Abstract

One of the step to take by Kantor Camat Denpasar Timur in order to make growth up well quality of service are to pay attention or focus on the competency, discipline and work environment. which one by first observation find any problem are placement of employee not agree with their skill, employee infraction regulation, relationship between employee not harmonic and compline from customer about quality of service. The formulation of the problem in this research is whether competency has the influence to quality of service at Kantor Camat Denpasar Timur, whether discipline has the influence to quality of service at Kantor Camat Denpasar Timur, whether work environment has the influence to quality of service at Kantor Camat Denpasar Timur, whether competency, discipline and work environment has in simultaneous influence to quality of service at Kantor Camat Denpasar Timur. To solve the problems, the research used theory’s they are competency by Sanjaya (2006), discipline by Gorda (2004), work environment by Sedarmayanti (2013:131) and quality of service by Parasuraman (Tjiptono (2006:26), and also conducted quantitative method by questioner. Questioner to 31 people of sample, and then analysis technique used is linier regression analysis. Result of this research: Result of this research: competency has positive and significant influence to employee performance at quality of service at Kantor Camat Denpasar Timur because result in partial of the exam that coefficients regression of competency is 0,670 and coefficients t-test of competency is 2,4187 whit coefficients significant is 0,023. discipline has positive and significant influence to quality of service at Kantor Camat Denpasar Timur. Work environment has positive and significant influence to quality of service at Kantor Camat Denpasar Timur, because result in partial of the exam that coefficients regression of discipline is 3,043 and coefficients t-test of discipline is 5,481 whit coefficients significant is 0,000. Work environment has positive and significant influence to quality of service at Kantor Camat Denpasar Timur, work environment has positive and significant influence to quality of service at Kantor Camat Denpasar Timur, because result in partial of the exam that coefficients regression of work environment is 0,357 and coefficients t-test of work environment is 2,300 whit coefficients significant is 0,029. Competency, discipline and work environment has positive and significant in simultaneous influence to employee performance at quality of service at Kantor Camat Denpasar Timur, because result of analysis that coefficients determinant 92,4% and coefficients F-test 109,955 whit coefficients significant is 0,000.

Abstract

The issuance of Law No. 6 of 2014 about villages make villages have autonomy to regulate and run their own government, and this is followed by a series of funding received by the village. Villages are required to use village funds for productive economic development according to their potential. In line with this policy, in 2017 the Gianyar Regency Government established 9 tourist villages. One of them is Kerta Village, which is developing new rural-based tourist destinations. This study aims to evaluate the development of a tourist village in Kerta Village and the strategies that can be taken in developing a tourist village. Data collection was carried out by field studies, namely observation techniques, in-depth interviews, and documentation studies. The data analysis used a qualitative descriptive method. The results of the study found that the development of the Kerta tourism village was not optimal. Even though Kerta Village has been able to realize new tourist village destinations, its development has not been effective and efficient. The development strategy that must be carried out in order to become a developed rural tourism destination is to develop integrated tourism in a collaborative / partnership manner, increase promotion, highlight uniqueness, and build an image.

Abstract

Until now, public services in Indonesia in general are still many problems. The need for ideal services has not yet materialized. One of the most important processes in realizing public service improvement is to make an innovation breakthrough. The existence of laws and regulations governing regional innovation becomes a reference for the Regional Government to innovate in order to improve the quality of public services. One of them is the public service innovation “Sapaku Malam” in Kuta Utara District, Badung Regency. This type of research is qualitative descriptive with data collection techniques through observation, interviews and documentation. This study aims to determine the implementation, driving and inhibiting factors, and the impact of the public service innovation. The results showed that the implementation of the Public Service Innovation "Sapaku Malam" in North Kuta District, Badung Regency in general has been going well. The driving factors for innovation are the pro-innovation organizational structure and culture; and competent human resources who have a high commitment to improve service quality. The inhibiting factor for innovation are the absence of a special budget planning for innovation; and disruption of internet systems and networks. The innovation has a significant impact on society in terms of cost and time efficiency. For the North Kuta District Government, innovation has an impact on improving the quality of public services so as to realize effective and efficient public services.

Abstract

This study aims to increase community empowerment to cultivate asparagus through the Asparagus Renjani Farmer Group, in Banjar Selantang, Belok Sidan Village, Petang District, Badung Regency, Bali. This research design uses a qualitative approach with descriptive analysis. The population in this study was the Asparagus Farmer Rinjani Group in Banjar Dinas Selantang, Belok Sidan Village, Petang District, which consisted of 18 members. This study uses data collection from primary and secondary sources with the technique of determining positive sampling of informants from the results of interviews with the chairman and members who are considered potential in providing relevant information and in accordance with the reality in the field. The results of the study are in accordance with the problems faced by the Asparagus Tani group. Renjani, the solution offered to Asparagus farmers and administrators of the Asparagus Tani Renjani group regarding the problem of seeding, as it has been explained that the seeds are imported from Taiwan. Farmers often complain that the seeds don't arrive at the targeted time, so the solution for that is that some farmers try to make their own seeds through seeds from the asparagus plant. Regarding financial management that has not been considered good, the solution we can provide is by educating on the importance of financial management and accounting. In carrying out promotions, it was conveyed to carry out promotions through social media. Given the development of increasingly sophisticated and practical and broad technology. Social media is a way that we can try to promote. Social media is broad and global.

Abstract

Whistleblowing system is one of essential elements to protect integrity and accountability of public sector organization. Audit Board of Indonesia is one of institutions which is vulnerable on illegal and unethical behaviours in carrying out their authorities because the audit results can be a source investigation if there is an illegal or unethical behaviour. This research aims to describe the enablers and inhibitors of being whistleblower and explain the strategic ways to strengthen the whistleblowing system. This research utilized interpretivism as the research approach and carried out observation and literature study as data collection method. The former auditor of the Audit Board of Indonesia wanted to be a whistleblower because of auditor’s belief that his report will be followed up, good cooperation between the Corruption Eradication Commission (KPK) and The Audit Board of Indonesia, appreciation from international agency, and economic incentive. Nevertheless, low level of legal protection cause reluctance to be whistleblower. Whistleblowing system can be strengthened by developing supportive legal framework and organizational culture on whistleblowing.

Abstract

The importance of banking institutions’ existence in one side provide very high risk for banks and in the other side provide profit for public as fund user’s clients. Standard contract circulating in public seen from viewpoint of many parties is still detrimental with clauses presence in the contract. The content of standard contract in general is biased because it tends to benefit the contract maker. The standard contract if seen from the legal side is still being debated in terms of principles and validity requirement of an agreement. The inclusion of this clause shows the strength of creditor’s position which actually already strong despite without the inclusion of this clause. In banking practice, it is found in credit granting by bank the inclusion of unilateral terms which states that “the bank at any time is allowed to change the interest rate beforehand” in the contract that has been standardized previously by the bank. Credit agreement in standard form which is being made unilaterally by the bank until present is still becoming a special legal issue in agreement field of civil law. In addition, viewed from the side of the agreement it is also against consumer protection law as set in Consumer Protection Act. Problem formulation of this thesis is divided into namely regarding the existence of standard clause in bank agreement if associated with Article 18 of Consumer Protection Act and legal consequence of standard clause in credit agreement associated with consumer protection. The research in this thesis is Juridical empirical. The author is guided by laws and regulations related with public fact, that is first problem formulation is analyzed from balancing principle and next the second problem formulation is from consumer protection theory.

Abstract

The increasing spread of disease caused by the SARS-CoV-2 virus in Madiun City is also in line with the increase in the amount of medical waste generated from handling COVID-19 both in Hajj Dormitories, Emergency Medical Train (EMT) and dr. Soedono Kota Madiun is categorized as B3 waste. To solve the problem of medical waste COVID-19, the Madiun City Health, Population Control, and Family Planning Agency (Dinkes-PPKB) collaborates with PT. Triata Mulia Indonesia in managing COVID-19 medical waste, considering that B3 waste management can only be carried out by the government, third parties, and hospitals that have incinerators. This study aims to describe the partnership between DinKes-PPKB Madiun City and PT. Triata Mulia Indonesia in managing COVID-19 medical waste based on the hollow state theory, as well as examining the benefits and obstacles faced in its implementation. This research uses descriptive qualitative research methods, with data collection techniques in the form of interviews, observation, and documentation. The results of this study indicate that the collaboration between the Health Office-PPKB Madiun City and PT. Triata Mulia Utama in terms of managing COVID-19 medical waste has been running effectively because both parties have carried out their respective roles.

Abstract

Penelitian ini bertujuan untuk menganalisis aksesibilitas penyandang disabilitas dalam Pemilihan Umum 2019 di Kabupaten Sleman, Provinsi Daerah Istimewa Yogyakarta (DIY). Penelitian ini dikaji dengan menggunakan dimensi menurut Thomas dan Penchansky, yang terdiri dari dimensi aksesibilitas, akomodasi, ketersediaan, dan akseptabilitas. Penelitian ini merupakan penelitian deskriptif kualitatif dengan menggunakan tehnik wawancara dan dokumentasi untuk mengumpulkan data. Data yang ada dianalisis menggunakan tehnik analisis model interaktif dari Miles dan Huberman. Hasil penelitian menunjukkan bahwa Pemilihan Umum 2019 di Kabupaten Sleman belum aksesibel bagi penyandang disabilitas. Berdasar dimensi aksesibilitas, terdapat fakta bahwa Tempat Pemungutan Suara (TPS) yang disediakan oleh penyelenggara belum seluruhnya mudah diakses oleh penyandang disabilitas, seperti adanya tangga yang menyulitkan penyandang disabilitas untuk masuk ke TPS. Pada dimensi akomodasi, masih ada pelayanan petugas TPS yang belum ramah terhadap penyandang disabilitas. Berdasar dimensi ketersediaan, terdapat kendala ketersediaan material, machine, dan method sehingga tidak optimal dalam mengakomodasi hak-hak pemilih penyandang disabilitas. Pada dimensi akseptabilitas belum ramah bagi penyandang disabilitas, karena masih adanya persepsi yang kurang tepat dari sebagian masyarakat terhadap penyandang disabilitas. Penyelenggara Pemilihan Umum disarankan untuk lebih memperhatikan akses bagi penyandang disabilitas, khususnya mengenai keterjangkauan TPS, ketersediaan sarana dan prasarana, ketersediaan standar operasional prosedur (SOP) bagi penyandang disabilitas, keterampilan dan kesigapan petugas dalam menangani pemilih penyandang disabilitas, serta memperbaiki cara pandang masyarakat dalam memandang penyandang disabilitas.

Abstract

Bali is an island which has a lot of customs and unique traditions. One of the unique traditions is Omed-Omedan. It is a tradition of attraction carried out by members of Banjar Kaja. The aim of this attraction is to establish friendship among the others. The research purpose is to explain the ritual communication activities that occur in the implementation of the Omed-Omedan Tradition. In this study, the ethnographic study method of communication in qualitative research uses the constructivism paradigm. In this study the data were obtained by in-depth interviews, literature study and field observations. The results obtained are then analyzed, explained, and concluded. Then the conclution is of this research is the communicative situations that occurred in the tradition, is sacred, joy, a thick magical aura, and intimacy. The communicative events that occurred started with praying together, Dharma Santi, the main event, and the ritual procession. Communicative action describes the entire verbal and non-verbal communication as well as the existing symbols. The three elements of the research results are the keys in describing to discusses how communication activities and ritual communication processes that occur in the Omed-Omedan Tradition in Banjar Kaja Sesetan, Denpasar City.

Abstract

Kebijakan Pemerintah Kabupaten Klungkung untuk meningkatkan kesejahteraan pegawai, motivasi kerja, kinerja pegawai dan mutu pelayanan adalah dengan memberikan tunjangan kinerja daerah. Peraturan Bupati Klungkung Nomor 2 Tahun 2019 diimplementasikan dengan sistem Elektronik Kinerja (E-Kinerja) yang berlaku bagi semua Organisasi Perangkat Daerah (OPD) di Kabupaten Klungkung, termasuk juga di Kantor Camat Klungkung. Penelitian ini berupaya mengkaji penerapan E-Kinerja hubungannya dengan motivasi kerja pegawai. Masalah yang diangkat adalah penerapan Elektronik kinerja (E-Kinerja) terhadap motivasi kerja pegawai di Kantor Camat Klungkung, dan faktor-faktor pendukung serta penghambatnya Untuk memecahkan permasalahan tersebut dipergunakan metode kualitatif dengan cara melakukan wawancara kepada pegawai dan melihat langsung penerapan E-Kinerja di Kantor Camat Klungkung. Hasil penelitian menunjukkan bahwa penerapan system E-Kinerja mampu meningkatkan motivasi kerja pegawai di Kantor Camat Klungkung. Faktor pendukung meliputi: (1) Standar dan sasaran kebijakan yang jelas, (2) sumber daya meliputi SDM, dana, dan peralatan yang memadai, (3) Karakteristik organisasi pelaksana, (4) Komunikasi Antar Organisasi yang berjalan lancar, (5) Disposisi atau sikap para pelaksana yang taat aturan. Faktor penghambat E-Kinerja adalah lingkungan sosial, politik dan ekonomi.
