Abstract

Indonesian bureaucracy are in flux. Bureaucracy also can not be separated from the process of political activity. In political activity, the government bureaucracy often use a dual role. On the one hand, the bureaucratic administration role, and on the other hand, can play the role of practical politics, if not set out clearly in law. Government bureaucracy has a role congenital defects, namely as 'official royal disease'. Congenital defect in question is the existence of an opinion that the leadership of the bureaucracy felt it would add prestige, prestigious ruling if she has a lot of staff numbers, although no analysis of whether the number of staff able to work or not. Bureaucratic reform is needed to improve the condition. Reform of the bureaucracy is putting bureaucracy as a public servant with a laid back bureaucracy as an institution of public servants and entrepreneurial system. Bureaucratic positions should be filled by those professional and competence. In addition, the need for strengthening supervision of conspiracy between political institutions and the bureaucratic institutions. Bureaucracy as implementers of government activity to public administration practices with three components, namely the government / state, private, people, still require the presence of additional components, namely a moral component. This component is required to maintain the bureaucratic and political conspiracy.Moreover, the moral components necessary to implement a system of bureaucratic cultural behavior of Pancasila that the smooth running of the state administration, the breath, the style and behavior of Pancasila.Keywords : Bureaucracy reformation, Pancasila Bureaucracy , Public service.

Abstract

The awareness of state defensive is the right and obligation for every citizen. In accordance with Article 27 Paragraph (3), Article 30 Paragraph (1) of the 1945 Constitution of the Republic of Indonesia. Observing Article 27 Paragraph (3) and Article 30 Paragraph (1), implies that the state's defense effort in defending the state constitutes the rights and obligations of every citizen country with no exception the further regulation in the Law of the Republic of Indonesia Number 39 of 1999 concerning Human Rights, Republic of Law Number 3 of 2002 concerning National Defense, Law of the Republic of Indonesia number 34 of 2004 concerning TNI, Law of the Republic of Indonesia Number 20 of 2003 concerning the National Education System, and Law of the Republic of Indonesia number 12 of 2006 concerning Citizenship. Legal regulations cover the existence of state defense, but have not been able to realize awareness for the young generation. The number of violations of law carried out by the young generation including brawls, the participation of radical ideology (ISIS), drug abuse, and other illegal acts. The young generation was not actualize defending the country, so national security became less resilient which the country and nation collapsed. This research method used descriptive- qualitative analysis with observing a series of events that occur, observing the history of past observations based on current situations and conditions and using literature studies. The approach taken in the National Resilience perspective was multi-disciplinary or interdisciplinary. This approach also used to determine the extent of the state actualization of defense for young generation in national security. Next was the approach to find out that how much the role of the young generation in defending the country to strengthen national security. The population in this study was the young generation, while the sample was a purposive sample by searching on the internet for the involvement of young generation in violating the law. The conclusions of this study showed that the young generation experienced various violations of law, deviating from the basic values of the Pancasila, behaving radically and very disrespectfully, so that national resilience could not be strong. National Resilience is less resilient to Obstacles, Threat, Challenges and Disruptions (HTAG), which currently Indonesia is in implementing National Development.

Abstract

Penelitian ini bertujuan untuk memperkaya wawasan tentang kajian adat, budaya, dan agama berkenaan dengan marginalisasi perempuan Hindu pasca perceraian. Penelitian ini juga bertujuan utuk melakukan pengembangan, pengujian, dan penemuan teori agama dan budaya berkaitan dengan topik dimaksud. Hasil Penelitian ini mencakup 1) aspek bentuk marginalisasi, 2) aspek faktor penyebab marginalisasi, dan 3) aspek implikasi marginalisasi itu sendiri. Dari aspek no 1) akan dibahas tentang bentuk-bentuk marginalisasi berkenaan dengan social, adat dan budaya. Dari aspek no 2) akan dilihat faktor-faktor penyebab mengapa terjadi marginalisasi. Sedangkan dari aspek no 3) akan dilihat dampak dari marginalisasi tersebut terhadap perempuan Hindu pascaperceraian ditinjau dari haknya dalam melakukan kegiatan sosial, adat, budaya, dan agama, serta dampak psikologisnya.

Abstract

Pemerintah Provinsi Bali sepakat menjadikan situs-situs itu sebagai areal yang dipertahankan keberadaannya, sebagai situs yang dilindungi dari berbagai upaya perubahan atau perusakan atas keadaan dan makna yang diberikan kepadanya. Suatu situs diakui sebagai WBD bukan perkara gampang. Pengakuan didapat melalui suatu proses pengkajian yang mendalam mengenai keadaan, fungsi dan makna yang dimiliki oleh situs tersebut. Dalam bidang kehidupan sosial, masyarakat Bali memiliki bentuk-bentuk sistem organisasi sosial, seperti desa, banjar, dan subak yang berfungsi mewadahi kreativitas manusia dalam kehidupan bermasyarakat. Terakhir, benda-benda hasil karya manusia Bali, seperti: candi, rumah, keris, kain-kain dalam berbagai corak yang menunjukkan juga adanya konsep atau ide-ide di dalamnya. Namun ketika di dalam hasil karya manusia itu juga terselip ide atau gagasan, maka hasil karya itu (keris maupun kain), dapat juga dikategorikan sebagai warisan budaya tak benda yang perlu dilindungi dan dilestarikan. Memperhatikan keadaan situs Warisan Budaya Dunia seperti demikian, tampak penting dirumuskan Ranperda yang kemudian dapat menjadi Perda Badan Pengelola Warisan Budaya Dunia. Formulasi peraturan tersebut diharapkan dapat dijadikan payung hukum dalam praktek pengelolaan, tanpa mengabaikan hal-hal penting yang menjadi keistimewaan atau kekhususan wilayah yang dijadikan WBD. Dalam hubungan ini, juga penting adanya kesamaan persepsi antara pemerintah provinsi dan kabupaten dalam menjalankan tugas melestarikan nilai warisan kebudayaan Bali.

Abstract

Leaders influence subordinates and subordinates can influence leaders and Climate organizations affect the practice of HR policies received by members of the organization. Human resources (HR) is one of the main factors in the competition in the global era, so must think how to create quality human resources and have skills and high competitive in competition. In the globalization of intraregional and international relations there will be competition between countries. Given the magnitude of the role of leaders as a driver of the institution in achieving its goals, then the leadership effort to encourage employees to work better. The purpose of this research is to know the influence of leadership variable to employee performance variable, influence from organizational climate variable, influence from work motivation variable to employee performance variable, simultaneous influence from leadership variable, organizational climate, and work motivation to employee performance variable at STIKes Wira Medika Bali. The type of data needed is primary data and secondary data from HR and document STIKes Wira Medika Bali. Research Results The results show that leadership has a very strong influence on performance. Leadership has a very strong influence (0,900) based on the results of correlation test on employee performance in STIKes Wira Medika Bali with coefficient value 0,468 at probability 0.000. The probability value is less than alpha (5%). Climate Organization has a strong influence (0.788) based on the correlation test on employee performance in STIKes Wira Medika Bali with coefficient value 0.261 on probability 0.001. The probability value is less than alpha (5%). Motivation has a moderate effect (0,572) based on correlation test on employee performance in STIKes Wira Medika Bali with coefficient value 0,106 at probability 0.004. The probability value is less than alpha (5%). Leadership, organizational climate and motivation simultaneously affect the performance of employees in STIKes Wira Medika Bali seen from the value of F arithmetic of 381.125 with probability value (sig value) 0.000.0 with coefficient of determination of 0.961 or 96.1%. This means that as much as 96.1% of performance is explained by leadership variables, organizational climate, and work motivation. While the remaining 3.9% is explained by other variables outside the variable leadership, organizational climate, and work motivation.

Abstract

Abstract The Community Health Center as the Technical Implementation Unit of the District Health Office is responsible for health development in its working area. Community Health Center have the role of organizing health efforts to increase awareness, willingness and ability to live healthy for each population in order to obtain optimal health degrees. The number of cases of Transmission Rabies (GHPR) and the ability of Human Resources (HR) to serve varied and still complaints about services obtained by the community, so the research entitled The Effect of Community Health Center Service Quality on Satisfaction of Transmitted Rabies Animal (GHPR) patients in The Technical Implementation Unit of Mengwi Community Health Center I in Mengwi Subdistrict is important. The formulation of the problems 1. Partially influence the quality of Community Health Center services (tangibles, reability, responsiveness, assurance and empaty) partially to the satisfaction of Transmitted Rabies Animal (GHPR) patients in the Mengwi I Badung Health Center Technical Implementation Unit? (Tangibles, reability, responsiveness, assurance and empaty) simultaneously to the satisfaction of animal bites transmitting rabies (GHPR) in the Mengwi I Badung Health Center Technical Implementation Unit ?. The purpose of this study was to find out and understand the effect of the quality of services of the Mengwi I Technical Implementation Unit on the satisfaction of partial and simultaneous of animal bites transmitting rabies (GHPR) patients. The theory used is the theory of Zeitham Parasuraman-Berry which states that satisfaction is influenced by the quality of services based on 5 dimensions (tangibles reliability, responsiveness, assurance, and empathy). The method used is Random Sampling with a population of 596 and a sample of 100 respondents. Data collection used observation, questionnaire and documentation techniques. The results of this study found that there is a partial effect between tangibles variable of 0.456, reliability of 0.095, responsiveness of - 0.035, assurance of 0.334 and empaty of 0.253 on satisfaction of animal bites transmitting rabies (GHPR) patients. Abstract

Abstrak Sejarah panjang kekerasan dan pentas pembentukan politik kebudayaan Bali meminggirkan narasi dari kelompok masyarakat yang disisihkan dan dikalahkan oleh kekuasaan. Narasi-narasi kecil mereka berada di tepi wacana pelestarian politik kebudayaan Bali. Padahal dalam kesaksian mereka terurai relasi kuasa yang terjadi dalam sejarah kekerasan dan konstruksi kebudayaan Bali. Para kelompok subaltern ini menjadi korban tapi kemudian bangkit berjuang (survivor) yang dengan caranya sendiri menjalani pergolakan hidupnya dengan penuh siasat dan perjuangan. Genealogi kekerasan menjadi pondasi dari terbentuknya kebudayaan Bali yang terwarisi dari zaman kolonial hingga kini. Genealogi kekerasan tercipta dalam serangkaian peristiwa-peristiwa yang menunjukkan bagaimana perjuangan orang-orang Bali untuk tetap bertahan hidup di tengah teror kekerasan oleh saudaranya sendiri, sesama krama (warga) Bali sendiri. I Nyoman Nambreg dan I Ketut Sorog salah satunya, menjadi saksi bagaimana tragedi kekerasan paling pilu dalam hidupnya. Ia menjadi saksi hidup ketika kedua anaknya meregang nyawa saat dibantai oleh beberapa orang yang ia kenal. Ia meyakini bahwa yang membantai anaknya orangnya adalah itu-itu juga (jelmane to to gen). Artikel ini berargumen bahwa konstruksi pembentukan politik kebudayaan Bali sudah menjadi esensialisme kebudayaan. Oleh karena itu, menempatkan kajian-kajian subaltern, narasi di luar kekuasaan dengan perspektif pascakolonial akan melahirkan kajian yang tajam dan humanistik dalam membongkar kuasa genealogi kekerasan dan politik kebudayaan Bali.

Abstract

Pada era globalisasi saat ini, peningkatan produktivitas sebuah negara bergantung pada pengembangan dan perbaikan sumberdaya manusia yang ada di dalamnya. Peningkatan produktivitas manusia harus di dukung oleh pemerintah pusat dan daerah sesuai dengan amanat Undang-Undang dasar 1945 bahwa pemerintah harus mendukung peningkatan kesejahteraan masyarakat. Indonesia sebagai negara yang mengimplementasikan otonomi daerah sesuai dengan amanat Undang-Undang Nomor 23 Tahun 2014 tentang Otonomi Daerah, sehingga daerah tersebut dapat mengelola sumberdaya yang ada di dalamnya sesuai dengan kebutuhan dan kepentingan daerah tersebut. Peningkatan produktivitas manusia di daerah dilakukan oleh pemerintah daerah dengan memberikan bantuan moril dan materil baik di sektor infrastruktur maupun memberikan penyuluhan di bidang pertanian. Permasalahan yang timbul dalam peningkatan produktivitas manusia adalah munculnya masalah baru yang menjadi masalah serius yang di hadapi oleh pemerintah daerah, salahsatunya adalah kerusakan lingkungan akibat dari program pembangunan untuk meningkatkan produktivitas masyarakat lokal tidak bisa berkelanjutan atau tidak sustainable. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dengan teknik pengumpulan data yaitu, observasi, kajian pustaka, wawancara dan dokumentasi. Hasil penelitian ini menunjukan bahwa kurang terintegrasinya kinerja antara pemerintah daerah dengan masyarakat terkait pelaksanaan program peningkatan produktivitas manusia sehingga kurang memperhatikan keberlanjutan dari pelaksanaan tersebut, menyebabkan kerusakan lingkungan sehingga menimbulkan kerugian dan masalah baru bagi masyarakat itu sendiri.

Abstract

Peningkatan kualitas pelayanan publik pada Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan di Jawa Barat sangatlah penting agar dapat meningkatkan kepuasan terhadap masyarakat dalam memperoleh pelayanan kesehatan yang aman, bermutu, sistem serta harga yang terjangkau. Cita-cita awal pelaksanaan BPJS Kesehatan adalah agar masyarakat bisa terlayani dengan baik di puskesmas namun masih terdapat permasalahan yang harus dibenahi. Tujuan penulisan adalah 1) untuk mengetahui dan membahas pelayanan Badan Penyelenggara Jaminan Sosial (BPJS) Kesehatan di Jawa Barat, 2) mengumpulkan informasi serta mengembangkan konsep pelayanan BPJS kesehatan di Jawa Barat. Metode penulisan ini adalah kajian kepustakaan dengan pendekatan deskriptif dan eksploratif. Dapat disimpulkan bahwa 1) Badan Penyelenggara Jaminan Sosial yang selanjutnya disingkat BPJS adalah badan hukum yang dibentuk untuk menyelenggarakan program jaminan sosial. BPJS terdiri dari BPJS Kesehatan dan BPJS Ketenagakerjaan. BPJS Kesehatan adalah badan hukum yang dibentuk untuk menyelenggarakan program jaminan kesehatan. 2) terdapat permasalahan yang harus dibenahi baik berupa sistem, prosedur, SDM (tenaga medis), maupun sarana prasarana serta belum menerapkan prinsip responsivitas terhadap kebutuhan masyarakat dalam rangka meningkatkan kualitas pelayanan publik bidang kesehatan di Jawa Barat, 3) pelayanan bidang kesehatan belum memenuhi standar pelayanan publik yang baik, akses masyarakat untuk mendapatkan manfaat pelayanan sangat terbatas, masyarakat belum bisa mendapatkan pelayanan disemua fasilitas kesehatan. Abstract

The PPNI Bali organization established in 1975 should have enough time to implement the relevant organizational leadership model to be self-sufficient and have the legality of nursing care practices and professional recognition from the government. The purpose of this research is to understand the leadership model implemented in PPNI organization of Bali Province from 1975 - 2016 according to the period of leadership. This research was conducted in the working area of PPNI Bali organization with nine management of PPNI districts / cities in Bali with research object chairman, management and observer of PPNI Bali organization. The type of data used in this study are primary and secondary data, data obtained through observation, in-depth interview and documentation study. The results obtained that the leadership model of each periodization varies according to the concentration of conditions and situations that accompany during his leadership. Periodization 1975-2000 with directive leadership model, period of 2001-2005 leadership model participation and periodization 2006-2016 achievement-oriented leadership model. Each periodization with its leadership model describes the development and behavior of organizations that also vary.
