Abstract

The purpose of this study is to determine the role of the Krebet village government in making Krebet village a zero stunting village in Ponorogo Regency. This type of research uses qualitative methods woth data collection technique of interviews, observation, and documentation. The key informants in this study were the village head, health cadres, and community leaders. The results of this study show that. the Krebet village governments carries out its role by conducting educational socialization, nutrional intervention, increasing access to clean water and sanitation, empowering the family economy, and collaboration with various parties. Krebet village has shown full commitment to reducing stunting rates. Various programs, ranging from counseling, coachong, and socialization, have been implemented. However, the village government realizes that these efforts are not enaough if they only rel yon the budget. The conclusion that can be drawn from the research conducted is that is its implementation, the zero stunting designation was not balanced with role of the actors, so the Krebet village government still has dificulties in making the vallage a zero stunting village. The village government needs active participation from all parties in an effort to solve the stunting problem.

Abstract

This study examines whether the merit system effectively protects State Civil Apparatus (ASN) from authority abuse by regional heads following local elections in Indonesia. Through normative legal research employing conceptual and statutory approaches, the study critically analyzes the implementation gap between merit system regulations and post-election personnel practices. Document analysis of relevant legislation, administrative court decisions, and semi-structured interviews with KASN members and affected civil servants reveal three key findings. First, the institutional design placing regional heads as both political officials and Civil Service Development Officers creates inherent conflicts of interest that systematically undermine merit principles. Second, oversight mechanisms lack enforcement authority, with KASN recommendations frequently ignored without consequences. Third, post-electoral political dynamics drive personnel decisions based primarily on political loyalty rather than competence, manifesting in systematic bureaucratic reshuffles that disrupt institutional continuity. The research concludes that despite comprehensive legal frameworks, Indonesia's merit system fails to protect civil servants from political interference due to weak enforcement mechanisms and conflicting institutional roles. These findings suggest that structural reforms separating political and administrative functions in civil service management and strengthening oversight institutions with meaningful sanctioning powers are essential for establishing a truly merit-based bureaucracy in Indonesia's decentralized governance system.

Abstract

Customary land registration remains a challenge in Indonesia’s agrarian policy. This study aims to analyze the implementation of the customary land registration policy in Desa Adat Bangah, Tabanan Regency, using the policy implementation framework. The research employs a descriptive qualitative approach through a literature review and policy document analysis. The findings indicate that the implementation of this policy is influenced by a combination of top-down and bottom-up factors, including policy standards, resource allocation, inter-organizational communication, the characteristics of implementing agencies, and the active participation of krama desa/customary law community (MHA). The successful registration of customary land in Desa Adat Bangah, marked by the issuance of four electronic certificates of management rights, demonstrates that Ministerial Regulation No. 14/2024 offers a solution to the challenges of customary land administration. However, this study also finds that the direct economic benefits for MHA require further examination. It recommends strengthening cross-sectoral coordination, enhancing the capacity of policy implementers, and refining regulations to ensure the sustainability and effectiveness of customary land registration policies in Indonesia.

Abstract

Corruption in village funds is a significant issue in Indonesia, consistently ranking as the highest since 2015. Village funds are intended to enhance government affairs, development, and community empowerment; however, problems such as regulatory misuse and incompetence among village officials persist. This study aims to investigate the impact of Community-driven Development (CDD) on improving people's welfare and enhancing the country's economy, while also analyzing the potential adoption of South Korea's Saemaul Undong program principles in Indonesia's village fund implementation. Employing qualitative methods, primary data were collected via questionnaires from eight beneficiaries across eight different villages, supplemented by secondary data from literature reviews. The findings indicate that CDD empowers grassroots communities to engage actively in their development, with the government playing a vital role in restoring public trust and addressing perceptions of power abuse. Furthermore, integrating Saemaul Undong principles—focusing on infrastructure, land reform, and human resource development—into Indonesia's village fund program can improve rural public service needs. This study fills a literature gap on CDD and village fund management, offering valuable insights for stakeholders and beneficiaries while addressing rising corruption issues.

Abstract

Marine Protected Areas (MPAs) are becoming an essential tool for marine biodiversity conservation and sustaining the livelihood of coastal communities. Nonetheless, the success of MPAs relies, to a great extent, on the efficiency of the policy networks that manage them. This research explores policy networks' role as drivers of local resilience in East Bintan Island, Indonesia. The objective of this research is to understand how policy networks and dynamics in MPA governance can support the social-ecological resilience of local communities. This study used a qualitative method design to identify the composition, dynamics, and effects of such networks and how they facilitate coordination among stakeholders, enhance the efficiency of resources, and solve social-ecological issues. The research established that policy networks in East Bintan Island have a transformative function of connecting government agencies, local communities, and non-government organizations. They facilitate knowledge, power, and resource sharing that optimizes adaptive capacity and enables sustainable practice. Yet, their complete potential is hampered by issues such as power imbalances, institutional obstacles, and conflicts of interest. This study makes a contribution to the literature by providing empirical insights into the catalytic function of policy networks in MPA governance. Additionally, it offers practical suggestions to practitioners and policymakers who aim to promote local resilience using adaptive and inclusive governance. Through the explanation of policy networks and their connection to community resilience, the study affirms that collaborative ecosystems are necessary as a reaction to socio-economic and environmental problems within the coastal region due to their complexity.

Abstract

This study examines strategies for optimizing Local Revenue in North Bolaang Mongondow Regency within the framework of fiscal decentralization, emphasizing efforts to strengthen regional fiscal capacity. Employing an exploratory qualitative approach, the research integrates SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis to explore institutional, managerial, and personnel factors influencing the performance of Local Revenue. Data were gathered through literature review, participant observation, and in-depth interviews with key stakeholders. The findings reveal three major constraints: (1) low public awareness and compliance related to taxation and retribution systems, (2) inadequate transparency and service quality in Local Revenue management, and (3) limited competencies of government personnel in tax regulation enforcement. The study proposes three strategic approaches: market penetration through tourism and creative industry development, market development via support for micro, small, and medium enterprises and cross-sector collaboration, and product development through digital transformation of tax services and civil servant training. The results highlight the importance of institutional reform, accountable governance, and investment in human capital as integrated pathways to improve Local Revenue. Although limited in geographical and methodological scope, the study provides relevant insights for policy refinement. Future research is recommended to employ mixed methods and cross-regional comparisons to deepen understanding of the dynamics between Local Revenue management and regional fiscal independence.

Abstract

Floods are a major threat worldwide, including in Lahat Regency, South Sumatra, where heavy rains and overflowing Lematang River often cause severe flooding. The Lahat Regency Government plays a key role in disaster response, but places more emphasis on post-disaster recovery than preparedness. There is limited research on how organizations collaborate in disaster management, especially in a developing country like Indonesia. This study addresses this gap by examining organizational collaboration across different stages of disaster management in Lahat Regency during 2023. The objectives of this study were to analyze the mechanisms of inter-organizational collaboration in flood management, identify challenges faced in early warning systems and aid distribution, and explore potential for improved coordination between provincial and district-level organizations. Using exploratory qualitative methods, the researchers analyzed flood preparedness and response based on the experiences of government officials, NGOs, and KBBM. Data were collected through semi-structured interviews, coded thematically, and validated through source triangulation. The findings highlight the importance of a proactive approach and shared responsibility, especially for communities affected by floods. The government faces challenges in early warning systems and aid delivery due to communication gaps. However, coordination between provincial and district-level organizations in South Sumatra has the potential to improve disaster management through improved information sharing and resource distribution. This study contributes to the understanding of disaster cooperation networks and underscores the need to strengthen collaboration and preparedness efforts.

Abstract

This study analyzes the landslide mitigation strategy by the Regional Disaster Management Agency (BPBD) in Sawahlunto, which faces high landslide risks due to steep topography, land use changes, and high rainfall. Using a descriptive qualitative approach, data were collected through interviews, observations, and document analysis. The findings show that while BPBD has implemented strategies such as the Disaster Resilient Village program and community socialization, their effectiveness remains limited. Challenges include low community awareness, budget constraints, inadequate infrastructure like early warning systems, and weak coordination among Regional Apparatus Organizations (OPDs). Non structural mitigation is hindered by a lack of public understanding of preventive measures, while structural mitigation faces geographical and resource limitations. This study underscores the need for stronger cross sector collaboration and optimized infrastructure. Key recommendations include establishing a comprehensive early warning system, expanding disaster education programs, and strengthening inter agency coordination. Additionally, increasing budget allocation and integrating technology based solutions can improve mitigation efforts. The impact of this research lies in its contribution to more effective disaster mitigation policies in high risk areas, enhancing community resilience and preparedness. The findings also serve as reference for other cities facing similar challenges, providing insights into best practices for disaster risk management.

Abstract

This study aims to examine the dynamics of multi-gender roles within the Karya Maju Women Farmers Group (KWT) in Bener Meriah Regency, particularly with the management of Gayo coffee cultivation. Despite KWT being administratively overseen by women, this research identified that men's contributions remain substantial in facilitating physical labor, including land cultivation and the transportation of agricultural goods. This study employs a qualitative methodology utilizing in-depth interviews and participant observation to analyze patterns of gender involvement in KWT. The research findings indicate that while men's participation is not formally organized within the KWT framework, their presence illustrates the interdependence between women's managerial positions and men's physical labor. The incorporation of gender roles in KWT could enhance the efficiency and sustainability of agricultural enterprises, although it has not been adequately addressed in current regulations. This research concludes that KWT Karya Maju serves as a forum for women's empowerment and a platform for collaboration between women and men to enhance the welfare of agricultural families. This research advocates for the implementation of more inclusive and adaptable policies to address gender roles in the agricultural sector, hence enhancing organizational effectiveness and the sustainability of coffee production.

Abstract

This research was conducted to examine the implementation of e-government in supporting the acceleration of public service transformation at the Department of Population and Civil Registry of Palembang City. The theory used in the study refers to the Diffusion of Innovations theory. The research methodology employed is qualitative and descriptive. Both primary and secondary data were used as sources, with data collection techniques including interviews, documentation, observation, and literature review. The results of the study indicate that public service innovation at Palembang City has been quite good, although it has not been fully implemented using digital platforms according to the criteria based on the concept of e-government. Several innovative programs have improved public services compared to previous manual processes, considering the needs of the community. The implementation of innovation was also preceded by trials and evaluations. The challenges faced include a lack of socialization and a traditional mindset that still relies on offline document processing. Additionally, improvements in facilities and infrastructure are needed to ensure that e-Gov-based service systems can function optimally. The Acceleration Model for Public Service Innovation Transformation produced in this research consists of the dimensions of Innovation Advantage, Resource Infrastructure, and Innovation Impact.
