Abstract

The purpose of this study is expected to be useful for the development of the concept of quality public services in order to develop lecture material in the field of public administration, and also useful as a contribution of thought to the local government of Kendari City in the form of community service.The population in this study were 203 people, consisting of elements from the village and sub-district government officials and community elements who had received custody services in the last three months (April, May and June 2009). The sample size is calculated according to Yamne formula, by setting precision of 5% and a degree of trust of 95%, then the sample obtained by respondents is 158 people. The sampling of each element is based on a proportional formula then drawn by a simple random sampling technique from each element. Data collection/information, breastfeeding using questionnaires and interviews. Data analysis was performed using tabulation tools, percentages and averages, which were then interpreted to determine the level of influence of variable dimensions of the apparatus' ability on the variable quality of public services in the Abeli District of Kendari City.The results of this study indicate that the condition of the ability of government officials to work in public services in the Abeli District of Kendari City can be illustrated through 3 (three) basic dimensions of apparatus capacity, as follows: (b) Professional technical training possessed by apparatus is classified as high. (c) The work experience of the officers, in general, is less useful because their placement is not relevant to their work experience. With these conditions, the influence of the ability of government officials on the quality of public services in the Abeli District of Kendari City is generally low.

Abstract

The problem of this research is : (1) How to restructure of bureaucracy supports good governance at the secretary of local government North konawe regency.  (2) How to restructure of bureaucracy that implemented by secretary of local government north konawe regency creates good governance.The aim of this research is : (1) To analyze how to restructure  of bureaucracy at the secretary of local government north konawe regency supports good governance. (2) To know how to restructure that carried out by the secretary of local government north konawe regency in supporting good governance.This research is a study case, the population of this research is all head of a division , at secretary of local government north konawe regency and taking totally sampling, data is collected by interview, observation, and documentation to all respondents and inform men . data is processed by descriptive qualitative.The result of the research shows that (1) Implementation of restructuring of bureaucracy in supporting good governance at the secretary of local government north konawe regency has generally been carried out and met their needs to organization dynamic. (2) Implementation of restructuring of bureaucracy toward good governance at the secretary of local government north konawe regency.Based on the result of research can be concluded that restructure of bureaucracy at the secretary of local government north konawe regency has been better carried out,  because of all resources potency has been optimally maximized.  Keywords: Bureaucratic restructuring, Good Governance

Abstract

The purpose of this paper is to determine the contribution and influence of management information systems on the work effectiveness of employees in the Community Empowerment and Village Government Agency of Southeast Sulawesi Province.This paper examines two variables, namely the independent variable is the influence of the Management Information System system which consists of dimensions: functionalization, integration, professionalism, quality, equity, coordination, while the employee work effectiveness dependent variable consists of three dimensions each: time measurement, yield size and cost size.The research method used in this study is the explanatory survey. The population in this study were all Civil Servants at the Community Empowerment and Village Government Agency of Southeast Sulawesi Province, amounting to 93 people and a sample of 48 people representing each level of education, namely Senior High School, Bachelor / DIII, Bachelor, and Masters. The research variable is a management information system as an independent variable (X) and employee work effectiveness is the dependent variable (Y).The results of the study indicate that there is a significant influence and there is a contribution of management information systems to the work effectiveness of employees at the Community Empowerment and Village Government Agency of Southeast Sulawesi Province. The biggest influence of the variables forming the management information system is the dimension of integration, and coordination, while the smallest dimension of the variables forming the management information system is the dimension of equity. The solution that needs to be developed is improving employee competencies through education and technical training in management information systems.  Keywords : Management Information System, Effectiveness of Employee's Work

Abstract

ABSTRACTTPT. ANTAM Tbk is a company engaged in the exploration of mining materials such as nickel, gold and silver, and bauxite. Tambea village is one of the areas in Pomalaa Subdistrict, Kolaka Regency, which is close to PT. ANTAM Tbk. The purpose of this study can evaluate the CSR program of PT. ANTAM Tbk in Tambea Village, Pomalaa District, Kolaka Regency. The method of determining the sample uses the System of Rising Intensification method with a population of 24 heads of households as respondents. The analytical method used to determine the relationship between the level of performance and level of expectation is the method of IPA analysis (Importance-Performance Analysis). The results of this study indicate that the company PT. ANTAM Tbk still has to improve its performance on the elements of program distribution and supporting elements of the program. Abstract

The purpose of this study was to determine the impact of village head elections after the implementation of the Bontomatinggi Village Head election in Maros Regency in 2016. The research method used is a qualitative research method with a descriptive approach to analysis and using the theory of political mobilization, data collection using interview, observation and documentation techniques. The data analysis technique used by the author is a qualitative data analysis technique that is by searching and compiling systematically from the results of interviews, observations and documentation and then selecting the data needed and making conclusions that are easy to understand.Based on the results of the study, direct and indirect mobilization models and the impacts that occurred in the community after the election of Maros Regency Bontomatinggi Village Chief occurred several models such as socialization of village head candidates, mass mobilization, open campaign (direct mobilization model) and dialogical campaigns conducted from home to home (direct mobilization model). The impact of the model and after the election is that there is an unnatural mobilization model such as intimidation and threats to voters, giving facilities and money politics, black campaigns and spreading slander. Some of the factors that influence the voters' decision to elect a village head are the lack of education level of the community, mobilized communities are afraid that there will be violence and utterances of hatred from the candidates and the successful team if they do not follow their wishes. Keywords : Political Mobilization Model, the impact of village head elections

Abstract

The purpose of this paper is to strategy to overcome the level of dependence of regional governments on the balance funds in Konawe Utara District and analyze the level of dependence of the North Konawe District government on balance funds. The research method used is a qualitative research method using descriptive analysis method. Through this process, it is expected to emerge a new hypothetical proposition through the interpretation of interactions between attributes and propositions which are then used to construct categories and provide explanations of the phenomena under study. Data collection techniques are in-depth interviews and document studies. Based on the results of the study, the strategy of the North Konawe District Government in managing the level of dependence on balancing funds in supporting the Regional Expenditure Budget was carried out with 2 (two) patterns: 1) Intensification, namely the North Konawe District Government to optimize Local Revenue by optimizing existing regional tax sources and regional levies; 2) Extensification is to control the level of dependence on balance funds by increasing the revenue of the District of North Konawe by placing more emphasis on expanding new sources of income, namely by developing retribution on fees from the development of market services, parking fees and other fees. The level of regional dependence on balancing funds consisting of Revenue Sharing Funds, General Allocation Funds and Special Allocation Funds is 78.90%, which indicates that the balancing funds contribute significantly to the district's income Konawe Utara. This means that the level of dependence of regional governments on balancing funds is still quite high, which can be reduced by optimizing other sources of income. Keywords: Strategy, Local Government, Balancing Fund

Abstract

One sector that contributes to foreign exchange is the dominant mining sector. This mining sector contributes 36% of the country's revenue. Among the activities of the nickel mining industry, it has had a positive impact on the state treasury from taxes and royalties. Therefore, the existence of these natural resources has economic potential that must be utilized in order to prosper the lives of the people in accordance with the provisions of Article 33 of the 1945 Constitution (paragraph 2). This study tries to examine the positive impact of nickel mining activities on the socio-economic conditions of the community. The purpose of the study was to describe the positive impact of nickel mining activities on the socio-economic life of the community in Tinanggea sub-district. The research method uses a qualitative approach based on data collection with observation techniques, interviews with informants and review documents related to this research.the results showed that the positive impact of nickel mining activities in Tinanggea District was that it could accommodate local workers or increase the opportunity for people to get jobs in mining companies, increasing community income through monthly salary gains, increasing micro-businesses in the surrounding mining areas. buying and selling activities between the community and employees working in mining companies. While the conclusions of the study were that mining activities in Tinanggea Subdistrict had a positive impact on the people of the region. Abstract

Due to the problem on how does organization climate influence employee performance faculty of social and politic Haluoleo University, this research aims to analyze whether organization climate influence employee performance or not by proof the hypotheses based  on empirical data from faculty of social and politic Haluoleo University, and to analyze significant level of organization climate to employee performance. This research tests several organization climate variable which includes individual autonomy dimension, sanction orientation, visibility of structure and motivation, and also employee performance variables that consist of productivity, served quality,  respond, responsibility, accountabilityIn this research, we use descriptive, verification, and correlation analysis to analyze causality of influences by using survey methods to measure and analyze how big the influences of organizational climate to employee performance in faculty of social and politic Haluoleo University. By quantitative approach and statistical test. Data had been collected by using a questionnaire as a primary instrument, interview, documentation, and literacy study as secondary data. Then, those data proceed by using determination and product correlation analysis. The result of this research showed that organizational climate has a strong, significant, a positive influence on employee performance in faculty of social and politic Haluoleo University. Organization climate becomes a dominant factor which influences the employee. This research also has proven that employee performance will raise when its organization climate getting better.

Abstract

Local weaving is the identity and wealth inherent in some area. Muna Regency, Southeast Sulawesi, is known to have regional weaving with diverse and interesting qualities and motifs. There are many previous Muna weaving motifs such as dhalima, samasili, panino toghe, bhotu, bhia-bhia, ledha, finda ngkonini, mango-manggopa, lante-lante, kambheano bhanggai, tibha-tibha, kaholeno ghunteli, kambhampu, bharalu, kasokasopa. To balance the development of the fashion industry, through the creative ideas of weavers, Muna's weaving motifs undergo commodification called a series of motifs. The visual of the first Muna weaving and Muna weaving produced by commodification and also the symbolic meaning of Muna woven motifs as a result of commodification became a problem in this study. Located in Masalili Village, Muna Regency, researchers conducted observations and direct interviews with research informants. By using the qualitative descriptive analysis of Milles and Huberman's interactive model, it was found that from the visuals of Muna's weaving motifs, after experiencing commodification, the latest motifs have been produced. Whether it's a combination of samasili and butterfly motifs, samasili and kites and other types of motifs. The development of the commodification motif has its own symbolic meaning. It describes the regional identity, cultural preservation, openness with progress, diversity, and describes the value of local wisdom in integrating outside cultural elements into the development of the Muna weaving motif.     Keywords: commodification; symbolic meaning; local wisdom; Muna weaving.

Abstract

The purpose of this study was to analyze and describe the capacity of village budgeting in Muna District. The approach used is qualitative research. The study was conducted in real-world settings, namely conducting in-depth investigations into the natural context in which the processes and outputs of village budgeting take place. The study locations are 7 seaside villages and 8 non-seas villages in Muna Regency. The scope of time is three budget years, namely 2015-2017. The main data collection procedure is the study of documents. To obtain primary data, procedures for public consultation and/or focus group discussion are taken. The technical public consultation was mutually agreed upon by involving the Community Empowerment Agency and Village Government of Muna Regency as the technical agency. Public consultation material was explored and developed from the results of focus group discussions. Focus group discussions were conducted at the village level, involving Village Devices, members of the Village Consultative Body, and Village Community Empowerment Institutions. Available data are analyzed by the procedure of content analysis and qualitative descriptive analysis to reveal the stages of the village budgeting process, who is involved and what is the main role.The results of the study show that the capacity of village budgeting in Muna Regency is not optimal, that is, the village budgeting system has not functioned properly in allocating and using inputs to produce budgetary outputs that are beneficial for achieving village development goals. Villages in Muna Regency have budget documents namely APB Desa and RAB which are stipulated by village regulations.  Keywords: Capacity, Budgeting. Village
