Abstract

Changes in land use that have occurred over a period of several years in the Kuta area have resulted in a lack of water catchment areas. The impacts caused by the lack of catchment areas are flooding and reduced water quality in rivers. The flood disaster in the Bengkang River caused damage to bridge infrastructure and people’s homes. The Bengkang river basin is divided into 3 sub – basins with a total area of 10,45 km2. Based on the results of the design flood analysis using the Nakayasu synthetic unit hydrograph method, the largest flood discharge value was obtained, namely 32,859 m3/second for a return period of 25 years. Hydraulic modeling was carried out to determine the water level and the ability of the river section to receive flow using HEC-RAS 6.1 software. Based on the simulation results with a return period of 5 years, it is known that flooding occurs in the middle and lower reaches of the Bengkang River, so structural mitigation is needed, namely normalization and repair of embankments. A 25-year return period flow simulation was carried out using a cross – section of the channel plan and no runoff was obtained in the Bengkang River.

Abstract

The idea of making the Office of Religious Affairs (Kantor Urusan Agama, KUA) a marriage registry for all religions in Indonesia has sparked significant debate. The Office of Religious Affairs (KUA) is a government institution responsible for the development and guidance of religious life in the community. The role of the KUA as a marriage registry for all religions has been the subject of intense debate in recent years. The Ministry of Religious Affairs' initiative to make the Office of Religious Affairs an inclusive center for religious services has attracted much controversy. This study aims to analyze the social and cultural impact of the implementation of the discourse, taking into account the potential for increased interfaith tolerance as well as the risk of conflict that may arise and analyzing the social and cultural impact of the implementation of the KUA as a place of marriage registration for all religions. The results show that this discourse raises pros and cons from various figures. If the KUA successfully transforms into an institution that serves all religions, it may trigger a cultural paradigm shift in society. People may become more open to other religious practices and reduce the negative stigma against religious minorities. This could be the first step towards a more inclusive society. On the other hand, there is a risk that integrating these services could lead to a blurring of each religion's identity. Some groups may feel that their religious traditions and practices are no longer valued or fully recognized in the context of these shared services.  This research uses a type of normative legal research, which conducts research on library legal materials or secondary data. Normative legal research examines positive legal norms in the form of laws and regulations, this research explores the views of the community and religious leaders regarding the change in the function of the KUA, as well as the steps needed to implement this policy effectively

Abstract

Balinese building concepts such as nawa sanga, tri mandala, Tri Angga and others are the basic concepts for Balinese buildings in the past and present. One concept that is often found in Balinese buildings is the tri angga concept, this concept reflects the feet, body and head of the building. Balinese buildings always have feet (foundation), body (wall) and head (roof) in each building, this has also become an official regulation of the Balinese government requiring buildings that want to have a building permit must have the Tri Angga concept. Many old Balinese buildings have the tri angga concept, but it is very unfortunate that old Balinese buildings have begun to be abandoned, dismantled and renovated to the current era. This problem is caused by the existing old Balinese buildings not having technical drawing data that can be used as a basis for buildings to be renovated. People prefer buildings to be dismantled and replaced with new buildings because it will be easier to build new buildings than to renovate old buildings without technical drawings. The problem of why old buildings do not have technical drawings is because the building measurement process requires many people and must be measured manually to the top of the building. Many costs will be incurred for one building resulting in this measurement process not being carried out. This problem becomes the mindset of the purpose of this research. The purpose of this research is to find the development of measurement methods, from manual methods to easy-to-do measurement coding systems. In this study, quantitative methods will be used with the help of material modules, Pythagorean formulas and 3D methods. The results of this study found that old Balinese buildings can be measured from the angle of the building, using material modules can calculate the distance from the structure, and the Pythagorean geometry formula is the key to this measurement scheme.

Abstract

Thermal comfort is a crucial aspect in designing outdoor spaces such as urban parks. Traditional Balinese water gardens have the potential to enhance thermal comfort through the application of water elements and traditional architectural concepts. Previous research by Wirya et al. (2017) identified three models of traditional Balinese water gardens with optimal thermal comfort levels. However, the application of these models in modern urban parks has not been extensively studied. This research aims to develop an optimal urban park design concept in terms of thermal comfort by applying traditional Balinese water garden models. The method used is experimental, employing simulation techniques using Envi-met software. The research objects are three urban parks in Bali: Taman Kota Alit in Tabanan Regency, Lapangan Astina in Gianyar Regency, and Lapangan Kapten Mudita in Bangli Regency. The results show that the application of traditional Balinese water garden models can improve thermal comfort in urban parks. The distribution patterns of air temperature and humidity are more evenly spread with the presence of water elements and vegetation arranged according to traditional Balinese concepts. Wind speed is also better controlled, creating a more comfortable microclimate. The resulting design concept can serve as a recommendation for designing urban parks that are optimal in terms of thermal comfort while maintaining local architectural values.

Abstract

Traffic accidents in Mataram City increase every year. Over the last 4 years, Mataram City Police data shows that traffic accidents, one of the transportation problems, have increased quite significantly. To overcome this transportation problem, efforts are needed to reduce/minimize the number of accidents and one way that can be done is by determining areas prone to traffic accidents (black spots) in Mataram City so that transportation safety can be improved. Data from the Mataram City Police in the form of accident data is needed to determine areas prone to traffic accidents (Black spot). Next, the data was analyzed using the Accident Equivalent Number (AEK) parameters and the Upper Control Limit (UCL) method so that black spots could be arranged in Mataram City. The analysis results show that the accident-prone sections (black spots) in Mataram City are the Jln. Sriwijaya, Jalan Pejanggik, Jalan Sandubaya, Jln. Dr. Sudjono, Jalan Adi Sucipto, Jln. Catur Warga, and Jln. Ahmad Yani. Based on the type of accident, the highest was single hit (74%) and front-side crash (73%), the weather when the accident occurred was highest in sunny conditions (98%) at night, and the most people who had accidents were men. amounting to 74%, while the age range of 16-30 years is most often involved in accidents.

Abstract

This research aims to examine and analyze the mechanism for increasing building use rights to property rights for land in the Gili Gede Sekotong tourism area, West Lombok and the obstacles faced. The type of research used in this article is normative and empirical research using the statutory regulatory approach, conceptual approach, case approach, and sociological approach. The results of the research show that the mechanism for increasing building use rights to ownership rights for land in the Gili Gede Sekotong tourist area, West Lombok, is: Submitting a written application for documents to the local National Land Office by attaching: several requirements, Submitting the application to the counter officer for research. completeness of the documents which are a requirement in the application for an increase in land rights. After the required documents are complete, then make payment for registration, measurement and land inspection fees. Carrying out measurements and inspection of the land plot, BPN follows up process of applying for an increase in building use rights to ownership rights, the applicant pays the BPHTB, and the Land Office will record the rights and issue a land certificate.  The obstacle faced is that in submitting an application for an increase in rights, the applicant cannot complete the required documents for a Building Construction Permit (IMB) because even though several bungalows have been built on the land he purchased, even though the condition of the bungalows is currently in disrepair, this has not been followed up by obtaining a building construction permit ( IMB), so that when applying for an increase in file rights the document is rejected because it does not have an IMB as one of the conditions that must be met and is a cost factor.
