Abstract

Abstract: In an organization, leadership has a major role, therefore a leader must be able to direct his subordinates in order to achieve a common goal. Etymologically, leadership is personality and the willingness to make people influenced and invite others to take an action that has been determined together in order to achieve a predetermined goal. Leadership style can influence the society being led. The leadership style of each leader varies from one another. differences in leadership styles between one leader and another are usually influenced by several factors such as the environment, customs, culture, religion and so on. The method in this research uses qualitative research methods, the focus of this research is the leadership style of the village head and community participation. The data sources consisted of primary and secondary data, while the data collection methods in this study were interviews, observation and documentation. The results of this study show that the leadership style of the Mojorejo village head is a democratic leadership style and community participation starting from decision making and implementation of development activities.Keywords: leadership style; community participation; village developmentAbstrak: Dalam suatu organisasi kepemimpinan memiliki  peran utama, oleh karena itu seorang pemimpin harus bisa mengarahkan bawahannya agar tercapainya suatu tujuan yang telah ditetapkan bersama. Secara etimologi kepemimpinan adalah kepribadian dan kemauan untuk membuat orang terpengaruh serta mengajak orang lain untuk melakukan suatu tindakan yang telah ditetapkan bersama demi tercapainya sebuah tujuan yang telah ditetapkan. Gaya kepemimpinan  dapat mempengaruhi  masyarakat yang dipimpin. Gaya kepemimpinan pada setiap pemimpin berbeda-beda antara satu dengan yang lainnya. perbedaan gaya kepemimpinan antara pemimpin yang satu dengan yang lain biasanya dipengaruhi oleh beberapa faktor seperti lingkungan, adat istiadat, budaya, agama dan lain sebagainya. Metode dalam penelitian ini menggunakan metode penelitian kualitatif, fokus penelitian ini yaitu gaya kepemimpinan kepala desa dan partisipasi masyaraka. Sumber data terdiri dari data primer dan skunder, sedangkan metode pengumpulan data dalam penelitian ini yaitu wawancara,observasi dan dokumentasi. Hasil penelitian ini dapat diketahahui bahwa gaya kepemimpinan kepala desa Mojorejo adalah gaya kepemimpinan demokratis dan partisipasi masyarakat dimulai dari pengambilan keputusan dan implementasi kegiatan pembangunan.Kata Kunci: gaya kepemimpinan; partisipasi masyarakat; pembangunan desa

Abstract

Abstract: Excellent service really needs to be owned and displayed when doing a job in a frontliner or customer service position and in excellent service it can be said to be good if it has served the community well. The purpose of this study is to find out about the success of using online passport services, find out the actors involved in online passport services in Malang City and describe the obstacles in implementing online passport services in Malang City. The research method used is qualitative research with in-depth data collection techniques, observation and documentation. Meanwhile, the data analysis used is purposive sampling. The result shows that the implementation of online passport service at the Immigration Agency Class 1 TPI Malang has been running since August 2017. The implementation of online passport service innovation cannot be separated from service innovations that can be said to be effective and efficient because it consists of several factors that influence the success of implementing these innovations. Factors that influence the implementation of innovation service include the character of the innovation (maker), the communication channel and the social system.Keywords: online passport; innovation; excellent serviceAbstrak: Pelayanan Prima sangat perlu untuk dimiliki dan ditampilkan pada saat melakukan suatu pekerjaan dalam posisi frontliner atau customer service dan dalam pelayanan prima dapat dikatakan baik apabila sudah melayani masyarakat dengan baik. Tujuan penelitian ini adalah untuk mengetahui tentang kesuksesan pengunaan pelayanan paspor online, untuk mengetahui aktor-aktor yang terlibat pelayanan paspor online di Kota Malang serta mendeskripsikan kendala dalam pelaksanaan pelayanan paspor online di Kota Malang. Metode penelitian yang digunakan adalah penelitian kualitatif dengan teknik pengumpulan data wawancara mendalam, observasi dan dokumentasi. Sementara analisis data yang digunakan adalah purposive sampling. Hasil penelitian menunjukkan bahwa penyelengaraan pelayanan paspor online di Instansi Imigrasi Kelas 1 TPI Malang sudah berjalan mulai berjalan bulan agustus 2017. Penyelengaraan inovasi pelayanan paspor online tidak lepas dari inovasi pelayanan yang sudah bisa dikatakan efektif dan efisien karena terdiri dari beberapa faktor yang mempengaruhi kesuksesan penyelengaraan inovasi tersebut. Faktor yang mempengaruhi kesuksesan penyelenggaraan pelayanan inovasi tersebut antara lain adalah faktor karakter inovasi (pembuat), faktor saluran komunikasi dan faktor sistem sosial.Kata Kunci: paspor online; inovasi; pelayanan prima

Abstract

Abstract: Administrative order and regularity  required because it is one of the important components for learning process. Some school administrations are considered not good enough so that school administration and archives become piled up and it is difficult to retrieve them when needed. This study aimed to analyze the implementation of school administration tasks with evaluation method, which is a method that evaluated the success of implementing a program/activity. Data collection techniques used distributing questionnaires, observation, and documentation. Furthermore, the data were analyzed qualitatively. The results showed that the implementation of school administration in the areas of personnel administration, financial administration, infrastructure administration, public relations administration, archive administration, and student administration were in good category. Overall there are 67% of respondents who answered good administrative services, 31% answered quite well, and 2% answered less well. It can be concluded that the implementation of school administration work in general is good.Keywords: school administration; administration; service; data collectionAbstrak: Ketertiban dan keteraturan administrasi sangat diperlukan karena menjadi salah satu komponen penting dalam proses pembelajaran. Sebagian administrasi sekolah dinilai tidak cukup baik sehingga administrasi dan kearsipan sekolah menjadi bertumpuk dan sulitnya mengambil kembali saat dibutuhkan. Penelitian ini bertujuan menganalisis pelaksanaan tugas tata usaha sekolah dengan metode evaluasi, yakni metode yang digunakan untuk memberikan penilaian pada suatu kegiatan/program. Teknik pengumpulan data dilakukan dengan penyebaran kuesioner, observasi, dan dokumentasi. Selanjutnya data dianalisis secara kualitatif. Hasil penelitian menunjukkan pelaksanaan Administrasi Sekolah pada bidang administrasi kepegawaian, administrasi keuangan, administrasi sarana prasarana, administrasi hubungan masyarakat, administrasi kearsipan, dan administrasi kesiswaan berada pada kategori baik. Secara keseluruhan terdapat 67% responden yang menjawab pelayanan administrasi baik, 31% menjawab cukup baik, dan 2% menjawab kurang baik. Artinya dapat disimpulkan bahwa pelaksanaan pekerjaan administrasi sekolah secara umum sudah baik.  Kata kunci: administrasi sekolah; tata usaha; pelayanan; pendataan

Abstract

The issue of money in elections is a crucial issue, because the realization of elections with integrity is determined by transparency and accountability in election finances. Several studies have found that the elections that have been held in Indonesia have not implemented the principles of transparency and accountability optimally. This study aims to analyze the transparency of the 2019 Election budget accountability by the Ad Hoc EMB’s in Tanjung Jabung Barat Regency. This research is descriptive qualitative with a case study approach. To analyze the data, it is done using the concept of transparency proposed by Koppell (2005). The results of the study indicate that although the budget management activities by Ad Hoc EMB’s have been carried out openly, the information presented in the budget accountability report is not yet fully complete and accurate, so that the implementation of the principle of transparency has not run optimally. This is a consequence of the uneven competence of human resources due to the lack of training related to election finance management. For this reason, it is necessary to increase the competence of human resources through technical guidance or the like to the maximum.

Abstract

This study aims to see how globalization affects the Vietnamese economy, particularly regards to the construction of the Belt and Road Initiative (BRI). For this reason, the author uses a hyperglobalist approach that focuses on the economic dimension of globalization. The result is that the development of BRI provides benefits for Vietnam, namely optimizing the industry in managing its natural resources, which is known that Vietnam has natural resources that have not been managed optimally. In addition, FDI inflows through BRI are able to create more job opportunities and encourage infrastructure development and domestic economic progress. Furthermore, cooperation within the BRI allows Vietnam to get the positive impact on China's economic growth, both from the sharing of technology, ideas, and investment flows from Beijing.AbstrakPenelitian ini bertujuan untuk melihat bagaimana globalisasi berdampak pada perekonomian Vietnam, khususnya yang berkaitan dengan pembangunan proyek Belt and Road Initiative (BRI). Penelitian ini, menggunakan pendekatan hyperglobalist yang difokuskan pada dimensi ekonomi globalisasi dan menggunakan metode deskriptif dengan teknik penelitian kepustakaan (library research). Hasilnya ditemukan bahwa pembangunan Belt and Road Initiative (BRI) memberi keuntungan bagi Vietnam, yaitu untuk mengoptimalkan industri pengelolaan sumber daya alamnya yang mana negara ini diketahui memiliki kekayaan SDA yang belum dikelola secara optimal. Selain itu, aliran Foreign Direct Investment (FDI) yang masuk melalui Belt and Road Initiative (BRI) diproyeksikan mampu membuka lapangan pekerjaan yang lebih banyak dan mendorong pembangunan infrastruktur serta kemajuan ekonomi domestik. Lebih jauh, kerja sama dalam Belt and Road Initiative (BRI), membuat Vietnam dapat merasakan dampak positif dari pertumbuhan ekonomi Tiongkok, baik dari adanya sharing teknologi, ide, maupun aliran investasi dari Beijing.

Abstract

The strong grip of the oligarchs causes the recruitment of political parties to not work properly, there is a tendency for candidates to be nominated by political parties based on political elites not through a democratic mechanism that considers the integrity and capability of the candidate. This research uses descriptive qualitative research. Data collection techniques using interviews, observation and documentation. The data obtained then went through the stages of selecting data, data clarification, and compiling data. The findings of this study indicate that the pattern of recruitment of political parties (PDIP) is carried out openly, but through consideration of the existence of the family. In addition, the existence of Anas provides a great advantage in influencing the support of political parties. The research result shows that (1) the pattern of PDIP recruitment for Ipuk Fiestiandani is carried out openly according to applicable laws and regulations, but beyond that the existence of incumbent figures and popularity will always be nominated, and become the main attraction of PDIP in carrying Ipuk in the Banyuwangi Regency Election, (2) the Ipuk carrier is still affiliated with the existence of Anas behind it. AbstrakKuatnya cengkraman oligarki menyebabkan mekanisme rekrutmen partai politik tidak berjalan semestinya, terdapat kecenderungan pencalonan kandidat berdasarkan elit politik bukan melalui mekanisme demokratis yang mempertimbangkan integritas dan kapabilitas kandidat. Penelitian ini menggunakan penelitian deskriptif kualitatif. Teknik Pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Data yang diperoleh kemudian melalui tahapan menyeleksi data, klarifikasi  data, dan menyusun data. Temuan penelitian ini menunjukan bahwa pola rekrutmen partai politik ( PDIP ) dilakukan secara terbuka, namun melalui pertimbangan eksistensi keluarga. Selain itu keberadaan Anas memberikan keuntungan besar dalam mempengaruhi dukungan partai politik. Hasil penelitian menunjukkan bahwa (1) pola rekrutmen PDIP terhadap Ipuk Fiestiandani dilakukan secara terbuka sesuai peruntutan dan aturan yang berlaku, namun di luar itu keberadaan figur petahana dan popularitas selalu dinominasikan, dan menjadi daya tarik PDIP dalam mengusung Ipuk di Pilkada Kabupaten Banyuwangi, (2) pengusungan Ipuk masih terafiliasi dengan keberdaan anas di belakangnya.

Abstract

This study aims to describe how family resilience is during the Covid-19 pandemic in an effort to prevent divorce in Karawang Regency. This study used a qualitative descriptive research design. The data collection process was carried out by observation, interviews, documentation, and triangulation accompanied by literature study. The results showed that during the Covid-19 pandemic, family resilience was disrupted and there was a decline, all dimensions of family resilience decreased. Among them are: (1) Physical Resilience, due to layoffs that befell husbands and various household needs that cannot be fulfilled, the community experiences a decrease in the level of physical resilience. (2) Social Resilience, due to layoffs, all indicators in this dimension are not met, so divorce is the last solution. (3) Psychological Resilience, during the Covid-19 pandemic, people experienced psychological resilience disorders where layoffs made housewives experience stress and emotions so that one member left the house and no longer lived together. So it is natural that during the Covid-19 pandemic there was a divorce because the elements of family resilience could not be fulfilled, this is in accordance with the concept of family resilience Dyah Retna Puspita in (Tobirin and Soedirman 2020) that if one of these elements does not work, the level of family resilience disrupted which eventually decreases.

Abstract

  The purpose of this study is to describe how to evaluate the Competency-Based Workforce Training Program by the Bekasi City Manpower Office in 2021. The method of this research is descriptive. Data collection techniques using observation, interviews and documentation. The types of data used in this study are primary data and secondary data obtained from interviews with informants in this study. In this study, the author uses the theory of program evaluation according to Daniel Stufflebeam as a reference in analyzing which consists of the dimensions of context, input, process and output. The results of this study indicate that the evaluation of the Competency-Based Workforce Training Program by the Bekasi City Manpower Office is considered feasible to be continued but there are some improvements. From the context and process evaluation dimensions, the overall evaluation was good, but in the input and output evaluation dimensions problems were found such as the lack of teaching or instructor resources and also no monitoring and data collection from the Bekasi City Manpower Office after the training.

Abstract

The government requires every government agency and work unit to compile accountability reports as a form of accountability. Therefore, it is necessary to develop and implement an appropriate, clear and tangible accountability system so that the administration of government at both the central and regional levels can be efficient, accountable and free from practices of corruption, collusion and nepotism (KKN). This study uses an evaluation method with a quantitative descriptive approach, with some respondents being State Civil Apparatuses who had received the services of the Personnel, Education and Training Agency (BKPP). The secondary data uses the Banjarbaru City BKPP performance report document. The information and facts obtained are then read, analyzed, and interpreted to draw conclusions. The results showed that the accountability of the performance of the Banjarbaru City BKPP was that the Performance Accountability of the Banjarbaru City Personnel, Education and Training Agency in general tended to be good as measured by two main indicators, namely the arrangement of personnel resources and the quality of personnel administration services. The indicator of the arrangement of personnel resources is measured using three items, namely the item apparatus that gets Competency Development, the position item that is filled in accordance with the competence, and the item apparatus that obeys the staffing regulations. AbstrakPemerintah mewajibkan setiap instansi pemerintah dan unit kerja untuk menyusun laporan akuntabilitas kinerjanya sebagai wujud pertanggung jawaban. Dari itu diperlukan pengembangan dan penerapan sistem pertanggung jawaban yang tepat, jelas dan nyata sehingga penyelenggaraan pemerintah baik tingkat pusat maupun daerah dapat berdaya guna, berhasil guna, dapat dipertanggung jawabkan dan bebas dari praktik korupsi, kolusi, dan nepotisme (KKN). Penelitian ini menggunakan metode evaluasi dengan pendekatan deskriptif kuantitatif dengan responden sebagian Aparatur Sipil Negara yang pernah mendapatkan pelayanan Badan Kepegawaian, Pendidikan dan Pelatihan (BKPP). Data skunder menggunakan dokumen laporan kinerja BKPP Kota Banjarbaru. Analisis data melalui tahapan mempelajari, menelaah dan menganalisa data. Hasil penelitian menunjukkan bahwa Akuntabilitas Kinerja Badan Kepegawaian, Pendidikan dan Pelatihan kota Banjarbaru secara umum cenderung baik yang diukur dengan dua indikator utama yaitu penataan sumber daya aparatur dan kualitas pelayanan administrasi kepegawaian. Indikator penataan sumber daya aparatur diukur dengan menggunakan tiga item, yakni item aparatur yang mendapatkan Pengembangan Kompetensi, item jabatan yang diisi sesuai dengan kompetensi, dan item aparatur yang taat terhadap peraturan kepegawaian.

Abstract

Adaptability must be possessed by every sector in order to survive with changes in information and communication technology. The government takes advantage of this change through E-Government, namely the Village Financial System. The Larangan Village Government has implemented Village Financial System but there are still problems, namely human resources have not been fully able to adapt to Village Financial System even though they have been given technical guidance, and internet network facilities are slow so Village Financial System often has errors. The purpose of this study was to determine the adaptability of the Village Financial System Village Financial System in the Larangan Village, Candi District, Sidoarjo Regency. The research method uses descriptive qualitative research. Data collection techniques using interviews, observation, and documentation. The data analysis technique uses data collection, data reduction, data presentation and drawing conclusions. The results of the study show that the adaptability of SISKEUDES still has obstacles such as a slow internet network, limited staff who control SISKEUDES operations, and technical guidance from the Regency Government through the Development Finance Supervisory Agency which is considered not optimal.AbstrakKemampuan adaptasi harus dimiliki oleh setiap sektor agar dapat bertahan dengan perubahan teknologi informasi dan komunikasi. Pemerintah memanfaatkan perubahan tersebut melalui E-Government yaitu Sistem Keuangan Desa. Pemerintah Desa Larangan telah menerapkan Sistem Keuangan Desa tetapi masih terdapat permasalahan yaitu sumber daya manusia belum sepenuhnya mampu beradaptasi dengan Sistem Keuangan Desa walaupun telah diberikan bimbingan teknis, dan sarana jaringan internet yang lambat sehingga Sistem Keuangan Desa sering error. Tujuan penelitian ini ialah untuk mengetahui kemampuan adaptasi Sistem Keuangan Desa di Desa Larangan Kecamatan Candi Kabupaten Sidoarjo. Metode penelitian menggunakan penelitian deskriptif kualitatif. Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa kemampuan adaptasi SISKEUDES masih terdapat kendala seperti jaringan internet yang lambat, keterbatasan pegawai yang menguasai operasional SISKEUDES, dan bimtek dari Pemerintah Kabupaten melalui Badan Pengawasan Keuangan Pembangunan yang belum maksimal.
