structural limitations, entrenched cultural stigma, psychological trauma, and institutional inefficiencies. Simultaneously, the collaborative engagement of local government, community cadres, and civil society organizations illustrates the critical role of shared governance in enhancing accessibility, legitimacy, and trust in protection services. The study concludes that meaningful protection cannot be secured by legal frameworks alone but requires an inclusive, responsive, and context-sensitive implementation strategy that addresses systemic and socio-cultural obstacles. The novelty of this research lies in integrating women’s perceptions, multi-level barriers, and governance configurations within a single analytical framework. It contributes empirically and conceptually to debates on localized gender-based violence governance and offers actionable insights for strengthening community-embedded protection systems in comparable urban settings
