Abstract

This article seeks to elucidate the execution of political education by the Regional Representation Council of Partai Keadilan Sejahtera (PKS) in Kerinci Regency. The research methodology employed herein is descriptive qualitative in nature. The selection of informants utilized a purposive sampling technique. Data acquisition encompassed interviews and documentation studies. The validation of data employed a source triangulation technique. Data analysis involved reduction, presentation, and drawing conclusions. The findings revealed that PKS in Kerinci Regency executed political education both internally and externally. Their programs comprised various activities such as training, mentoring, seminars, socialization, and community service. Notably, PKS's political education encompassed not only political facets but also religious content, exemplified by activities like 'halaqoh' study sessions—an aspect integral to PKS as a da'wah party. Within their political education initiatives, the Regional Representation Council of PKS in Kerinci Regency has systematically structured a cadreization curriculum. Key factors supporting these educational endeavors encompass human resources, funding, facilities, and information, which are crucial considerations for the party to ensure smooth implementation. This study is limited to the PKS in Kerinci Regency. The further study should see the implementation of PKS in Indonesia and other Islam ideology in party and civil society organization.

Abstract

The existence of political parties is an indicator for improving the quality of a democratic country. The Indonesian People's Wave Party (Gelora) is one of the new parties, which is participating in the realm of politics in Indonesia. The institutionalization of a party can be seen through four dimensions as the process of institutionalizing party: the systemic dimension, value identity, autonomy and the public image. Researchers used descriptive qualitative research methods to describe research results in general. The research informants were determined by means of purposive sampling consisting of political party elements and academics or political observers. The results of the study show that the institutionalization process of the regional leadership council Gelora party of West Sumatra has not run optimally. This can be seen from the work program in the form of political activities. The surge party is in a defensive position and indeed does not want to directly engage in political activities in society. Of the four dimensions for measuring political party institutions, the Gelora party is still improving on the systemic dimension and value identity.

Abstract

The inadequate reading proficiency, skill, and interest among students have been linked to a deficiency in their civic knowledge. This circumstance is notably evident at SMAN 7 Padang. This study addresses this concern by employing qualitative research methods. Data collection involved observation, interviews, and documentation techniques, while analysis comprised data reduction, presentation, and verification. The findings highlight that enhancing civic knowledge among students at SMAN 7 Padang can be achieved through specific measures: 1) adopting problem-based learning in civic education, 2) hosting quiz competitions focusing on the four pillars of nationality, 3) fostering a culture of literacy, and 4) leveraging the resources available in school libraries. Challenges faced by civic education teachers include student diversity, limited time allocation, and suboptimal classroom management. Notably, this research primarily explores internal school strategies for implementing civic knowledge, acknowledging the need for further research to delve into the impact of extracurricular activities on this endeavor.

Abstract

This study discusses customary issues that arise in Indonesian culture, namely the inheritance distribution tradition in the patrilineal inheritance system in Betawi culture and the matrilineal inheritance system in Minangkabau culture. These two traditions highlight different approaches to inheritance and gender roles in society. Through interviews with traditional leaders, researchers seek to understand the concept of sharia in order to maintain a more beneficial cultural continuity. The triangulation method was used to verify information from respondents in various contexts to compare ethnic views and Islamic concepts. The results of the study show differences in understanding and its impact on economic conditions. The inheritance distribution tradition of the Betawi tribe reflects cultural adaptation to values of gender equality that are in line with the Islamic Worldview, but still faces challenges in fully integrating Islamic principles. Meanwhile, the Minangkabau matrilineal inheritance system emphasizes the role of women in the family structure and inheritance, but creates complexity in asset management.

Abstract

This study aims to examine the application of environmental policy in Sungai Penuh City, Jambi Province, utilizing perspectives from state administration law. The primary focus is to identify challenges encountered during implementation. Employing a qualitative approach, this research draws data from literature reviews, observations, interviews, and documentation. Data analysis involves manual reduction, presentation, and interpretation. The study reveals the existence of various environmental policies, notably the Sungai Penuh City Regional Spatial Plan (No. 5 of 2012) for 2011-2031 and the Environmental Protection and Management Plan (No. 4 of 2022) for 2022-2052. However, the efficacy of these policies within the environmental department of Sungai Penuh City remains suboptimal due to improper waste disposal practices among numerous small businesses. Furthermore, several challenges impede the execution of environmental management policies in the city, including limited government funding, inadequate staffing, insufficient coordination among relevant agencies, and a lack of awareness and commitment to environmental sustainability among business entities.

Abstract

The Electronic Based Government System (SPBE) is a digital governance framework implemented across various cities in Indonesia, including Payakumbuh in West Sumatra. Payakumbuh stands out with the highest SPBE index achievement among cities and regencies in West Sumatra in 2022. However, despite this notable achievement, the local government still faces challenges in effectively implementing SPBE. This study aims to identify both the facilitating factors and barriers to SPBE implementation in Payakumbuh. Employing a qualitative approach with descriptive methods, the research examines variables such as policy, stakeholder engagement, capability, process, and evaluation perspectives. Data collection involves interviews, observation, and documentation analysis. Analysis is conducted using the MAXQDA application. Findings reveal that while SPBE implementation in Payakumbuh is generally satisfactory, challenges persist, including budget constraints and insufficient IT-related human resource capacity. Continuous review processes are essential to address these barriers effectively.

This article aims to examine the efforts of the Women’s Unity of the Golkar Party (KPPG) in enhancing women's representation in the legislative body through the recruitment process of prospective legislative candidates in the 2019 elections in Padang City. Employing a qualitative descriptive method, data collection was carried out through interviews and document analysis, while the validity of the data was tested using source triangulation by comparing interview results with documentary evidence from various relevant sources. The findings indicate that KPPG’s efforts include: a) engaging in social services and community activities, b) providing political education through seminars, c) conducting orientation training for cadre members, d) organizing training of trainers, and e) offering campaigner training. However, KPPG faces several obstacles in increasing women's representation, including: a) the entrenched patriarchal culture in the Minangkabau community, b) lack of support or permission from husbands within the family environment, c) low interest among women in participating in politics, and d) financial limitations, where some potential candidates are unwilling to bear the costs required for candidacy.

Abstract

Endogamy, or marriage within the same tribe, is prohibited under Minangkabau customary law, which imposes specific sanctions for such violations. This study aims to explore the application of customary law concerning endogamy in Nagari Ranah Koto Tinggi, as well as the challenges encountered in its enforcement. A qualitative research approach was employed, utilizing descriptive methods. Data collection was conducted through observation, interviews, and documentation. The analysis process involved data reduction, presentation, and conclusion drawing. The findings indicate that the application of customary law in Nagari Ranah Koto Tinggi is selectively enforced, targeting only marriages within the tribe involving members of the urang nagari or datuk's descendants. However, the enforcement of these sanctions faces several challenges, particularly in the weak implementation of punishments. To address these issues, strategic interventions involving community engagement and local government initiatives are necessary, including education and socialization efforts to emphasize the importance of upholding traditional values and understanding the implications of endogamy.
