Abstract

Government Regulation of the Republic of Indonesia Number 19 of 2021 concerning the Implementation of Land Procurement for Development in the Public Interest article 68 mentions that the assessment of the amount of Indemnity of fields per plot of land, consisting of elements: a.land; b. Upper Ground And Basement; c. building; d. plants; e. objects related to the land; and/or f. other losses that can be assessed. Components e and f often cannot be estimated nominally. This paper aims to explore the amount of components E and F in case studies The fair replacement value of short cut collateral in Gitgit village, Sukasada Subdistrict, Buleleng Regency of Bali Province in 2021. This paper used an exploratory approached with data collected by public works service, spatial planning, housing and residential areas of Bali province. It was found that the E and F components reached 3,35%. Components E and F are categorized as total non-physical values in which include Premium value, solatium, moving costs and upakara costs.The cost of upakara in this case study amounted to 17% of the total percentage of non-physical costs.

Abstract

Public services in Penatih Village are conducted with web-based System Information Penatih (SIPENA). SIPENA program implementation conducted by Penatih Village is done to be able to provide public services that are fast, precise and accurate. The purpose of this research is to know and understand SIPENA-based public services and what factors become obstacles in SIPENA-based public services in Penatih Village. The approach used in this study is to use qualitative descriptive methods with the application of Edward III theory. Data collection is done by observation techniques, interviews, and documentation. The selection of informants is done by purposive sampling techniques, and qualitative data analysis is inductive. The results showed that the implementation of SIPENA program in the implementation of public services in Penatih Village has been running quite effectively. However, there are still several factors that become obstacles in the implementation of SIPENA program in Penatih Village regarding the content of policies, human resources support, facilities and infrastructure and communication.

Abstract

The background of this research is considering that the advantage of having a geopark for Kintamani tourist attraction, namely the promotion that continues to be carried out by UNESCO. In addition, it can increase the value of the site, create jobs, and encourage sustainable socio-economic development. However, until now there have not been many positive changes in the Kintamani tourism industry. The formulation of the research problem is 1). Why is the policy of the Mount Batur Area in Batur Tengah Village, Kintamani District, Bangli Regency as a Global Geopark Network (GGN) not effective? 2). What are the factors that hinder the policy of the Mount Batur Area in Batur Tengah Village, Kintamani District, Bangli Regency as a Global Geopark Network (GGN)?. The theory used in this study is the theory of William N. Dunn Retrospective Model in which the researcher analyzes the impacts that may arise 'after' the policy of the Mount Batur Area into the Global Geopark Network (GGN). This study uses descriptive qualitative analysis with data collection through observation, interviews, and documentation. The results of the study stated that the policy of the Mount Batur area in Batur Tengah Village, Kintamani District, Bangli Regency to become a Global Geopark Network (GGN) has an impact on socio-cultural life, and the economy. The factors that become obstacles in the Mount Batur area as a Global Geopark Network (GGN) are 1). Contents of policies, 2). Information, 3). Support, and 4). Potential distribution.

Abstract

This study took the title "Implementation of the Functions of the Bali DPRD in Accelerating the Handling of the Covid-19 Pandemic" against the background of the Covid-19 Pandemic that hit the world, including Indonesia. The Covid-19 pandemic brings many problems, therefore all elements of the nation have a responsibility to overcome them, including the Regional Legislative Council of Bali Provincial (DPRD) as the organizer of government in the region. The DPRD has a very important role in accelerating the handling of the Covid-19 pandemic. As is well known, DPRD has a very vital function, namely the legislative function, budget function, and supervisory function. The purpose of this study is to analyze, understand, and evaluate the extent to which the function of the Bali Provincial DPRD in accelerating the handling of the Covid-19 pandemic, as well as to analyze, understand, and evaluate the factors that hinder and encourage the function of the DPRD in accelerating the handling of the Covid-19 pandemic. The method used in data collection is observation and interviews, and supported by literature study. In processing data through several stages, namely: data collection, data reduction, data presentation and drawing conclusions and verification. The results of the study show that the implementation of the function of the Bali Provincial DPRD in accelerating the handling of the Covid-19 pandemic has gone well. This can be seen from the legislative function through a letter of recommendation from the Bali Provincial DPRD to the Governor of Bali to immediately issue regulations for handling the Covid-19 pandemic; budget function with the approval of budget refocusing and reallocation; and the supervisory function through field supervision activities as well as working visits carried out by each commission.

Abstract

This study aims to describe the role of the village government in applying the principle of openness to village government, the factors that influence the implementation of the principle of openness, and the village government's efforts to apply the principle of openness and transparency in Dasan Tapen Village, Gerung District, West Lombok Regency. A qualitative approach with a descriptive type is applied in this study. Therefore, the subjects in this study were the village head, the secretary of the village finance division and 2 informants from religious and community leaders. The collected data was analyzed through data reduction, data presentation, and drawing conclusions. The analyzed data was tested again through source and time triangulation. The results of this study indicate that the village government's strategy in implementing the principle of openness in the village government of Dasan Tapen village, Gerung district, West Lombok regency included the information preparation, information processing and village apparatus services. Factors that influenced the application of the principle of openness to village government include internal factors such as facilities and human resources. While the external factors consist of cooperation, community ideas or ideas, and the leadership of the village head. The implementation of the principle of openness in the village government is by implementing Law Number 6 of 2014 concerning villages.

Abstract

Regional financial performance is the level of achievement of a work result in regional finance which includes regional revenues and expenditures using a financial system determined through a policy or statutory provisions during a budget period. Good management of the regional financial system must be in accordance with applicable laws and regulations, management must be carried out with the principles of transparency, accountability, effectiveness and efficiency as well as target and benefit oriented. This study examines the level of mandatory disclosure of Local Government Financial Statements (LKPD) from 2018 to 2020 to identify the adequacy of the disclosure of the LKPD. This study aims to analyze problems related to the criteria for fulfilling Unqualified Fair Opinions (WTP) by examiners/auditors. The findings of the research show that the real condition of LKPD still has a lot to be improved, it should be in giving an opinion by the BPK RI Bali Provincial Representative maximum on the criteria of Reasonable With Exception (WDP), so it is very less relevant to give a WTP opinion. The results of measuring the regional financial management index are expected to spur and motivate local governments in improving regional financial management performance, including the Tabanan Regency Government.

Abstract

Work discipline relates to how an individual implements the rules and norms that apply in the work environment related to the responsibilities that have been given as a form of encouragement for an agency to achieve what is the vision and mission of the agency concerned. The purpose of this research is to analyze how work discipline relates to the performance of the state civil apparatus and to find out how work discipline influences the performance of the state civil apparatus. The approach used in this study uses a qualitative approach which depicts the results of the observations made by the researcher. Data collection was carried out by observation, interviews, and documentation which were then analyzed descriptively with their validity assessed using a triangulation technique. The results of the study show that work discipline greatly influences the performance of state civil servants in the Protocol and Leadership Communications Section. This is related to efforts to achieve what has been expected and aspired to in an institution. In addition, employees are also very aware of how important it is to carry out a work discipline, this is related to the responsibilities of employees in completing their work by implementing the rules and norms that apply in the workplace.

Abstract

Lesspaper is a policy in the context of using paper efficiency, this is related to promotion services. Where promotion for state civil servants is a form of agency appreciation for employees for what they have done, or related to achievements achieved by an employee, besides that it can also be a form of giving appreciation to employees for having done their job and responsibilities very well. Through this policy, it is hoped that promotion services will be effective, fast, and not take a long time, which is an advancement in technology related to digitalization. The purpose of this study was to find out how the implementation of the non-paper policy in promotion services at the Bali Provincial Personnel and Resources Development Agency was also to find out what were the inhibiting factors in the implementation policy. The approach in this study uses a qualitative approach that can describe what has been studied. Through data collection by observation, interviews, and documentation. By presenting data in the form of data collection, data reduction, drawing conclusions, and assessing the validity of a data with triangulation techniques. The results of the study show that the implementation of the non-paper policy in promotion services in the Civil Service and Resource Development Section of the Province of Bali has not been carried out optimally, because there is still the implementation of the old policy, namely conventionally. The inhibiting factors consist of communication, human resources and facility resources, as well as dispositions.

Abstract

To support the Indonesian government's efforts in achieving the Net Zero Emission target, one reliable solution is to apply the Eco-Enzyme innovation. Eco-Enzyme is an environmentally friendly alternative solution in waste management, especially at the community level as the smallest line. By using Eco-Enzyme, organic waste can be broken down into simpler elements, making it easier and more efficient to process. Additionally, the use of Eco-Enzyme can also help reduce greenhouse gas emissions generated from waste incineration. From this, it can be concluded that the implementation of the Eco-Enzyme innovation in waste management has a positive impact on the environment and supports the government's efforts to achieve the Net Zero Emission target in Indonesia.

Abstract

Local taxes are an important revenue or income for the Provincial Government of Bali. One of them is Motor Vehicle Tax (PKB). Along with the implementation of progressive taxes, the average tax rate is low, the lack of data related to the tax base, inaccurate assessments, and tax evasion committed by taxpayers. In this regard, this study aims to analyze the implementation of the progressive tax policy for motorized vehicles at the Denpasar City Samsat Office and the factors that influence the implementation of this progressive tax policy. The research method used is a qualitative descriptive approach with the technique of determining informants through purposive sampling. Data collection through observation, interviews, and literature study. Based on qualitative data analysis techniques, this study shows that the implementation of the Progressive Tax for Motorized Vehicles policy at UPT Samsat City of Denpasar has been going well but not yet optimal. This can be seen from the communication that has been going well but the transmission of communication has not been optimal, the availability of adequate resources, the disposition of tax officers who are quite good, and the existing bureaucratic structure. This is at the same time a supporting factor for the implementation process, while the inhibiting factors are communication transmission, taxpayer awareness, and the tax data collection application system which needs to be updated in order to achieve effective and efficient performance.
