Abstract

his study aims to determine how much influence motivation and commitment to the performance of civil servants in the Department of Culture of Bali Province. Sampling The sample used in this study was all civil servants at the Bali Provincial Culture Office except the Head of the Bali Provincial Culture Office, so that as many as 92 people attended. In this study using the data used is primary data then continued with Path analysis or path analysis with the help of the SPSS17.0 for Windows computer program. The results of the analysis show that motivation and commitment have a positive and significant effect on employee commitment, motivation and job satisfaction have a positive and significant effect on employee performance. To improve performance is still needed an increase in motivation and commitment. Increased motivation can be done by fulfilling the physiological needs of employees. Efforts to increase employee job satisfaction can be done by providing salaries in accordance with the position, class, years of service, education and most importantly seen from the workload that has been done by employees of the Bali Provincial Culture Office. Efforts to increase employee commitment can be done by providing understanding to employees about the objectives to be achieved by the agency by involving civil servants in every decision making agency.

Abstract

Pelayanan yang prima menjadi kata kunci keberhasilan suatu destinasi wisata dalam menarik minat wisatawan. Pola-pola pelayanan publik seringkali dihubungkan dengan model pelayanan modern. Padahal system pelayanan tradisional berbasis budaya local boleh jadi menjadi ciri tersendiri dalam menunjang animo wisatawan untuk datang berkunjung. Artikel ini berupaya mencermati budaya pelayanan publik desa wisata tradisional penglipuran Kelurahan Kubu Bangli dalam menjaga citra wisata Bali sebagai Daerah Tujuan Wisata (DTW) dunia. Masalah yang dikaji mencakup: (1) bagaimanakan bentuk-bentuk pelayanan publik yang diterapkan, dan (2) apa implikasinya terhadap perkembangan desa wisata tradisional Penglipuran. Metode yang digunakan dalam mengungkapkan budaya pelayanan publik adalah melalui wawancara mendalam kepada sejumlah pengelola desa wisata Penglipuran. Data yang terhimpun dianalisis dengan metode hermeneutik. Hasil kajian menunjukan bahwa bentuk-bentuk pelayanan publik yang diterapkan oleh pengelola destinasi wisata bersumber dari budaya lokal yang ternyata tidak jauh berbeda dengan prinsip-prinsip pelayanan modern. Model pelayanan di Desa Wisata Tradisional Penglipuran mampu mendongkrat citra daya Tarik wisata yang ada sehingga menjadi salah satu desa wisata yang terkenal di Bali.

Abstract

Era globalisasi dan pasar bebas membuat perguruan tinggi menata diri dengan menerapkan penjaminan mutu internal untuk menjamin kualitas pendidikan dan layanan di dalamnya. Selain penjaminan mutu internal, perguruan tinggi sebagai penghasil sumber daya manusia juga diminta menerapkan penjaminan mutu dari badan sertifikasi di luar instritusi. Beberapa penelitian terdahulu hanya meneliti pengaruh antara penjaminan mutu internal dengan kinerja atau pengaruh manajemen mutu ISO terhadap kinerja. Dalam penelitian ini kedua cara penjaminan mutu itu sama-sama dilihat pengaruhnya terhadap kinerja. Metode korelasi product moment Pearson yang yang digunakan untuk menganalisis hasil penelitian menunjukkan hasil positif dan signifikan terhadap hipotesis penelitian yang dibangun. SPMI 98,69%, ISO 83,57%, serta SPMI dan ISO Secara Stimultan 82,70%, Hal itu menunjukkan bahwa penerapan sistem penjaminan mutu internal dan sistem manajemen mutu ISO memiliki pengaruh bagi peningkatan kinerja organisasi di Universitas Warmadewa.Kata kunci: Sistem Penjaminan Mutu Internal, ISO, kinerja Organisasi

Abstract

Smart city is a concept created to manage urban systems. The system is integrated into local government information systems, schools, campuses, transportation systems, hospitals, businesses, commerce, power plants, water supply networks, law enforcement, job vacancies and other community services. The concept of smart city itself has actually been applied in several countries such as Turkey, Malta, Stockholm (Sweden), Gujarat (India), Kuching (Malaysia) to several cities in Indonesia such as Bandung, Yogyakarta, Surabaya, Magelang, and Denpasar (Bali). This concept essentially emphasizes on the utilization of information technology (IT) ie internet, social media (medsos) in the life of society. In the local governance (local government) of Denpasar, the concept of smart city is not a new item. Several agencies such as the Office of Communications and Informatics, BPBD Denpasar, Health Office (Diskes), Samsat Office, Immigration Office, Denpasar City Licensing Agency, Kesbangpol Denpasar City and other government agencies have applied this Smart City concept. Benefits with the implementation of online-based system (smart city) is a faster service, easy and efficient.

Abstract

The purpose of this research is to find out the Implementation of the Policy of Information System and National Land Affairs Management (SIMTANAS) to public services in the Land Affairs Office of Badung Regency. The quality of the service given in the Land Affairs Office of Badung Regency has not yet maximum and there are still many complaints from the people. Based on the reality, the problem proposed are that how the Implementation of the Policy of Information System and National Land Affairs Management (SIMTANAS), and how effective and efficient of the implementation affect to the land affairs service quality in the Land Affairs Office of Badung Regency. In order to answer these problems, the research was qualitative research method with descriptive research type. The data obtained through observation and comprehend interview processes, secondary data and also utilizing documentary results. Informant selection was carried out by purposive sampling. Data analysis process was performed by using the Donald Van Meter and Carl Van Horn theories, categorizing and combining data that was obtained, and also determining some relevance correlations with those data. Data validation was carried out with triangulation of data source so data served are valid data. Result of this research shows that there has been improvement of land affairs service quality in Land Affairs Office of Badung Regency after implementing the SIMTANAS policy, although not yet maximal and it need system information and management development so that the land affairs service quality that given will enjoyed by all of the society.

Abstract

One of the step that Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar has taken to improve work time efficiency, have pay attention for influence of the factors amongs digital archives system and safety archives. The formulation of the problem in this research is whether digital archives system has the influence to work time efficiency at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar, whether safety archives the influence to work time efficiency at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar, whether digital archives system and safety archives in simultaneous has influence to work time efficiency at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar. Distination of this research is to know influence digital archives system toward work time efficiency at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar, to know influence safety archives toward work time efficiency at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar, to know influence digital archives system and safety archives in simultaneous toward work time efficiency at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar To solve the problems, the research conducted with the study sample of 35 employees at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar. The techniques of data collection through questionnaire. The analysis technique used is linier regression analysis. Based on the results obtained conclusions include there is positive and significant influence between digital archives system to work time efficiency at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar. There is positive and significant influence between safety archives to work time efficiency at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar. There are positive and significant influence between digital archives system and safety archives to work time efficiency at Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Denpasar.

Abstract

This research was conducted to determine the effect of bimtek on legislative performance of DPRD of Bangli regency after bimtek. Bimtek which is one form of common perception for the entire DPRD members consisting of various backgrounds in order to carry out their duties and functions well, especially in terms of performance legislation. This research is conducted so that bimtek which is held by using APBD has an optimal impact on DPRD performance. This study uses the analysis tool PLS (Partial Least Square) with a sample of 30 people who are all members of the DPRD of Bangli Regency. The method used in this analysis is a quantitative method reinforced by qualitative analysis to determine the effect or also the relationship between two or more variables. Technique of collecting data using observation, questionnaire, interview, and also data field. The hypothesis of this research is the significant influence between bimtek and legislative performance of Bangli Regency DPRD. The results of this study indicate that bimtek significantly influence the performance of legislative DPRD Bangli regency.

Abstract

Pembuatan E-KTP merupakan pelayanan dasar pemerintah kepada masyarakatnya. E-KTP merupakan unsur penting dalam administrasi kependudukan. Sesuai dengan Keputusan Presiden Nomor 52 Tahun 1997 bahwa setiap penduduk yang berusia 17 tahun atau pernah menikah wajib memiliki Kartu Tanda Penduduk. E-KTP atau KTP Elektronik adalah dokumen kependudukan yang memuat sistem keamanan/pengendalian baik dari sisi administrasi ataupun teknologi informasi dengan berbasis pada database kependudukan nasional. Fungsi e-KTP adalah agar pendataan penduduk Indonesia menjadi lebih seragam. Dalam pelaksanaannya, penduduk hanya boleh memiliki 1 buah e-KTP saja. KTP elektronik ini berlaku untuk seumur hidup, dan hanya perlu 1 kali membuatnya. Tujuan penulisan adalah 1) untuk mengetahui dan membahas kebijakan pelayanan E-KTP di Kota Bandung, 2) mengumpulkan informasi serta mengembangkan konsep kebijakan pelayanan E-KTP di Kota Bandung. Metode jenis penelitian yaitu penelitian kualitatif. Dapat disimpulkan bahwa: 1) E-KTP adalah singkatan dari KTP Elektronik, merupakan program pemerintah untuk menggantikan KTP konvensional. 2) Dalam proses implementasi pelayanan e-KTP yang sampai saat ini berjalan masih dijumpai beberapa permasalahan yaitu lambatnya pelayanan e-KTP kepada masyarakat, belum meningkatnya kualitas SDM, ada oknum aparatur desa (kepala desa) melakukan pungutan liar pada saat pengambilan e-KTP, dan lain-lain. 3) e-KTP dapat berfungsi sebagai pintu masuk bagi masyarakat terhadap layanan dasar seperti pendidikan dan kesehatan.

Abstract

Employee performance is the key to progress and success of the organization. Performance that is owned by the Organization on the fact of the matter is a result of work requirements to be met by employees. The companys performance is highly determined by the qualified employees. This research aims to know the role of disciplined employee in mediated influence of organizational culture, work motivation on performance employee in the financial section of the regional secretariat of the Tabanan Regency. The research method used is descriptive quantitative. Data processing technique using the analysis of Partial Least Squares (PLS) multivariate statistical techniques. The sample of this research was the performance of employees in the financial section of the regional secretariat of the Tabanan Regency as much as 85 respondents. Results of the study prove that organizational culture positive and significant effect against the discipline of work.organizational culture positive effect against the discipline of employees. Motivation work a positive and significant against the discipline pf work. A positive and significant effect of motivation against the performance of employees. The positive effect of work discipline against the performance of the employees, but not significant. The discipline of work is not mediation variables between the culture of the Organization against the performance of employees. The discipline of work is not a variable mediation between motivation on performance employee. To the employees of the Regional Secretariat of the financial part of Tabanan Regency recommended to further investigate the factors that affect performance, and the issue of what happened, and how should they fix the issue, thus achieved an optimal employee performance.
