Abstract

Penelitian ini difokuskan pada studi dan perbandingan sistem manajemen PNS di Indonesia dan Korea. Penelitian ini bertujuan untuk memahami sistem manajemen PNS di Indonesia dan Korea melalui perbandingan sistem manajemen PNS di kedua negara tersebut. Selain itu, tujuan dari penelitian ini adalah untuk memperoleh implikasi yang dapat memberikan kontribusi bagi pengelolaan pegawai negeri sipil di Indonesia dan untuk mendorong kerjasama di bidang sistem manajemen PNS antara kedua negara.

Abstract

Air sangat diperlukan dalam kehidupan manusia, sehingga penggunaan air perlu diatur dengan sebaik-baiknya. Pencemaran air akan mempengaruhi kualitas hidup manusia dalam lingkungan tempat tinggalnya. Dewasa ini air memiliki nilai ekonomis, walaupun keberadaan melimpah ruah di bumi ini, kecuali daerah kritis dan tandus. Kebanyakan masyarakat tidak efisien dalam mengatur air sehingga akan membahayakan bagi kehidupan manusia dan lingkungannya. Keadaan pemborosan dalam menggunakan air pada Depot Air, sebagai isi ulang bagi kebutuhan minum masyarakat perlu diatur dalam perangkat peaturan hukum. Penelitian air ini dengan judul Perizinan Usaha Industri Dagang Depot Air Minum di Kota Denpasar. Penelitian ini bertujuan untuk mengatur perizinan Depot Perdagangan Air di Kota Denpasar, agar air yang dihasilkan memiliki mutu standar kesehatan dan tidak membahayakan bagi konsumen. Sedangka teori yang dipergunakan untuk membahas yaitu Konsep Negara Hukum dan Teori Kewenangan. Metode penelitian yang digunakan yaitu penelitian normatif, melalui pendekatan peraturan perundang-undang yang berlaku, serta sumber bahannya baik primer dan sekunder serta tersier. Hasil penelitian ini bahwa, air sangat diperlukan pengaturannya melalui berbagai peraturan perundang-undangan mulai dari undang-undang, peraturan pemerintah, peraturan menteri serta peraturan daerah serta peraturan Walikota Denpasar. Pengaturan air yang bernilai ekonomi dapat dipertanggungjawab secara moral dan sosial. Disarankan pengaturan air dapat diatur oleh masyarakat di kota Denpasar berdasarkan kearifan loka (local genenius).

Abstract

From 2014 to 2018 the number of taxpayers registered at the Gianyar KPP Pratama continued to grow. The largest growth occurred in 2016, which was 9.26% and the smallest growth in 2018 was 7.59%. In terms of tax revenue, the highest increase in the realization of tax revenue growth at KPP Pratama Gianyar occurred in 2017, which was 39.06 %. In 2016, tax revenue growth decreased by 3.02 percent. This increase in revenue continued to occur in 2018, although the growth rate was not as high as 2017. This research motivation is to examine the role of mandatory ownership of NPWP, tax audit, collection of tax, and taxpayer awareness of tax revenue at KPP Pratama Gianyar. This is quantitative research, conducted by data analysis using SMART-PLS based on sample of taxpayers registered at KPP Pratama Gianyar. Results of the study at the KPP Pratama Giayar, concluded that direct tax collection actions have a positive and significant effect on increasing tax revenue. The obligation to have a NPWP directly has a positive and significant impact on the awareness of taxpayers. Direct tax revenues will be positively and significantly influenced by the awareness of taxpayers. With the mediated awareness of taxpayers, the effect of tax collection on tax revenues proved positive and significant, and obtain 1 (one) form of partial mediation. With the mediated awareness of taxpayers, the effect of NPWP ownership obligations on tax revenues is proven to be positive and significant, and obtain 1 (one) form of full mediation.

Abstract

This study aims to determine the implementation of promotion based on merit system in Kolaka and Kendari, Southeast Sulawesi. In this study, researchers applied a qualitative approach with a case study method. The employed data collection techniques were in-depth interviews and documentation. The informants in this study were 15 people selected using a purposive sampling technique. After the data were collected, they were then analyzed using an interactive model. The results showed that job promotions in the selection for the Primary High Leadership Position (Indonesian: Jabatan Pimpinan Tinggi Pratama (JPTP)) was still considered problematic in the stages of selection, including in the application, assessment, and appointment stages. At the application stage, the number of employees registering to be candidates was very low since many employees considered that the selection was conducted only to meet the procedural requirements because the official who would take up the position had already been chosen earlier. Furthermore, at the assessment and appointment stages, the selection committees were considered less objective and not transparent in scoring and determining the top 3 candidates for each position. In addition, the announcement of those top 3 (three) was only based on the alphabet of the name without any recapitulation of the score gained by each candidate.

Abstract

Policy transfer is the process of borrowing policies from other countries that have successfully implemented the idea in their home country. There are at least four things that need to be known in policy transfer, namely the form, the learning process, the obstacles in it, and errors in policy transfer. This paper will further examine the transfer of the Jakarta MRT policy in terms of the three aspects and see how far the policy transfer has been implemented. With descriptive qualitative research methods, the results of the study show that the transfer of the Jakarta MRT policy itself has been carried out well, although there are still some obstacles and errors in the policy learning process. For this reason, several corrections must be made to make the policy develop.

Abstract

E-Government merupakan upaya mengembangkan penyelenggaraan pemerintahan berbasis elektronik meningkatkan kualitas layanan publik secara efektif dan efisien, sesuai Inpres No. 3 Tahun 2003 tentang Kebijakan dan Strategi Pengembangan e-Government. Perkembangan teknologi mempengaruhi pengelolaan administrasi perpajakan baik keperluan pemerintah maupun wajib pajak dari manual ke sistem online, sehingga menghemat waktu, proses kerja, dan kertas. Dengan diterapkan pajak online sehingga tercipta good governance. Rumusan masalah, yaitu : 1) Bagaimanakah implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung? 2) Apakah faktor-faktor pendukung dan penghambat implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung? Teori yang digunakan adalah teori implementasi kebijakan publik model Merilee S. Grindle dan Teori implementasi kebijakan publik model George C. Edwards III. Pendekatan penelitian menggunakan deskriptif kualitatif. Teknik pengumpulan data menggunakan obvservasi, wawancara, dan dokumentasi. Teknik penentuan informan menggunakan purposive sampling. Teknik analisis data adalah analisis data deskriptif kualitatif, meliputi : reduksi data, display data, serta penarikan kesimpulan dan verifikasi. Hasil temuan penelitian disimpulkan bahwa : 1) Implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung sudah terimplementasi dengan diterapkannya sistem online pajak daerah melalui e-SPTPD. 2) Faktor-faktor pendukung implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung meliputi : komitmen Pemerintah Kabupaten Badung dalam pelayanan publik melalui e-Government, resources (sumber daya), sosialisasi, jaringan internet, dan kesadaran Wajib Pajak. Sedangkan faktor-faktor penghambat implementasi e-Government dalam proses pelaporan Surat Pemberitahuan Pajak Daerah pada Pemerintah Kabupaten Badung meliputi : pengetahuan dan kesadaran wajib pajak serta pandemi Covid-19.

Abstract

Evaluation of the Zoning System Policy in the Admission of New Students (PPDB) at State Junior High School (SMPN) 1 AbiansemalThe zoning system policy in its implementation at SMPN 1 Abiansemal has problems, web is difficult to open during the school selection process by students and since the implementation of the school zoning system it has been difficult to find students who have different academic achievements from when admitting students through the TPA route. This shows that it is necessary to evaluate the zoning system policy. The purpose of this study was to evaluate the zoning system policy in the Admission of New Students at SMPN 1 Abiansemal in terms of equal access and quality of education, as well as to find supporting factors and obstacles to the implementation of zoning system policies at SMPN 1 Abiansemal.The research method used is qualitative research methods. The results showed that the zoning system policy was not implemented effectively and efficiently. And it has not been able to create equal access and equal quality in the Admission of New Students at SMPN 1 Abiansemal, because the zoning has not been carried out evenly and there has been a decline in the quality of schools. Supporting factors of the implementation of the zoning system policy in the Admission of New Students at SMPN 1 Abiansemal, including coordination of the office and the school principal, and having SOPs and technical guidelines for implementing zoning system policies in new student admissions at SMPN 1 Abiansemal. The inhibiting factors for the implementation of the Zoning system policy at SMPN 1 Abiansemal include lack of facilities and infrastructure, lack of human resources, limiting the number of quotas and zoning based on the address of the banjar, and pressure from school external parties.

Abstract

Regional financial performance is the government from a work in the region that receives regional revenues and expenditures using a financial system determined through policies or statutory provisions for one budget period. Good management of the regional financial system must comply with the applicable provisions, management must be carried out with the principles of transparency, accountability, effectiveness and efficiency as well as targets and benefits. This study conducted an assessment of the 2019 level of mandatory Local Government Financial Reports (LKPD) from 2015 to 2015 to find the findings of the LKPD. This study aims to analyze problems related to the fulfillment of an Unqualified Opinion (WTP) by the examiner/auditor. Findings The results show that the real condition of the LKPD still needs to be improved, should the BPK RI Representatives of Bali Province give a maximum opinion on the Fair with Exception Criteria (WDP), very few relevant relevant opinions are given. The results of the measurement of regional financial management are expected to spur and motivate local governments in improving regional financial management performance, including the Jembrana Regency Government.

Abstract

STIKesWiraMedika Bali as a private higher education, has made efforts to obtain quality health workers who are capable of realizing change, growth and renewal as well as optimal health services for the entire community. This was done because he realized that as an institution in the field of education there were many competitors in its business activities, thus making STIKesWiraMedika Bali continue to improve the performance of its employees. Performance appraisal in the 2019 period shows that there are several aspects of the assessment that have decreased the performance of the employees.This research is a quantitative research. The number of samples was 92 peoples with the sampling technique used was Non Probality Sampling, namely total sampling. The data collection used questionnaires and data analysis was performed using the multiple linear regression method. The results showed that leadership has an influence on the performance of employees, the t value is 2,062 with a probability value (sig value) of 0,042. Motivation has an influence on employee performance, the t value is 5,019 with a probability value (sig value) of 0,000. Work discipline has an influence on the performance of employees with a t value of 2,008 with a probability value (sig value) of 0,048. Leadership, Work Motivation, Work Discipline jointly influence the performance of employees with a calculated F value of 13,427 with a probability value (sig value) of 0,000.
